المستخلص: تناول البحث موضوع اثر تشخيص المعوقات التنظيمية في ادارة الابداع، وقد اختبرت الدراسة في قطاع التعليم العالي ممثلا في رئاسة جامعة ميسان. وطبق البحث في عينة مكونة من (50) مدير موزعين في مستويات ادارية متمثلة في (مدراء اقسام ومسؤولي شعب)، واستخدمت الدراسة ا | This research examines the impact of organizational barriers in innovation management. This paper had used the higher education sector as its main body of analysis. The sample consists of fifty managers from different managerial positions, both department managers and sub - division managers, from the University of Missan. The study used the questionnaires as the main method to collect information and data. The research aims to test the main hypotheses of correlation and impact among the test variables in order to answer the research argument and reach the targeted aims. A group of statistical tools such as arithmetic mean, standard deviation, relative importance, coefficient of determination, simple linear regression, and spearman coefficient are used to analyze the information and data. The research reaches several conclusions that support the main hypothesis of this paper. Among these conclusions is the dominance of the laws, regulations, and procedures in every aspect of the university’s work. The work is conducted through work regulations which do not permit the workers to operate out of familiar procedures. This is due to the administration’s fear that employees will breach the regulations, which would impact negatively on the university’s operation. The study also finds that the University of Missan does not distinguish the innovative employees correctly; this is either due to discrimination against them by managerial offices, or the university’s neglect of innovative employees and lack of appreciation for their contributions in the development of the university. In light of the findings in this research, the paper makes some recommendations. Most importantly among them is the necessity of treating organizational barriers preventing innovation in department managers’ offices and their sub - divisions. The research also recommends the adoption of a particular mechanism to distinguish innovators and increase the suitable financial and moral incentives, to allow them to partake in decision - making.

This research depend on - major idea that there are strongly impact of information technology on time management is Sumer university. In order to understand and illustrate a previous idea the researcher choose the essential factors of information technology such as (equipment and tools, software, data buses, Networking and communications, individuals), the dimensions of time organizing, time direction, time controlling. The researcher expressed the research problem through, a number of intellectual and applied question which formed by some of the hypo theses that asked about the correlation, relationship between two the variables, and also asked about the effect of information technology on time management then the purpose of the research is gets answers to these question in order to analysis these relationship between these variable. This research applied on sample of individuals involves (47) person worked in filed relate with computers in sumer university, the contains (46) question analysis by sops program. Finally, the research conclude some result which indicate to existence correlation signify cant and significant effect between which proved that the hypotheses are correct, the reserve present some useful recommendations from the applied and theoretical conclusion, was the most not ably are the need for increased attention in infrastructure components of information technology generally and improve vocabulary of Electronic computers in order to contribute to the completion of management tasks and use the time effectively

This study was applicated in the General Directorate of Education Baghdad \Rusafa 2. About (80) directors from various levels (director of department, director of division ? unit official) were involved as samples to gather information.Questionnaire was depended as a main method for getting information Concerning this study. The statistical program (spss) was used to analyze the final results of the answers to the questionnaire. Interviewing a number of directors of the surveyed organization was to enhance the questions of the questionnaire and clarify its sections as well. the study was produced by testing a number of main and sub hypotheses. The results have produced a relationship of connection and impact of organizational detriments of its dimensions (organizational structure communication, organizational culture, Information Technology) to manage change in the surveyed organization. The study also has produced a number of recommendations, the most prominent of which was emphasis on developing and enhancing the process of technological change in the surveyed organization. This was achieved by using work techniques systems and equipment of new mechanism as well as using various new technology methods to diagnose and resolve problems faced and the need to focus the attention of the surveyed organizations in organizational structure and make it more flexible in order to be in response to the requirements of change as well as to enhance the role of communications in the surveyed organization because of its impact in coordination processes between the various departments at all levels in order to achieve the goals of the organization

As well as a statement of how the best use of the financial allocations for projects for the period (20102014) and identify deviations and diagnose obstacles and difficulties facing the implementation of the projects. It has been gathered data from the main relevant sources directly. As a result, it has been indicated that there have been a weakness into applying the strategic planning owing to some obstacles. Most important conclusions are listed below : 1. The goals the plan includes (in Diyala) are modest and unambitious one , thus , the goals would be unqualified to carry out investment projects or to develop them in the governorate. It has been also noted that there has not been quality control and lab to test the substances that are used to implement the projects in the governorate aforesaid. This actually would motivate and impel most companies to go the private labs and universities for testing the materials. This, in return, being exposed to corruption for not being there quality control on these labs by the governorate. 2. There is not department of strategic planning in Diyala Governorate as to be responsible for putting the plans andcensorship on implementing the projects via measurements placed for this purpose.

المستخلص: قد تبدو ظاهرة السكن العشوائي مشكلة عمرانية بحتة لكنها في الحقيقة نتاج لمجموعة من الاسباب والعوامل التي يمكن تصنيفها الى اسباب سياسية واقتصادية وتخطيطية وحتى اسباب اجتماعية وعلى الرغم من التشابه الواضح في معظم خصائصها العمرانية والاجتماعية والقانونية عا | It seems to be that the phenomenon of The Random Residence is a pure problem, but in fact it is a result of a range of reasons and factors that can be classified into political, economic or planning or even social reasons and in spite of the clear similarity in most urban, social and legal characteristics globally, they differ in some characteristics from region to another and from time to time.The study aims to shed light on this Random Residence phenomenon and to identify the causes, consequences and implications of them and the attempt to gain access to the strategies contribute to face, address ,and reduce this phenomenon inside the cities as well as to enrich the scientific and service institutions with these studies, which would contribute to the improvement and development of the performance of Municipal enterprises and offers many solutions to this problem to move flexibly within the urban and constructional fabric of the cities.The problem of the study represented in the spread of construction and random housing resulting from the violations and abuses in the territory of the State and agricultural lands, orchards and building violations, which were estimated at about 30% of the area of the holy governor of Karbala, and its manifestation of the negative on the urban and civilized fabric although there are a number of laws and regulations that prevent the spread of this phenomenon, but to no avail, so the problem of the study can be summarized by type of strategies which can be used to face the Random Residence in the holy governorate of Karbala.The study uses an analytical approach to view the data connected by the research through the view and what the researcher gained of documented data which were held by the municipal offices in the governorate of holy Karbala in addition to the collected data through using the form of survey, and the study of the reasons behind the emergence of this problem, depending upon the display of the previous studies and experiences of Arab and foreign countries in addition to Iraq, regarding how to deal with the Random Residence in their cities and what are the strategies used in treating them. The study found a number of findings and recommendations which would contribute to providing a key database to the municipal offices in governorate of holy Karbala, that are concerned with the implementation of the design foundation for the governorate and gives clear results for the reality of the abuses of housing for the extent of the suitability of urban life, and to identify the case of abuses of residential, over - stepping's and the level of services through information gathered from the sample under study of (100) family within the limits of municipal institutions. The most prominent result is the inability of the residential areas to provide the basic functions (educational, commercial, recreation, roads & services) to serve the residents due to their regularity of buildings and its violence to the standards of planning, or as a result of an imbalance in the providing the space required for these activities, and that a high proportion of buildings are in bad condition as the status of urban poor do not provide a suitable climate to live and the great variation in areas of land resulting from the random and illegal isolation for the region. Which requires the adoption of several strategies to solve these problems, and the possible dissemination of these treatments on all Iraqi cities because of the correlation of the majority of the relevant departments in the same legislation, taking into consideration the attractions of the cities and sincere intention for treatment.
