المستخلص: The training has a great & importance role in increasing the performance levels of the employees. It is considered as an essential base in the view of developing plan for rehabilitation of human resource in any organization.This research aims to assess the actual reality of training activity in the organization surveyed according Development activities of nurses rehabilitation in light of the evaluation of training programs implemented.This research included the relationship and impact between the rehabilitation as an dependent variable, and training program as a independent variable. first variable included three sub - dimensions, and the second variable included four sub - dimensions, these variables have interacted to form a framework around which the study.questionnaire as an essential tool for data collection. For the purpose of processing such data was the use of a set of statistical methods included (frequency distribution, percentages, and standard deviation, and coefficient of variation of the, Sperman correlation coefficient of, and simple regression coefficient). Based on the measurement of the variables of the study, diagnosis and testing correlations and influence, including study found a set of conclusions and recommendations, including : proven correct link that hypothesis It appeared that there is a correlation High program objectives and themes with the dimensions of rehabilitation and this result concludes researcher that the management of hospital nursing home sector has employed the program's objectives and themes in promoting rehabilitation nurses has appeared evident with the change in behavior skills since reached the highest correlation, with the changein knowledge, abilities and attitudes of respondents, with the total rehabilitation, not to mentioned that the management of the hospital were not active in the recruitment of the program's objectives and themes of the change in specialized behaviors.

المستخلص: تهدف الدراسة الى معرفة مدى امكانية تطبيق التحالفات الاستراتيجيه في القطاعين الصحيين العام والخاص لغرض انجاحه في العراق.والتحالف في بحثنا هذا هو الالية اللازمة لتدعيم ركائز كلا القطاعين بهدف تامين المجتمع بالخدمات الصحية التي تتسم بالكلفة المنخفضة والكفاءة | the study aims to determine the applicability of strategic alliances in both the health and public sectors for the purpose of its success in Iraq. And the Alliance in our research this is the mechanism necessary to strengthen the pillars of both sectors in order to secure the community health services that are cost low and high efficiency. And the level of importance of such alliances and the possibility of their application after We took the Health Department of Dhi Qar, as a society to search It also aims to study the reality of health organizations in both the public and private sectors, Matkdmh of health services and therapeutic and diagnostic very important to the community.The study includes a variable one key is the possibility of implementing the strategic alliance in fact, the Iraqi health and its impact in improving the health service, and strategic alliance here is to establish an effective partnership between the sectors of public and private health and take advantage of all the possibilities of scientific, material and technological in the provision of health service quality. Has been tested through this variable parametric statistical methods, and used the questionnaire as a way to collect data and all were subject to a test of validity and reliability. Through this research we see the strategic alliance relationship and its impact on improving the health service for the better and try to find the strengths and weaknesses and maintain strengths and address weaknesses and improve the health institutions to advance forward and bringing it behind the developed world. The study consists of three chapters, devoted the first chapter of the methodology and previous studies, and the second to display the theoretical framework of the strategic alliance and its impact in improving the health service, and the third chapter was devoted to the practical side, testing the statistical hypothesis as well as the most important conclusions and recommendations. The most important findings of this study is that the system of the strategic alliance has a positive effect to improve the health service. This system reduces the burden of physical and risk - sharing and this leads to increased confidence in the services provided to patients and also lead to improved health service provided. Provide the infrastructure necessary for a strategic alliance and potential administrative and regulatory laws as well as the general culture and the level of acceptance with the staffs of health are the elements most effective for improving the health service and forgotten the essential role of the state in approving and assigning such a alliance strategy has a direct impact in the policy of the state of health. Another important recommendation is that there is a breeding ground for innovative ideas and high culture and the application of these alliances and find the laws and the relevant legislation in order to make the most of the sectoral and public sectors and provide better services to citizens. And raise awareness about the benefits of the alliance of workers in the private and the community because it can not establish a strategic alliance unless there is cooperation and support from everyone. As well as a law binding by the state to establish alliances with the private sector and government facilities to the success of the strategic alliance.

المستخلص: من المعروف ان المؤسسات الصحية تعمل في بيئة ديناميكية تهدف الى البقاء والاستمرار لبلوغ ما خطط لها من اهداف, فان تعاملها مع الزبائن وبمختلف شرائحه وفئاته ومناطق وجوده يمثل الركن الرئيسي في بلوغ مبتغاها, ولاشك ان تحقيق هذا المبتغى والهدف لا يتم من دون | It is well known that health institutions work in a dynamic environment aim to survive and continue to achieve the planned objectives, the deal with customers with various classes, categories and regions represents a main corner of its achievement and no doubt that achieving this target will not be possible without a planned and programmed reaction and according to scientific bases compatible with the accuracy and sensitivity of the performed work and the great responsibility entrusted to workers in this field, through provide health services to customers across different departments and various specializes in the health field, research problem was defined in both theoretical and applicable areas, the contribution of the theoretical on measurement and total assessment for the strategic performance to the Health Centers was not big, in addition to the need in the Iraqi library and the Arabic library to a research related to the health centers and its assessments, initial survey in the field showed that health centers rely on a simple system and its standards, results and comprehensiveness, this research aims to evaluate the performance of health according to a strategic perspective to the Centers for Primary Health Care according to a new technology for the health centers which balanced scorecard by a system designed to evaluate the performance of the centers of primary health care, address the problems of the evaluation system that currently has been used in the health centers, and formed the importance of this research from the importance of the individual and its part in the society, as the success and the development for the community depend on it, the health center for primary health care is considered as a very important institution for its diagnostic, therapeutic and preventive services to the community, the researcher had depended on the method of case study through meetings in the work field, to get the required results by proposing a model of performance based on the technology of the balanced scorecard to evaluate the performance of health centers in Iraq and applied that in Al Ameria Primary Health Care Center "our research subject," this requested make interviews with "the research sample" a number of health center officials, experts of 10 members, five of them are the officials of the units in the health center, an expert who is in charge of the process of assessing the performance in Al Ameria Primary Health Care Center, three doctors (one is specialist and two are jurisdiction practitioners, in addition to the director of the center who had an important part to achieve these health results.The most important theoretical and practical conclusions that have been concluded by the researcher are : - 1. The performance measures strategic based on the balanced scorecard to provide the full picture of the causal relationships that lead to achieve strategic goals. 2. The balanced scorecard in the evaluation of the healthy performance shows where health center is excelled? why? where is his weaknesses? how is it managed?.3. It is not possible to manage the performance without measurable. The research concluded to some of the following recommendations : 1 - Put the Incentives system linked to the evaluation system. 2 - Supplies provision and the necessary requirements for the success of the application of the evaluation system. 3 - Adopt the principle of public the evaluation system. 4 - The best investment of human resources working in the health center.

Perhaps, the most important reason that pushed me to choose is role of the training in developing the doctors performance in the healthy training and development center is the important if training and the affiliates to the health institutions and doctors in a particular in developing their skills and the medical information continuously. Each process of training represents a success of training in general. The problem of the study lies in the absence of a scientific methodology and accurate one to determine the methods the training needs of the staffs of the health institution in general and the doctors in particular based on three methods of analysis : organizational, vocational and the method of analysis. The importance of the study is the endeavor to determine the actual the training needs of the staffs of the health institution in general and the doctors. While the objective if the study is focused on the determination of strength and weakness points of the training programs and courses. The hypotheses of the study are : 1. There is a correlation statistical significant relationship between the effectiveness of the training program and their vocational performance after the training process. 2. There is an effect statistical significant relationship between the effectiveness of the training program and doctors' vocational performance after the training process. The most important findings are the following : 1. Training provides the doctors with the expertise and adding to the skills and knowledge and experience in medicine. The recommendations are the following : 1. The training needs of the staffs of the health institution in general and the doctors should be determined in all the health institutions in a scientific manner.
