المستخلص:
انطلقت اهمية الدراسة من مشكلة قائمة مفادها انه على الرغم من وجود بعض المقومات الرئيسة للقطاع الزراعي في العراق متمثلة بالموارد الطبيعية , والبشرية, والمالية، الا ان هناك تدهورا واضحا في الانتاج الزراعي, وضعفا كبيرا في الاستثمار الزراعي المحلي,والاجنبي ,نتيجة للتحديات الذاتية ,والموضوعية التي يواجهها القطاع الزراعي, وان هناك حاجة ماسة لخلق بيئة استثمارية زراعية جاذبة ترتبط الى حد بعيد, بالاستقرار السياسي، والامني، والاقتصادي، والبيئة القانونية ,والتشريعية, والاجراءات التي تسهم في نجاح عملية الاستثمار, فقد استمر ضعف النشاط الاستثماري في القطاع الزراعي طيلة السنوات السابقة , والسنوات التي اعقبت عام ( 2003 ) على الرغم من التغير الذي شهده الاقتصاد العراقي وتحوله من الاقتصاد المخطط الى اقتصاد السوق, وصدور قانون الاستثمار العراقي رقم (13) لسنة( 2006) , والذي تضمن الكثير من الحوافز , والضمانات , والاعفاءات للمستثمر، وقد تم اعتماد اسلوب التحليل الوصفي , والاحصائي , واسلوب التحليل المقارن من خلال التعرف على تجربتي السودان , ومصر في مجال الاستثمار الزراعي , , ودراسة واقع البيئة الاستثمارية في العراق , واهم المحددات, والافاق المستقبلية لخلق بيئة جاذبة للاستثمار في القطاع الزراعي. وتضمنت الدراسة اربعة فصول... تناول الفصل الاول اهمية الاستثمار بشكل عام , وكل ما يتعلق بالبيئة الاستثمارية , والمؤشرات الاقتصادية التي تبين وجود البيئة الاستثمارية الجاذبة من عدمها,ودور السياسات الاستثمارية, والاستثمار الزراعي متضمنا فوائده , ومزاياه,ودور التمويل والائتمان الزراعي, وتحدث الفصل الثاني عن البيئة الاستثمارية, وواقع ومقومات الاستثمار الزراعي في كل من (مصر والسودان) لوجود تشابه كبير بينهموابين العراق بامتلاكها مقومات الاستثمار الزراعي وكيف استطاعت هذه الدول من خلال التشريعات , والدعم الحكومي النهوض بالاستثمار بشكل عام , والاستثمار الزراعي بشكل خاص, بينما تناول الفصل الثالث مقومات, ومحددات الاستثمار الزراعي قي العراق, واخيرا تناول الفصل الرابع واقع وافاق الاستثمار الزراعي في العراق للمدة(1970 - 2010),متضمنا الخطط الخمسية ووفرص, ومجالات الاستثمار الزراعي, والقوانين المنظمة للقطاع الزراعي, فضلا عن قوانين الاستثمار, ودور صناديق الاقراض, والمبادرة الزراعية التي اطلقتها الحكومة عام( 2008) ودور الهيئة الوطنية للاستثمار, والهيئات الاستثمارية المحلية في المحافظات في رسم الخارطة الاستثمارية الوطنية, والمحلية. وكان من ابرز النتائج لهذه الدراسة ان البيئة الاستثمارية في العراق تحتاج الى الكثير من الجهد الحكومي في مجال خلق, وايجاد عناصر الجذب, والسعي لتقليل عناصر الطرد فيها, وتبني استراتيجيات واضحة تخص المقومات الاساسية للبيئة الاستثمارية, وسياسة استثمارية تحدد الاولويات, ودور القطاع العام, والخاص وغيرها,اما ابرز التوصيات فهي تبني الحكومة استراتيجية الارض, واستراتيجية المياه,والسعي الحكومي الى استثمارات ثنائية اومشتركة مع الدول التي لها باع طويل في الاستثمارالزراعي, واجراء بعض التعديلات في قانون الاستثمار لصالح الاستثمار الزراعي لدوره في الامن الغذائي من جهة, وخصوصية القطاع في ارتفاع نسبة المخاطرة من جهة اخرى, فضلا عن الكثير من التوصيات التي يعتقد الباحث باهميتها في خلق بيئة استثمارية جاذبة للاستثمار الزراعي في العراق | Launched importance of the study of a problem that, although there are some ingredients Chairperson of the agricultural sector in Iraq, represented by natural resources, human and financial, but there is a deterioration evident in the agricultural production, and significant weakness in agricultural investment, local and foreign, as a result of the challenges of subjectivity, objectivity faced by the agricultural sector, and there is an urgent need to create an investment environment agricultural magnet linked to a large extent, political stability, and security, economic and legal environment, legislative, and actions that contribute to the success of the investment process, continued weak investment activity in the agricultural sector over the previous years , and the years that followed (2003) despite of the change experienced by the Iraqi economy and its transformation from a planned economy to a market economy, and the issuance of the Iraqi investment law No. (13) for the year (2006), which included a lot of incentives, guarantees, and exemptions to the investor, has been adoption of the method of descriptive analysis, and statistical, and method of comparative analysis through the identification of the experience of the Sudan, and Egypt in the field of agricultural investment, and examine the reality of the investment environment in Iraq, the most important determinants, and prospects for creating an attractive environment for investment in the agricultural sector. The first chapter discusses the importance of investing in general, everything related to the investment environment, and economic indicators that show the existence of the investment environment attractive or not, and the role of investment policies, and agricultural investment, including its benefits, advantages, and the role of agricultural finance and credit, and spoke the second quarter for the investment environment, and the reality and the foundations of agricultural investment in each of the (Egypt and Sudan) because of many similarities between them and the Iraq of possessing the elements of agricultural investment and how could these countries through legislation, and government support, investment promotion in general, and agricultural investment in particular, while the third chapter dealt with the elements, and the determinants of agricultural investment, valuable Iraq and, finally, Chapter IV, reality and prospects for agricultural investment in Iraq for the period (1970 - 2010), including the five - year plans, and opportunities, and areas of agricultural investment, and the laws governing the agricultural sector, as well as investment laws, and the role of loan funds, and agricultural initiative launched by the government in (2008 ) and the role of the National Investment Commission, and bodies of local investment in the provinces in drawing a map of national investment, and local communities. One of the most prominent results of this study that the investment environment in Iraq need a lot of government effort in creating, finding the elements of attraction, and seek to reduce the elements where the ejection, and the adoption of clear strategies related to the underlying determinants of the investment environment and investment policy sets priorities, and the role of the public sector, and private and others, the main recommendations is the adoption of the government strategy of land, water strategy, and seeking the government to bilateral investment Omstrkp with countries that have a long tradition in Alastosmaralzerai, and make some adjustments in the investment law for the benefit of agricultural investment for his role in food security on the one hand, and the specificity of the sector in the high proportion of risk on the other hand, as well as many of the recommendations by the researcher believes its importance in creating an attractive investment environment for agricultural investment in Iraq
