Abstract: Eridu is one of the oldest cities in the ancient world. The city is located on a site called (Tel Abu Shaheen), which is a huge mound of rubble that was accumulated thousands of years ago. Eridu or (Tell Abu Shahrin) is a parallelogram city with a diameter of 1900 by 1,700 feet (580 by 540 meters). It is 23 feet (7 meters) high. Most of its height consists of the ruins of the Ubaid and Uruk period (6500-3800 BC) including houses, temples, and tombs built on top of each other nearly 3,000 years ago. At the top of Eridu, it has been found the ruins of the Sumerian sacred city, which includes ziggurat tower and temples of Uruk period in addition to other structures on a 1,000 ft. (300 m) square area. The place is surrounded by a stone wall. The construction of the city continued from Ubaid period (Eridu) to the last periods of civilization. The building of the buildings complex that included the ziggurat tower and temple were during the Third Dynasty of Ur (~2112–2004 BCE).

Abstract: ان موضوع الاوامر الديوانية يثير الكثير من اللبس والغموض، ‏لا سيما وان ‏كثرة اصدار الاوامر الديوانية وارتباطها المباشر بالسياسة العامة للدولة ‏ومضمونها فهي في الغالب ترتبط في الوظائف الادارية العليا وهي التي تحمل في طياتها تكليف اشخاص واعفاء اخرين وقد تحمل في طيتها امور اخرى وقد تكون تنظيمية وقد تكون فردية، والصفة الغالبة على الاوامر الديوانية هي الصفة الفردية. تعد الاوامر الديوانية في العراق قرارات ادارية ‏تصدر عن مجلس الوزراء ‏بوصفها الجهة المختصة باصدار القرارات الادارية المختلفة سواء كانت قرارات ادارية تنظيمية او فردية، وتعددت الجهات التي تقوم باصدار الاوامر الديوانية فهي تصدر من رئيس مجلس الوزراء وتصدر من الامين العام لمجلس الوزراء وتصدر من مدير مكتب رئيس مجلس الوزراء فمن الجهة المختصة التي تقوم باصدار هذه الاوامر، وهل هذا يؤدي الى تضارب الاوامر الديوانية ويؤدي ايضا الى حدوث تنازع في الاختصاص بشان الجهة المكلفة قانونا باصدارها مع العلم ان النظام الداخلي لمجلس الوزراء رقم ٢ لسنة ٢٠١٩ قد جاء خاليا من النص على الاوامر الديوانية ومع العلم ‏انه لا يوجد هيئة ادارية تحمل تسمية ديوان ‏تابع الى مجلس الوزراء.‏ مما سبب الكثير من المشاكل فمن الجهة القضائية التي يتم الطعن امامها في صحة الاوامر الديوانية هل تدخل ضمن رقابة القضاء الدستوري ام القضاء الاداري، ‏وان المحكمة الاتحادية العليا قد كانت غير ثابتة على راي محدد بخصوص هذا الموضوع ففي بعض الاحكام قد قبلت النظر وفي احكام اخرى رفضت النظر في صحة الاوامر الديوانية مع الاشارة الى ان الدستور نص في المادة ٩٣/ ثالثا على اختصاصها بالنظر في صحة القرارات، واما القضاء الاداري فهو مختص بالرقابة على كافة القرارات الادارية ومن ضمنها الاوامر الديوانية بموجب قانون مجلس الدولة المعدل. ‏‏وكما سبق ان اشرنا بان الاوامر الديوانية ترتبط بالسياسة العامة للدولة وان مجلس النواب هو ممثل الشعب وهو الذي يحرص على تقيد السلطة التنفيذية بهذه السياسة التي رسمتها فان رقابة مجلس النواب على الاوامر الديوانية ما هي الوسائل التي سيستخدمها في سبيل تحقيق الهدف من الرقابة.
