المستخلص: بعد عام ( 2003) برزت الحاجة الى موازنات خاصة للمحافظات للنهوض بواقع الخدمات فيها حيث كانت البنى التحتية شبه معدومة في بعض القطاعات ومتخلفة في قطاعات اخرى، وبعد اقرار موازنة تنمية الاقاليم من قبل الحكومة الاتحادية،والتي تضمنت تخصيص مبالغ الى كل محافظه (حسب | After a year (2003) there was a need to especially budgets to the governorates for the situation of services where the infrastructure almost non - existent in some sectors and backward in other sectors, and after the Approval of the budget development of regions by the federal government, which included customize Amounts to each Governorate (by percentage of population ) the Governorates implemented service projects in all sectors, in accordance with instructions issued of federal law for The annual budget and in accordance with instructions (1) for the year (2008) the governorates found themselves with great challenges, the best exploitation of those customizations is implemented the infrastructure projects by competition with time according to a Future vision and strategic planning. Maysan governorate is one of those governorates that has struggled to achieve the best services to the people of the governorate by forming an annual working group and steering committee to prepare such plans the governorate collaborated with (UNDP) for this purpose, and starting from the year (2012) the governorate organizing a referendum paper and electronic as well as seminars and discussion to involve the largest number of governorate people to prepare the plans and their views about prioritize projects according to these questionnaires and seminars as well as views of the working Group and the Steering Committee According to Law No. (21) for the year (2008) the governorate preparing plans, must be ratified by the Governorate Council, due to the fact that all the members of the Governorate council and even some officials in the province belong to political parties, that mean intervention of the preparation plans and choose some projects in accordance with the narrow partisan interests and nepotism and clienteles away from the priorities and the actual need of prepared strategy for the Governorate ( 2011 - 2014 ) and prepared by the Council itself. Was conducted a questionnaire to find out societal intervention in the preparation of previous plans , by distribution of (125) form , which included questions about the intervention of the citizen and the civil society organization and officials of the Governorate and deputies of the Council into preparing plans. after analyzed results according to this survey , showed that the citizen and the civil society organization is not on high level and the officials of the Governorate and the deputies of the Governorate council have intervened to favor their parties and their organizations. After providing a brief history and definition of Maysan Governorate and identify the opportunities and challenges facing the implementation of Maysan Governorate strategy, and review the experiences of some countries with relation of this development then ' review the recommendations and suggestion that would reduce those interventions and implementation of plans when using strategic planning (which is the aim of research) to achieve the wishes of the citizens to live in a safe environment includes the most basic requirements of life and to have reconstruction development away from any quotas or political intervention.

المستخلص: تهدف الدراسة الى الكشف عن واقع الخدمات الهاتفية الحكومية السلكية واللاسلكية في محافظات العراق [عدا اقليم كردستان] لمعرفة حجمها وتوزيعها المكاني مقارنة بحجم السكان فيها وتناولت الدراسة في مجمل مواضيعها، المقدمة ورؤية وزارة الاتصالات ورسالتها واهدافها والغ | The study aims to reveal the reality of phone services wired and wireless in the governorates of Iraq [ except for the Kurdistan region ] to know the size and spatial distribution compared with the size of the population , the study mentioned through its details, Introduction and the vision, mission and goals and objectives of the Ministry of telecommunications and the stages and steps of the study and previous studies , terminology and concepts and the limits of the study , also included a study of financial analysis and budget analysis as well as the opportunities, challenges and potentials , capabilities and weaknesses point of telecommunications and post com. (the one of the companies of Iraqi Ministry of Communications ), and then identify the problem with regard to telephone density and the number of switches and alternatives and possible solutions and evaluate these solutions.The study explained the reality of phone services and communications (wireless and wired) for each governorate , which included (switch Name , origin switch , type switch , switch capacity ) also dealt with the numbers of workers and the population and the current telephone density required.The study adopted two types of data : the first of data specialized on the numbers of employees and the numbers of the population and the numbers of switches and details in each province were obtained from Statistics Division and the hummen and Resource Division in the planning and follow - up department at the Iraqi telecommunications and post Company as well as the Central Bureau of Statistics and the second type of data represents data on phone capacity required and other data , obtained through an arithmetic procedures : such as results obtained , depending on population estimates in the provinces for the year ( 2012) to calculate the percentage and telephone density , this study explained that the reality of phone services is not consistent with its population since no shortage in the number of phone lines compared to with the preparation of the population , the number of switches (328) , and reached capacities telephone College in 2012 about ( 2070047 ) Subscriber , compared with whom should be included with this services and bringing them to the service with totaling ( 7443547 ), which represents the number of families , if Depend on the international standard in that the average number of members per family is four members , to reach the phone density is ideal up to ( 25%), the study also included a number of conclusions and recommendations

The study discussed the meaning and the aim of social justice and decentralized ruling, and the importance of population criteria due to the importance of that criteria to achieve the justice by considering human as the one who is managing the development and the goal of development at the same time ,but that criteria is not enough to achieve justice. So it had been discussed groups of other criteria that should be considered to achieve that. The descriptive analytical methodology ,and the reconnaissance style have been used, and preparing for questioning air as a tool by the research to measure justice by distributing investment shares for region development program, and also the effective factors. It includes a community and study sample from the members of local legislative and executive authority(municipality counsels in districts and sub - districts in wasit province, and head departments that concern to execute projects ,and concern of University instructors as an important sample. The results of the research showed up a mess in the effective factors of distributing the investment shares, and weakness in the available resources and in the administrative operation representing by organizing, leadership and observing working sides to execute the project without active information system for decision makers. The results of the research showed up that the level of justice in distributing the shares was medium. Although there is a difference in distributing the shares in the districts and sub - districts of wasit province. The research includes many recommendations may help to raise the projects and mechanism to achieve justice

المستخلص: يهدف البحث الى التعرف على اثر تطبيق الشركة العامة للموانئ العراق لمفهوم ادارة الجودة الشاملة بالاضافة الى التعرف على طبيعة العلاقة بين عناصر (متطلبات) ادارة الجودة الشاملة ودرجتها والاداء المؤسسي للشركة.ولتحقيق هدف البحث تم تصميم استبانة لغرض البحث الميد | This research aims at recognizing the effect of applying the (TQM) Total quality Management by the general company of Iraqi ports.it, also, aims at recognizing the nature of relationship between the element's (requirements) of TQM, its degree, as well as the institutional performance of the company.To achieve the goal of the research, a questionnaire has been designed For the purpose of field research and distributed to the research sample. Where the research sample consists of managers and their assistants, bosses and their assistants, and a number of employers. The sample was chosen according to the total restriction method by which (50) questionnaires were distributed but (43) were gathered. The workable questioners were (41), that is, 90%. Only two questionnaires were rejected.The study has arrived at the fact that the general company of Iraqi ports employed, and still so, the TQM by all its elements. But the levels of application of those elements have varied in the earlies stages with the existence of some obstacles that disturb the application of the elements of TQM. keeping in mind purpose of performance. The study has, also ,shown the requirements of TQM do not differ in their effect on improving the institutional performance.Last the study recommends that it is necessary to enhance the lend of knowledge of all employers to be a were of applying the TQM and remove all the obstacles that exist in moving from the traditional management to the TQM
