Abstract: لم يكن لموضوع الانفتاح الاقتصادي في العراق قبل العام 2003 أي اهتمام او تسليط للضوء من قبل الباحثين او المهتمين بالشأن الاقتصادي نظراً لأنغلاق العراق اقتصادياً على نفسه مجبراً على ذلك بحكم القرارات الدولية الصادرة من قبل الأمم المتحدة ومجلس الأمن بالرقم 986 لسنة 1995 واقتصرت التجارة على النفط مقابل الغذاء والدواء او ما سُميت آنذاك (بمذكرة التفاهم)، اما بعد احداث الأحتلال الأمريكي في 2003 وما رافقها من الغاء للعقوبات الاقتصادية فقد شهد العراق العديد من التغيرات ولعل ابرزها الانفتاح الاقتصادي على العالم الخارجي وفتح المجالات الاقتصادية مما أدى لدخول العديد من السلع الى الأسواق المحلية مما لعب دور مهم في التأثير على مستوى الأسعار .
تهدف الدراسة : لبيان أهمية الانفتاح الاقتصادي في العراق وأثره على حركة الأسعار للمدة ( 2003-2016) من خلال استخدام المنهج التحليلي وأدوات التحليل القياسي .
توصل البحث الى ما يلي : في العام 2003 بلغ الانفتاح الأقتصادي (154 %) ، انخفض بعد ذلك وبلغ ( 66.8%) في العام 2016 ، واما الرقم القياسي العام لأسعار المستهلك فقد بلغ (125.1)، في العام 2003 ، ارتفع بعد ذلك وبلغ ( 148.1% )،في العام 2016 ، وبلغ الرقم القياسي العام لأسعار الصادرات ،(35.9) في العام 2003 ، ارتفع بعد ذلك وبلغ ( 104.1 )،في العام 2016 ، وأما الرقم القياسي العام لأسعار الواردات فقد بلغ (74.3) في العام 2003 ، ارتفع بعد ذلك وبلغ ( 233.7 )،في العام 2016 ،ويلاحظ إن العلاقة بينهما عكسية .
وبالنسبة لمعدل التضخم فان زيادة الانفتاح الأقتصادي بوحدة واحد مع ثبات العوامل الأخرى على حالها يؤدي الى انخفاض المستوى العام للأسعار بمقدار ( 0.018) ، وكذلك بالنسبة للتضخم المستورد : فان زيادة الانفتاح الأقتصادي بوحدة واحد مع ثبات العوامل الأخرى على حالها يؤدي الى انخفاض الرقم القياسي لأسعار الواردات بمقدار (0.010) ، والى انخفاض الرقم القياسي لأسعار الصادرات بمقدار (0.015) ، وباستخدام اختبار العلاقة السببية : اظهرت النتائج الآتي : ان العلاقة بينهما باتجاه واحد وان الانفتاح الأقتصادي يتسبب في الرقم القياسي العام لأسعار المستهلك، واما الرقم القياسي لأسعار الواردات ان العلاقة بينهما باتجاهين، أي ان الانفتاح الأقتصادي يتسبب في الرقم القياسي لأسعار الواردات، وكذلك فان الرقم القياسي العام لأسعار الواردات يتسبب في الانفتاح الأقتصادي ، وكذلك فان الرقم القياسي لأسعار الصادرات: ان العلاقة بينهما باتجاهين، أي ان الانفتاح الأقتصادي يتسبب في الرقم القياسي لأسعار الصادرات، وكذلك فان الرقم القياسي العام لأسعار الصادرات يتسبب في الانفتاح الأقتصادي.
واقترحت الدراسة : إتباع سياسة الحماية الأقتصادية ،دعم الإنتاج الوطني من خلال تقديم الإعانات والقروض ،فرض ضرائب كمركية على السلع الواردة التي يمكن إنتاجها محلياً ،الاتجاه نحو تنمية الصادرات السلعية والخدمية في العراق بدرجة تفوق الاستيرادات السلعية والخدمية، تجنب ظاهرة التبعية الاقتصادية، من خلال العمل على بناء وتوسيع القاعدة الإنتاجية والتصديرية.

Those countries, and from their firsit establishment in 1981 and according to the comprehensine united economical arrangements and through the united gulf currency, and in the practical enuvonment ,those countries ware able to fulfill the united maricet as apreface to arrive to the stage of the united monetary. And from this, the importance of the united monitry is appeared ,and the emanate of the united gulf monetary with what the union achieved economical profits to all the members of the council. The aim of this search is to study and analysis the ability of forming the united monetary union by the using of the European monetary system criterions,and the conditions of the place of the perfect currency ,and the extent of its harmony with the council of the arab gulf cooperation countries. And because of the nature of this search.L used the comparatire analystic descriptive style to achiere the aim of this search. this search has succeeded to arrive to numbers of conclusions about the ability of the monetary union ,that because the gulf cooperation council countries collection is aperfect currency place due to the political , economical and social similarity, also because of their geographical relationship. also because of most of the European monetary system criterions needed for establishing the monetary union coordinated with the gulf countries economics ie - spend prices for the gulf currencies has charactnzed with relative stabled compared with American dollor ,and the average of the interest prices are very narrow to each other, the interest price every country is no more than (2%) away from the average of the interest price for all the council countries - and inspite of the differences in inflation rates in the council countrie, during the time of this study , but this is not obstacle toward the monetary union when arranging the financiel and monetary politicates among those countries , also most the gulf countries are not suffered from the foreign debts ,except oman, which coud provide her loans from the other gulf countries which have more moncy. Abstract: ان التحرر الذي ساد الاقتصاد العالمي تحت مظلة العولمة اتاح للمنشات والافراد نقل وتحويل اموال كبيرة بحرية تامة دون قيود ادارية بين اسواق المال، وبالتالي اتاحت كفاءة تلك الاسواق للعناصر الاجرامية طرق سهلة لغسيل الاموال التي اكتسبوها من العمليات الاجرامية بع | The freedom which prevailed the global economy under the umbrella of globalization has allowed the facilities and personnel transporting and transferring large amounts of money freely and without administrative restrictions among the capital markets. Thus the efficiency of those markets facilitated easy ways for the criminal elements to launder money gained from their criminal operations, away from the eyes of the authorities in some countries. Even it became difficult to distinguish between capital movements that reflect the attempts of their washing, because of the increasing and growing the overlap between financial and commodity markets, the overlap between financial institutions and free access of capitals, in addition to technical updating for these markets, which help in overcoming the illegal money in the legal markets, so it's obvious results had negative effects that affected the economic situation in general and the banking system in particular. This subject had been discussed through four chapters : The first chapter Interested in the methodology of the research that was used and the previous studies dealt with the subject. Chapter two reviewed the theoretical rooting for money laundering operations and their relationship to the hidden economy through three sections. The third chapter dealt with the banking system and money laundering operations, while chapter four came under the title of "selected experiences in the fight against money laundering operations and the clear relationship between them and the banking system", to take care of some selected countries' experiences, in addition to the procedures of some international and regional organizations. The study concluded that the money laundering operations lead to negative economic and social consequences represented in creating an imbalance in the distribution of income in society. In addition to the growing of unemployment problem and lack of social values and bonds, and the subsequent offenses affecting the moral system, as well as prejudice to the dignity of the state and its political system. The study also concluded that banks play an important role in facilitating money laundering operations because they provide a variety of services and speed in the process of transferring funds, in addition to the secret deal that provides the appropriate environment to complete these operations. At the same time, banks play an important role in the fight against money laundering operations through the procedures and regulations of the banking system that considered one of the best ways to eliminate this phenomenon by promoting their role in the application of control and monitoring measures related to money laundering operations. The study found that the fight against this phenomenon requires subjecting the banks to specific commitments, leading to a limitation of money laundering operations, detection of those involved, and the confiscation of money which are instead of. Fight against money laundering must also be done through ways and methods commensurate with the dangerous of this phenomenon and its implications if they are supported with legal and clear legislations, specifying those acts that generate such operations. Besides, it should put controls on the application of banking secrecy principle, and the development of exceptions to this principle in case of occurring strong suspicions and clear indications on the existence of money laundering, and should promote the international cooperation to combat this processes and make the most utilization of the experiences of some developed countries that achieved impressive results in this field, as well as raising the banking awareness by raising the efficiency of banking staff through the establishment of intensive training courses in the field of combating money laundering at home and abroad, and greater coordination between banks in the exchange of information and experiences in the fight against laundering funds.

Abstract: تقوم التنمية الاقتصادية في البلدان النامية ومنها العراق على مدى قدرة اقتصاداتها القومية على توفير الموارد الحقيقية اللازمة لتنفيذ برامج التنمية فيها , وقد عانى الاقتصاد العراقي من قلة المدخرات المحلية والتي هي المصدر الداخلي الداعم للاستثمار , وكذلك قلة الموارد الاجنبية التي تمثل الدعامة الثانية , مما مثل عجزا عن تطور الاستثمارات بما انعكس على تباطؤ نموها الاقتصادي . ولكون الاقتصاد العراقي احادي الجانب الذي يعتمد على النفط كمصدر اساسي للتمويل وهيمنة القطاع العام في النشاط الاقتصادي وتدني كفائته في تطور العملية الانتاجية مما كان سببا في كونه اقتصادا مشوها اتسعت فيه البطالة والفقر والفساد المالي والاداري والذي انعكس على اداء قطاعاته الاقتصادية . جاءت هذه الدراسة في اهمية دراسة المكون الاقتصادي الاساسي في دعم حركة التنمية الاقتصادية وهو الاستثمار وايجاد المعوقات في تنشيطه وبكافة قطاعاته الاقتصادية معتمدا على فرضية مفادها ان هنالك بعض المتغيرات الاقتصادية المؤثرة على عدم تطور الاستثمار في العراق . وقد اختار الباحث الفترة الزمنية ( 1990 - 2010 ) دراسة مقارنة لفترتين مختلفتين في الاداء والتوجهات اضافة الى دراسة تحليليه لتلك المتغيرات الاقتصادية والاشكاليات الاقتصادية والاجتماعية والسياسية التي كانت معوقا في نشاط الاستثمارات وخاصة الاستثمار الاجنبي , ستعينها دراسة منهجية لمفاهيم الاستثمار وانواعه ومحدداته والكشف عن واقع الاقتصاد العراقي في تلك الفترة ودور الاستثمار بكل انواعه على اداء القطاعات الاقتصادية . ولكون العراق ضمن بلدان العالم يتاثر بالتطورات العالمية والدولية فقد كان لانعكاس تلك التطورات في مجال التكنولوجيواثورة المعلومات والازمات المالية التي عصفت بالعالم كان لها الاثر البالغ والمهم في اداء الاقتصاد العراقي بصورة عامة والاستثمار بصفة خاصة , فقد تناول الباحث دراسة تاثير بعض المتغيرات الاقتصادية والتي منها الناتج المحلي الاجمالي والتضخم واسعار صرف العملات واثار الظروف المحلية في فترات الحروب واثر الحصار الاقتصادي في تلك الفترة وتاثيرها على اجمالي تكوين راس المال الثابت والذي يقوم على زيادة التراكمات المالية والمادية الداعمة للاقتصاد وادخلت البيانات المتحصل عليها في تلك الفترة ( 1990 - 2010 ) ضمن دراسة تحليلية قياسية لاثر تلك المتغيرات وتحليل نتائج النموذج القياسي المتحصل عليهوااستعراض النتائج , ثم الوصول الى التوصيات والمقترحات التي تهدف الى تطور الاستثمار , حيث تبين من نتائج الدراسة التحليلية القياسية ان هنالك تاثير للمتغيرات , الناتج المحلي الاجمالي والدخل القومي والرقم القياسي للاسعار واسعار الصرف وعدم الاستقرار كما في الدراسة. | The economic development in the developing Countries including Iraq depends on the ability of their national economies to provide the real resources needed to carry out the programmes of development in these countries. Iraqi economy suffered from the littleness of local savings which are the internal resource that supports the investment , and the littleness of the foreign resources that represents the second pillar , that showed feebleness in the development of investment which led to the slowdown of its economic growth. And because the Iraqi economy is one - sided economy which depends on oil as the main resourece for financing , and the controlling of general sector at economic activity , and decline of its efficiency in the improvement of the production operation whichwas a reason in making distorted economy filled with un employment , poverty and financial and administrative disintegration which have negative effect on the performance of its economic sectors . This study deals with the importance of the study basic economic ingredient in the supporting the movement of economic development which is the investment and knowing the obstacles in its activation and in all its economic sectors depending on a hypothesis saying that there are some effective economic variables on the nullity of the development of investment in Iraq . The researcher chose the period (1990_2010) as a comparative study for two different periods in performance and trends in addition to an analytic study for those economic variables and the economic , social and political problems which were obstacles in the way of investment activation especially the foreign investments . A systematic study for the concepts of the investment , its types and its limits will help to discover the actuality of Iraqi economy in that period and the role of investment on the performance of economic sectors . Because Iraq within the world states , is affected by the international evolutions , so those evolutions affect in the aspect of technology , the revolution of information and financial crises in the world which have an important effect on the performance of Iraqi economy in a general way , and on the investment in a special way . The researcher studied the effect of some economic variables including the total local production , national incame , in flation , the prices of currencies , and the effects of local eircumstances like war periods and the economic blockade in that period , and the effect of all these things on the total of forming fixed capitalist which depeds on the increase of financial and material cumulations that support economic . The data abtained in that period (1990_2010) were included within a standard analytic study to show the effect of those variables and analysis the results of the standard model and show the results . There are also suggestions and recommendations which aim to develop investment . From the standard analytic study we know that there are effects of variables , total local production , national income , the standard number of prices of discharge and non - stability as shown in the study

There is still a condition of disagreement between the two parties of the supporters and opponents , the first party who see that the joining of Iraq to the organization is very important to develop its economy and to obtain privileges which are submitted by the organization , while the second one see that the joining to the organization doesn't help to obtain privileges to the economy, but to bring restrictions , commitments and interests to it for the developed countries, and that may overwhelm it without obtaining anything due to its economic condition and the structural imbalances in it. Due to all that, the research here highlights on the potential chances, costs and challenges that may result in the Iraqi economy due to its joining to the organization. According to the foregoing, the research supposes that the fusion of Iraqi economy with the global one by joining to the WTO would result economic gains that could not exceed the possible negative effects under its current economic condition, and it may not achieve what is hoped to fix the imbalances in the economy and to accelerate the development process. The research was divided into three chapters to reach to proof its aim and supposition, the first chapter concerns with the theoretical framework of the WTO. The second chapter concerns with the discussing and analyzing the impact of WTO policy on its members. While the third chapter concerns with the reality of the Iraqi economy and the potential economic, social and political impacts of the joining of Iraq to the WTO. One of the most important founds of this theses is that the potential positive impacts by joining to the WTO are much less than the potential negative ones ,due to the lack of Iraq's possession of the comparative advantage goods to compete on the global level except the crude oil which is exempted of the WTO agreements.
