Abstract: تبحث هذه الدراسة في تطوير مفهوم الهدر لياخذ ماخذ اجتماعية, ويسهم في تفسير العديد من الظواهر الاجتماعية التي تنسلخ عن كونها هدر مادي, وتقترب من حيث اهتمامها بالمجال الاجتماعي للمورد البشري, الفكري والمعرفي. وتفسير علاقة الهدر الاجتماعي بجودة التعليم العالي, من حيث التاثير على المعايير في الاقتراب والابتعاد عنها, والهدف من ذلك تشخيص اشكالية التعليم العالي في العراق من زاوية اجتماعية, معرفية, تبحث في المكامن الدقيقة, ومن رؤية عميقة تجيب على العديد من التساؤلات التي جعلت من التعليم ومؤسسات البناء الاجتماعي في خانة الضعف, التاخر والتخلف.. ان الغوص في اعماق الموضوع المهم يبين لنا مشكلات العديد من المؤسسات الاجتماعية وليس التعليم فحسب؛ لذلك فان الاصالة في المفهوم والموضوع, واهميته بالنسبة للتغيير المجتمعي, دفع نحو استعمال المقارنة منهج للتحقق من ثقة وموضوعية الظاهرة في السياق التطبيقي, وشخص العديد من المحددات الاجتماعية والثقافية بين مجتمعي الموصل والانبار التي من شانها ان تؤثر في هدر المجتمعات.. فضلاً عن المقارنة استعملنا منهج المسح الاجتماعي بطريقة (العينة) من خلال استمارة الاستبانة, التي صممت بطريقة محكمة للحصول على بيانات دقيقة حول الظاهرة, من رؤى خبراء المجتمع من الاساتذة الاكاديميين في جامعتي الانبار والموصل, وبعينة عنقودية وزعت بطريقة منهجية على 615 خبير, اذ شملت جميع كليات الجامعتين و توصلنا الى العديد من الاستنتاجات حول ظاهرة الهدر الاجتماعي في المؤسسات ومؤشراتها, وعلاقتها بجودة التعليم العالي, ومن بينها: ان ابرز مؤشرات الهدر الاجتماعي انتشاراً وتاثيراً في التعليم العالي هي, هدر العقول والطاقات البشرية, هدر قيمة العلم والشهادة وهجرة العقول. تعاني مؤسسة التعليم العالي وغيرها من مؤسسات المجتمع العراقي, من هدر الوقت, اذ ان حدود انتاجية الموظف لليوم الواحد من ساعتين الى اربع ساعات, لذلك تزداد طوابير الانتظار, تاخير انجاز المهام و هدر الوحدات الدراسية. تهدر النتاجات المعرفية بعدة ممارسات اهمها, لا تعبر عن جهد الباحث, و في الغالب تتناول موضوعات مستهلكة و غير مستوفية لشروط البحث العلمي..

Abstract: في مطلع القرن العشرين احتدم الصراع والتنافس الدولي على نفط ولاية الموصل، لذلك اسست شركة الامتيازات الافريقية والشرقية المحدودة في 31/1/1911، وكان الهدف من تاسيسها التوفيق بين المصالح الالمانية والبريطانية لاستغلال نفط ولاية الموصل، وغيرت اسمها الى شركة النفط التركية في 25/9/1912، وبعد الحرب العالمية الاولى وتشكيل الحكومة العراقية توسعت مطامع الدول الكبرى في تشكيل الشركة، وبدات المفاوضات مع الحكومة العراقية لمنح امتياز النفط لها، حتى حصلت في 14/3/1925 على امتياز نفطي يشمل جميع الاراضي الواقعة في ولايتي بغداد والموصل، وبسببها سوت عصبة الامم قضية ولاية الموصل بين العراق وتركيا في 16/12/1926 تسوية نهائية لصالح العراق. وفي شباط 1927 بدات الشركة بعمليات التنقيب وحفر الابار في مناطق الامتياز، وفي 8/6/1929 غيرت شركة النفط التركية اسمها الى شركة نفط العراق المحدودة. كان تدفق النفط تجاريا في حقل باباطرطر في 14 تشرين الاول 1927 على يد شركة النفط التركية، حدث مهم في الصناعة النفطية، وبداية مرحلة جديدة في الحياة الاقتصادية والاجتماعية وحتى السياسية في كركوك خاصة والعراق عامة، اذ كانت حقول كركوك احد اهم الحقول النفطية في العراق والبلدان المجاورة. على الرغم من ان الصناعة النفطية في العراق كانت صناعة اجنبية، الا انها كانت الصناعة الوحيدة التي يمكن تسميتها بالصناعة النفطية الحديثة، اذ اسست وتطورت على يد (شركة نفط العراق المحدودة)، وكان لها دور فعال في تاريخ العراق الاقتصادي، وعلى الرغم من دور واهمية نفط كركوك في تاريخ العراق الاقتصادي، الا انه لم ينل نصيبه من الدراسات التاريخية الاكاديمية. ومن هذا المنطلق سعى الباحث لاجراء دراسة شاملة عن ابرز النشاطات شركة نفط العراق المحدودة في كركوك خلال فترة الاستثمار الاجنبي(1927-1972)، فقد بذل الباحث المزيد من الاهتمام على نشاطها الصناعي والتجاري وحتى الخدمات الاجتماعية والمهنية والعامة المقدمة من قبل الشركة في كركوك، وتحليل الاثار الايجابية والسلبية لنشاط الشركة على الصناعة النفطية في العراق، فضلا عن مدى اسهام انتاج النفط في حقول كركوك في زيادة عوائد الحكومة العراقية المالية من النفط، ناهيك عن اثر الشركة في النمو العددي للطبقة العاملة النفطية في كركوك. ركزت الدراسة على مدة زمنية معينة تمثل مرحلة الاستثمار الاجنبي، المحصورة بين اكتشاف واستثمار النفط بصورة تجارية في حقل باباطرطر سنة 1927، وحتى صدور القانون رقم 69 لسنة 1972 لتاميم عمل شركة نفط العراق في حقول كركوك النفطية وانتهت بذلك فترة الاستثمار الاجنبي في حقول كركوك النفطية. واشتملت الدراسة على اربعة فصول، اذ تطرق الفصل الاول الى الصراعات الدولية والاقليمية على الثروة النفطية في كركوك. وتناول الفصل الثاني تاسيس (شركة نفط العراق المحدودة) وعملياتها النفطية في حقول كركوك خلال 1927-1972. اما الفصل الثالث فقد عنى عبر دراسة احصائية لمراحل تطور انتاج النفط والقوى العاملة النفطية في حقول كركوك النفطية خلال فترة الاستثمار الاجنبي 1927-1972. في حين اهتم الفصل الرابع والاخير بدراسة الخدمات المهنية والاجتماعية التي قدمتها شركة نفط العراق لعمالها ومستخدميها العاملين في حقول كركوك النفطية خلال فترة الدراسة. وفي الخاتمة تم عرض لاهم الاستنتاجات التي توصل اليها الباحث من خلال دراسته للحقائق والوقائع التي تضمنتها فصول الدراسة.
