Abstract: Fiscal Shocks can be considered as one of the methods used to make economic changes . Throughout this study we recognize how to make these shocks, how to measure them and what are their effects as one of the problematic economic subjects so that the researcher concentrated on all its details . In addition these shocks can affect the economic activity in most of world countries that they got a great deal of the researcher and of economists attention. The study shows that the economy of Iraq and Egypt faced series of internal and external shocks throughout the latest decades and that was widely reflected on the level of the economic performance level as well as the economic sectors.This study aims to estimate the fiscal shocks and the relation with the economic changes of the studied countries (Iraq and Egypt) to show the types of the relation between the fiscal shocks and these variables : significance or nonsignificance.During our study we reached set of results indicate that Iraqi economy represent a model of developing economy based on oil basically to get the total income so it is a profitable economy where the state followed the central planning systemand unbalances that attack the general Iraqi economy are ascribed to the unusual circumstances that Iraq faces . The fiscal shocks are characterized by their sharpness and passive direction in most of study years .Finally, the study proved the effect of fiscal shocks ( expenditure and taxes shocks) on the GDP after two years of the shock with an effect for the public expenditure on unemployment. There is no effect the fiscal shock between expenditure shock and the variables represented by GDP, prices and inflation. Abstract: شملت التطورات التي حصلت في الوضع الاقتصادي العالمي القطاعات الاقتصادية الانتاجية والخدمية جميعها بما فيها الحكومية وهذا جعلها تستخدم احدث الطرق والادوات المحاسبية لادارة تكاليف الانتاج فيها وتخفيضها للوصول للتكلفة الدقيقة للمنتجات والخدمات التي تقوم هذه القطاعات بتقديمها وبيان مدى انعكاس استخدام ادوات المحاسبة الادارية الايجابي على اتخاذ القرارات الادارية السليمة الملائمة مقارنة بالمداخل التقليدية .وقد تجلت مشكلة البحث في عدم استخدام التقنيات المحاسبية الحديثة في عينة البحث (مديرية ماء محافظة النجف) حيث لا يتم فيها تبويب الكلف الى عناصرها مواد مباشرة واجور مباشرة وتكاليف صناعية غير مباشرة وتستخدم عينة البحث التكلفة الاجمالية في حساب تكاليف المنتجات وتستخدم التسعير على وفق عدد المسقفات من دون الاخذ بنظر الاعتبار تكلفة المتر المكعبفجاءت هذه الدراسة تهدف الى بيان تاثير استخدام ادوات ادارة التكلفة ومداخل التسعير الحديثة المعتمدة على التكاليف في تخفيض تكاليف الانتاج والحصول على قاعدة بيانات كلفوية دقيقة لترشيد قرارات التسعير في المؤسسات الحكومية .وتكمن اهمية البحث في تطبيق منهج التكاليف على اساس النشاط لحساب تكاليف المتر المكعب من منتج الماء الصافي والماء ( RO ) لمساعدة الادارة في اتخاذ القرارات الملائمة وبالاخص قرار التسعير لكل منتج . ووضع تسعيرة مناسبة للماء الصافي باستخدام تحليل سلسلة القيمة التي تخدم المستهلك وتساهم في زيادة نسبة الايرادات لمديرية ماء محافظة النجف . واستخدام التكلفة المستهدفة لتسعير الماء ( RO ) من خلال الاخذ بنظر الاعتبار اسعار السوق المنافسة.وبالاعتماد على فرضية اساسية وهي ان استعمال ادوات ادارة التكاليف الملائمة لطبيعة المؤسسات الحكومية يساهم في الوصول الى التكلفة الدقيقة لمنتجاتها ويساعد في تسهيل اتخاذ قرارات التسعير بما يحقق الايرادات التي ترغب فيها المؤسسة الحكومية ويزيد من ثقة المستهلك بالتسعير.وقد تم الاعتماد على المنهج العلمي الاستنباطي في الجانب النظري للدراسة من خلال المصادر النظرية المختلفة والمنهج العلمي الاستقرائي الجانب التطبيقي من خلال البيانات المالية وغير المالية التي تم الحصول عليها من مديرية ماء محافظة النجف .توصلت الدراسة الى ان استخدام ادوات ادارة التكلفة من شانه تخفيض التكاليف ويساعد هذا في اتخاذ قرارات تسعير التي تعود بصورة ايجابية على المؤسسات الحكومية الخدمية وعلى مديرية ماء محافظة النجف بصورة خاصة مما يزيد من ثقة المستهلك بالقرارات التي تتخذها هذه المؤسسات.وقد اوصت الدراسة بضرورة استخدام المؤسسات الحكومية لادوات ادارة التكلفة لما لها من اثر ايجابي في تخفيض التكاليف وترشيد قرارات التسعير فضلا عن ما توفره من قاعدة بيانات واسعة ودقيقة يمكن اعتمادها من قبل الدولة لوضع خطط استراتيجية بعيدة المدى .

Abstract: يسعى الباحث الى تحليل وقياس مؤشرات السيولة متغيرا مستقلا للمصارف عينة البحث وبيان تاثيرهواارتباطها في الاداء المصرفي متغيرا تابعا باستخدام المؤشرات التقليدية للسيولة المصرفية والاداء المصرفي , مؤشرات السيولة المصرفية هي (السيولة القانونية ,الرصيد النقدي ,الاحتياطي القانوني ) اما مؤشرات الاداء المصرفي هي (معدل العائد على حق المالكية ,ومعدل العائد على الموارد ,معدل العائد على الاصول ,معدل العائد على الودائع) .تكمن مشكلة البحث من خلال معرفة هل يوجد تاثير وارتباط ما بين السيولة المصرفية والاداء المصرفي ؟ , وللاجابة على هذه السؤال فقد اختبر الباحث عينة من المصارف التجارية العراقية الخاصة المتكونة من اربعة مصارف (بغداد ,الشرق الاوسط ,المتحد للاستثمار ,الاهلي العراقي ) للمدة (2006 ـ 2015) , مستخدم في ذلك البيانات المالية للمصارف . وقد سعى الباحث الى اختبار فرضيات البحث المتعلقة بعلاقات الارتباط والاثر بين مغيرات البحث , ومن اجل الاجابة على التساؤلات المتعلقة بمشكلة البحث والوصول الى الاهداف المطلوبة تم استخدام البرنامج الاحصائي SPSS)) .توصل الباحث الى مجموعة من الاستنتاجات من اهمها ,من خلال قياس وتحليل السيولة المصرفية للمصارف عينة البحث لوحظ ان هنالك ارتفاع ملحوظ للسيولة المصرفية بشكل يفوق النسبة المحددة وهذا الارتفاع يعود الى الوضع الامني الذي يمر به البلد بالاضافة الى عدم استغلال الموارد بالشكل الصحيح ,وكذلك عند قياس وتحليل الاداء المصرفي للمصارف عينة البحث لوحظ ان اغلب الموارد لم تستغل بشكل صحيح وذلك بسبب الوضع الامني الذي يمر به البلد وكذلك المصارف عينة البحث كانت سياستها تحفظية مما ادى الى ارتفاع ملحوظ في نسب السيولة وادى الى تاثير سلبي على الربحية بسبب عدم استغلال الموارد بالشكل الذي يؤدي الى تحقيق الربح المطلوب | The researcher seeks to analyze and measure the liquidity indicators as an independent variable for the banks of the research sample and to determine their effect and their correlation with the banking performance variable using the traditional indicators of bank liquidity and banking performance. The liquidity indicators are (legal liquidity, cash balance, legal reserve), As for the performance indicators of the bank (the rate of return on the right of the al - Maliki, the rate of return on resources, rate of return on assets, rate of return on deposits).The problem of research is whether there is a correlation between bank liquidity and banking performance. In order to answer this question, the researcher tested a sample of private Iraqi commercial banks consisting of four banks (Baghdad, Middle East, United Investment, Iraqi National Bank) for the period (2006 - 2015), used in the financial statements of the banks. The researcher sought to test the hypothesis of research on the relationship of correlation and impact among the variables of research, and in order to answer the questions related to the problem of research and access to the goals required was used statistical program SPSS).)The researcher reached a number of conclusions, the most important, through measuring and analyzing the banking liquidity of the banks. The study sample It was noted that there is a significant increase in bank liquidity in excess of the specified percentage. Abstract: ان الاستدامة تتعامل مع الشركات كوحدة اجتماعية تؤثر بالمجتمع وتتاثر به لذا فان هذا المجتمع يحتاج الى معرفة التاثيرات الاجتماعية والبيئية بالاضافة الى التاثيرات الاقتصادية لانشطة الشركات وبشفافية ولذلك يهدف البحث الى توظيف معايير GRIلتحليل محتوى التقارير المالية السنوية لعينة من الشركات الصناعية المدرجة في سوق العراق للاوراق المالية لمعرفة مدى التزامها بالابلاغ عن انشطتها الاقتصادية والبيئية والاجتماعية ومعايير الحوكمة لتحقيق مسؤوليتها تجاه المجتمع وفق منظور الاستدامة. وتوصل البحث الى ان مبادرة الابلاغ العالمية GRI توفر معايير ومؤشرات موضوعية يمكن تبنيهوااعتمادها من قبل الشركات ولمختلف القطاعات لغرض تحقيق قياس موضوعي عن مستوى مساهمتها في تحقيق الاستدامة , وتم اختيار عينة البحث من حيث توفر البيانات للشركات الصناعية وكانت مدة البحث (2014 - 2016 ) وهذه الشركات هي : ( - 1 بغداد للمشروبات الغازية - 2 المنصور للصناعات الدوائية والمستلزمات الطبية - 3 الشركة العراقية للاعمال الهندسية - 4 العراقية للسجاد والمفروشات - 5 الوطنية للصناعات الكيمياوية والبلاستيكية - 6انتاج الالبسة الجاهزة - 7 الكندي لانتاج اللقاحات البيطرية - 8.الوطنية للصناعات المعدنية والدراجات - 9 الخياطة الحديثة 10 - بغداد لصناعة مواد التغليف).وكانت من نتائج البحث ان الشركات العراقية عينة البحث تتباين في مستوى ابلاغها عن الاستدامة وفق مؤشرات EESG ومعايير GRI فان اعلى مستوى ابلاغ عن الاستدامة يصل الى (24.04%) لشركة بغداد للمشروبات الغازية واقل مستوى للابلاغ عن الاستدامة يصل الى 13.09%)) لشركة الخياطة الحديثة الا ان المستوى العام لمتوسط الابلاغ عن الاستدامة عينة البحث يشكل نسبة (19.211%) وهي درجة ضعيفة جدا.وكذلك تم اختيار نفس العينة لغرض معرفة النسب المالية لتقويم ابلاغ الشركات حيث تتباين النسب المالية لتقويم ابلاغ كل شركة فان اعلى نسبة مالية تصل الى 34.87% لشركة الكندي لانتاج اللقاحات البيطرية من خلال استخراج المتوسط العام لكل شركة واقل نسبة مالية تصل الى %3.74 للشركة الوطنية للصناعات المعدنية والدراجات | Sustainability deals with companies as a social unit that affects and is affected by society, so this society needs to know and transparently the social and environmental impacts as well as the economic impacts of corporate activities, So The aim of the research is to use GRI standards to analyze the content of the annual financial reports of a sample of Industrial Companies Listed in the Iraqi Stock Exchange to determine their commitment to reporting on their economic, environmental, social and governance activities to achieve their responsibility towards society in accordance with the sustainable development perspective . And reached that the global reporting initiative GRI provide objective criteria and indicators could be adopted and approved by companies and various sectors to achieve an objective measurement of the level of their contribution in achieving sustainability, and sample search terms provide.Data for industrial companies the duration of research (2014 - 2016) and these companies are : (1 - Baghdad soft drinks2 - Al Mansour Pharmaceutical Industries & Medical Supplies,3 - Iraqi company for Iraqi engineering works,4 - for the national carpet and furnishings,5 - for chemical and plastic industries,6 - production of readymade garments,7 - Canadian for the production of vaccines and veterinary medicines,8 - National Metal Industries & Bicycles 9 - Modern sewing 10 - Baghdad packaging materials manufacturing One of the results of the research was that Iraq's research sample companies differed in their level of reporting Sustainability according to EESG and GRI standards the highest sustainability reporting level reaches (24.04%) For the Baghdad Gas beverage company and the lowest level of sustainability reporting up to 13.09% for the modern sewing company, however, the overall level of average sustainability reporting for the research sample is 19.211%. It is a very weak degree.The same sample was also selected for the purpose of determining the financial ratios for evaluating the performance of companies, where the financial ratios for evaluating the performance of each company vary, the higher the financial ratio up to 34.87% for the Canadian veterinary Vaccine production company by extracting the overall average of each company and the lowest financial ratio of 3.74% to the company.
