Abstract: في ظل التنامي المستمر للطلب على الموارد الاقتصادية من طاقة ومياه والمعادن الاساسية مدعوماً بالزيادة السكانية ، اصبحت عملية التحول نحو اقتصادٍ اخضرٍ ودائريٍ تمثل محوراً اساسياً في تحقيق التنمية المستدامة في البلدان المتقدمة والنامية على حد سواء، اذ بات العالم يواجه مشاكل عديدة نجمت عن النهج الاقتصادي التقليدي الخطي والبني متمثلاً بالاستهلاك المفرط لتلك الموارد الاقتصادية ومن ثم الاستنزاف المستمر لمصادرها ،ناهيك عن ما يرافق ذلك الاستهلاك من تلوث بيئي بدأنا نلمس اثاره محليا وعالميا.
وعليه هدفت هذه الدراسة الى الكشف عن الاساليب الحديثة في ادارة الموارد الاقتصادية انتاجاً واستهلاكاً متمثلة بتطبيقات كل من الاقتصاد الاخضر والدائري ودورها في استدامة الموارد الاقتصادية ، معتمدة على الاسلوب التحليلي الوصفي في عرض ومناقشة كل من الاقتصاد الاخضر والدائري ، واعتماد البيانات كلما اقتضت الضرورة للتثبت من صحة فرضية الدراسة من عدمها.
القائلة بان كل من الاقتصاد الاخضر والاقتصاد الدائري يعملان بشكل متآزر للحد من الاثار السلبية الناجمة عن استهلاك الموارد الاقتصادية على البيئة واستنزاف الموارد الطبيعية ، بالإضافة الى ان اغلب هذه الموارد غير متجددة ومعرض للنضوب خلال العقود القادمة (بالخصوص مصادر الطاقة ما عدا الفحم) وعليه لابد من ايجاد حلول بديلة وقابلة للتطبيق في مجال تغيير هياكل واساليب الانتاج اضافة الى تغيير انماط الاستهلاك الحالية الى اساليب وانماط اكثر استدامة.
وخلصت الدراسة إلى ان العديد من الدول وفي سبيلها لتلبية حاجتها من الموارد الاقتصادية بصورة مستدامة فضلا عن التخفيف من شدة التلوث واثاره السلبية بدأت تكيف انشطتها وبالذات الاقتصادية لتكون اكثر استدامة بإدخال تطبيقات كل من الاقتصاد الاخضر والدائري في العمليات الانتاجية والاستهلاكية.
اما على الصعيد الوطني فقد تم تحديد العديد من الامكانات ونقاط القوة لتهيئة الظروف الموضوعية لقيام اقتصاد مستدام قائم على تطبيقات كل من الاقتصاد الاخضر والدائري ، في ذات الوقت تم تأشير العديد من التحديات ونقاط الضعف التي تولد ظروفاً خارجية سلبية امام عملية التحول نحو اقتصادٍ عراقيٍ مستدام.
وعلى ضوء ذلك سعت الدراسة الى رسم خطوط عريضة لكيفية التعامل مع الموارد الاقتصادية في العراق ضمن قطاعات الزراعة ، الطاقة ، المياه ، الخدمات البلدية ، والنقل من اجل السير قدما نحو اقتصاد عراقي اكثر استدامة من الناحية الاقتصادية والاجتماعية والبيئية.
