Abstract:
The end of the twentieth century had witnessed re - caring to the economic , social and political issues those have been excited by spreading of poverty especially in developing countries , That has resulted theoretical & practical perseverance in field of measuring the poverty , and studying its most important constraints and recognizing how to terminate this phenomenon or reducing it .The economists agree upon that economic growth leads to stop poverty . where many studies referred that the economic growth may has positive correlation with the limiting of poverty , When its fruits reach the poor people , but they do not determine excitant of stable relation between growth rate and poverty rate , as well as that the faster growth may not leads to a reduction in poverty rates , so the most important in growth rate is its content , that’s means it should not be accompanied by increasing in unemployment , inflation rates and spreading of poverty, and the most dangerous of that is income misdistribution , there for the economic policies are required to work for motivating the rates of growth , limiting of poverty growth as well.The UN various organizations had given e a certain importance for the phenomenon of poverty spreading and had supplied advices , technical consultation and financial support for various development programs those aimed to facing the poverty in world and Iraq is one of them , where the phenomenon has been deepen despite of having immense abilities and natural resources , This problem is considered as a historical outcome of different stages of economic performance that has been expressed by economic growth ,So the study aimed a participation in measuring and determining the relation direction between the economic growth and poverty in Iraq by using the quantitative analysis method in the research by using the (Granger Causality) basing on dynamic relation that is available between time series of study variables , So for that , this study offers assistance in making the social and economic policies those aim to finish poverty. This study assumes that there is strong causal relation betweeneconomic growth and poverty in Iraq for periods of (1990 - 2007) that when the used social and economic policies based on making growth in average of poor income , and in the frame of that the looking at what is happening for the poverty phenomenon in shadow of economic growth , for sake to know whether the poor people are gaining benefits of economic growth or not .The study concluded a number of conclusions , may be the most important of them what is related to the measuring & determining the direction of relation between the economic growth and poverty in Iraq , which has showed that the economic growth was not supporter of the poor people.
