Abstract: This thesis aims to shed light on the public capital (investment) budget in Iraq in terms of planning, preparation, & approval.and also the linkage between the capital budget planning on one hand and strategic planning on the other because both of them planned for the future in a matter of uncertainty. And because of this thesis concern with capital (investment) budgeting at the governmental level in Iraq, so that adopted more than one case study in order to cover as much as possible government practices and activities which are reflected in one way or another the public budgeting allocations. So that the thesis analyzed the public budget data for the years 2005 - 2013 in order to identify government allocations priority of revenues as well as determine the effect of rising and falling of oil revenues on current and capital allocations.On the other hand were analyzed final accounts data of the government for the years 2005 - 2011 and determine the actual spending rates and compare them with the budget for the same period, with proposed capital budget preparation system in Iraq will depend the basis of strategic planning in decision taking. In addition to highlighting the importance of feasibility studies for - profit & social projects and the governance of the budget decisions and optimal use of resources Finally, in order to determine the role of the economics and politics variables in the public capital (investment) budgeting decisions in Iraq, Poll has been launched to expertise and competence in public budget Field in Iraq.And finally the thesis had found the most of important recommendations as follows : 1. Needs to continue to promote strategic planning culture and future prospects of public capital (investment) budgeting planning and preparation process in Iraq by expanding the strategic planning studies in Iraqi universities.(( It is worth to mention that the researcher made earlier recommendation while writing a thesis of the importance of the development of specialist study in strategic planning for governments entities (ministries and local governments) aimed at planning and preparation of the budgets of those entities, particularly investment, including the foundations of strategic planning to ensure the best usage of resources, And has already adopted by the General Secretariat of the Council of Ministers this recommendation in coordination with the Ministry of Higher Education and Scientific Research, to instruct the developing of Higher Diploma study in strategic planning (for the first time in Iraq) in administration and Economics College / Baghdad University)). Attribution of capital (investment) budget programs and projects to feasibility studies take into account the foundations of modern assessments and trade - offs among the alternatives, especially social projects (nonprofits) that the government adopted.3. The capital Budget should include variety economic projects to achieve a additional resources for the budget and not dependence on oil as a key resource of revenues.4. Implementing the programs performance budget to guarantee that linking budget allocations to the desired goals. 5. Raising the political hand from professional governmental action, with the need for non - interference by political forces in the reallocations of programs and projects approved by the government unless it based on extensive economic studies.6. urging researchers to make further studies in the field of public budgets of and provide solutions and recommendations with a view to the advancement of the government work, which will be reflected in one way or another on the services provided to citizens.

Abstract: تناولت الدراسة البحث في العلاقة بين كلف الجودة الشاملة (الوقاية والتقييم والفشل الداخلي والفشل الخارجي) واسبقيات التنافس (الجودة والكلفة والمرونة والتسليم) بهدف الحصول على النتائج التي تبين الاثر المترتب على تبني تحليل كلف الجودة الشاملة على تحقيق ميزة تنافسية للشركة . وبهدف اثبات ماجاء في الجانب النظري للدراسة تم صياغة فرضيتين رئيستين وهما الفرضية الاولى : لايمكن تحقيق الميزة التنافسية من خلال اسبقيات التنافس بتطبيق فلسفة المطابقة للمواصفات. والفرضية الثانية : يمكن تحقيق الميزة التنافسية من خلال اسبقيات التنافس بتطبيق فلسفة الملاءمة لاستخدامات الزبون. ومن هاتين الفرضيتين تفرعت اربع فرضيات فرعية تم اختبارها في شركة بغداد للمشروبات الغازية وذلك من خلال جانبين الاول تمثل باعادة تحليل مركز كلف السيطرة على الجودة في ضوء مفهوم كلف الجودة الشاملة والثاني من خلال استمارتي استبيان وزعتا على عينة الشركة وعينة الزبائن. استندت الدراسة على فرضيتين اساسيتين بهدف الحصول على النتائج التي تبين طبيعة العلاقة بين متغيرات الدراسة واي الاسبقيات تتبعها الشركة لتحقيق ميزتها التنافسية .خلصت الدراسة الى مجموعة من الاستنتاجات اهمها.1. اشارت نتائج تحليل الارتباط بين متغيرات الدراسة الى رفض الفرضية الرئيسية الاولى وقبول الفرضية الرئيسية الثانية وهذا يشير الى ان الشركة تتطلع لبناء ميزتها التنافسية بتطبيق فلسفة الملائمة للاستخدام من خلال التركيز على اسبقيات الجودة والمرونة والتسليم. وقد اتفقت اجابات عينة الزبائن بترشيح هذه الاسبقيات مع اجابات عينة الشركة.2. بسبب انخفاض كلف المنتجات المنافسة المحلية والاجنبية عن كلف منتجات الشركة فان الميزة التنافسية من خلال اسبقية الكلفة امر يصعب تحقيقه على الشركة.3. ان النتائج التي اسفرت عن تحليل مستوى الاهمية لكل من اسبقيات الجودة والمرونة والتسليم تشير الى ان الشركة تتجه نحو تحقيق ميزتها التنافسية من خلال هذه الاسبقيات الثلاثة. كما توصلت الدراسة الى مجموعة توصيات من اهمها التاكيد على ضرورة تبني تحليل كلف الجودة من قبل قسم حسابات الكلفة في الشركة ليتسنى للشركة الاستفادة من نتنائج تحليل كلف الجودة واجراء المقارنات بشكل دوري لتحديد مواقع الخلل ومعالجتها | The Study has dealt with the relationship between the total quality costs (prevention, evaluation, internal failure costs and external failure costs) and competitive Priorities (cost, quality, flexibility, deliveries) in order to obtain the result which shows the originated impact on adoption the analysis of total quality costs to achieve competitive advantage to the company. In order to prove what he have dealt with in the theoretical side we examined the hypothesis of the study in Baghdad soft drink company by two sides the first one to repeat analysis the centre of quality costs among understanding of total quality costs and the second through questionare form distributed by samples to the Baghdad soft drink company and samples to customers. The study is based on two basic assumptions to obtain the consequence which shows the natural relationship between the variables of study and any priority the company follows to achieve competitive advantage. The study has reached many conclusions and the most important one are as flows : - 1. the correlation analysis among the study variables indicated that to reject the main first assumption and accept the main second assumption which indicated that the company looking forward to build it competitive advantage in applying the philosophy of fitness for use through concentration on quality priorities, flexibility and delivery .the answer of customer samples to nominate these priorities has agreed with the answers of the company samples.2. Due to the decrease of costs of local and foreign competitive products in comparison with the company products the competitive advantage by cost priorities is difficult to the company to achieve.3. The consequences of analysis explain that the quality priorities, flexibility and delivery indicate that the company approaching towards achieving competitive advantage through these priorities. The study has attained to many recommendation the most important one is to adopt the quality cost analysis by cost accounting department in the company in order to benefit from the results of quality costs analysis and to make repeated comparison to confine defect places and handle then.

Abstract: يهدف البحث للتعرف على النظم الخبيرة التي تستخدمها المصارف المسجلة في سوق العراق للاوراق المالية وتسليط الضوء على دور تلك النظم لاسيما (نظام المدفوعات الالكتروني ونظام تبادل المعلومات الائتمانية) وتاثير تلك النظم في ضوابط الرقابة الداخلية لعينة من المصارف العراقية المسجلة في سوق العراق للاوراق المالية وتم اجراء دراسة ميدانية على البنك المركزي العراقي وبعض المصارف التجارية المسجلة في سوق العراق للاوراق المالية وهي (مصرف الخليج التجاري، والمصرف المتحد للاستثمار، والمصرف الزراعي التعاوني ) ، وتم تحليل ضوابط الرقابة الداخلية على مكونات النظم الخبيرة التي تستخدمها تلك المصارف واقتراح عدد من الضوابط على وفق الاطر والادلة والارشادات الدولية التي تعنى بضوابط الرقابة الداخلية في ظل استخدام تكنولوجيا المعلومات فضلا عن النظم الخبيرة ، لمعالجة نقاط الضعف في الاجراءات الرقابية على تلك النظم للمصارف عينة البحث ، ولاختبار تلك الضوابط المقترحة فقد استخدمت الاستبانة لغرض تحقيق هدف البحث وايجاد العلاقة وقياس مقدار تاثير استخدام النظم الخبيرة في ضوابط الرقابة الداخلية وتم ادخال وتشغيل البيانات ومعالجتها اليا باستخدام نماذج احصائية لتحليل النتائج واختبار الفرضيات .وتوصلت الباحثة الى ان هناك علاقة ارتباط بين نظامي المدفوعات ونظام تبادل المعلومات الائتمانية وان استخدامهما ( استخدام النظم الخبيرة ) يؤثر وبنسبة ضئيلة في ضوابط الرقابة الداخلية على كافة مكونات النظام وبنسبة تتراوح بين 5 - 18% .لذا تستطيع المصارف ان تعمل على تطوير نظمهواتحديثها باستمرار لاسيما ضوابط الرقابة الداخلية وذلك بالاعتماد على الاطر والارشادات الدولية التي توضح ضوابط الرقابة الداخلية التي يمكن اعتمادها في ظل استخدامها للنظم الخبيرة او يمكن تطبيق برنامج التدقيق المستند الى المخاطر . | The aim of study is to identify the concepts of expert systems as a kind of artificial intelligence applications, which is a new and wide use, especially in banks, as well as clarify the internal controls in light of database systems (and expert systems) and yours, according to in a statement the practice of statements and roles, and determine the use of this statement in the evaluation and improvement of internal controls and the impact of the use of these systems on the internal control department in a Central Bank of Iraq and some Iraqi banks (commercial Bank of the Gulf, and the United Bank for Investment, and Agricultural Cooperative Bank) through examination of the use of expert systems in those banks to determine their impact on the media and internal control procedures for banks and find out how you can develop and improve all internal control activities for those banks and compare in this sample of banks. To achieve this has been to rely on descriptive and analytical approach to books and research and scientific literature on the subject of study in the theoretical side, also adopted a researcher at the practical side on interviews with the competent authorities of the sample of research and analysis of regulatory reports and banking systems to see weaknesses in the regulatory actions on those electronic payment.The researcher found that there was a correlation between expert system(the payment and the credit information Exchange system) and that the use of had a small percentage of controls on all components of the system and a ratio of 5 - 18% .Banks must therefore continually develop their systems, especially internal control controls, relying on a risk - based audit programs
