Abstract: The present study addressed the "efficiency in using the Kaizen model for the measurement of organizational performance", which is a subject that has never been taken in academic aspects based on the writer's knowledge. The importance of this study comes from being a new subject in management, and relates directly to the continuous development of organizations in both private and public sectors.The argument of the study is summarized by some important questions like; does the efficiency of Kaizen model depend on the availability of suitable capacities and resources for the success of the self - assessment process? The aim of the study is to investigate the ability of the organizations under this study to use the model, and highlighting some essential requirements for its success. For that aim, an assumption was made that the organizations under this research have an acceptable level of competence to use Kaizen model to achieve organizational success. In addition, in order to verify this assumption, a questionnaire was used as a main tool. It was answered by a representative sample of Assessment teams' members in the following public organizations : The General Inspector office of the Ministry of Youth and Sport, General Inspector office of the Ministry of Education, General Inspector office of the Ministry of Municipalities and Public Works, General Inspector office of the Establishment of Martyrs, and the General Directorate for Industrial Development. The sample included 52 members. The data was collected using many methods like questionnaires, field visits, and personal interviews. In addition, several measurement tools were adopted to get the results including percentages, Arithmetic mean, standard deviation, and the coefficient of variation, with the help of the statistical program SPSS.The study shows important findings. First, Kaizen model is suitable to use with the activities and processes of the chosen public organizations. Second, the results of the organizational Performance assessment are not taken into consideration most of the time, which leaves the assessment as a routine process without any reform outcomes. This weakness is a result of the absence of any organizational environment that can develop a changing culture within its different managerial levels.Finally, the study ends up with some recommendations : 1) The important need to invest and adopt Kaizen model to analyze the internal organizational environment in order to highlight the strengths and weaknesses of the organizational performance2) Spreading awareness about self - assessment and continuous development's culture in all managerial levels3) Increasing the knowledge of employees about modern best practices and their efficiency in developing the organizational environment

Based on that , the study was prepared to find out the role played by the regulatory normalization of the three stages (pre - access, confrontation, stability) in dealing with problems of work stress. This was done in the colleges of the University of Al - Qadisiya of (17) College, supported on mainhypotheses emanating of them sub - hypotheses to test the relationship and influence between the its variables.The study adopted descriptive and analytical approach by using descriptive style in the theoretical side and the statistical analysis at the practical side, and are designed for this purpose administrating a questionnaire that suitable for nature of the study and its objectives as an essential tool for data collection , and that was processed using a number of statistical methods (Mean weighted, standard deviation, relative importance, the correlation coefficient of simple Sirman, test F, the coefficient of determination) which was distributed to a sample of (47) employees of the deans of colleges the University of Al - Qadisiyah and their assistants (scientific and administrative) and after collecting and dispersing and data processing statistical program (SPSS) and in the light of the results the study had reached a set of conclusions, namely The University of Al - Qadisiya and through its colleges of the study sample was able to hiring and investing the change in the regulatory normalization of events more changes to deal with the pressures of workproblems. But there are differences in the moral influence of the subvariables (stages) in dealing with the problems of the pressures of work, this change has appeared in (phase stability) larger than the other stages (preaccess, confrontation).Whenever the study came out a set of recommendations which can contribute to strengthening the positive aspects and address the negative aspects of the study sample colleges the most prominent the use of modern methods of normalization and developed methods of modeling behavior for the normalization of personnel and the mitigation of pressures of work facing them.

Abstract: تهدف الدراسة الى معرفة مدى تطبيق وزارة الشباب والرياضة العراقية للانشطة التي لها علاقة بوجود استراتيجية واضحة للتدريب واثر ذلك في مستوى اداء االمشاريع الشبابية فيها، ولقد تكون مجتمع الدراسة من التشكيلات الادارية التابعة للوزارة، اما عينة الدراسة فتم اختي | The study aim to investigate the application of the Iraqi Ministry of Youth and Sports to the activities that are related to a clear strategy including training and its impact on the performance of youth projects. The population of the study are the administrative formations of the ministry. The study sample is a random sample of the ministry employees which covers 50% of the study population by 10 departments. This study targeted the employees and directors of the ministry that work in the departments concerned with training, trainers to the ministry directorates and trainees in economic empowerment which include how to develop a project courses held by the ministry through forums across the provinces of Iraq. The questionnaire was used as a tool for data collection. The study was conducted on 150 questionnaires collected from the ministry. Several conclusions were found, including : 1. There was a positive statistically significant relation between the application of the stages of the training process from a strategic perspective and the youth projects performance at the ministry of youth and sports 2. The presence of a statistically significant positive correlation between the extent of the senior management involvement in training strategy and the project performance. 3. The results of this study showed that there are some constraints that face these companies when adopting an effective training strategy for training such as lack of organizational culture and highly qualified trainers and the rigidity of the laws and regulations. Finally, this study concluded a number of recommendations that include the need for the top management at the Ministry of Youth and Sports to provide more attention and support for a clear training strategies of the overall ministry strategy, as well as the need for specialized training programs provided to its members, and to apply the training methods that suit the ambitions and aspirations and needs of young people.

The importance of provide information to help the company's management and factory respondent in making decisions towards the shift towards green manufacturing system. The condition of stability, of a specimen autoregressive is that all the roots of the equation distinctive located outside the unit circle , and the style of taking the differences necessary in order to transform the time series to the stability, style is not accurate to some extent to the fact that the probability of taking a number of differences more than required leads to inaccuracy of the work , so the test roots style is to know the number of differences required for the series studied the application of statistical methods for this test , and there are several ways to conduct this test , including traditional methods and modalities amended, has been comparisons between the methods used and the proposed method by the researcher through simulation through programs written by the researcher and the adoption of the application (Mat lab) where the comparison was between four models of testing unit root and through the results was reached similarities between the test (ADF, PP) and test(KPSS,LM) So was the adoption of a test (ADF, KPSS) and comparison with the proposed method, where the application has proved that there is a disparity between the test (ADF) and (KPSS) depending on the features and sizes of the samples, and that the proposed method was closer to a (KPSS) test , and have also been using data oil prices immediate (Spot Oil Price) for a time series of the month of January 1988 and up to the month of July 2013 and the application of unit root tests them through the use of application - ready (Eviwes).

Abstract: تعد موضوعة العلاقة بين النفقات العامة الحقيقية والنمو الاقتصادي من المواضيع المهمة والتي كثر بها الجدل والتحليل والنقاش بين علماء الاقتصاد على مدى عقود من الزمن.وفي الجانب النظري ورد هناك منهجين مختلفين في الادبيات الاقتصادية المتعلقة بالعلاقة بين هذين | The relationship between public expenditure and economic growth has been an important subject of analysis and debate among economists for decades. There are mainly two different approaches in the literature concerning the relationship between these economic magnitudes. These two well - known approaches are “Wagner’s law “ and “Keynesian hypothesis. Therefore, Wagnerian and Keynesian approaches represent two alternative viewpoints in explaining the causality between government expenditure and economic growth. While Wagnerian approach states that, the causality runs from economic growth to public expenditure, according to the Keynesian approach, the direction of causality runs in the opposite side. The purpose of this study is to analyses the causality relationship between government expenditure and economic growth in Iraq over the period (1990 - 2013) using time series data , and Impulse Response Function (IRF). Impulse responses trace out the responsiveness of the dependent variables in the VAR to shocks to the error term. The impulse responses of economic growth and public expenditure are normalized to have a contemporaneous impact of one - percent by dividing each shock by the standard deviation of the respective fiscal shock. These impulse responses are then divided by the ratio of the shocked fiscal variable and the responding variable, where the ratio is evaluated at the sample mean. Therefore, the rescaled impulses for the responses of economic growth to the public expenditure shocks can be interpreted as giving the reaction of the responding variable, in percent of economic growth, to a fiscal shock of size 1% percent of economic growth. This study differs from the other studies aiming to test these relation in Iraq in some ways. First this study attempts to analysis the relationship between economic growth and total public expenditures and Public expenditures for health and education in order to search for evidence supporting relation between them , Second, this study investigates the two sub - time series ( 1990 - 2002 ) and (2003 - 2013). Data analysis revealed that a Double causal relationship (two way) from a real public expenditure to economic growth and economic growth to the real public expenditure for period(1990 - 2013), which supports (Turan Yay, Huseyin T., 2009), and that the relationship with the economic growth of public expenditure on Health and education are related to one - way from economic growth to public expenditure on health and education which supports the Wagner law. Economic growth response to unexpected shocks incident in real public expenditure reflects the negative impact (Exp) response to the economic growth have a positive impact on most of the ten periods from the study but had negative levels for the second period. The expenditure on health and education in response to shocks in the rate of economic growth have the opposite effect in the ten periods, but had the lowest levels of negative periods (fifth, sixth, seventh, and eighth) Economic growth rate in response to the shock in the total health and education expenses are non - existent, and negative at the beginning of the first period of the year, but it takes continuous decline to reach the lowest value in the second quarter and the negative trend continues to the end of the last period The real public expenditure in response to a positive shock in real GDP are non - existent at the beginning with a bullish trend to end up in the second period. Then begin to fluctuate, starting from the third period to reach the lowest level in this period. GDP in response to a positive shock in real public expenditure be positive and influential impact on the error of the variable interpretation (GDP) in the first period and then begin to decline and negatively in the second period and then take swings between positive and negative for the rest of the study periods. The study concluded with a number of recommendations

The potential gains from trade increase between neighboring countries, where geographical proximity helps to reduce transportation costs, and develop areas of cooperation or economic integration between them, in addition to many other factors. As is the case in trade relations between Iraq and Iran, where trade between the two countries allows the possibility of developing their relationship in order to serve the interests of both countries, especially after the changes that took place after 2003. The data showed that the nature of the business relationship between the two countries experiencing disproportionate levels of trade exchange, where the Iranian goods accounting for a large relative importance of the total Iraqi imports, so Iraq is a market for them, making the Iraqi economy suffers from a heavy reliance on Iranian products, because of the open border policy front the foreign goods, and the absence of local competition of Iranian production. At the time the Iraqi merchandise exports to Iran it did not represent animportant proportion, making the business relationship between the two countries is unequal, and tend to the economic dependency. The study aims to explore the trends in international trade between Iraq and Iran, and the impact of this trade on the reality of the development of the Iraqi economy, and these trends are based on many factors, such as geographical proximity, social and ethnic ties between the two countries,in addition to the joint economic ties, such as water and oilfields.The study found a number of fconclusions and recommendations.

Abstract: يواجه العراق صعوبات وتحديات كبيرة في محاولة سعيه لتحقيق امنه الغذائي، لوجود مشاكل في الانتاج الزراعي وفي الاستجابة لمتطلبات السوق من خلال تزايد المعروض من الاغذية المستوردة قياسا بالمعروض من المنتج الزراعي الوطني في السوق العراقي مما ينذر بان مسالة تامين | Iraq faces great difficulties and challenges in his attempts to achieve food security.The research focuses on a number of problems, including large - dumping food products imported policy in spite of the provision of the local product, and Ouksour agricultural production in response to market demands, foreshadowing that the issue of securing the lunch inside Iraq is in great danger and a threat to the issue of food security in Iraq.And highlights the importance of research on the need for attention to the stability of the food security it represents a stable, economically, socially, politically and security of the country, and the importance of achieving self - sufficiency in strategic commodities from the support and development of the national economyThe research aims to analyze the reality of food security in Iraq and the strategies used and analyze the performance of the agricultural sector and models of proposed strategies to achieve food securityIn order to achieve that the researcher has chosen in the sample studied and the Ministry of Agriculture a community of experts in the field of food security, where the study was conducted on 10.05.2015 until 30.12.2016.Researcher found several conclusions that the most important agricultural sector suffers from a food gap and low domestic production rates, where Iraq depends mainly on the agricultural sector to achieve food security, it also offers several recommendations to search the most important.Set a comprehensive national food security strategy with the involvement of national authorities and institutions to achieve economic revival of the country and carry out a thorough survey of all food needs for future phase of the country and to set effective strategic plans for its implementation.

The period (2003 - 2014) using ARDL model , This research is derived from a main - hypothesis adopted in this paper is that economic growth in Iraq will benefit from the exports and imports , To achieve this hypothesis ,Annual data is converted to quarterly data; as well as the use of augmented Dickey - Fuller Test , applying ARDL model and tests for the second order tests , applying and error correction model (ECM) , in addition to The Test for Granger causality. The research concluded that there is a long - run equilibrium relationship between GDP and exports and Imports, We also can see a quick response in the GDP when exports and Imports are changing. It also shows that exports have the largest proportion; And exports account for the largest Proportion , The estimated Model Reflects A very high level of quality assessment; This also illustrate the value of the coefficient of determination amounting to (%92) , as well as the fact that the estimated model does not suffer from the problem of autocorrelation, heteroscedasticity , as well as parameters stability as reflected in CUSUM test. The assessment results refered that a(%10) change in exports on the long - run will lead to a(%3.42) change in GDP , ceteris paribus. It also refered that a(%10) change in imports will leads to a decreas in GDP by (% - 0.08) , ceteris paribus and this is insignificant because P - value is more than more (%5). This is emphasize by the hypothesis states that “export - lead - growth”.

To illustrate the relationship between the variables of the main study and the subordinate study, two hypotheses have been formed, of which the main hypothesis concentrates on the existence a statistical indicator related to administrative reform as to the scantiness of expenditure related to the country's budget. the study relies on the analytical and descriptive approach when treating its variables with the help of the criteria agreeable with the aims and the nature the environment of the ministry in question ( the ministry of finance ) throughout using a number of statistical means to attain the required results such as using a factor analysis, repetitions, percentages, accountancy domain, criterion deviation and relative significance. The study has been applied to the ministry of finance throughout distributing a questionnaire which consists of 30 questions to a sample formed of 40 officials from the center of the ministry including a general director , assistant of a general director , department director and a director of sub - department , together with experts working in it and a group of officials who have long worked in the ministry. all the data have been collected from the processed sample which has been subjected to the descriptive and statistical analysis using the statistical programme called ( amos - VRR 23 and spss - VER 23 ) The study has concluded a group of findings of which the most important ones are : - there is a relatively strong relationship __a positive one inferred from the results of the statistical analysis__ with the variables of the study ( administrative reform and the scantiness of expenditure for the country's budget ), which emphasizes the truthfulness and compatibility of the major and minor relevant hypotheses, and the institutions' need for scantiness. the findings also show that the process of wasting the public financial resources and the increase in expenditure on non - productive sectors will lead to a greater opportunity of stealing and pilfering supporting many aspects of corruption. Finally , the researcher presents some recommendations necessary for preserving the public financial resources, of which the most important one is directing the processes of expenditure on productive projects in all the relevant sectors to ensure bringing about the financial revenue and social progress.

The main cause of that is unability of banks to estimate the needed liquidity that has to be kept. Thus, these banks have no distinguished role to support economic development of their countries due to keeping very high liquidity without invest that liquidity to finance development projects. - For explaining this problem and finding suitable solutions for it, this rseach is seeking to analyze the concept of banking liquidity and its elements with determining the liquidity surplus in Iraqi commercioal banks and the role of central Bank of Iraq to absorb the largest amount of that liquidity for using it in different aspects of economic development. - The study begins with a hypothesis saying that the surplus of banking liquidity within commercial banks can play an effective role in affecting the economic activity if it be used correctly to finance projects of infrastructure, - The study has been divided into three chapters. The first chapter deals with defining the problem of liquidity through the gap between financial resources and their uses by commercial banks.The second chapter explains the meaning and sources of banking liquidity with its measurement indicators.The third one addresses the possible ways to invest liquidity surplus under the reality of Iraqi commercial banks.The research concludes that Iraqi commercial banks are suffering from surplus in banking liquidity which amounted to (%54) in 2012. This percentage is higher than the standard percentage which amounted (%30). This difference means that there is financial resources have not been invested to achieve earnings and benefits for the society. Also, the ratio of aggregate investment to GDP in public banks was (%2,9) in 2011 which is much less than standard ratio (% 15 - 20) and this indicates a weakness in achieving the goals of economic development.The study recommends that the monetary authority in Iraq has to benefit from experiments of another countries which invested that surpluses in financing infrastructure projects instead of borrowing from abroad, especially in housing sector which leads also to employ many young people and thus reducing the unemployment problem.P950

This paper had used the higher education sector as its main body of analysis. The sample consists of fifty managers from different managerial positions, both department managers and sub - division managers, from the University of Missan. The study used the questionnaires as the main method to collect information and data. The research aims to test the main hypotheses of correlation and impact among the test variables in order to answer the research argument and reach the targeted aims. A group of statistical tools such as arithmetic mean, standard deviation, relative importance, coefficient of determination, simple linear regression, and spearman coefficient are used to analyze the information and data. The research reaches several conclusions that support the main hypothesis of this paper. Among these conclusions is the dominance of the laws, regulations, and procedures in every aspect of the university’s work. The work is conducted through work regulations which do not permit the workers to operate out of familiar procedures. This is due to the administration’s fear that employees will breach the regulations, which would impact negatively on the university’s operation. The study also finds that the University of Missan does not distinguish the innovative employees correctly; this is either due to discrimination against them by managerial offices, or the university’s neglect of innovative employees and lack of appreciation for their contributions in the development of the university. In light of the findings in this research, the paper makes some recommendations. Most importantly among them is the necessity of treating organizational barriers preventing innovation in department managers’ offices and their sub - divisions. The research also recommends the adoption of a particular mechanism to distinguish innovators and increase the suitable financial and moral incentives, to allow them to partake in decision - making.

Electronic government is to reform the relationship between people and government from one side , and the governmental organizations from other side. Implications of this modern technology impact governmental accounting system and internal supervision in governmental organizations. This study is to shed light on the impact of Electronic government on internal supervision and governmental accounting system. It is to specify the advantages and problems of application of electronic government on internal supervision and governmental accounting system.The study is a trial to formulate a proposed framework to develop methods of electronic internal supervision in the ministry of sciences and technology and ministry of industry to fit the application of electronic government.To achieve that , the researcher has adopted analytical descriptive approach to the Arabic and foreign literatures , periodicals that relevant with the study in its theoretical field. The researcher also has relied on deductive approach in specifying systematic that has been used in the practical field. He also used statistical methods to analyze the questionnaire form which includes three axis. - Axis of problems of electronic internal supervision in electronic government on efficiency and effectiveness of governmental accounting system. - Axis of problems of electronic internal supervision in electronic government. - Methods of developing internal supervision in electronic government. The study aims to 1 - Identify concept and importance of electronic government2 - The need for electronic government3 - To identify the impact of electronic government on the governmental accounting system.4 - To identify risks and threats face internal supervision in case of applying electronic government.5 - To identify experience of Arab and foreign countries in the felid of electronic government.6 - Promote and develop internal supervision in governmental units in case of applying electronic government. Some conclusions have been obtained : Application of electronic government leads to develops performance of governmental administrative and improve services , submitted for people.To achieve equality and justice in presenting governmental services that the citizen needs , this will lead to save time , effort and cost. Electronic government leads to eradicate financial and administrative corruption in all its kinds. Leads to enhance citizen's confidence in government. Traditional internal supervision is unsuitable for controlling supervision on transactions within the field of electronic government to discover faults or manipulation thus necessitating the need for internal control supervision when applying electronic government. Application of electronic government needs legal legislations , infrastructure , organizational structure of governmental units in present time. Recommendations that have been submitted by the researcher : Speed up the application of Iraqi national strategy of electronic government which aims to use information technology and communications in submitting services to achieve equality and social justice , transparency and effectiveness in governmental work , to have free economic based on knowledge. To take in consideration gradual transformation for electronic government to reduce resistance of expected change. Reconsidering the organizational structure of governmental units in line with the application of electronic government and practical process for that shift. Redesign services submitted by governmental units to keep abreast with technology development in the field of electronic government. Use of the proposed control methods by the researcher for the development of internal control in government units and according to the requirements of the electronic government

In order to understand and illustrate a previous idea the researcher choose the essential factors of information technology such as (equipment and tools, software, data buses, Networking and communications, individuals), the dimensions of time organizing, time direction, time controlling. The researcher expressed the research problem through, a number of intellectual and applied question which formed by some of the hypo theses that asked about the correlation, relationship between two the variables, and also asked about the effect of information technology on time management then the purpose of the research is gets answers to these question in order to analysis these relationship between these variable. This research applied on sample of individuals involves (47) person worked in filed relate with computers in sumer university, the contains (46) question analysis by sops program. The researcher was based on drawing possible scenarios for The State Ministry for Woman Affairs and applied of Measures that inconsistent with objectives of researched environment where four scenarios have been drawn, namely (first scenario : State Ministry for Woman Affairs, Second Scenario : The Ministry of Women - the portfolio, Third Scenario : The Independent Commission for Women's Affairs, Fourth scenario : Merge the national machinery for women's affairs with another institution). The researcher expressed the problem of the study by a set of theoretical and practical questions that have been formulated in the form of hypotheses. The study applied at community representing The State Ministry for Woman Affairs and the sample consisted of two types : The workshop sample and case study sample to answer (46) questionnaires such as current and ex ministers, members of the Committee of Women in the House of Representatives, civil society organizations and the staff of the ministry - community of the study. Data were collected via workshop and the form of questionnaire which included (72) questions were distributed among the four scenarios mentioned previously, their answers have been subject to descriptive analysis using measures of Central Tendency as well as Factor Analysis through electronic calculator within the program (spss ver. 10).The researcher found a number of conclusions and recommendations , the most important that there is a clear tendency of consensus to choose the second scenario as a special machinery for women's affairs represented by (The Ministry of Women - The portfolio) as a real structural machinery to get the woman's rights in the future.

The study aims at pinpointing the scopes of administrative reform as an independent variable for its fields (human resources development - spreading and supporting electronic governance, developing standard work systems and procedures) as secondary variables in improving employees performance efficiency, the dependent variable, in its aspects (competence, efficiency, increasing productivity) as secondary variables at the Company under study. The study relied on descriptive analytic method in dealing with its variables, based on measurements conforming to the Company’s goals and nature, in addition to descriptive and statistical methods in processing data. The problem of the study was expressed through a number of theoretical and practical questions put in a hypothetical diagram for the study, from which a number of major and minor hypotheses emerged. The study was applied to a sample of (41) employee at the levels of : general manager, assistant manager, department head, and division head. Data was collected through a questionnaire containing (56) questions covering the aspects of the study. The questionnaire was analyzed descriptively and statistically by using electronic computer to obtain the results through statistical application. The study reached a number of conclusions, most notable among them is that there is a significant correlation between the variables of the study at the company under study. This indicates that the hypotheses of the study are correct, in various degrees. Based on these conclusions, the researcher made a number of recommendations.

Abstract: يعد انموذج القياس الاقتصادي المكاني (Spatial Econometrics Model) احد انواع النماذج القياسية اذ تهتم بدراسة تاثير التفاعلات المكانية مابين الوحدات الجغرافية على الظاهرة المدروسة، تلك الوحدات من الممكن ان تكون مدن، بلديات، مناطق، دول، محافظات،... الخ. وت | Spatial Econometrics models are part of the Econometrics models as concerned with the impact of spatial interactions between geographic units. These units could be cities, municipalities, regions, states, provinces, etc..... It can also be used such models to explain the behavior of economic factors, geographic units, such as individuals, companies, or governments, if they were linked with each other through a network, but this type of studies in spite of a lot of use but less common.Should be noted that the spatial modeling studies differs from the time - series modeling studies, as the time - series studies focuses on the dependency between observation when a period of time and used the symbol (t - 1) to refer to the Lagged variables in time. It must be emphasized here that the (Spatial Econometrics) is not a direct extension for (Time - Series Econometrics) for two reasons; The first is that any geographical units can effect each other mutually, while it cannot be if they were tow observation at a certain time. Another factor most complex wide variety of units of measurement, which qualifies them for modeling spatial dependency (convergence, distances, bonding, etc...) compared with the measurement time dependency (time).In this thesis was to review some of the parametric techniques to estimate (Spatial Dynamic Panel Data Model (SDPD)), as there is dependent variable Lagged in time and extra (Endogenous Variables) in Spatial Dynamic Panel Data Model (SDPD) invalidate the use of estimation methods known like (Ordinary Least Square (OLS)) and the method (Maximum Likelihood (ML(. To overcome these problems, there are many empirical studies that have been applied in a manner estimate (Generalized Moment Method (GMM)), which were developed by each of the (Arellano & Bover 1995) and (Blundell & Bond 1998). As the main reason behind the use of estimator (GMM) to estimate the (SDPD) model is its ability to correct the interference (Endogeneity), which came by spatial lag variable also reason is due to the internal variables. In addition, it is estimated (GMM) is robust to some econometric issues such as measurement errors and poor (Instrumental Variable (IV)), it can also control the problem (Heteroskedasticity) and the problem (Autocorrelation) in the random error term, add to that the flexibility in the implementation of the calculations. In addition to the method (GMM) can be used (Quasi - Maximum Likelihood Estimation (QMLE)) when (Random Error) is distributed (Independent and Identical Distribution (iid)) with Mean zero and variance (?_?^2(.Estimated which is obtained be biased and inconsistent so it was (Bias Correction) to estimator (QMLE), also called the method of estimation of these (The Direct Approach).It has also been used (The Transformation Approach) for the purpose of processing the Spatial before the estimate to reduce bias as much as possible.As one of the most important goals is to study the effect of( Spatial Dynamic Effect)) sense of how dependent variable coefficients change that represents the (financial allocations for the program of economic sectors of the regions development) Lagged in spatially and in time and represented by )W_n Y_(n,t - 1)(between the provinces as well as the impact study of by Lag spatial dependent variable )W_n Y_nt( for each province of the Iraqi provinces and at certain period of time. Add to describe the effects of explanatory variables (Exogenous Variables) any (of economic sectors of each province for a period of a certain time) represented (b agricultural sector, industrial sector, transport sector, buildings and services sector, education sector) level of each province for the period (2008 - 2015).In the case of the first model any presence influences the spatial fixed only the better way transfers the larger time periods (T), the estimators (? ?_nT) be consistent (Consistence) and possesses a good estimator convergent properties correct the bias is more effective and has a proximity naturally parameter characteristics (?). The second model in the case of any effects the presence of spatial and temporal fixed together, was also the best way transfers from the direct method the larger time periods (T).As in the case of the practical side show in the case of both models weakness autoregressive spatial coefficient of investment allocations it does not have any interaction between the provinces where positively affecting the distribution of assignments better and to meet the economic development of each province

The investment in knowledge and using it frequently by the leaders, actively contribute to increase the value of organization, which can be achieved by a combination of leaders awareness of (both internal and external environment variables), futuristic envision planning and availability of the necessary support to provide an environment that fosters their organization superiority; and it is not just any superiority we are talking about, it is an intelligent versatile superiority.The study targeted the problem that the leaders have a limited awareness of the effects of vigilance and availability of intelligent superiority support at the knowledge business level and at the projects and scientific research level on the organization scientific advantage. Moreover, there is a lack in promoting and advertising the organization achievements to the public and other organizations. This study target is to answer the above questions and to define the level of achievement by the study variables and how the knowledge was invested in addition to providing solutions to the problems facing that organization, especially how to achieve the scientific leverage and adopting ways to help maintaining leaders awareness and intelligent support, so to be able to better the organization. The organization under study comprises the seven divisions at the Ministry of Sciences and Technology. We identified two layers of samples. First, the administrative leaders (170 directors). Second layer, represented by the employee (128 employee). We have formulated 7 main frame hypotheses with 21 sub - hypotheses, we tested these by appropriate statistical methods. We used questionnaires as a tool for collecting data and information related to the study. Moreover, the researcher collect a lot of data through her evaluation of the actual work environment of the ministry. The researcher has found a group of theoretical and practical conclusions that described the work reality in the environment of study, one of the main findings is the ministry faired average in regard to collaboration between the leadership vigilance and scientific knowledge superiority to achieve knowledge leverage, so the main recommendation focused on a group of practical measures; some of these are related to governing law and regulations while the others are related to attending training seminars and workshops and removing all obstacles toward the best use of the gained knowledge and all available knowledge resources in the ministry. Moreover, we suggest establishing a formal relationship between ministry of science and technology and other institutions inside and outside Iraq. It is better to establish a special committee to supervise the coordination between these parties in terms of developing the scientific research and choosing the subjects, which benefit the other ministries. This committee must choose different research with different approaches to prevent duplication of researches, as the similarity of researches is the main reason behind underutilization of the scientific research; this committee should aid in applying for patent rights.

Abstract: The Iraqi economy enable to achieve high growth rates after the political change in 2003, , but the rise in those rates did not positively reflected on the economic performance in general, as a result of synchronization of those rates with the increase in oil revenues, and did not come as a result of improvement in the performance macroeconomic variables, as it has not seen an improvement in the performance of economic and social variables that reflect the quality of economic growth.This research relying on a quality of growth index which proposed by the international Monetary Fund experts which include economic dimension which include growth strength and inflation, the structure of the demand and the sectoral composition as economic variables, and social dimension of health, education.This study emphasizes that good growth is the growth, which includes the economic and social dimensions. On one hand, the focus on the economic dimension contributes the disclosure of the nature of economic growth and its trends to judge the sustainability of growth and the degree of its stability, and find out the extent to which this growth contributes in correcting structural imbalances, through a sub - indicators, which is represented by strong economic growth and economic stability, as well as the structure of the demand. While the focus on the social dimensions sect oral includes the dimensions of health, education, where it cannot achieve good growth without taking into account the economic and social dimensions, that is, mobilize material and human efforts to improve macroeconomic variables performance and the productive and social sectors of this index's. The research found one numeric value which reflected the weak quality of economic growth level in Iraq because of the weak performance of most economic and social indicators, this value is consistent with the site that filled Iraq's most international indicators for assessing the developmental quality of performance, which often comes in. Iraq ranks last with economies, which characterized by weak performance. The first one is the birth of a consumer pattern meets the wars and economic sanctions requirements, both together, and the second is the oil revenues and their relation with the general budget, which was transformed from a war consumer pattern into a consumer pattern reflected the deterioration of the economic efficiency and confiscation of real development with trends in which the Iraqi economy being dependent upon the consumer trade and regional developments. It examines the experiences of countries in the world in the partnership between the public and private sectors, the first section of it for the international, Arab and Islamic views about the partnership between the two sectors, occur while the second offers the Egypt's experience in partnership, explaining its legal framework and applied partas collectives and ventures.The third section was studying the experience of Morocco in partnership under the same pattern in its legal framework and applied part as collectives and ventures.The third chapter devoted to the partnership in Iraq and distributed among the three sections, the first : legislative framework for partnership in Iraq, and explain the development of public and private sector, and the relationship between them, while the second section analyzes the partnership databetween the public and private sectors in Iraq after 2003, and the third section went for the study of the most important caveats or risk, not forgetting the benefits of the partnership between the public and private sectors to get to a set of conclusions, the most important of them the true hypothesis of the research, where it can find a partnership between the public and private sectors, however, such a partnership could lead to the pros and caveats or risks, the most serious of these caveats are not tighten the legal partnership, which means a legal port or a legal loophole for a partner to get the gains, which leads us to recommend the creation of a dedicated and efficient staff to study the contracts and legal provisions.

The theoretical problem happens basically due to the dearth of the studies and researches dealing with studying and analyzing the role and the relationship that link the variables. While the scientific problem is from the real challenges that face the Iraqi organizations which are demanded to achieve the sustainability and how to preserve it through the renewal operations which should be carried out continually. This study has been carried out because of the relationship's importance among the three variables in the labour organizations in order to test and diagnose the relationship's level and the possibility of its implementation in the application's environment represented by the colleges of the Mustansriya University (College of Medicine, Engineering, Sciences, and Education). In order to achieve the goal of the study, seven major and minor hypotheses have been tested. The sample of the study contained (204) male and female persons from the teachers staff of the mentioned - above colleges. The data and information were compiled via a poll consists of (48) questions in which the amounts of data had been processed statistically through several statistical means such as ( the Percentage, the Probable Arithmetical Medium, the Standard Deviation, the Relative Importance, Spearman Ranks' Correlation Coefficient, the Test of F, T., the Track Analysis). The study has reached several conclusions in which the most prominent is represented by the existence of the direct correlated relationship and the impact of talents' dimensions and the organized persistence as well. The study has also concluded a group of recommendations such as the necessity of the transformation into the concept of employing the talents' management which depends on using cognition and information through forming an integral strategy of the labour of the Iraqi universities and colleges in addition to the labour of the university management to achieve the optimum usage of the human resources and to allow opportunities for the qualified people through providing them with a suitable labour in order to encourage them to achieve scientific inventions and prospective ambitions towards creating an organized persistence prototype. Finally, the university's colleges should employ the talented individuals according to their specializations in the proper administrative centers by depending on the results of the talents management performance assessment to upgrade the level of the colleges in addition to attract the competent staffs along with talented people of seldom specializations to fill the gaps in the colleges

These products began to pose a threat to the national production. To face that challenge and to confront the competition, the Iraqi organizations have to draw their strategies based on the care for the quality of their products. Hence, the importance of the research is attract the attention to the higher administration in the State Company for Mineral Industries in particular and all the national companies in general to the necessity of considering the quality dimensions when designing the products and showing the importance of these dimensions in achieving the highest revenues of the company, and spread the awareness for all the administrative levels in the company with these dimensions. These have a role in promoting the national product to be a parallel to the imported foreign products in addition to the enhancement of legislations that limit the random importation of foreign products. The present research aims at testing the effect of the quality dimensions aims at testing the effect of the quality dimensions (performance, characteristics, dependency, compatibility, durability, usability, aesthetic, quality) in the strategies of protecting the national product (enhancement of the law of costumes, enhancement of the Iraqi product production, enhancement of consumer protection law). That was done through a questionnaire form to the sample from the State Company for Mineral Industries of (54) persons. The obtained results of the form were analyzed and processed statistically. The research depends on a number of statistical methods such as (arithmetic preferred means, standard deviation, relative importance, Limitation coefficient R2, simple correlation coefficient, Z - test, and F test). The research comes up to a number of findings such as : there is a significant weakness in the realized quality (the impression generated by the consumer towards the product), and a poor interest in product quality standards the consumer prefers the foreign product because its outside appearance. The study also concludes the most of the sample members have no knowledge of the law of consumer protection, and of the costume tariff law, and Iraqi product protection law which have the effect of protecting the Iraqi market against the invasion of the national products. The research comes up with a number of findings about the variables of study such as the necessity of working in the tariff and the law of Iraqi product protection and also applying more effectively the law of consumer protection and educating the consumers about their rights on one hand, and caring of the study system with the quality standards on the other. That will enhance the laws pertaining to the protection of the national product over the foreign products. Thus, the national product will attract the attention of the consumers and achieve the greatest share on the local markets.

The research sample included staff from different specializations (administrators, technicians, accountants, engineers) from the sections of Administration Department in the Municipality of Baghdad. a sample consisting of 40 trainees Was randomly selected include 20 males and 20 females ,some information had been collected about them such educational qualification , years of service and the number of training sessions in which they participated. The researcher has built its research tool which is a questionnaire consists of 31 questions divided into two axes : the first axes about the trainee opinion about the training programs, the second axes : the impact of training programs to improve their job performance and how they agreed on the questions mentioned in the questionnaire. the researcher also prepare Modulus of Sincerity and consistency to the research tool , Statistical analysis was performed to the data that has been collected through the questionnaire by using the Statistical Package (spss) to evaluate the fields and aspects that the questionnaire seek to display and to show the importance of the training program in improving the workers performance within the organization mentioned in the research. As well as testing of scientific hypotheses that set for determine the correlation and the impact of training programs on the employees performance.The most important results that have been obtained from this research : 1. The training programs are not commensurate with the needs and aspirations of the employees and their desires to develop.2. Commit with the time of the training courses.3. Deficiency in use a variety of clarifying tools in implementing the training programs.4. Weakness in providing practical examples commensurate with the theoretical content of the programs.5. It is worthy to say that the Specialized International and Agricultural States had supported Food Security great and private interests by making the first aims of the third thousand era for UNITED NATIONS is " Destruction the Poverty and Hunger".These Countries , including Iraq , look forward , within their economic resources to achieve that aim , but there are actually economic local variables that influence on the local agricultural production and to stop its achievement.On other hand , there are International Economic Variables that participate to impact in Economic Activity for its various and different sectors , including the Agricultural Sector , especially Iraq meets its Food Requirements for the main foods through import.This Thesis aims to study and deal with the concept of Food security in many Local and International aspects , as well as , to benefit from Advanced International States ' Experiences I this field (European Union as a Sample) , besides several Food and Social Protection Programs in some Developed Countries (Brazil as a Sample) and to recognize the reality of Agricultural and Food Abilities for Iraq and knowing the challenges ¬¬¬¬¬¬¬¬that may be faced , and to concentrate on the effects of Internal and International Economic Variables that influence on Food Security for Iraq and to plan forthcoming future horizons for Food Security by expecting the size of Food Gap for the most important strategic Food products , with concentrating on the most significant schedules during the period (2003 - 2014).Thesis has divided into four chapters , each Chapter is subdivided into three topics.Chapter One has dealt with , as a Conceptual Framework for Food Security , Food Security and the problem of Substitution , as well as , the most important and Effective Internal and International Economic Variables on Food Security.Chapter Two has concerned with Agricultural Policies and Social and Food Protection Programs in Advance and Developed Countries altogether (As Selected Samples) through studying Joint Agricultural Policy for European Union with concerning with the essence of Food and Social Security Schedules in Developed Countries and to mention to Food and Social Protection schedules in Brazil as a Sample.Chapter Three had dealt with the reality of Food and Agriculture in Iraq for the period (2003 - 2014) as well as the Agricultural Potentials in addition to the Food Situation in and the challenges that may be faced.Chapter Four has concerned with the effects of Internal and International Economic Variables in Food Security for Iraq and its forthcoming horizons.Last , many conclusions and recommendations were achieved. Abstract: The Sovereign Wealth Funds (SWFs) become, By Controlling a Huge Financial Assets and Increased Impact Within International Financial Markets, a Fundamental Pillar of Investment Through The World and One of The Most Important Indicators of Financialability of counties that owned themBecause They Can , BY(SWFs) , Converting The Financial Surpluses Coming From Natural Resources Into Productive Assets That Lead to Diversifying Income Sources , Achieving Fair Wealth Distribution Among Generations, Reducing Economic Shocks Effect, Stabilizing The Economy and Enhancing The Development. This Thesis Deals With The Problem of Countries That Depend on Revenues Coming From Natural Resources (Especially Iraq and other Developing Countries). As most of these Revenues are coming from Oil which its Prices and Revenues are Unstable, so those Countries are Exposed to Negative shocks and Structural imbalances that deepening because inefficient investment of oil revenues. Thus, the idea of establishing a (SWF) is a vital solution for the problems mentioned above and also to manage effectively the revenues coming from natural resources (non - renewable) in achieving economic stability and development. This study assumes that (SWFs) can be an important financial instrument for stabilizing the economy and for supporting the development. To Explain that, the study discusses experiments of U.A.E, Kuwait and Norway with (SWFs) and evaluates the performance of Development Fund of Iraq (DFI) in achieving different goals of the development with a perspective to adopt the idea of establishing a (SWF) consistent with the conditions of Iraq economy. The study concludes that an independent and qualified management with clear and transparent strategy are the main requirements for a (SWF) to be effective and productive in its role to achieve stability and development that can be seen by experiment of Norway. For Iraq, the study concludes that although (DFI) has successes in financing some economic sectors, but it suffers from major weaknesses like unclear strategy, inefficient management, unqualified control and unavailable data. Thus, (DFI) was unable to perform an effective role in supporting stability and sustainable development. The research suggest that Iraq needs to establish its own (SWF) with independent and qualified management to protect its natural resources, especially oil, and to direct financial surpluses coming from oil reasonably to assure sustainability for development and generations.

The study aims to analyze the reality of foreign workers in Iraq, and the statement of the most important of these labor attractions in Iraq to discern the most important economic benefits and costs of such employment accruing to the Iraqi economy after 2003. In order to achieve these objectives, the study was divided into three chapters. The first chapter discusses the conceptual framework for expatriate labour and the labor market, Chapter II took the most important policies adopted in order to regulate the introduction of foreign workers in Iraq, and selected receiving countriesmodels for foreignemployment, and that these different countries in terms of economic progress, and the reasons for bringing in foreign workers, while the third quarter focused on tracing the evolution of workforce operating in Iraq and the reality of expatriate labor in Iraq.The study concluded that a set of conclusions, the most important of them is that the labor expatriate phenomenonin Iraq did not get an attention by the makers of the economic policies, and to shed light on the implications of such employment on the Iraqi economy and Iraqi labour market, and the statistical departments have been neglected statistics such employment, and its classifying, making this unknown phenomenon in terms of its reality in Iraq and its usage patterns and trends, although that Iraq has become of the countries that have a lot of economic factors that attract these expatriate labor, as well as that of foreign workers has become part of the workforce operatingin Iraq, and that foreign workers in Iraq have benefits and cost return on the Iraqi economy, as are benefits in the role of labor in the design, implementation and development of a lot of infrastructure projects and production projects, and raising the skills of the national workforce, through the commitment of foreign companies bringing with them foreign labor from the training and qualification of the national workforce, while the costs incurred by the Iraqi economy are the workers' remittances, which are considered a real income eleakagede nominated in hard currency, and the other cost is the competition of foreign labour to the Iraqi worker in getting the workingopportunities, especially in the private sector. The study recommended in the light of the conclusions, to amend the laws on the use of foreign workers in Iraq, and conduct annualand detailed statistics for economic policies on expatriate labor and make a pattern to use for this category of employment in the situation in Iraq complies with the requirements of economic development, and the reduction of unwantedcategories in the Iraqilabor market.

It endeavored to initialize the analytical tools and working mechanism that can be used to know the Environmental components into external environment (opportunities & threats) and internal environment (Strengths & weaknesses) that effects the organization in general, therefor identifying the dimensions of this matrix is a work plan to determine the right path for organizational future work.The researcher selected a sample consist of 30 director from the work field and in order to get the required information the researcher conducted personal interviews and personal investigation have been taken in addition to questionnaires. The study included scientific systematic approach on the effect of SWOT matrix by all sides, represented by (strength, weakness, opportunity, threat points) in order to reach a decision related to the community the organization is working for, therefor the concerned directors are required to have the scientific knowledge with academic nature, to set the suitable ground for decision making. The researcher came up with a number of conclusions and recommendations most importantly : • Conclusions : that there is an explicit weakness in human resource capacity and financial situation that are the essential conditions for the success of any organization and any disorder in these two conditions can cause obvious and effective fault in achieving strategic goals.• Recommendations : the importance the high officials conducting periodical work paths to show the effect of leadership skills on organization in developing the understanding of strategic planning. Hence, the concept of talent management to impose itself as a modern concept requires stand with it, and embraced by companies because of its long - term effects on both the company and employees. & establishing to what came before the important of the study came through the significance of the subject to know the range of the potentials & the abilities of the researched company on the financial, material & humanitarian level in the fields of the study variant & how would they be implemented on the actual reality inside the company & hat participate in investing its intellectual capital on the long - term, and diagnose whether the company management examined is aware of the importance of such a concept to achieve the strategic Entrepreneurship, and whether the full awareness of employees of the importance of the application of this concept is available in the examined company contribute to invest its intellectual capital of in the long run. To clarify the relationship between key and subordinate research variables, it has two main hypotheses, where the first main hypothesis focused on the presence of significant correlation between talent management and strategic Entrepreneurship. The second hypothesis refers to the existence of the effect significant differences between talent management strategy and Entrepreneurship, and branched out from these two hypotheses sub - hypotheses, based on the questionnaire, as an essential tool distributed on a sample composed of (120) managers and workers at the General company for Leather Industries, and data were analyzed using a number of statistical tools to get to the results such as, factor analysis, duplicates, the percentage, the arithmetic mean, standard deviation, and the relative importance, and choose the correlation and influence between them the use of descriptive analytical method, which is a form of scientific investigation and interpretation to describe the phenomena. The study reaches to a set of results, the most prominent of them is there were a significant correlation between talent management and the strategic Entrepreneurship, as it emerged that there are significant effect of the talent management on the strategic Entrepreneurship, demonstrating the distinctive role played by talent management to achieve corporate Entrepreneurship. The study found a number of conclusions, the most important of them is the talent management make the strategic Entrepreneurship and both of the management and employees of the company believe of the importance of its application in the company examined. The study also provided a number of recommendations based on the conclusions presented, the most important of them is the need for the adopt of the company management examined the concept of talent management, as one of the modern subjects, which encourages the examined company management to abandon the traditional methods of dealing with talented employees, and thus improve their surrounding working conditions leading to the possession of the company human capital qualifies them to meet the competitors, and thus achieve the strategic Entrepreneurship. The study also made a number of proposals, the most important of them is the need to try to put pressure on those responsible the (re - activate the Consumer Protection law), who buys the product, so as to ensure the right customer right, as well as the opening of marketing outlets in the various government departments to increase the company's sales.

The strategic vigilance and the marketing culture are considered as explanative variables and marketing management as responsive variable.The study aims at identifying the marketing philosophy adopted by the management and the extent which suits the company's financial and human capacities as well as its present environmental circumstances within the context of the strategic vigilance and the marketing culture common in the minds and thoughts of the concerned management.The Iraqi Airways Company has been chosen as the society of the research and a questionnaire form is used to collect the data , ( 160 ) forms are distributed out of which ( 150 ) are suitable for analysis. The subjects include personnel in decision - making centers ( such as members of the council of the company management , the department managers ,the heads of the sections and units ) in the company. To enhance the data collected by the questionnaire form , personal meetings ,field observations and annual reports of the company are conducted. The analysis of the data is done by using the ( spss - 22 ) computing programme.The study reached many conclusions the important of which are : 1 - There in an interaction and integration between the strategic vigilance and marketing culture that contributes in making the company management constantly ready to face the unstable environmental circumstances and the sudden events as a strategic vigilance , and the company's internal management based on values and traditions Integration that every individual in the company takes it as marketing culture.2 - The company management adopt in its marketing orientations the philosophy of Selling preferring it to the other marketing philosophies and orientation. From this We conclude that : A - The company management is interested in its internal environment more than the external one which means that producing and offering services are done before knowing the need and desires of the customers , that is from the company's perspective rather than the customers perspective.B - The company concentrates on developing its services offered now without thinking of Vitiating these services and their markets in accordance with the new need and desires of the customers and the necessity of enlarging and vitiating these markets as a strategic aims as long as the opportunity for the markting growth is available. The study is based on the analytic descriptive method into processing its variables , depending on scales that are conform to goals and nature of the ministry researched.The problem of the research has been specified with a set of intellectual inquiries that being visualized with set of hypothesis of the study.The current study has been applied on a society represented with 50 employees with level of manager and official of department an section ; data has been gathered via questionnaire included 40 inquiry dealing with the study 's dimensions. The questionnaire has been subject to the statistical and descriptive analysis by using electronic computer for extracting results by relying on the statistic method ( 10 - SPSS ver)The study has concluded to set of conclusions , top of which is the presence of spiritual effect amongst the variables in the ministry researched.The researcher has submitted some recommendations that are sufficient to promote the level of teaching performance in the ministry of education.

The focus is on the role of the financial performance analysis and its impact in determining the value of the banks in a sample of 10 commercial banks for nine years from 2005 to 2013. The problem description is about the nature of the existing relationship between the strategic financial performance and the corporate value, in the light of this forward a series of questions and inquiries that embodied the dimensions of the problem.This study is based on the financial statement set in the balance sheet and the income of the banks in Iraqi companies listed in the Iraq Stock Exchange room, this information is analyzed and presented as financial ratios to determine its impact on the market value and market value - added using the statistical method of simple linear regression.The study is based on two major assumptions. First major hypothesis is that (there is no significant effect of strategic financial performance indicators in the market value indicators) and give rise to a range of sub - hypotheses, while the second hypothesis is that (there is no significant effect of strategic financial performance indicators in market value - added indicators) and give rise to a range of sub - hypotheses. Hypotheses is tested using a set of the most important means of statistical regression analysis.The study found the most important conclusions : the lack of a statistically significant effect between financial performance and strategic value of the business in the companies of the study sample. That is, based on the results found that there is a series of other factors that established the value and takes the control of speculative factor or financial market efficiency.

Abstract: The analysis of the nonlinear time series, namely the Nonlinear Autoregressive with Exogenous Variable (NARX) model, is considered one of the complex problems.Correct order determination is very important to identify the model. Two different methods are proposed to determine the order for (NARX) model. The researcher also uses three different nonparametric methods to estimate nonlinear regression function of the model.The first proposed method to determine the order for (NARX) model was the Additive Splines Estimation to determine the correct order of the model. This method is based on Additive Property to treat the augmented ( Curse Dimensionality ) problem.The second proposed method was Cross - Validation approach leave one out, based on the kernel estimate of regression function which is directly based on data. Three different methods are used for model estimation. The first method is Smoothing Splines. The second is Artificial Neural Networks (ANN) ,and the third is the BRUTO algorithm which is an adaptive backfitting and uses Generalized Cross - Validation.For comparison purposes between the various estimation nonparametric methods and to find out the best fitting for the data, two Criterion are used : Mean Square Error (MSE) and Mean Absolute Proportional Error (MAPE), and select the best method which gives the best fitting of the data ; then applying the best method on the Electrical Loads and Temperature in Basra Governorate for the months (from May to October) in 2015. The researcher concluded that Additive Splines method play an effective role in order determination for the used model and the results show that the identified order is close to the correct order; and that the ANN is the best estimation for (NARX) model

Abstract: Weibull failure model considered being one of the well known failure models because of its different applications in addition to its importance in the reliability field and life tests.This thesis focused on a comparison of standard Bayes estimators for reliability function of the two parameters Weibull distribution by usingsix different loss functions, three of them have been suggested by the researcher.And for that, the methodology of this thesis depended on the following methodologies : - First : - Theoretical study, the standard Bayesian estimations has been derivatives elaborately to reach the Bayes estimators forms for the reliability function of Weibull distribution by using symmetric and asymmetric loss functions which been explained elaborately, and these are quadratic loss function, logarithm loss function and precautionary loss function to reach to the standard Bayes estimators which called quadratic Bayes estimator (QB), logarithmic Bayes estimator (LB) and precautionary Bayes estimator (PB)) respectively. And those loss functions have been Modified by suggested three modified loss functions counterpart to the functions above to reach proposed estimators which called (modified quadratic Bayes estimator (MQB), modified logarithmic Bayes estimator (MLB) and modified precautionary Bayes estimator (MPB)) respectively.Second : - Experimental study by designing number of simulation experiments using various values of parameters and sample sizes, and with repetition of (10000) times for the comparison among the estimators and by using the mean square error (MSE) to reach efficient estimators with minimum variance. And a collection of real negative and positive values have been tried for the constant which is used in proposed loss functions to reach the best value may used in the comparison, and then a comparison between the six preference estimators is done to show which estimator is the most accurate to be used for estimation the reliability function of Weibull failure model, and best results have been obtained from those simulation experiments.The results of these experiments showed that the modified precautionary Bayes estimator (MPB) is the best for the reliability function of Weibull failure model than the other estimators which have been used in this thesis, and the second best method is the modified logarithmic Bayes estimator (MLB), and after that the precautionary Bayes estimator (PB) and then the modified quadratic Bayes estimator (MQB), also all proposed estimators are better than the logarithmic Bayesestimator (LB) and the quadratic Bayes estimator (QB) which results not to be shown in preferences.Also the results of these experiments show that every proposed estimator is better than its known counterpart.Third : - Application study by taking the best Bayesian estimator in the simulation experiments which is the proposed modified precautionary Bayes estimator (MPB) and applied practically on two experimental real data from WeatherFord company for oil well digging in the Bazergan area of Misan governorate which are represented by the time to failure of the operation of the drilling fluid pumps.From all above, the most important conclusions and recommendations have been offered from the results of this thesis as a specific contribution in the reliability field.

In this framework, the study found a set of conclusions, including : • The regulations and legislation issued by the central government and local administrations summoned from local administrations in general and the Department of the Municipality of Dhi Qar in particular to reconsider its structure is commensurate with the new legislation and regulations and provide the necessary supplies and the process of restructuring.• multiplicity of sources, whether the decision by the ministry or by the provincial Directorate, Directorate because the relationship has become a complex relationship with one hand (Federal Ministry, Office of the province, the provincial council, the Department granted the powers in the province, the Supreme Balheioh coordination between provinces)The study also found a number of recommendations, including• must accelerate the launch of the powers of financial resources like the administrative and legal powers to be able to accomplish the Directorate of stalled projects and development service to the province especially• must guide the Directorate sections managers to the issue of restructuring as a very important issue for any change It occurs to the Directorate and the fact that heads of departments lack the knowledge of the subject of restructuring in general.

As for the function of study, it involves an analysis of relationships and impacts of obtained changes from works of the study.The problem of the study focus on the fierce competition and the emergence of economical culture which have created the need for unique performance of administration to achieve success and urge a unique producing and invention.As well as developing and training employees in order to get a successful human capital for enhancing the competition point of organization in the marketplace so as to achieve a good reputation that cannot be imitatedor be transported easily to another organizations. That leads to form it’s identity and it’s mental image which will hold the field more than others.The study depended on a number of principals and subsidiary hypothesis which have a feature of relationship between the human capital and Enhancing Culture of Excellence Performance the Organizational Position. A center of petroleum ministry in governorate of Baghdad is chosen for practicing the filed aspect. In that I used a questionnaire as a principal appliance to collect in formation and data from thirty - one of administrative mangers and managers of departments , and fifty - five of chiefs of branches , All those have formed eighty - six persons as a samples for this study. For achieving the goals of study, that study have adopted a hypothesis sample which reveal a logical relationship among changeable of study for it had considered a human capital and the remarkable Culture of Excellence Performance as independent modifications that will affect virtually on Organizational Position. The studied sample and hypothesis are chosen by using a group of statistical methods. The researcher have cleared the theoretical senses of changeable of the study and getting a number of scientific comprehensions which can be applied, the highadministration in the ministry estimates the employee performance yearly by putting an appreciation - on grading, but the need a program of descrying a clear point of view a bout performance which in clouds a capable and efficient under standing of jobs. That assessment should be on a standard scientific base. The study has been concluded by offering a group of recommendations and the most important one was , the best performance and distinguishing feature about work of administration of human resource aim at practicing a description of jobs in the ministry in order to do justice in distribution of employees.

This study apply in the sample of hotel, in this study we appointing the location of this hotel inside the matrix of customer value by depended on the viewpoint of the customer and the management of the hotel, and study the gap between this viewpoint. And determine the future strategy for each hotel of the sample of the study. We found the hotel that superiority's in customer surplus achieve superiority in the qualitative and quantitative criteria.

This study leads us to infer some conclusions, the most important of which : 1 - One of the most important reasons that makes the Public sector companies failing at performing its duty is the laws and instructions by which these companies are working since these laws and instruction limited the activity of public sector companies. 2 - Privatization process has led to decrease the general external debt of the national grass product from 223% in 1989 to 78. 4% in 2001 Also, this process has led to decrease the general internal debt of the national gross product form 41% in 1989 to 22% in 2001 which has positive impact on the general budget. This studs steers the researcher to the following recommendations. 1 - To motivate the private sector for investment, there is necessity, for a legal background that protects it and saves the capital. In addition to profits of the investment process. 2 - Gradual preenting of interests for the privatized companies in the stock market to get the best income. That is because presenting the whole interests may cause a decrease in their prices. Consequently, the price of buying the government companies lass than the compete price.

Abstract: ان التحرر الذي ساد الاقتصاد العالمي تحت مظلة العولمة اتاح للمنشات والافراد نقل وتحويل اموال كبيرة بحرية تامة دون قيود ادارية بين اسواق المال، وبالتالي اتاحت كفاءة تلك الاسواق للعناصر الاجرامية طرق سهلة لغسيل الاموال التي اكتسبوها من العمليات الاجرامية بع | The freedom which prevailed the global economy under the umbrella of globalization has allowed the facilities and personnel transporting and transferring large amounts of money freely and without administrative restrictions among the capital markets. Thus the efficiency of those markets facilitated easy ways for the criminal elements to launder money gained from their criminal operations, away from the eyes of the authorities in some countries. Even it became difficult to distinguish between capital movements that reflect the attempts of their washing, because of the increasing and growing the overlap between financial and commodity markets, the overlap between financial institutions and free access of capitals, in addition to technical updating for these markets, which help in overcoming the illegal money in the legal markets, so it's obvious results had negative effects that affected the economic situation in general and the banking system in particular. This subject had been discussed through four chapters : The first chapter Interested in the methodology of the research that was used and the previous studies dealt with the subject. Chapter two reviewed the theoretical rooting for money laundering operations and their relationship to the hidden economy through three sections. The third chapter dealt with the banking system and money laundering operations, while chapter four came under the title of "selected experiences in the fight against money laundering operations and the clear relationship between them and the banking system", to take care of some selected countries' experiences, in addition to the procedures of some international and regional organizations. The study concluded that the money laundering operations lead to negative economic and social consequences represented in creating an imbalance in the distribution of income in society. In addition to the growing of unemployment problem and lack of social values and bonds, and the subsequent offenses affecting the moral system, as well as prejudice to the dignity of the state and its political system. The study also concluded that banks play an important role in facilitating money laundering operations because they provide a variety of services and speed in the process of transferring funds, in addition to the secret deal that provides the appropriate environment to complete these operations. At the same time, banks play an important role in the fight against money laundering operations through the procedures and regulations of the banking system that considered one of the best ways to eliminate this phenomenon by promoting their role in the application of control and monitoring measures related to money laundering operations. The study found that the fight against this phenomenon requires subjecting the banks to specific commitments, leading to a limitation of money laundering operations, detection of those involved, and the confiscation of money which are instead of. Fight against money laundering must also be done through ways and methods commensurate with the dangerous of this phenomenon and its implications if they are supported with legal and clear legislations, specifying those acts that generate such operations. Besides, it should put controls on the application of banking secrecy principle, and the development of exceptions to this principle in case of occurring strong suspicions and clear indications on the existence of money laundering, and should promote the international cooperation to combat this processes and make the most utilization of the experiences of some developed countries that achieved impressive results in this field, as well as raising the banking awareness by raising the efficiency of banking staff through the establishment of intensive training courses in the field of combating money laundering at home and abroad, and greater coordination between banks in the exchange of information and experiences in the fight against laundering funds.
