المستخلص: يحظى موضوع الحكومة الالكترونية باهتمام كبير من مختلف المنظمات في الدول المتقدمة والنامية على حد سواء، وذلك لاهميته في مجال تقديم الخدمات الى كل من قطاع الاعمال، والمواطنين، وما بين الدوائر الحكومية نفسها، وعليه يهدف هذا البحث الى تصميم نظام ليكون مدخلا ا | This search was aimed to design A system in order to Applying electronic government A strategic Approch in which the researched orgainaization (Directorate of Real - Estate Registration / Al - Bayaa) to enter in its apply. The case was accounted to process the search, interview, vission, and field visits were made to the searched orginazation and the organizations related to it, and also depend on the special records and documents to collect the data wanted to observe the traditional reality of the system and the work patter (proceduure) followed currently, according to that we made use of checking list as a loot to collect the data and information, and using the percentage and the median as statistic styles to analyze these data, and also to define the extent of (range of) applying the electronic government strategy in it.The propsed system was designed by using the managing data base system (Oracle) (81,I) and it’s programs were written in the structured Query language (SQL) , and the reason behind using this developed system, was it represents one of the best systems to managing, high - level data base, specialized in managing the network or the related computers among the organization, in addition to what it offers of facilities in exchaging the information and documents and providing the services, because it had high abilities which allow it to be accurate in handling the data and the easyness in reaching it.The choice was focused on one of the landed procedures which were process of selling the land parts as a sample for the search, because it reaches the highest percentage out of the done landed deals for the period of (1 - 1 - 2002) to (31 - 12 - 2002) which represents (33%) from total.The search have come to some conclusions : the application of the searched organization to the electronic government strategy and through the usage of data bases management system (Oracle), will help in achiving the customer( Citizen) satisfaction through the reached time taken to complete the after it was consuming long period could reach to three months, and that was due to the system ability to store the information and data in quality and quantity and in an organized order, also not having rapid processes in collecting, entring and handling these data.

المستخلص: تبقى عملية التقدير لمعلمات انموذج الانحدار من المواضيع المهمة رغم كثرة ما كتب عنها من خلال البحوث والدراسات وهذه الدراسات تختلف باختلاف الاساليب المتبعة في عملية التقدير سواء كان هذا الاسلوب تقليدي او بيزي او تبعا للتوزيعات التي يتم توظيفها في عملية التق | the process of estimating the parameters of regression model , is still still one of the important subjects despite of the large number of papers and studies written in this subject , these studies are differ in techniques followed in the process of estimation , whether they are classic or baysian , or according to the distributions applied in the estimation , and which are available about some of the parameters of regression model.In this thesis , two different distributions are applied ( Beta , Exponential )in estimating different sample sizes and then making a comparison among the classic estimation techniques represented by (OLS) method , and the method of applying one distribution or two (u.d) , and the baysian methods by providing the distributions themselves.By using the simulation technique , results has been obtained to provide the researcher with the image to clarify the best method in the estimation technique.This thesis come in four chapters : The first chapter contains the introduction and the background of the subject.The second chapter contains the theoretical basis of the estimation methods, when one or two distribution are applied in estimation technique whether is the classic or baysian method, it also contains all that related to derivation process to obtains the estimation style.The third chapter contains , a display of the practical side and also a display of the results of the simulation process used to reach to the best techniques of estimation.Finally, the forth chapter contains the conclusions and recommendation as well as future studies.

The study declared for specialists in this vital important accounting sector, that the companies and accounting offices in great number of advanced countries, become marketing procedures with its sides and activities are of daily works, and it’s obligated on Arabic accounting companies and offices to overcome these imposed difficulties and obstacles towards work by concepts and marketing procedures because what have from active and positive effects ways in support accounting companies and offices.In fact, these concepts and marketing dimensions were represented a main problems in past, which the research tried to distinguished their importance features for the benefit of specialists and professionals together, especially in Yamanian and Iraqi environment, and generally in Arabic environment by the study of researcher on (Talal Abu Gazala Law Accountant in Jordan), after elected it by Association of Jordanian Accounting because its good reputation and high position in accounting marketing, in addition, of wide abilities so it submitted various accounting services for wide classes of peoples of customers by net of branches cover about all main countries in Arab Land. This study contained six chapters.Chapter One : including the basic background of services in its first section and economic importance in section two, to distinguishing services importance and its development and advance procedures, and today formed high rate of economic activity outcome and great contribution in total national production.Chapter Two : section one showed the basic concepts of accounting marketing services, second section dealt with philosophical frame in its various dimensions, and they are really the basic strong rules to build effective activity marketing, it is the point for accounting companies to achieve their future ambitions.Chapter Three : including the elements of the mix of accounting marketing services in its two parts traditional and additional, containing in first and second section sequencely, these element represented the most important tools of marketing activity, which enable companies and accounting offices to build strong base of relations with customers and develop the image and position in society classes. These elements represented the most important tools of marketing activity which enable companies and accounting offices to built strong base of relations with customers and improve the image and position in society.Chapter Four : Concentrated on research’s procedure which contains on the problem of the study and the importance role of marketing activity containing accounting companies, research targets and them means of data collecting with its determiners by the procedure of study the state. Part Two : dealt with the studies of former references which reflected various marketing activities.Chapter Five : Is analysis for the reality of application accounting rules and the elements of marketing mixture of accounting services in group by three sections first one is descriptive the reality of group and its submitted activities, which reflected the variety and numbering the accounting activities and implementing fields, section two concentrated on amendment the accounting rules of marketing accounting services, which is know by its results that a group achieved great successes. Part three : dealt with the lists of checking of elements the marketing mixture, which can from its results clear that the group direct towards building active marketing opposite of what existence in accounting companies and offices which are still far away from this field.Six and Last Chapter : contained the most important conclusions in section one, but in section two included the practical and future recommendations.

المستخلص: Environmental studies have gained great interest after a great deal of warning by international organizations. The ecological system is a matrix of integrated interactions within a specific environment.To know the properties of each element in this system is very important to keep the balance of.the ecological system and to rationally deal with these elements to avoid any deterioration.,~ Changing the essence of these elements quantitatively and qualitatively leads to a disturbance of relations between the elements of the system which is called the ecological imbalance.Man has played an important role in making ecological problems which lead to the destruction of the environment that decreases the reproducibility of the earth.The population explosion 1s one main factor behind the environmental deterioration so rapidly.Also, the negative aspects of the industrial revolution and the absence of the environmental planning are good factors. Man was able to manipulate nature for his benefit without paying attention to the severe consequences of this maltreatment. In this case education plays a crucial role to correct human behavior and provide him with the necessary skills. Environmental awareness could be a good course in and out of school. Aims of the studyThe study aims at the following : 1. Constructing an environmental awareness scale in the students of the departments of geography in Iraq.2. Applying this scale on the targeted students.3. Whether or not there are statistically significant difference concerning the scale.4. Whether or not there are significant differences according to the 1 sex factor.5. Whether or not there are significant differences according the subjects achievement.6. Whether or not there are significant differences according to the environment variable. 7. Whether or not there are significant differences according to the college variable.Limitations of the study : The study is limited to the follovving : 1. Department of Geography - colleges of Arts and Education - Universities of Baghdad, Al - Mustansiriya, Basrah, Mosul and Kufa.2. Curriculum related to the environment. sample of : A. Departments of Geography staff in point number 1.B. Fourth year students.C. Post graduate students.4. Academic year 2003 - 2004.Procedure1. The Sample The sample of the study is represented by the fourth - year students, postgraduate students and some professors of the departments of geography - colleges of Education and Arts in five Iraqi universities. This includes 500 students, 24 postgraduatestudents and /4/ staff members. 2. Tools The researcher has adopted two tools : Questionnaire and interview.3. Validity and Reliabilitv The researcher has adopted the techniques of validity and reliability. As far as reliability, the researcher adopted the split group and test, re - test techniques.4. The final Administration After checking validity and reliability, the final administration was conducted on the main sample of the study which includes : 377 fourth - year students, 24 post - graduate students and 85 staff of the dept. of geography to measure their environmental awareness.A link should be found between science and cause.5. Continuation of environmental information supply should be achieved.6. Films and slides on the problems of the environment should te supplied to achieve a link between theory and practice. 7. The principles of environmental education should be set up from primary classes upwards.The researcher has suggested a similar study on high schobl students and a comparative study between this one and similar studies in some other countries. The scale also can be given to higjh school teachers to measure their environmental avvareness

Finding a proposal physical education for the simple mental handicaps to uncover.a. The effect of the proposed program in the intelligence.b. The effect of the proposed program in the movement coincidence.c. The effect of the proposed programs in the adaptable behaviorism & the ranges.d. Acknowledging the rate of the improving in the scores of : a. Intelligence.b. Movement coincidence.c. Adaptable behaviorism.The researched hypothesized the four following : 1. There are distinctive statistical indications among the mental handicapped pupils for the experimental & real groups after finishing at the application of the program for the right of the experimental one in intelligence, movement coincidence, and adaptable behaviorism.2. There are distinctive statistical indications among the mental handicapped pupils before and after finishing the program application for the right of range rate in the intelligence, movement coincidence, and adapted behaviorism.3. There are distinctive statistical indications among the mental handicapped pupils for the real group before & after finishing the application program proposed for their counterparts in the experimental group.4. There is a sort of improvement in the rate of the mental handicapped pupils for the two groups of experimental & real, before & after finishing the application program for the right of experimental one, in the intelligence, movement coincidence, and adaptable behaviorism that are more magnificent that the classical program suitable for the components of the proposed program to the mental capacities, movement & social aspects for the handicaps.The research was conducted on a sample of pupils from Al - Raja’ Institute for Mental Handicaps in Mosul city. These pupils are of minor metal handicap and who have the ability to learn for the study year 2002 - 2003. The number of pupils was (20). They were divided into two equal groups; the first one is experimental whereas the other is control group. The equality between the two groups was achieved with regard to variants of age, length, weight and qualification for parents as well as movement coincidence and adaptable behavior.The researcher chose an experimental design of two groups (The experimental & control group) to achieve the research objectives. The tests of Stanford Penee were used by the Special Medical Committee for Children to measure intelligence. The researcher used the tests of movement coincidence which included running, digital circles and crawling as well as the measurement of adaptable behavior prepared by the American Association for Mental Handicaps, which was developed in Jordan by Al - Gaylani and Al - Batish in 2000. The tests of movement coincidence and the measurement of adaptable behavior were brought before specialists in Measurement and Reformation, Methods of Teaching, Educational Psychology and Special Education so as to verify their credibility. It was also known how they could be consistent by repeating the application once more. The values of consistency factors by repeating the tests of movement coincidence ran between 0.80 to 0.93. The actual application of the proposed educational program for the experimental group started in 15/10/2002 to 1/1/2003. The experimental group was taught according to the program proposed by the researcher. As for the control group, it was taught according to the conventional program. After completion of executing the program, the far measurements were conducted for the two groups in respect of intelligence, movement coincidence and adaptable behavior. After collecting data, they were treated statistically by using the statistical bag for social science (SPSS). Furthermore, the ratio of improvement was derived and the researcher concluded the following : 1 - The proposed program of athletic education has a positive effect on developing : A. IntelligenceB. Movement coincidenceC. The adaptable behavior and its extents with regard to children of minor mental handicap (Capable of learning).2 - The proposed program of athletic education has caused tangible progress as it achieved an improvement in the rates of : A - IntelligenceB - Movement coincidenceC - The adaptable behavior and its extentsThe progress was greater than that of the conventional program, due to the suitability of the proposed program contents for the mental, motional and social capabilities of the mentally handicapped group.The researcher reached the following recommendations : 1 - Applying the proposed program on the mentally handicaps, besides rehabilitating private programs for this group since it has an effective impact upon developing the motional and mental capabilities.2 - Focussing on the athletic activities submitted to the mentally handicapped childhood that they can aid them effectively to interlay with the community, in order to develop their personal skills.3 - The necessity of paying more attention to the manners and methods by which the educational, training and instructional programs are submitted with regard to developing the motional, social and personal skills for those children. Accordingly, this will lead to achieve interaction and interconnection with others and that, in turn, will contribute to their joining to life. Consequently, the researcher proposed the following recommendations : 1 - A similar study can possibly be conducted on the mentally handicapped children in other provinces.2 - Observational study can be applied on the mentally handicapped children who they are enlisted in this proposal.

المستخلص: الحمد لله حمدا كثيرا وسبحان الله بكرة واصيلا، والصلاة والسلام على رسوله الذي ارسله بالحق مبشرا ونذيرا وشاهدا وهاديا وسراجا منيرا، وعلى اله الذين اذهب الله عنهم الرجس وطهرهم تطهيرا. وبعد : فالصوت ظاهرة طبيعية،تستلزم وجود جسم في حالة اهتزاز او تذبذب،وهذه | Ancient Arab scholars spent invaluable efforts within the area of Arabic phonology. These efforts prove that such scholars are fully aware of the nature of sounds and the speech organs which were accurately described. Laws and rules for sounds were set up and the relationship between these sounds were shown. These efforts and contributions are easily recognized by Abualaswad Al - Dwali's self - observation and Al - Khalil Bin Ahmed's classification of speech sounds. The latter described speech sounds from an articulatory point of view which had laid the foundation for a school called lexical phonology. In addition Sibawaihi classified Arabic speech sounds in terms of place of articulation. Such a classification gave rise to what is called the grammarians' school of phonology.It is beyond dispute that the subfields of Arabic linguistics are interrelated to one another and to the Glorious Quran. It is very rare to find a given topic which is for instance, purely morphological, i.e. other levels of linguistic analysis are in valued in it. Due to this characteristic, there is a variety of studies as far as the general attitude of works is concerned.The present study sets itself to gather the contributions of these schools of phonology and clarifies the procedures followed by the leading figures of each school. Such schools have been classified in the light of the aims behind studying the phonological material. Accordingly, five schools have been investigated in the present work. In addition, an introductory chapter entitled "schools of phonology and knowledge Heritage by Arabs' is devoted to the perspective of the study and how far it is applied to the schools of phonology by ancient Arab scholars.As for the first chapter, it is concerned with the school of "lexical phonology" and how those "lexicophonolgists dealt with the phonological material. The leading scholar here is Al - Khalil Bin Ahmed Al - Farahidi who was taken as an example by other lexicophonologists. The second chapter is devoted to the treatment of phonological material by Arab grammarians who gave rise to the "grammarians' school of phonology." within this school, the phonological study underwent development which started before Sibawaihi. It is true to say that the latter brought it to maturity. in his famous book " Al - Kitab". The third chapter is named as "The phonology school of Readers". The efforts of a group of scientists have been dealt with. Those scholars gave priority to the phonological study which farmed the basis for their investigations. The fourth chapter concerns itself with the treatment of the phonological material by some Muslim philosopher. They investigated the material from a physical and articulatory standpoint. Although such a school had lasted for a long period of time, it had not attracted a large number of scholars. Concerning chapter five, it has studied the phonological efforts of rhetoricians. These efforts have not been given due attention by previous studies. The study of phonology by those scholars is not a marginal one, rather it is serious and systematic. Al - Kahalil Bin Ahmed Al - Farahidi organized his dictionary (Al - Ain) on the basis of phonology to give the lexical units a phonological arrangements. As to Sibawaihi, he focused on the study of Arabic speech sounds in order to precisely investigate assimilation. He maintains that he described the letters of the dictionary so that one can recognize where assimilation is possible or not. Regarding the rhetoricians, they adopted a totally different approach to study sounds where the theory of articulation of sounds is considered as a rhetorical and critical criterion to judge whether a particular word is standard or not. Scholars of readings are concerned with how sounds are articulated or produced. The dealt with the distinctive features characterizing speech sounds.
