Abstract:
تتضح اهمية هذا البحث في تناوله موضوع العلاقات العامة الحكومية، وما ينتج عن الاستخدام الصحيح لها، والمتمثل بالحقيبة التلفزيونية، اذ انها الرسالة العامة الموجهة من المؤسسة الحكومية الى الجمهور والتي تستخدم فيها انواع من الفنون الصحفية التلفزيونية بالاستعانة | The importance of this research to address the subject of government public relations, and the resulting correct use them, and the television program As it is the general message from the government institution to the public and using types of journalistic television arts with the help of audio and video as a means of employee television broadcast, in order to show the Foundation's activities and achieve their goals.The research problem is embodied in the absence of a clear vision or theory to prepare a television program and employ them in public relations, which led to asylum based on the preparation of television programs attempt style or Personal opinion or ad - lib The adoption of improvisation without a valid ideal models and subsequently caught by mistakes. The search consider descriptive classification of research in terms of type, if used the survey method being the most appropriate approach to the study of the problem at hand and describe it's elements, The search warrant procedures need to use the method or content analysis method for data collection, organization and analysis methods.The community of search represented by the television programs which related to (Ministry of Defense, Ministry of Interior, the Ministry of Health, Ministry of Labor and Social Affairs, the province of Baghdad, the Martyrs Foundation) the Researcher used comprehensive survey from 1/5/2015 until 31/7/2015.The research has been divided into four chapter, The First one contain the ( Methodological Framework ) which includes : Research Problem, Importance, His goals, Systematization, Fields, Community, Appointed, Search Material, Steps Content Analysis and Procedures.The Second Chapter Contains : ( T.V Portfolio in Public Relations ) Which Includes : What They are Reactions Procedural Definition, Importance, Its Goals, Characteristics, Steps of Preparation, Varieties, Special Considerations in Writing, Television Arts, Which used on it.Lastly Television Advertisement Which Include in Television Portfolio While the Third Chapter Contains : ( Public Relations and Government Public Relations ), Defined, Relevance, Its goals, Functions, While the Fourth Chapter Special Study of Analytical as it has been Analysis the Government of Television Portfolio from 1\5\2015 to 31\7\2015 Access to Many Conclusions the Most Important of it : 1 - The results of the analysis showed that most TV programs under study aimed to focus in building the image of its institutions in a positive way for the audience, as it shows that show the activities and interaction of the institutions concerned and hide the negative aspects as much as possible.2 - The Propagators focused on private T.V programs of government establishment under study in the conduct interviews with officials and staff and public institutions outside of their buildings, it is unlikely to be due to the lack of good places suitable for organizing and filming television episodes institution show and the guests in a professional manner. 3 - Shown by the results of the use of existing television programs music category analysis as chairman in the presentation of the visual material, because they lead to the public to attract them, as well as being the catalyst of the human voice and sound effects. 4 - Analysis showed the results of scientific disciplines and job position of the guests emergence of an expert group and an official category of the highest categories again, because of the need The Propagators for experts who speak positively about the procedures issued by the institutions...5 - The analysis showed concentration of The Propagators TV programs to show the problems and found solutions and treatments for visual display media and conduct interviews with the public to talk about positively, so as to ignore and hide the complex problems that have not put their institutions any solutions or treatments.
