Abstract: المستخلص
تتناول هذه الدراسة طبيعة الصدمات الاقتصادية، وانواعها ومصادرها وتداعيتها بعد عام 2003، وانعكاسها على الانماط الاستهلاكية للعائلة العراقية. فالاقتصاد العراقي معرض للصدمات اكثر من غيره بسبب طبيعته الريعية والاختلالات الهيكلية التي يعاني منها، فاصبح من المهم البحث عن مدى تاثير الصدمات الاقتصادية على الانماط الاستهلاكية وبيان مدى استجابة السياسات الاقتصادية. فلقد توصل البحث من خلال تحليل البيانات المتوفرة عن ميزانية الاسرة لعام 2014 والبيانات التي تم جمعها عن طريق الاستبانة الخاصة بصدمة كورونا 19 الى ان نسبة العوائل التي تاثرت بالصدمة المزدوجة لعام 2014 بلغت (91.39%) وان نسبة العوائل التي تاثرت بصدمة كورونا 19 بلغت (72.2%). كما ان تلك الصدمات كان لها تاثيرات سلبية على الانماط الاستهلاكية للعائلة العراقية، مما جعل العوائل العراقية تعيد النظر بطريقة توزيع انفاقها الشهري بين المجاميع الاستهلاكية الرئيسية واضطرارها الى التخلي عن بعض الاحتياجات في سبيل اشباع الاحتياجات الاهم من وجهة نظرها. وقد اوصت الدراسة بضرورة تحصين الاقتصاد العراقي ضد الصدمات الاقتصادية من خلال معالجة الاختلالات الهيكلية التي يعاني منها والتي تُعدّ منفذ للصدمات الاقتصادية مع ضرورة بناء مصَدّات لتعزيز منعة التنمية البشرية للاسر في ظل ظروف الصدمات الاقتصادية وبالاخص الاسر الهشة الفقيرة.

Abstract: يهدف البحث الى قياس اثر التخصص المهني لمكاتب وشركات التدقيق في جودة الارباح المحاسبية وانعكاسهما على تكلفة راس المال، ويتحقق هذا الهدف من خلال دراسة موضوع التخصص المهني لمكاتب وشركات التدقيق بكل جوانبه، والتعرف على علاقة الاثر بين التخصص المهني وجودة الارباح المحاسبية، كذلك قياس اثر كل من التخصص المهني وجودة الارباح المحاسبية في تكلفة راس المال، وذلك بالاعتماد على بيانات التقارير المالية السنوية لعينة من المصارف العراقية المدرجة في سوق العراق للاوراق المالية والبالغ عددها (13) مصرف للمدة من (2008-2017) .
ولغرض قياس مستوى التخصص المهني للمكاتب والشركات التي مارست تدقيق المصارف عينة البحث استعان الباحث بمقياس الحصة السوقية المرجحة، كما تم الاعتماد على انموذج خاصية تمهيد الارباح لقياس جودة الارباح المحاسبية لعينة البحث، كذلك استعمل الباحث عدة نماذج لقياس تكلفة راس المال وهي (CAPM، PEG،MPEG)، ولغرض اختبار فرضيات البحث احصائياً فقد تم الاستعانة بالبرنامج الاحصائي (spss) لمعرفة حجم الارتباط والاثر ومستوى المعنوية بين متغيرات البحث.
وقد توصل الباحث الى عدة نتائج كان من اهمها ان هنالك مستوى مقبول من التخصص المهني لدى مكاتب وشركات التدقيق التي مارست تدقيق التقارير المالية للمصارف عينة البحث، مع وجود مستوى عالي لجودة الارباح المحاسبية للمصارف عينة البحث، وكذلك وجود علاقة اثر ذات دلالة احصائية بين التخصص المهني لمكاتب وشركات التدقيق وجودة الارباح المحاسبية وبشكل ايجابي، فضلا عن وجود اثر بين كل من التخصص المهني وجودة الارباح المحاسبية في المتغير التابع (تكلفة راس المال).
واهم ما اوصى به الباحث هو دعم وتعزيز التخصص المهني لدى مكاتب وشركات التدقيق لممارسة نشاطهم وتشجيع المصارف والشركات الاخرى المدرجة اسهمها في سوق العراق للاوراق المالية على اهمية التعاقد مع مكاتب وشركات التدقيق المتخصصة مهنياً، لامتلاكهم القدرة والكفاءة في اكتشاف وتقييم مخاطر وجود حالات التحريفات المادية وزيادة الاهتمام بجودة الارباح المحاسبية المبلغ عنها واعتمادها كاساس في تقييم اداء الشركات والسعي لتشخيص وتحليل العوامل والمتغيرات التي تؤثر في تحديد تكلفة راس المال.
