Abstract: تبرز اهمية تقدير دالة الطلب على النقود في العراق من خلال فهم العلاقة بينه وبين المتغيرات المؤثرة فيه من خلال البحث في استقرارية هذه الدالة ومدى تاثيرها في سعر صرف الدينار العراقي وذلك من اجل معرفة مقدار مساهمتها في رسم السياسات النقدية في الاقتصاد العراقي | It highlights the importance of assessing the demand for money function in Iraq through the understanding of the relationship between him and affecting the variables by searching the stability of this function and the extent of their influence in the Iraqi dinar exchange rate in order to know the amount of their contribution to the monetary policies of the Iraqi economy fee, as well as through study behavior of the demand for money function in Iraq and analyze the determinants of the demand for money for the period 1991 - 2013 and the impact of these determinants in the demand for money in Iraq.And that the problem that we face is how to estimate the total demand for money in the size of Iraq and how to achieve monetary stability, especially that the Iraqi economy has seen many disorders such as high inflation and the increase in the money supply... etc, which contributed to the instability of the demand for cash during the period (1991 - 2013).The objective of this research to study the function of the behavior of the demand for money in Iraq through the analysis of the most important determinants for the period (1991 - 2013) and measure the effect of stabilizing function of the demand for money in the Iraqi dinar exchange rate. And most important, our findings are a relationship between the demand for money and the factors specific to him, as the changes that occur in the demand for money determinants affecting the demand for cash, that the Iraqi economy has seen high rates of inflation reached the runaway inflation that led to a decline the value of the Iraqi dinar and thus lower the Iraqi dinar exchange rate against the dollar and this has led to instability and the stability of the rotational speed of the money during the period (1991 - 2003) and thus to not stability of demand for money function.It also found the results of statistical test joint integration through error correction to the existence of complementary relative relationship between the demand for money and the exchange rate in the short - term term and there is no relationship equilibrium in the long - term term between the demand for money and the exchange rate of the Iraqi dinar and said causality test results model (Granger) that there is a causal relationship in one direction of the demand for money to exchange rate and there is no causal relationship of the exchange rate to the demand for money.

Abstract: يهدف هذا البحث الى التعريف بعملية الفيدرالية وامكانية وسبل تطبيقها محليا في كل المحافظات على وجه العموم وفي محافظة المثنى على وجه الخصوص والمشاكل والمعوقات التي تحد وتمنع من تطبيق نظام الفيدرالية المطبق في اغلب دول العالم بشكل عام والجوانب المالية بشكل خا | This research aims to introduce the federal process and the possibility and ways applied locally in all the provinces in general and in the province of Muthanna, in particular, and the problems and obstacles that limit and prevent the application of the financial aspects in particular applied in most countries of the world in general and the federal system, and its benefits and financial revenues the possible return on sweeteners benefit a lot in terms of good conduct local money and put it in the interest of the province down to the comprehensive use of local resources, self - development, based on the principle that local planning over the feasibility and accuracy of central planning, according to the possibilities available.Based on this research to the case study method (Case study) to commensurate with the necessities to clarify the idea of research and take advantage of them, where they were to hold meetings and interviews with institutions and government units concerned for the purpose of data collection and analysis out the results are applicable, commensurate with the nature of the province.We reviewed by the research problem : that al - constitutional and legal texts was not easy and accessible because of the recent experience of democracy and federalism in Iraq, as it faced many obstacles, the most important uncertainty for many of the laws and constitutional paragraphs on this field, misunderstanding and application in state institutions and local departments, and here Find came to discuss and put those problems and obstacles that hinder the federal system and its impact on the financial aspects and the effects of those negative aspects of the freedom of financial disposition of the localities of including the province of Muthanna.The research also included and part of his proposal for a local collection of applied law to get a benefit to use the road for a nominal is levied locally, with the submission of a proposal for structural local Ministry of Finance visited a local executive in the province linked to the device on the one hand and the Federal Ministry of Finance on the other.The researcher found a set of conclusions : that there is a centralized restrictions on the work of local governments in financial matters and to the point especially in matters relating to the imposition of taxes, fees and enclosure, represented by the State Council Decree No. 39 of 2008 issued on 11/3/2008, which prevent the provincial councils to impose taxes and fees, but this is against the law and the principle of decentralization desired.By the researcher to raise a series of recommendations including : the need to develop the administrative and legal aspect of the members of the provincial councils and provide them with sufficient knowledge to the powers vested in them for the purpose of investing as the best in their provinces service through courses, conferences and seminars and correspondences are clear and directly by the central government to resolve the confusion positions and ambiguity in the legal paragraphs entitling them such powers.

And this includes Baghdad Provincial council.2 - Produce the main important investment chances and evaluate it with Baghdad level.The research aim depend on that the progress in investment of Baghdad city because it’s the capital of Iraq and that cause the improvement in local institutions in many governorates.The aim of this research is to study Baghdad governorate and most important chances in investment depending on the available sectors to produce the special priorities in investment sectors as well as to study reality, and advertising about these chances that is compatible with development aims.The researcher reached to two conclusions : 1. In spite of many rules and instructions that limit the environmental contamination but rates of pollution is in a continuous increasing and for many reasons, to specify these reasons, we have started to study the most environmental problems that Babel province suffers from via detailed arena study to the mechanism of the work of Babel environment directorate included all its sections and departments , and role of each section and its units, then tackled with some troubles and hitches that confront some of these sections and its departments that concern with watching the environmental reality of Babel province and breaches happen by governmental destination or by citizens and punishing the offenders and preventing them from damaging the environment, also making a comparison between these sections and their activities during specific period of this research to specify the reasons behind that contrast, making a list of what have been done of these activities, rules and instructions also how big the gab is in the application of these mechanism of sections and departments and reasons of creation that gap and how to diminish it, the role of the public government in Babel province by its both divisions legislative and implementing via creating a board of protection and improvement the environment to settle these problems through issuing important rules and instructions to protect and maintain environment plus coordinating with Iraqi ministry of health and central government to issue rules and instructions that are out of the authority of Babel environment directorate. The researcher has come up with a bunch of conclusions and recommendations , most important are : 1 - Correlation between Babel environment directorate with Iraqi ministry of health makes the first as a weak watching destination and its rules and instructions are vulnerable, so it's better to disconnect its correlation with the ministry and connect it with the Iraqi council of ministers. 2 - Repeating some topics were discussed in the board of protecting and improvement the environment during the same year and same period of the research and didn’t get solved and stayed unsettled and that requires the support of the local government to the directorate of environment through following up the decisions that being adopted in the sessions of the council of protecting and improvement the environment and settle all related issues which help in the service of the government and environment. 3 - The spreading out of the phenomena of breaches against environmental limits, rules and instructions via publishing variant and numerous rules didn’t have environmental acceptances as that required applying a real study shows reasons behind this phenomena and how to remedy that, considering curing methods and avoid relations and mediations and parties via applying procedures on all individuals without any exceptions. 4 - No serious attempts to find real remedies to the subject of recycling hard and liquid garbage, heading to create recycling and separation factories and make use of these wastes same as third world countries not only like progressed countries. 5 - Don’t neglect sites with biological variety and necessity of coordination with ministry of health to include these sites within natures reserve because it is an environmental wealth, curing the phenomena of desertification through increasing the green lands.

The scientific value is to look at it helps to provide an integrated and coordinated strategy for the provincial council in accordance with the plan on sound scientific grounds. The researcher used in the current research method descriptive and analytical depending on the checklist to see the reality of strategic planning in the province of Diwaniyah, which were distributed to the 24 members have been using statistical methods to analyze the data collected in the light of the answers to the study sample, including the mean, standard deviation and coefficient of variation as well as highlighting the findings of a researcher is that there tarry in strategic projects adopted by the province and the failure of many of them and in the absence of development. Has been to reach a set of conclusions was the most important of which turned out to be the province of Diwaniyah Council would draft a letter to him explain the unique characteristics and attributes that characterize the rest of the other provincial councils. In the light of the conclusions drafted a set of recommendations, notably should the provincial council set up a strategic information system the task of analyzing the external and internal environment, environment variables as well as he should be on the provincial council promote the positive aspects of the culture and emphasis on the acceptance of a stable change in the board structure to prepare for those changes form in which it contributes in the development of an effective strategy for the Council plan.

Abstract: يهدف البحث الى التعرف على الدور الرقابي لمجلس محافظة ميسان ومدى مساهمته في الحد من ظاهرة الفساد الاداري والمالي وذلك من خلال فحص وتحليل واقع وممارسات الرقابية في مجلس المحافظة ومعرفة مدى كفايتها من خلال مقارنتها بالمعايير الموضوعة ,وتشخيص المعوقات التي تع | The research aims to..... identify the oversight role of the provincial councils and the extent of its contribution to the reduction of administrative and financial corruption, through the examination and analysis of the reality and practices of regulators in the provincial council and knowledge of their adequacy by comparing the established criteria, and diagnosis of the obstacles that impede the supervisory role of the Council The most research problem weak oversight role of the province of Maysan on departments and local institutions For the purpose of testing hypotheses applied research on the Maysan provincial council for the current session (2013 - 2015) totaling 27 members, has been collecting data through multiple tools is a list of screening and personal interviews and field presence of the meetings of the provincial council in addition to the experience the researcher and the sources and historical references in order to complete the data own research.And it reached the search results... to a set of conclusions was the most important : the absence of mechanisms and clear for the exercise of jurisdiction oversight for provincial councils, lack of coordination and cooperation between the provincial council and the central departments regulators (Office of the Integrity Commission, Office of the Inspector General in local circles, BSA) to reduce cases of financial and administrative corruption, political influence and partisan quotas clear when the Council to exercise its oversight role.He recommended search...... a series of recommendations including : the provincial council that enjoys independence and impartiality and integrity in the exercise of the supervisory role and stay away from personal considerations and quotas party, the formation of a coordinating committee between the provincial council and the central departments regulators to reduce the incidence of financial and administrative corruption, put and clear mechanisms for the exercise of supervisory jurisdiction.

Abstract: يركز هذا البحث على تعزيز مفهوم واهمية تقييم الاداء للمشاريع الاستثمارية بوصفه الاداة الفعالة لمعرفة الانحرافات عن الاهداف الموضوعة لهذه المشاريع.وجرى اختيار هذه المشاريع في محافظة بابل للفترة من (2012 - 2014 ) وكانت العينة مكونة من ثلاث مشاريع هي : 1) م | This research focuses on promote the concept and importance of evaluating the performance of regional development projects of provinces plan as an effective tool to find out deviations from the targets for these projects.These projects were selected in Babyloin province for the period of (2012 - 2014 ) and the sample is made up of three projects are : 1 - Mother bridge project ( AL - Zahraa ).2 - project implementation of the nationality of Babylon building.3 - project purification plant the seeds of wheat.Approach for this purpose Case study was used to monitor the performance of these projects as well as researcher used the checklist prepared for this case has been gathering information about these projects through feasibility studies , as well as study costs schedules for projects of different sectors within the scientific boundaries of this researchto anumber of conclusions most important to evaluate the performance of projects abd provides accurate information on the quality of the implementation of these projects and provides a clear picture of this performance and thus contributes to take appropriate measures to improve the performance and corrected , as well as to choose the place of some of the projects it was inappropriate unlike other projects of the research sample , which led to wastage cost to create the site to be appropriate , as well as to convey find several recommendations , the most important need for awareness of the importance of the evaluatin the performance of the projects and the need to be activated in accordance with the principles and criteria that are valid on a regular basis and by the people , speciaqlists in various aspects of the projects , and the need to stand on the reasons that led to performance deviation from the planned to be avoided subsequent projects to preserve the money and human energies in the project.

Abstract: ان مشكلة البحث تقوم على التذبذب في نسب تنفيذ الموازنة المالية لمجلس المحافظة بالنسبة للحسابات الرئيسة للمصروفات، وعدم دقة المجلس في وضع المبالغ التخمينية للايرادات المتوقع تحصيلها والمصروفات اللازمة الى تدهور في اداء بعض المهام التي يقوم بها مجلس المحافظ | The problem of the research is based on the fluctuation in the rates of implementation of the financial budget of the provincial council for the accounts of the major expenses, and not to the Council accuracy in setting the amounts of speculative revenue expected to be collected and expenses needed to deterioration in the performance of some of the functions carried out by the Provincial Council and events stagger clear in the financial performance. Thus was born the actual need for a need for a financial assessment as an important tool to detect deviations occurring and to propose appropriate solutions.The research hypothesis is that the use of the budget as an instrument of control helps in assessing the financial performance of the provincial council would contribute to providing services and doing business entrusted to him best.The most significant findings include : - 1_ Volatility in rates during the implementation of the budget in 2012 for accounts where the major expenses rose in the accounts of ( intermediate goods , supplies services , maintenance of assets , non - financial assets ) fell in the accounts of ( compensation of employees, other expenses )2_ Low amounts of revenue within the operating budget of the Council over the past two ( 2012.2013 ) reaching ( 65,888,905.118414677 ) dinars respectively compared by disbursements because of the Council 's reliance on revenue achieved outside the operating budget and of the fees imposed on imported and exported goods as a result of private decisions issued by the Council as the highest legislative authority in the province.3_ Not funded by the Ministry of Finance of the provincial council of all the amounts allocated to it during the year 2012 , reaching the proportion of funding (64% ), while the Ministry of Finance to compensate teams Council funding through 2013 as the percentage of funding ( 127% ).The main recommendations include : - 1_ We recommend to exercise precision when preparing the budget for revenues and expenses to get to the implementation of the best ratios2_ Coordination with the Ministry of Finance on the need for the need to finance the provincial council of all the amounts allocated to it for the purpose of implementation of all expenses3_ address the Ministry of Finance and the emphasis on the need to increase supplies allocated to the accounts of the amounts of goods and services and maintenance expenses and other assets, which will help the provincial council on the performance of his duties
