It also must highlight the strengths and promotion as well as weaknesses should be surround off and then reduced, and the Department of Water Baghdad as one of the public organizations working in the field of filtering and disinfecting the water trying to the project of performance development on an ongoing basis of this study was to determine the level of efficiency of the performance of the Department of Water filter projects Baghdad, and to find solutions to a range of problems, which have been represented in such questions (How is the measurement of the efficiency of the performance of the current water filter projects?).From the foregoing highlights the importance of the study by helping senior management to develop a solid scientific basis of reliable decision - making about the performance of the water filter and identify failures and treatment assessment of projects. This study also helped the water department Baghdad to give a clear picture of the projects that operate efficiently or non - efficiently projects, according to scientific bases sober. The study also aimed to measure the efficiency of the performance of the water filter in Baghdad projects through the adoption of the case study as well as away to search, as was the use of style called (encircle data Data Envelopment Analysis analysis (DEA)) through the application program (XLDEA) and the adoption of returns fixed - size model of through - oriented measure of input Input - Orient Measures to nine projects from the water filter projects in Baghdad and for the period (2011 - 2013 AD), and was adopted the case study as a way to study. The study found that three out of the nine projects have achieved the full efficiency for a period of three years, while the remaining six projects were not efficient,The researcher recommended a range of solutions to address this disparity rates of efficiency, including re - allocation of resources (inputs) between projects as commensurate with the production capacity of the projects, on the other hand to improve outcomes researcher proposes to carry out preventive maintenance projects to avoid stop such projects as a result of faults expected, and the emphasis on Cree river and clouds especially for projects process areas (Intake), in order to reduce the mad with water drawn inside the project and thus reduce the burden on the project in the water filtering process. Finally in order to measure efficiency by using the style surrounded data analysis researcher recommends using a program ( XLDEA ) because it is best program to measure the efficiency of this method and therefore the result that we get him to be better the rest or the program.

The researcher found during a pilot study that there isn’t enough care paid by the Directorate of Municipalities in developing its human resources using one strategy or a number of strategies and their effect on the Quality Municipality Service. Thus a number of research questions were set concerning the existence of clear perception in the Directorates of Municipalities concerning the strategies of developing both the human resource an Quality Municipality Service and the correlation and effect between them.A number of hypotheses were set within a hypothetical model in order to investigate the correlation and effect between the explanatory variable (human resource development strategy) and the reactive variable (Quality Municipality Service) in the study form to collect the data from Directorates of Municipalities and later analyzing the data using the statistical software (SPSS). The study concluded a number of conclusions that indicated a significant correlation between the study variables based. The results also showed a significant effect of human resource development strategy on the Quality Municipality Service. Based on the results, the study recommended a number of recommendations

Abstract: تعد مشكلة النفايات الصلبة في وقتنا الحاضر مشكلة عالمية بين دول العالم جميعها ومنها العراق، وقد تزايدت حدة هذه المشكلة في الوقت الحاضر كنتيجة لزيادة عدد السكان، والنمو الاقتصادي وارتفاع مستوى المعيشة وازدياد معدل استهلاك الفرد والتوسع العمراني والحضري، | The solid waste problem in the present day global problem among all countries of the world, including Iraq, have increased this problem unit for the time being as a result of the increase in population, economic growth and rising standards of living and the increase in per capita consumption, urbanization, urban, and must find a suitable for this problem, what solutions their negative effects on the environment and human health.The problem with traditional search methods that rely on the experience of self and experience, which have become 'ineffective in the current solid waste management, and not to activate the screening process which is the appropriate solution to the problem of waste due to reduced amounts raised and utilized in recycling operations, in addition to the lack of landfill sites healthy matching conditions environmental and health standards.The research aims to stand on the practice of operations management of solid waste in the city of Hilla, carried out by the mayor of Hilla Directorate - solid and the environment Waste Division, through field visits and personal interview to officials of the municipal departments and units of its data collection and information related to solid waste, and assess the current status of the processes of collection and transport waste through the questionnaire that had been prepared for citizens and employees, as well as to determine the solid waste disposal sites (landfill) in accordance with the environmental and planning standards using spatial analysis of GIS technology (GIS). The search reach a set of conclusions was the most important, operations carried out by the municipality of Hilla Directorate only limited to two (collection, transportation and disposal of waste in the open position) and it is not working properly, because of the many problems that can be identified as finance, human and material, and the presence of serious and genuine desire for the process of sorting the waste by the citizens in the event of availability of the necessary supplies, and that the current landfill site has many environmental and health damage due to its location is not appropriate and that his work is not in accordance with the engineering and technical mechanisms standard applicable internationally.Based on the findings of the research results it has developed a set of recommendations including minutes prepared by the municipality of Hilla Directorate about what produces the individual per day of waste and identify and classify types of waste because of its significant impact in the stages of waste management, and the preparation of programs and courses developmental for integrated solid waste management staff and workers, and educating and encouraging citizens on the need for the initial screening of waste by him and the adoption of spatial analysis of GIS technology (GIS) in finding the best sites for manufacturing plants or landfill sites according to environmental and planning conditions,
