Abstract: The objective of the research is to promote the reality of the oil sector in Iraq by reviewing the options available to achieve this.The research focuses on building strategic scenarios for the future situations that could be the future of the oil industries in Iraq and how to deal with these situations depending on the main influencing forces and this is a session that represents an initial readiness for the virtual future, which provides the opportunity to know the strengths and weaknesses of each future, thus avoiding threats and investing opportunities as much as possible.This research also helps decision makers in the Iraqi Ministry of Oil to take the correct procedures and measures to deal with future situations and expand the prospects of strategic vision from the researcher's perspective. The researcher relied on the checklist as an initial diagnosis of the views of a sample of the senior management managers (directors and divisions in the Southern Oil Company mainly and some other places such as the center and the north and inside the ministry) regarding the technical, economic and legal aspects of licensing contracts as well as the role of scenarios in keeping with the future conditions of the company.The questionnaire (the five - degree Likert scale) was then used to estimate the responses of the sample. The results showed that the strategic scenario plays a major role in how to deal with future situations in the future. Given that, the scenarios address almost all future situations, making them semi - deterministic to predict what might happen. The researcher presented a number of results, the most important of which was that the strategic scenario is a useful approach to deal with oil licensing contracts due to the broad considerations of the different future prospects and not to focus on the likely ones only. Moreover, that it takes into account as much of the interests of internal and external stakeholders, so that the scenario reduces the blind areas that abound in the traditional formal plans. And the recommendations for each of those strategic scenarios and most important of the preparation, development, training and rehabilitation of Iraqi oil cadres scientifically and practically, and provide material and moral support in all its forms of the Iraqi oil academies and institutes so that the Iraqi side to take over the affairs and have the upper hand in the management of licensing contracts

Abstract: The research aims to measure the impact of the application of total quality to improve the performance of the Office of Diyala province management requirements in addition to identifying the nature of the relationship between the requirements of comprehensive quality management and institutional performance of the Court of Diyala province. The problem of research is that there is a weakness in the implementation of the requirements of Total Quality Management which reflected negatively on the quality of services provided to citizens and the lack of infrastructure in some areas of the province and the delay in the completion of many important projects such as road projects and school buildings, as well as the administrative procedures and mechanisms within the Diwan still largely routine weighing on citizens and causing delays in the completion of transactions In order to achieve the objective of the research, a questionnaire was adopted which consists of (the main variable) which is the requirements of TQM and the sub - variable of (improving performance) and distributed in the Diyala Diyala Governorate the research community to the managers and their assistants and heads of departments and their meanings and heads of the people and their assistants and a number of employees and the number of questionnaires distributed 189 Questionnaire 186 was recovered, including a questionnaire, while the rest was considered damaged, was tested two major research hypotheses which, one assumes the existence of a positive relationship between the application of quality and performance improvement and other management requirements assumed the existence of the Tathirlttbaiq administration requirements Improve the quality of the performance of the Office of the province, and some of the assumptions made were rejected sub - hypothesis concerning the existence of a positive relationship between the support of senior management and performance improvement sub - hypothesis concerning the existence of a positive relationship between continuous improvement and performance improvemen . Abstract: The research aimed to diagnosis the actuality of Basra Agriculture Directorate and to identify the reasons that led to a decline in the number of palm trees in the province of Basra. The research was based on an analytical method in analyzing the collected data by means of one of the important scientific research tools which is the inspection list which was designed according to the accurate standards. The research was conducted in Basrah Agriculture Directorate and its agricultural divisions. A 30 managers and Administrators were studied as a research community. The checklist consisted of (63) items distributed among the internal resources and external factors of the environment as the following : (Financial Resources, Organization Culture, Information Systems, Materials Resources, Organizational Structure and Human Resources) in addition to (Social factors, Environmental Factors, Political Factors, laws Factors and Economical Factors).The researcher used the environmental analysis (SWOT) and how it applied to the organizational environment, which in turn leads to the diagnosis of the strategic reality to be selected by diagnosing the strengths and weaknesses of the internal environment of the Directorate of Basrah, and to identify the opportunities and threats in the external environment affecting that Directorate, as well as personal interviews.After a comparing between the strengths and weaknesses with opportunities and threats, the researcher recommended the adoption of the growth strategy because it represents a strategic option more effective in the process of restoring Iraq's status to the ranks of the world countries in the cultivation of palm trees. The researcher has also formulated other strategies that will preserve the change in palm numbers, address vulnerabilities and protect against threats the palm trees growing in Basra province.

Abstract: The objective of this study is to present the most critical success factors that have a direct impact on the performance of the teams of the Federal Board Of Supreme Audit (government support, Top management support, The work mechanism, Culture and The religion) and its impact on the performance of its teams in Governmental institutions as its one of the pillars In accordance with the Iraqi Constitution, the Financial Management and Public Debt Law and the Federal Financial Audit Bureau Law No. (31) of 2011 (revised). then adopting the checklist in the Pilot study to recognize the search problem and arbitrate the designed questionnaire according to that to collect the data in the practical side through the study sample which presented in (85) employees working within audit teams of the federal board which has direct contact in the critical success factors.The main findings in this study is there is an effect relationship and high positive correlation among the critical success factors and performance and accomplish the main hypothesis which include existence of a relationship and effects has a statistical significance indication for the Critical Success Factors on the performance of the Federal Board of Supreme Audit Teams.

Abstract: يهدف البحث الى معرفة العلاقة بين (القيادة الاستراتيجية وفرق العمل التنظيمية) للمنظمة المبحوثة (الامانة العامة لمجلس الوزراء) ومن اجل معرفة ذلك فقد طبق البحث على المجتمع المتمثل بالقيادات الادارية والمكون من (67) فردا واعتمدت الباحثه اختيار العينة القصدية ضم (المدراء العامين ، معاونين ، مدراء اقسام، مدراء شعب وخبراء) وبنسبة 35% من مجتمع البحث ، وتم استعمال (الاستبانة) كاداة رئيسة لجمع البيانات والمعلومات مضافا اليها المقابلات الشخصية باستطلاع اراء القيادات عن بعض فقرات الاستبانة، وقد تم اختبار الفرضيات الرئيسة والفرعية التي قام عليها البحث والمتعلقة بعلاقات الارتباط والتاثير وقد تم استعمال عدد من الاساليب الاحصائية مثل (الوسط الحسابي، الانحراف المعياري، التحليل العاملي، ومعامل الارتباط كندال ووالانحدار البسيط) ، والافادة منها من خلال تعميم نتائج البحث على الميدان المبحوث حيث توصل البحث الى مجموعة من النتائج كان من بينها ان هناك علاقة ارتباط طردية ذات دلالة معنوية بين متغيرات البحث القيادة الستراتيجية وفرق العمل ووجودتاثير ايجابي للقيادة الستراتيجية على فرق العمل وبالاخص بعد الرؤية ، اضافة الى التاثير الايجابي للقيادة الستراتيجية على بعد الجودة ، والاستنتاجات كانت ان القيادة مهتمه بوضع رؤية لتطوير عملها وتعزيز قدرات راس المال البشري في حين تراجع في المقدرات الجوهرية والثقافة التنظيمية وجاءت التوصيات التاكيد على القيادة الستراتيجية بدور العمل الفرقي واهمية بناء قاعدة بيانات دقيقة بالمعلومات اللازمة لمتخذي القرار ووضع نظام لتحفيز عمل الفريق والاهتمام بدعم الافكار الجديده والثقافة التنظيمية بين افراد فريق العمل وتوزيع متوازن للصلاحيات. | This research aim to show the relationship between the main variables (Strategic leadership and its role in managing organizational team work) of the surveyed organization (Council of ministries : The Secritorate ) and in order to knowledge that, this research has been applied on the society of administrative leadership, consisting of 67 member distributors by The organizational structure (general managers and their assistants, Department managers, Director of the Division and experts), approximately 41% from the community is changing continuously. The researchers adopted choosing intentional sample by using a number of statistical methods to demonstrate the relationship between research variables and the levels of engagement and influence to take the benefit from that by dissemination the results on the research fields. (The questionnaire) used as the main tool to collect data and information as well as the personal interviews by exploring views on some of the questionnaire paragraph , the main and branched hypotheses of the research has been tested on which is related to the relationships of the engagement and influence and a number of statistical methods such as (Range, Mediam, Factor Analysis ,Kendal Correlation Coefficient, Alpha - Cronbach), in addition of using a number of shapes and diagrams to illustrate the relationship between the research Sub dimensions and variables.This search led to a set of conclusions, among them was that there is a positive correlation relationship of moral meaning between the variables of the study with a moral effect between the variables of the study, and this confirms that the results are accepted with that assumed assumptions of the research.From the obtained results, the correlation relationship showed a positive relationship of high moral meaning between the strategic leadership and teamwork, in addition there is decline in the core capabilities except the capital, and the recommendations emphasize the importance of formation of an accurate data base of necessary information for decision - makers and development a stimulate system for teamwork and have interest of supporting the new ideas among team members.

Abstract: تهدف الدراسة الى امكانية التحول من موازنة البنود الى موازنة البرامج والاداء في المديرية العامة لتوزيع كهرباء الرصافة اذ تعد موازنة البنود من اقدم انواع الموازنات ولازالت مسيطرة على معظم موازنات دول العالم ومنها العراق ويستند مبدا اعداد الموازنة العامة على اساس تقدير النفقات وفقا لبنود يمثل كل منها نوعا من انواع الصرف لذلك فان المدخلات لهذه الموازنة تعتبر انواع المصروفات وتوزع على مستوى الوحدات المنفذة ويجري تقسيم هذه المصروفات الى فقرات اكثر تفصيلا كالمرتبات وما يتعلق بهواالسلع وانواعهواالصيانة وظهر هذا الاسلوب نتيجة الحاجة الى ربط البرامج الحكومية بالخطة العامة للدولة فهذه الموازنة تهدف الى الربط بين الاعتمادات وبين تحقيق الاهداف المخططة وهي تعتبر وسيلة لاتخاذ القرارات التي تتعلق بالمفاضلة بين البرامج البديلة والمتنافسة لتحقيق اهداف معينة وهكذا تعطي لوظيفة التخطيط الاولوية على كل من وظيفة الرقابة على الصرف او ادارة النشاط الحكومي من خلال البرامج وبذلك فهي تجمع بين الابعاد الثلاثة للموازنه وهي ( تخطيط ،تنفيذ ، رقابة ) واتبعت الدراسة منهجية الدراسة في المديرية العامة لتوزيع كهرباء الرصافة نظرا لاهميتهواشملت الدراسة الفترة الزمنية لعام/ 2012 و2013 ويمكن ان نوجز ذلك بالسؤال الاتي : هل يمكن تفادي المشاكل التي تتعرض لها المديرية العامة لتوزيع كهرباء الرصافة الناجمة عن استخدامها لاسلوب الموازنة التقليدية باستخدام اسلوب موازنة البرامج والاداء؟.من هنا ظهر الهدف من الحالة الدراسية حول المتطلبات الحتمية للانتقال الى نظام موازنة البرامج والاداء واهمية الحالة الدراسية تكمن في ان تطبيق هذا النوع من الموازنة يحقق الاهداف التي من اجلها خصصت الاموال .لقداختار الباحث المديرية العامة لتوزيع كهرباء الرصافة لكونها احدى المديريات العامة التابعة لوزارة الكهرباء وهي تتبع الموازنة التقليدية في تقدير التخصيصات وامكانية تطبيق موازنة البرامج والاداء في تلك المديرية .وقد توصلت الدراسةالى مجموعة من الاستنتاجات كانت اهمها : ان الاستمرار في استخدام الاساس التقليدي في تخطيط واعداد الموازنة وتنفيذها في الوحدات الخدمية ومنها المديرية العامة لتوزيع كهرباء الرصافة يحد من كفايتهوافعاليتها في الاستخدام الامثل للموارد المتاحة ويقلل الفرص في تحسين اداءها كونه يشجع على زيادة الانفاق بدل من الترشيد والعقلانية في الانفاق. واختتمت دراسة الحالة بمجموعة من التوصيات اهمها : تقديم الدعم الكافي للمدراء من اجل انجاح تطبيق موازنة البرامج والاداء عن طريق منحهم الصلاحيات اللازمة لتطبيقهواان توجد قاعدة معلومات عن طريق عمل نظام خاص لترحيل النتائج الخاصة بعمل موازنة البرامج والاداء ومتابعة التطبيق التجريبي اولا باول عن طريق التقارير المقدمة من كل نشاط من اجل معالجة المشكلات التي قد تواجه التطبيق | The study aims at the possibility of transformation of the budget items to the budget programs and performance in the Directorate - General for the distribution of Rusafa electricity as is the budget items of the oldest types of budgets and still in control of most of the budgets of countries around the world, including Iraq and is based on the principle of the general budget prepared on the basis of estimates of expenditure under the terms of each of which represents a kind types of exchange, so the input of this budget is the types of expenses and distributed at the level of the executing units being such expenses divided into paragraphs more detailed such as salaries and related goods and types of maintenance and the back of this technique as a result of the need to link government programs the general plan of the state, this budget aims to link the credits and the achievement of planned objectives and is considered as a means to make decisions related to differentiation among alternative programs and competing to achieve certain goals, and so give the function of planning priority over all of the function of exchange controls or management of government activity through programs and so it combines the three dimensions of the budget, namely, (planning , implementation, control) and the study followed the methodology of the study in the Directorate General of Electricity distribution Rusafa due to their importance and the study included the time period of the year / 2012 and 2013 can be summed up this question the following : Is it possible to avoid the problems faced by the Directorate General of Electricity Distribution Rusafa resulting from use of the traditional style of the budget by using a method of programs and budget performance?From here the goal of the case study about the inevitable requirements to move to the back of the programs and performance and the importance of the school system's budget situation is that the application of this kind of budget to achieve the objectives for which funds were allocated.Kdakhtar researcher for the Directorate General of Electricity Distribution Rusafa for being one of the Directorates General of the Ministry of Electricity and follows the traditional budget allocations and in assessing the applicability of programs and performance in those Directorate budget.Aldrashaly has reached a set of conclusions was the most important : To continue to use the traditional basis in the planning and budget preparation and execution in service units, including the Directorate - General for the distribution of Rusafa electricity limits the adequacy and effectiveness of the optimal use of available resources and reduces opportunities to improve their performance being encouraged to increase spending instead of rationalization and rationality in spending.In conclusion, the case study a set of recommendations including : Provide adequate support to the managers for the success of the application software budget and performance by providing them with the necessary powers to be applied and that there is an information base through the work of a special system for carry - on work programs and performance and follow - up demo application first budget results go through the reports submitted by each activity in order to address problems that you may encounter the application.

In this study, the researcher accounts on the descriptive method. Thus, a Checklist was used in the )Pilot Study ( to diagnose the research problem. Then, design a tested and precise questionnaire to be used as a tool to collect the scientific data from a sample of 182 personnel that are mainly from managers and supervisors in the SOC.Furthermore, the researcher also uses correlations testing on the Proposal Diagram, such regression analysis, used to test the direct impact among the study variables. and Pearson, used for specifying the correlation strength among variables. Also In this study, many results were found, and the most important result was that the possibility of applying a full integrated strategical planning system in SOC. In addition, the study found that there is a positive correlation among the independent perspective /dimension and the strategical performance using balance scorecard perspectives; moreover, the study involves important potential results that are essential for future studies

The study consists of four chapters, the first chapter deals with the methodology and literature review. the second chapter shows the theoretical frameworks of the study, the third chapter is devoted to analysis and revision, the Four chapter is for conclusions and recommendations.The study indicated to theoretical and practical conclusions which diagnosed the reality of training process in the application environment.The study provided a set of recommendations which had based on the study conclusions and researcher's observations

Abstract: This study aims to find out the causes weakness of the strategic planning and its impact on the quality of performance in Iraqi universities, by studying how top management (University Council) practice for the strategic planning and its impact on the level of quality assurance. The study included Basrah University focusing on the University Council of the University leaders sampled intent, the society of the study consisted of (N=40) person. The researcher initial test through individual interviews and conducting preliminary survey of a sample of (n=20) person, which shows a clear and significant gap of integration variables, the strategic planning and quality performance.Referring to the qualitative and quantitative indicators for quality assurance and accreditation of Arabic universities as a base to launch in this study, therefore, two parts questionnaire was conducted, the first part is dealing with strategic planning process requirements by reading the opinions of the respondents and the extent of their agreement with the need to use those requirements to improve strategic planning processes and the quality of University performance, the second part is dealing with the quality of University performance through qualitative and quantitative indicators for quality assurance and accreditation of the Arab Universities by reading the opinions of the respondents and the extent of their agreement to adopt those measures to improve the quality of University of Basrah performance.The researcher used a proposed sample, like correlation coefficients, to explain the strength of a statistical relationship between the study variables (the strategic planning and quality performance), Regression analysis was used to test the direct effects between the two variables. It was concluded that the outcome of results highlighted the effectiveness of the implementation of the strategic planning process to the quality assurance of University performance.
