Where is the strategic orientation of the method applied by organization to address environmental challengers continued, including magnitude of the future prospects capable of promoting the ideas and innovation visions. Therefore sought a researcher in this study to recruit these subjects in one study in an attempt to study the correlation effect between them, and given the failure of subjects in one study in the Iraqi environment, and based upon study attempts to answer a number of research questions in the light of theoretical frameworks and field, namely : 1. Does the administrative leadership of the study sample an idea about the nature and dimensions of strategic orientation ? 2. Does the administrative leadership of the study sample to imagine the concept of management innovation ? 3. Do you contribute to the strategic orientation of the organization discussed in the promotion of management innovation in ? 4. Do you realize the importance of administrative leadership role in shaping the strategic orientation ? 5. Are you seeking administrative leadership in the organization researched the support and adoption of management innovation ? 6. Is there a correlation between morale and the impact of the dimensions of strategic orientation and dimensions of management innovation ? 7. Do you vary the impact of strategic orientation in terms of dimensions in management innovation ? As well as determine their relevance and objectives of the diagnosis and determine the relationship between the dimensions of the impact the strategic orientation and management innovation, a hypothetical scheme is proposed for consideration, contains the variables related to the topic which have been formulated on the basis of a set of hypotheses and of the following : 1. No significant correlation between the moral dimensions of the strategic orientation and management innovation. 2. No significant effect of the dimensions of strategic orientation in innovation management. 3. Vary in terms of the impact of the strategic orientation of the administrative dimensions of management innovation. In order to reach the final results to validate the assumptions mentioned above, the current study, using descriptive analytical method, and dependence at a range of methods and tools to collect data and information, which is the basis of the questionnaire as the Chairperson of the data and information collection, as well as statistical methods. Depending on the findings of the study has concluded that a set of proposals including : 1. Imposes a theoretical and practical reality that the organization researched the process of extrapolation of a comprehensive and continuous for the Environment and Thalilleha, the aim of formulating proactive strategies enhances the ability in the face of competitive challenges. 2. The latest development in business acquired a great role in increasing administrative terminology and planning talent and administrative resources, one of them (Talent management), therefore, switching from classical into modern organization becomes a serious need, one of the significant terms is the learning organization, which becomes vital in modern administration. Getting knowledge is a significant resource for competitive advantage in order to develop the abilities of those who intends to improve themselves , as a result of the rareness of the field researches that deal with the(talent management processes and the learning organization building requirements) , the current study tries to explore the role of administration of talent management processes in supporting the learning organization building requirements.the researcher set the field of this study in tikreet ,mousul,and Kirkuk universities, in addition he tries to include a theoretical and analytical form from this field. The following points come to from the limit the limitations of study : - 1 - What is the realization level of the university leadership to talent management and learning organization.2 - What is the talent management approaches and dimensions that can be relied on by the researched organization?.3 - What is the relationship and effect between talent management and the learning organization building requirements?4 - Is there a deviation in the effect of talent management in the learning organization building requirements? The research goals are based up on the research points : - 1 - diagnosing the real talent management in the researched universities.2 - Diagnosing the real requirements of learning organization building.3 - Trying to know the nature of the relation and effect of talent management in enhancing the learning organization building requirements.4 - Trying to know the deviation in the effect of talent management in learning organization building? A virtual chart is set to achieve the goals; this chart reflects the correlation relations and effect between the variables of the study which results in presence of a bundle of hypothesis which where proved through using a number of statistical methods which were accumulated through the questionnaire sheets, the sheets show the following : 1 - There is a correlation relation between talent management and the learning organization building requirements, on the level of researched universities.2 - Concerning correlation relation between talent management and the learning organization building requirements was significant, since it reflects the degree of correlation the provision of the requirements of building the learning organization, through the contribution of universities in talent management.3 - factor analysis results show (8) factors include most of variants of the two extents that form new factors express the relative significance adopted by the researched universities for the extents of the study ,the results of factor analysis points (8) factors : talent performance management , awarding creative people, talent attracting , talent retain , knowledge management and empowerment, flexible and strategic vision, creation, management by objectives, learning and development.talent performance management was the first and basic factor in learning organization able to support talent management processes ,which takes part in completing building ,while awarding creative people came secondly , which means its second degree to retain talent and supporting the features of learning organization

Abstract: تناولت الدراسة الحالية تحليل عمليات ادارة المعرفة واثرها في تعزيز الاداء الاستراتيجي.في عمليات ادارة المعرفة ما يشير الى اليات تحمل معها الافاق النظرية والممكنات التطبيقية لمدخل تحسين الاداء الاستراتيجي للمنظمات الصحية، ولندرة الدراسات التي تناولت عملي | The present study deals with the analysis of the impact of knowledge management processes in the strategic performance ; an analytical study in the health sector of salahaldin , it tries to show a new theoretical framework for the most prominent works introduced by thinkers intellectual and writers in what concerns the alternative of the study as well as the implicational framework for the views of the sample within the society community of the study.In knowledge management processes , there is something that indicates to the automatics that carry with them same of the theoretical horizons and implicational abilities to the part of improving the strategic performance to the healthy systems. because of the scarcity of the studies that tackle knowledge management processes and health performance , we attempt and apply them in the Iraq environment.The researcher tries to cover through his present study , there tow alternatives through a thorough framework in the attempt to study the relativity connectivity and the influence between them , through the answers of the following questions inquiries ; 1 - Does this domain have an idea of knowledge management , its processes ? what are these processes in these hospital ?2 - Is there any clear imagination in the researched health administrations in the sample of the study abut the strategic management performance in the domain of health ?3 - Do knowledge management processes contribute to support the levels of strategic performance in the researched hospitals ?4 - What is the levels of the alternatives of the study represented by knowledge management processes and strategic performance in the researched hospitals ?5 - Is there a connectivity relation and influence with a semantic sense between the alternatives of the study ?Having answered to all these questions , above , hypothetical sample has been put which depicts the nature of the connectivity relation as well as the influence between the knowledge management processes (diagnosis knowledge, generation knowledge, Storage of knowledge, Distribution Knowledge, Application Knowledge) , and strategic performance (Customer satisfaction , the efficiency of internal processes, learning and growth, innovation, developing the environmental health). three main essential hypotheses are resulted. Each one of them includes a group of subsidiary hypotheses. all of them are tested through using a number of statistical means to the data that have been collected from the personals interviews and the interrogation from that are distributed on the sample of the study in the researched hospitals. the present study reaches finally to certain conclusions. the most important of them are ;1 - there is a connectivity relation between the knowledge management processes an strategic performance.2 - there is semantic influence to knowledge management processes an strategic performance.3 - the influence of knowledge management processes differs by semantic dimension in strategic performance.the study finishes with a group of conclusions of the researched organizations as well as introduced suggestions for future researches in knowledge management processes and strategic performance

Abstract: تناولت في هذه الدراسة تحديد مدى علاقة الارتباط والتاثير لخصائص القيادة التحويلية في مجالات التغيير التنظيمي، عن طريق عرض اطار نظري حديث لابرز ماقدمه الكتاب والمفكرون بشان متغيري الدراسة، فضلا عن اطار عملي تحليلي لاراء عينه مختارة ضمن عينه الدارسة، ولتحقيق | The study examined the extent of the correlation and influence of the characteristics of transformational leadership in the domains of organizational change, By offer to outline the modern theoretical framework with the leading writings and thinkers on the variables of the study, and to achieve this questions have been raised expressed the problem of the study and drafted for questions three major hypotheses branch by hypotheses several subset.Researcher has been tested relationship correlations and effect between the independent variable "characteristics of transformational leadership" and dependent variable "domains of organizational change" in the field of higher education, specifically at the University of Tikrit on a sample of the deans and department heads, researcher used the analytical descriptive analysis to describe the variables of the study and the questionnaire as the main tool for gathering data on side of the field study, distributed to(85) questionnaire recalled to prevent Form (75) have been analyzed by use a group of appropriate statistical techniques for analysis. The study concluded to draw a set of conclusions that would serve the university important : 1 - Enjoy Academic Leadership at the University of Tikrit, the characteristics of transformational leadership of a very good degree. 2 - There is a significant correlation and effect between the characteristics of transformational leadership, namely, (idealized influence, inspirational motivation, Intellectual stimulation, Individullized consideration, and empowerment of employees) and the areas of organizational change in the researched university, and the results of the analysis produced vary in impact of the characteristics of transformational leadership in domains of organizational change, showing human resources in top place in terms of power and influence organizational structure, followed by technology and then came the tasks and process finally. The study recommended a set of recommendations the most important : - 1 - Employment correlation and impact relationship between the characteristics of leadership and domains for organizational change in the formulation of plans of the university and make organizational changes in accordance with this relationship, and the work to strengthen the characteristics of transformational leadership being more effective in support of organizational change in the domains of work for the researched University. 2 - Establish a especially training courses and continuously for deans and department heads at the university in order to enhance their knowledge, experience and skills and develop their leadership characteristics to support successful organizational change, and the necessity to apply the study in production and services organizations, , in a step to reach the diagnosis more comprehensive nature and level of the characteristics of transformational leadership and domains of organizational change situation
