تعد الاساليب التدريبية الذكية من المؤشرات والعناصر المهمة في عملية رفع وتحسين الاداء المراسيمي في نظم الادارة الحديثة، وبذلك تتحدد مشكلة البحث في ضعف الاداء المراسيمي لمجلس الوزراء العراقي ومعرفة الاسباب وراء هذا الضعف او الخلل واليات معالجته اذ يهدف الب | Considered the smart training methods one of indicators and important elements in process of raise and improve performance of Ceremony in modern management systems, and thus determined by the research problem in weakness of Ceremony performance of Iraqi Council of Ministers. and the knowledge of Causes behind this weakness or imbalance and the mechanisms for handling, where the researcher aims through this research to how improve, develop, and raise the level of performance of government Ceremony according to adoption of smart training methods, modern, and sophisticated, and rehabilitation the ceremony cadres of Council of Ministers for the purpose of obtaining a quick and effective results in vision of the current reality and the requirements of administrative reform campaign provided for in the general framework of the government's program for Prime Ministers. The researcher reached to set of conclusions that diagnosed the reality of Ceremony performance, from the most important, interesting of leadership and management of the organization in training element as an active ingredient in supplement staff expertise, skill, and knowledge through the use of smart training methods that designed to increase the level of Ceremony performance for staff, which leads to reducing the financial burden on the organization's budget as a result of efficiency in the utilization of available resources, and the keenness of employees to gain Ceremony skills through specialized training programs in the ceremony and Protocol, local and foreign, the futility of the use of traditional training methods lead to a reluctance of staff for training and low morale to achieve and improve performance now and in the future. Based on the conclusions, researcher presented a set of recommendations from the most important, the interest in exploiting the optimization of the resources of the organization in achieving Ceremony tasks and improve performance Ceremony and searching for new ways to raise that level through the radical handling or alternative scenarios for facing the obstacles or challenges the Organization, and Invest the International methods to enhance the Ceremony performance aim processors upgrading its level commensurate with the work of our organizations and putting mechanisms within the strategic framework with focus on the function of planning and plans for improving the Ceremony performance strategically that must be analyzed and tested before being applied.

يركز موضوع الدراسة على دراسة متغيرين رئيسين ضمن عمل الوكالة الادارية والمالية في وزارة الداخلية العراقية,وهما (العمل الفرقي وفاعلية الانجاز) وتمحورت هذه الدراسة على معرفة طبيعة علاقة وتاثير العمل الفرقي بوصفه المتغير الرئيسي من خلال ابعاده, (العمل الفرقي | The subject of studying focuses on the two main variables study within the administrative and financial functioning of the Agency in the Iraqi Ministry of Interior, they are (teamwork and effective achievements of work) and this study focused on the knowledge of the nature of the relationship and the impact and dimensions of teamwork as the main variable through its dimensions (functional workteam, working multiplifunctional teams and cross work) on the effectiveness of achievement as responsive variable and the primary goal is to state the role of teamwork to achieve effective achievement of the researched organization, it is worth noting that the importance of the subject as result from the subjects which it limited interest of studies teamwork and its types in the administrative and financial agency, in order to test the research hypotheses were accommodate its variables in the form of a questionnaire prepared by depending on the number of metrics related to the search topic was distributed to 126 officers for many levels (manager , head of the Department, principles' Division, and principles' units) and the research conducted on the administrative and financial agency and its branches the questionnaire was main way for gathering the information which Adopted by the researcher and used many statistical methods to treat the required information, as he introduced a researcher in the field - side analysis of the (alpha Cronbach) way to the stability and addresses a researcher for the statement that the paragraphs of the fortieth questionnaire represent a studied phenomenon as best representation through the test of the facts in two ways exterior facts and structural exploration facts through factor analysis exploratory, followed by an analysis of the level of importance of the paragraphs of the questionnaire with its secondary and primary variables, using the arithmetic mean weighted and standard deviations and the relative importance of each paragraph of the questionnaire and all secondary variables which expressing for the study of b variables (types of work Alvrgi and effective achievement), where he used a researcher in data collection analysis statistical methods and standards developed up to the objectives of the study, by statistical analysis program Amos version twenty third.One of the main conclusions reached by the study is : - ? Multidisciplinary committees in the administrative and financial agency have a high capacity to develop recommendations and make decisions and thus can make the organization effective.The study also recommended a number of recommendations including : - ? Work to stimulate multi - tasking committees in the administrative and financial agency by the heads of these committees to increase their ability to overcome the difficulties and challenges faced

يهدف البحث الى النهوض بعمل مكتب المفتش العام وذلك بتبني منهج واداة يسهل توظيفها وهي ستراتيجية تقويم الاداء وبالتالي تعزيز وتطوير اعمالهم وضمن الموارد المتاحة بالاضافة الى وضع اسس تعمل على استدامة تحقيق الاهداف لمتابعة تطوير الانشطة والارتقاء بها, فعملية ت | The research aims to promote the work the Office of the Inspector General and by adopting a methodology and tool facilitates employing a strategy of evaluating performance and thus enhance and develop their business and within available resources as well as to lay foundations working on the sustainability of the achievement of targets for follow - up development activities and upgrading, process performance evaluation is one of the important processes exerted on All levels of the organization, starting from the top management and the end of the smallest units, in order to have a role in organizational effectiveness needed to be dealt with systematically and accurately, and it ensures these search variables first strategic variable performance evaluation independent and its impact on organizational effectiveness as the dependent variable, and the fact that performance evaluation process is one of the main tasks of the work of the Inspector General's Office According to the Order (57) for the year (2004) and to raise the level of performance in the work of the Ministry of communications and formations circles, turn the researcher to select a sample search of the Office of the Inspector General at the Ministry's staff, amounting to questionnaires approved (73) questionnaire at various organizational levels out (85) questionnaire, the resolution adopted by President tool for data collection, as well as personal interviews, has been used statistical methods and tools in the data processing and extraction results and analyzed using SPSS statistical package. To reach the objectives of the research were selected independent variable standards, according to the model of excellence by the EU and adopted in the King Abdullah II Award for Excellence, while identified dimensions of the dependent variable, according to the views of a number of researchers and writers, have reached research through the findings to the existence of significant positive significant correlation between Find variables, also show a correlation effect statistically significant of the five criteria for strategy performance evaluation with organizational effectiveness, and in the light of the findings and conclusions were formulated a number of recommendations, the most important was the need for the Office of the Inspector General staff about the importance of the work according to certified standards within the strategy to evaluate the performance, because of its the impact of the interaction with them on the ground to get to the target effectiveness, and senses the senior management of the positive and important role to evaluate performance and that follow - up activities associated with it and reports resulting from it because they provide realistic ground stimulating performance actor at various organizational levels

يهدف هذا البحث الى تسليط الضوء على تقييم الاداء التمريضي من خلال تطبيق معايير ضمان الجودة والتي تشمل عليها ابعاد (الكفاءة الفنية, الحصول على الخدمات, فاعلية الخدمات, العلاقات الشخصية, استمرارية الخدمات, سلامة الخدمات, وسائل الراحه) وابعاد الاداء التمريضي | The aim of this research is to highlight the evaluation of nursing performance through the application of quality assurance standards, which include dimensions (technical efficiency, access to services, effectiveness of services, interpersonal relationships, continuity of services, safety of services and amenities) , Performance, customer satisfaction), as there is a real problem in Al - Shaheed Al - Sadr Hospital and there is no nursing plan for quality that takes into account the adopted professional standards for nursing. I believe that in nursing we need a protocol for every nursing work that takes into account the quality of performance that leads to satisfaction. Customer Health, The hospital also suffers from a poor evaluation of nursing performance, as the hospital does not follow a specific guide to control personal relationships, whether with the owners themselves or with patients.The aim of the study was to evaluate the quality of the nursing performance provided by Al - Shaheed Al - Sadr Hospital and to apply it to international standards and to apply scientific methods to contribute to upgrading the level of Arab and international hospitals The field research method was adopted as a research method. A checklist of quality assurance standards was prepared for the assistant director of nursing. A special questionnaire was designed for the satisfaction of sick patients in some sections of the hospital, which were distributed to 28 patients and patients, The first stage was to collect the examination list data before the application of the program, with the patient's questionnaire distribution, to diagnose the patient's satisfaction, and the second stage Done The collection of the data of the examination list after application in some sections of the hospital. A number of statistical methods were used including (frequency distribution, percentages, arithmetic mean, standard deviation, difference coefficient) and SPSS program for processing the data collected.The main findings were that the hospital applied the standard (access to services by 88.9%). And there is satisfaction by patients about the quality of nursing services provided to them

يعد الانفاق الصحي من العوامل الاساسية التي لها الدور الكبير في رفع مستوى جودة الخدمات الصحية لما له من الاهمية الكبيرة في توفير ماتحتاجه المنظمات الصحية من اجهزة ومعدات وادوية ومستلزمات اخرى في اداء خدماتها الصحية الى المحتاجين لها.وتهدف الدراسة الى است | Health spending is a key factor in raising the quality of health services because it is of great importance in providing health organizations with the necessary equipment, equipment, medicines and other supplies to perform their health services to those in need.The study aims to review the structure of health expenditure, know the level of quality of health service, and determine the relationship between the size and structure of health expenditure at the level of quality of health service.This study is a retrospective study of the structure of health expenditure in the hospitals of the Department of Health Najaf for the period 2011 - 2015, through data extracted from hospitals and the Najaf Department of Health Najaf.In a correlation analysis, Pearson correlation coefficient was used to measure the relationship between the two quantitative variables. A simple regression analysis was used in the tests to determine the effect of ( (Health service quality), and the Beta coefficient for the expected change in the dependent variable (QoS) due to the change in one unit of the independent variable (health expenditure) of Know the ability of the model to explain the relationship between independent and dependent variables.The study concluded that the level of quality of health service in all hospitals is very high for all years of study. This carries a very important conclusion. Either the hospital departments are 100% successful so that they invest all their resources properly. The quality assessment is wrong, especially that it is conducted by committees of the hospital itself. The study reached a number of recommendations, the most important of which is that the hospital departments are specialized in the management of hospitals and the adoption of indicators of maternal and infant mortality as an important indicator of quality of health service

يهدف البحث الى معرفة واقع ثقافة الطفل العراقي في ظل الارهاب، لاستيعاب سلبيات هذا الواقع من اجل الحفاظ على ثقافة الطفل وتنميتها وتطويرها بما يخدم الطفل والمجتمع، وقد قام الباحث بزيارة الى موقع دار ثقافة الاطفال وبعد عقد مقابلات مع المسؤولين تم جمع المعلوم | This research paper aims to understand the current reality of the culture of the Iraqi child in the shadow of terrorism; to comprehend the negative aspects of such reality in order to protect and develop the culture of the child in ways that will be beneficial for both the child and society. The researcher has visited the Children’s Culture House and met with the appropriate staff as to collect information and reports regarding the strategy, activities, and the works of the house. The researcher has also visited the Center for Psychological Studies that is affiliated with the Ministry of Higher Education and Scientific Research to obtain specialized knowledge about the terrorism phenomenon and the extent to which it affects the culture of the child. Moreover; the researcher has been in contact with representatives of United Nations Children's Fund - UNICEF and the International Organization for Migration - IOM in order to obtain reports detailing the current status and situation of children in Iraq.A descriptive statistical approach is used by the researcher; acheived by closely following the situation in Iraq - a country which has become a field for various terrorist attacks - and how that situation affects and alters the culture of the child in a manner that threatens the future of the country as a whole. Percentages are used to quantitatively depict and describe some of the data that is utilized.The most significant conclusion of this research paper is that the culture of the child falls within the circle of terrorism in Iraq; and it does so in two ways : 1. Field Terrorism : Examples of which include explosions, bombing of cities, gorilla war, assassinations, and kidnaps. 2. Media - Driven Terrorism : Embodied by the plethora of television programs, cartoon shows; and electronic games played on consoles, personal computers, cell phones… etc. These various manifestations of terrorism have caused many problems suffered by the Iraqi child and have adversely affected the cultural level thereof. Developing and nurturing the culture of children is a strategic and evolutionary goal for any society for children are the future of the nation and the holders of its heritage and identity; they also are the nation’s present that reflects where it stands among others.

This research has been tested in the Iraqi banking sector represented by (Gulf) Commercial Bank and the Bank of Ashur International), and applied research on intentional sample of 85 managers and staff distributors in several administrative levels (Director, Department manager, branch manager, senior management staff) and use the search questionnaire head for the collection of data and information tool as well as personal interviews program and some private banks and annual reports, as well as the researcher used some statistical methods which (arithmetic mean, standard deviation, coefficient of variation, Pearson correlation analysis, and analysis of simple regression, financial ratios) The research has come to a set of conclusions was the most important, the presence of correlation and the relationship of positive influence strategic direction of the three for its removal in the performance of Iraqi private banks, the research community, and the dimensions of the strategic direction has sparked mixed on the performance of banks research sample, it is found that the impact of the pioneering trend in priority first, interactive approach in the second priority, and market - oriented in the third priority. Also found there are high positive correlation between the strategic direction (in general) and the performance of the banking banks sample section, also showed the results of descriptive analysis (general rate) to keep the strategic direction, Gulf Commercial Bank and the Bank of UNESCO's International achieved high adoption of the strength of the vertebrae search variables implying the absorption of the surveyed banks the importance of the strategic direction of all dimensions, "which will reflect positively on its performance.Based on the findings of the research results has developed a set of recommendations was the most important. The research aims to measure the impact of the application of total quality to improve the performance of the Office of Diyala province management requirements in addition to identifying the nature of the relationship between the requirements of comprehensive quality management and institutional performance of the Court of Diyala province. The problem of research is that there is a weakness in the implementation of the requirements of Total Quality Management which reflected negatively on the quality of services provided to citizens and the lack of infrastructure in some areas of the province and the delay in the completion of many important projects such as road projects and school buildings, as well as the administrative procedures and mechanisms within the Diwan still largely routine weighing on citizens and causing delays in the completion of transactions In order to achieve the objective of the research, a questionnaire was adopted which consists of (the main variable) which is the requirements of TQM and the sub - variable of (improving performance) and distributed in the Diyala Diyala Governorate the research community to the managers and their assistants and heads of departments and their meanings and heads of the people and their assistants and a number of employees and the number of questionnaires distributed 189 Questionnaire 186 was recovered, including a questionnaire, while the rest was considered damaged, was tested two major research hypotheses which, one assumes the existence of a positive relationship between the application of quality and performance improvement and other management requirements assumed the existence of the Tathirlttbaiq administration requirements Improve the quality of the performance of the Office of the province, and some of the assumptions made were rejected sub - hypothesis concerning the existence of a positive relationship between the support of senior management and performance improvement sub - hypothesis concerning the existence of a positive relationship between continuous improvement and performance improvemen . تناول البحث متغيرين رئيسين هما التوجه الستراتيجي وممارسات الحوكمة واللذين يحتويان على متغيرات فرعية لكل منهما, وسعيت من خلال التحليل الاحصائي لمتغيرات البحث الى بناء انموذج لتحقيق التوجه الستراتيجي بالاعتماد على الممارسات الجيدة للحوكمة والتي تتلاءم مع الدائرة المبحوثة(مكتب المفتش العام لوزارة المالية) حيث جمعت بيانات ومعلومات من عينة حجمها (40) شخصا يمثلون الادارات العليا والوسطى ممن يعنون بصناعة القرار في الدائرة المبحوثة. حيث تمثلت مشكلة البحث بماهية التوجه الستراتيجي ومدى الالمام به بالاضافة الى وجود علاقة ارتباط وتاثير بين التوجه الستراتيجي وممارسات الحوكمة من عدمه, بالاضافة الى معوقات تطبيق ممارسات الحوكمة التي تتاثر بالقرار الستراتيجي. واستعملت البيانات الخاصة بمكتب المفتش العام لوزارة المالية والمقابلات والزيارات الميدانية وقائمة فحص بوصفها ادوات لغرض جمع البيانات, وصممت قائمة الفحص استنادا الى مصادر محكمة عدة بالاستعانة بورشة العمل التي اقيمت لتصميم فقرات القائمة والاستعانة بالادارة العليا والوسطى للدائرة المبحوثة حيث تضمنت القائمة (57) فقرة ضمن ثلاثة محاور تغطي متغيرات البحث وجرى اختبار عدد من الفرضيات التي تقيس علاقة الارتباط والاثر بين المتغيرين حيث استعملت مقاييس الانحدار الخطي البسيط ومعامل ارتباط بيرسون والمتوسط الحسابي والانحراف المعياري ومعامل التفسير. وتوصل البحث الى استنتاجات عدة وهي ان الرؤية والرسالة والاهداف في عينة البحث تتصف بعدم التركيز بالاضافة الى ان الدائرة المبحوثة لا يوجد فيها توجه ستراتيجي واضح في التطبيق كان يكون دفاعيا او تحليليا او استباقيا وان هناك ممارسات عدة تقوم بها الدائرة تتلاءم مع ممارسات الحوكمة ومع توجهات العمل الستراتيجية لها. لذا من الضروري بناء انموذج قياسي للتوجه الستراتيجي يوائم ممارسات الحوكمة للوصول الى اداء افضل للدائرة المبحوثة. | The research variables two main thrust of the strategic orientation and governance practices and which contain sub - variables of each, and I sought through a statistical analysis of the research variables to build a model for achieving orientation strategic relying on good practices of corporate governance and that fit with the surveyed department (General Inspector Office in Ministry of Finance), where the collected data and information from a sample size of (40) people representing the upper and central departments who mean industry decision - researched organization. Was where the research problem what the Strategic Orientation and the extent of knowledge of him as well as a correlation between the impact and the Strategic Orientation and Governance practices of whether or not a relationship, as well as obstacles to the application of corporate governance practices that are affected by the strategic decision. And use the data for General Inspector Office in Ministry of Finance, interviews and field visits and a checklist as tools for the purpose of data collection, designed checklist based on several sources court with the help of the workshop which was held for the design of the paragraphs of the menu and the use of senior management and the middle of the organization of the surveyed which included the menu (57) paragraph within three axes cover research variables were tested a number of assumptions which measure the correlation and effect relationship between the two variables are used as measures of simple linear regression and Pearson correlation coefficient and the arithmetic mean, standard deviation and coefficient interpretation. The research found to several conclusions, which is that the vision, mission and goals in the research sample is characterized not focus well that researched the organization where there is no directed strategic and clear in the application as if the defensive or analytical or proactive, and there are several practices carried out by the department fit in with corporate governance practices and with job trends her strategy. Therefore, it is necessary to build a record for a specimen strategic orientation aligns corporate governance practices to get to the better performance of the organization under study
