Abstract: The aim of this paper is to test the effect of turnover on its variables ( leaving work Resignation, retirement) in achieving the effective functional performance of variables (policies, procedures, regulations (Laws, behavioral patterns, organizational values) in the interactive role of human resources strategies Variables (job analysis strategy, selection strategy, training and development, performance evaluation.(In this study, the researcher used the descriptive approach. A questionnaire was adopted as a tool for collecting data from the field side. The sample of the study was composed of employees who are related to the subject of the study in the department Basra roads and bridges, number of (50) employees.The study used the test of the interaction relations of the hypothesis model in the extraction of descriptive statistics for study variables, and to test the direct and interactive effects of study variables.The study found that there was a negative effect of job rotation on job performance The emergence of a positive interactive role of the work cycle with human resources strategies on the performance of the function, and concluded Study several conclusions and recommendations

Abstract: This study aims to Build an integrated strategic planning system along with its applicability; which is represented by the followings : preparation for planning procedure, specifying strategic direction, Key Success Measures, Build and developing the strategy, current situation assessment, annual budget planning , implementation and reviewing and updating the annual strategy; And testing its impact on the strategical South Oil Company “SOC” performance, from balance scorecard perspective, which is represented in (financial, customers, internal procedure and education and development ). In this study, the researcher accounts on the descriptive method. Thus, a Checklist was used in the )Pilot Study ( to diagnose the research problem. Then, design a tested and precise questionnaire to be used as a tool to collect the scientific data from a sample of 182 personnel that are mainly from managers and supervisors in the SOC.Furthermore, the researcher also uses correlations testing on the Proposal Diagram, such regression analysis, used to test the direct impact among the study variables. and Pearson, used for specifying the correlation strength among variables. Also In this study, many results were found, and the most important result was that the possibility of applying a full integrated strategical planning system in SOC. In addition, the study found that there is a positive correlation among the independent perspective /dimension and the strategical performance using balance scorecard perspectives; moreover, the study involves important potential results that are essential for future studies

Abstract: This research aims to build a strategic scenario for the sustainability of the works of construction and maintenance of irrigation and drainage projects and develop comprehensive strategies to deal with differentiated futures in order to enhancement the response and adapt to different conditions and futures to benefit from what is looming on the horizon of opportunities and avoid threats and potential risks and the consequent creation of development and to enhancement strategic thinking and continuous learning among leaders, managers and decision - makers and staff within the various administrative levels of the organization towards achieving the strategic vision .researcher adopted in this research, the applied approach , as well as the adoption of the questionnaire as an aid to prove the role of the strategic scenario in the sustainability of the construction and maintenance of irrigation and drainage projects and the consequent the effects of the economic , social and environmental aspects. the questionnaire was adopted too in order to identify the strengths and weaknesses of the internal environment and find out opportunities and threats in the external environment through SWOT analysis.The results showed a significant role for strategic scenario in the sustainability of the construction and maintenance of irrigation and drainage projects and stimulate strategic thinking and that the strategic scenario is a useful planning approach for the planning ofwater resources because of The broad consideration of prospects that could happen, rather than what is likely. The research concluded to results and made recommendations.

The role of this research comes here, which was based on future studies to look at the future and determine the features of tomorrow in order to avoid falling into crisis and ward off threats and exploit opportunities to reach the desired future of the organization.This paper discusses some of the fundamental problems diagnosed in the production of electrical energy directorate in Basra and we know very well what this vital sector of the direct impact on life in general and to the progress and development of the state.And that the senior leadership in this organization has missed a lot by working in the annual operating plans and the possibility to catch up with what is required of energy each year and continued reaction to the more challenges the policy, which was to some within the folds of this research addressed. Many planners are using simple evaluationways not based on scientific grounds, limiting their ability to expand existing evaluation process in the project analysis The Projects are generally subject to a set of constraints and variables in addition to the scarcity of resources. In this sense it was incumbent on the institutions that seek to stay to deal with these constraints and variables in order to achieve its objectives and in the exploitation of resources and capabilities available to them efficiently and effectively within the cost and time of their permitted. The process of planning and control of any project must include the following three factors (time) and financial resources (cost) and human resources (workers), and they must combine these three combinations in order to ensure successful completion of the project in the specific time and lowest cost.The (PERT) method scientifically developed in the project planning and organization of the network reflect the temporal and logical sequence for implementation identify the necessary resources and timing. It helps project implementers to treat many of the most important problems of delays in the completion of project activities as a result of lack of time management in a scientific manner, leading to the rise in costs. The use of technology facilitates the possibility of modification and modernization in the possibility of resources, scientific methods planning while away Planners we have every dimension in the use of these methods and for this problem , research aims to clarify the role of scientific planning for the success of projects in all fields, particularly, the field of municipal projects that are directly in contact with citizens' daily lives in (the establishment and paving streets and sidewalks with services) in less timeand cost and highest quality by adopting scientific methods to avoid circumstances and emergencies and determine the project completion time accurately, I've researcher used the case to reach the results in practice, study, and the research found there is a difference time at the time of completion of actual project plan and time using the style (PERT) and critical path and this shows the poor planning of the project, which led to a significant deviation between the actual achievement and planned, and thus delay the project and what the resulting negative impact on economic development and the provision of services While it is possible that the project is completed less of real - time and at a lower cost if an accurate project was planning in accordance with the priorities and knowledge of critical activities and non - critical which could accelerate to take the appropriate decision in the estimation of the appropriate resources for the activit to reduce Growling and harm and achieve public benefit .

In the study, the researcher initially depended on (CHECKLIST) for the purpose of diagnosis and identifying the problem of the study and to reach to a questionnaire design experiential and be under the opinion of professional professors and to use it as a basic tool to collect the data and then to get results.Questionnaire research sample is distributed to (120) of Maysan Oil Company employees.For the purpose of determining the strength relationship between the study variables, the researcher using statistic tools in the analysis and treatment the data and information using (SPSS 13). The study consists of four chapters, the first chapter deals with the methodology and literature review. the second chapter shows the theoretical frameworks of the study, the third chapter is devoted to analysis and revision, the Four chapter is for conclusions and recommendations.The study indicated to theoretical and practical conclusions which diagnosed the reality of training process in the application environment.The study provided a set of recommendations which had based on the study conclusions and researcher's observations

Abstract: This study aims to find out the causes weakness of the strategic planning and its impact on the quality of performance in Iraqi universities, by studying how top management (University Council) practice for the strategic planning and its impact on the level of quality assurance. The study included Basrah University focusing on the University Council of the University leaders sampled intent, the society of the study consisted of (N=40) person. The researcher initial test through individual interviews and conducting preliminary survey of a sample of (n=20) person, which shows a clear and significant gap of integration variables, the strategic planning and quality performance.Referring to the qualitative and quantitative indicators for quality assurance and accreditation of Arabic universities as a base to launch in this study, therefore, two parts questionnaire was conducted, the first part is dealing with strategic planning process requirements by reading the opinions of the respondents and the extent of their agreement with the need to use those requirements to improve strategic planning processes and the quality of University performance, the second part is dealing with the quality of University performance through qualitative and quantitative indicators for quality assurance and accreditation of the Arab Universities by reading the opinions of the respondents and the extent of their agreement to adopt those measures to improve the quality of University of Basrah performance.The researcher used a proposed sample, like correlation coefficients, to explain the strength of a statistical relationship between the study variables (the strategic planning and quality performance), Regression analysis was used to test the direct effects between the two variables. It was concluded that the outcome of results highlighted the effectiveness of the implementation of the strategic planning process to the quality assurance of University performance.
