يستمد التقويم اهميته الاساسية في مختلف الميادين من ضرورة الاعتماد عليه في قياس مدى تحقق الاهداف المنشودة من كل نشاط، والكشف عن المواهب وتمييز اصحاب الاستعدادات والميول الخاصة وذوي القدرات والمهارات الممتازة، ويعد التقويم ركنا مهما من اركان التخطيط لان | Derives evaluation of fundamental importance in various fields from the need to rely upon to measure and assess the extent to which the objectives of each activity, and disclosure of talent and distinction holders preparations and likings and abilities and skills excellent, as is the evaluation an important component of planning because it is closely related to the follow - up results and detection all aspects of the power to confirm and higher, including standing on the weaknesses of the treated or modified, and the importance of calendar we are facing a continuously changing and enormous knowledge, concepts, facts and theories, and advanced techniques, which led to change many of the concepts and trends in all the humanities and in all areas, including the technical activities which is one of the means used to guide the youth guidance intellectually and organizationally, in union with the exercise of activities that depend hobby and desire to initial them, and naturally their abilities and attitudes are associated with this process, the objectives set and identified for the movement of young people in the service of the State's goals, and building on, the current research aims to ((evaluation of Technical activity Forums youth of the Ministry of Youth and Sport)) determined by the directorates of Youth and Sports of Baghdad and the provinces except the provinces of Kurdistan, was the importance of research explaining the reasons thatprompted the researcher to choose this field of research, was also clarified the aspects that contribute to research in the promotion of the field of youth work.The theoretical framework came to covering the relevant aspects of the subject matter represented by b (theoretical concepts about the evaluation, and creativity, and the importance of artistic activity in young adulthood, and his contributions to the development and community building) as well as previous studies and the experiences of some Arab countries and the world.The third chapter measures would research was based on the research methodology, which consisted of appointed (50) supervisor and coach for the Arts Forum on the distributors to the young people of Youth and Sports Directorate provinces, the rate Was eliminated after Non - specialists, including, by (13) supervisor and coach for the Arts of Baghdad province and (12) supervisor and coach Art from the provinces of the northern region (13) the supervisor and coach Art from the provinces of the Middle Euphrates region and (12) supervisor and coach Art from the provinces of the southern region..The researcher used (personal interview) and (note) and (content analysis and documentation), and (resolution) as a tool for information gathering, was composed of (120) paragraphaddressed to the administrators and coaches of the arts, and distributed these paragraphs on four areas : 1 - The field of visual activity and ensure (30) paragraph. 2 - The field of theatrical activity and ensure (30) paragraph. 3 - The area of musical activity and ensure (30) paragraph. 4 - Film and television and included ( 30 ) paragraph. He received (the researcher) of the sincerity of the tool through the presentation to a group of experts with competence in the arts and art education and teaching methods, and applied as the final resolution on the sample.To address the statistical data, use the (researcher) Pearson's correlation coefficient to extract the stability, and the Fisher equation to find the unity of the paragraph, as well as the weight percentage to indicate the value of each paragraph of the resolution.The search results were displayed after arranging all the paragraphs according to the degree of severity of the highest degree of unity to the lowest degree of unity. Were arranged areas of the four calendar by decreasing the average degree of intensity for each of the circles, where the occupied area of activity, followed by the first plastic film and television, which occupied the second place, while the field of theatrical activity took third place and won the field of musical activity, Respectively, the fourthConclusion of the research was a series of recommendations and proposals which would in estimating the researcher to contribute in the service of scientific research, including : - 1 - strengthening the media's side, because of its impact and its contribution to educating the community in providing care for youth groups of all ages and help them scientifically, culturally, socially, and organizing their leisure time activities which develop their talents and skills.2 - Greater coordination and joint technical cooperation with other institutions, for the purpose of promoting student attendance and youth in various artistic activities.3 - Provide the tools and supplies, equipment and modern technical equipment for each activity.4 - To provide resources and technical books and magazines those contribute to diverse artistic culture in the development of young people.5 - Select a specialist academic staff for each area of artistic activity. 6 - Plan to include the central vocabulary reflect the academic and technical characteristics of young people through the definition of the cultural heritage of Iraqi art and the Arab and Islamic world and its features in reading and analyzing works of art, and artistic theories which explained the art and beauty.7 - Adoption of the evaluation tool to measure the technical skills as a scientific tool to evaluate performance objectively and disclose the extent of success in achieving the goals set for each activity. 8 - Dissemination of scientific culture and encourage young people to innovate and develop new applications in the field of technology and promote computer skills and employed in works of artProposals : - 1 - a study on the reasons for the reluctance of young people for the exercise of artistic activities in the youth forums.2 - A proposed program of art education in the youth organizations in Iraq.3 - The role of government institutions in maintaining the cultural and artistic identity of a young Arab in light of the challenges of globalization.
