Abstract: This thesis researches in the powers of the legislative authority in the Iraqi parliament in theory and practice. The thesis addressed at the outset the parliamentary system as one of the representative democratic regimes prevailing in the world today, where the political power is divided two between, the first bodies to be expressed in the legislature (parliament), which is directly elected by the people, while the second body, the Executive, is being emerged from the parliament. Many countries around the world has adopted Parliamentarism despite the difference of the internal environment, political, economic and cultural life of their societies. Iraq as well has adopted this system according to the Constitution of 2005. Which deserved research and analysis and comparison between the reality of this system and what should be the parliamentary system, in general, and compare it to the constitutional rules according to the Constitution of 2005, in particular, to identify the strengths and weaknesses, and the reasons for the weakness of the legislative authority in the exercise of their constitutional powers. The thesis has reached a set of conclusions, mainly : 1. The existence of many of the imbalances in the parliamentary practice in the Iraqi parliament, the most important of which was the failure of the House of Representatives in the representation of Iraq as a whole and to speak on behalf of the people as a whole.2. The absence of political opposition in the House of Representatives led to overcome the parliamentary procedures.3. The predominance of the executive authority of the parliament which led to the disruption of the rules of parliamentary oversight and the cooperation between the two authorities.4. The weakness of the political culture of parliamentarians and their ignorance of most of the parliamentary rules and procedures adopted by parliamentary systems.5. The weakness of parliamentary oversight.6. The existence of quota confessional that played a role in weakening the powers of the legislature and continued conflict among political blocks in the House of Representatives.7. The continued absence of Members of the House of Representatives and the lack of serious behavior during discussion on some sensitive issues which preclude holding more than half of the meetings because of lack of a quorum.

In the Islamic Republic - topic of the research - the power passed in eras until it reached to the real meaning of the peaceful devolution of power after the establishment of the Islamic State , which gave birth to the Islamic Republican system.The first chapter is devoted to the concept of State and the devolution of power in Western political thought and Islamic world , in addition to the eras that the Islamic Republic passed in , and the development of the political system , and the development of the regime in Iran. And The chapter two is devoted to the study of Constitutional Movement and the establishment of the Islamic Republic , with the Constitutional Movement Iran 's first constitution was introduced , and the first representative government , but all the goals of the Constitutional Movement never realized because of the despotic power and the system of government. After that, the conflict of men of religion and intellectuals continued in calling for political ,economic and social reform , with conflict with the power and the system of authority at the time.And this conflict is ended with the establishment of the Islamic Revolution led by Imam Khomeini and men of religion who were with him , and other political currents cleared the Royal authoritarian regime and revolution resulted a unique Islamic regime, under the Constitution which is based on Islamic foundations , and with authorities that are subject to the Constitution.After the death of Imam Khomeini ; the Islamic Republic entered a new phase coupled with the arrival of former President Hashemi Rafsanjani , and the ascension of Mr. Khamenei the position Jurist Protector (Wali al - Faqih) ,a Successor of Khomeini , and in that period an Islamic trend emerged from the womb of the Islamic forces , which seized the power since the period of the post - Islamic Revolution , and this current was known as ( the Reformist trend ) and announced its political, economic, and cultural goals , and this is the third chapter tried to state which is under the title ( the Islamic Republic and the rise of the (Reformers).The Chapter four is dedicated to demonstrate the nature of the devolution of power , after the emergence of (the Reformers) and their ascension of Executive power, the conservatism current could reach to power after the decline of the Reformers , and these developments have led to the crisis which the Islamic Republic have never witnessed before since the Islamic revolution after the presidential election which was won by the conservatism current for a second term , the Conservatives continued in the power , until the eleventh presidential election , which restored the reformers to power..From this we could have a clear vision about the devolution of power between both the Reformists and Conservatives, to proceed to a future vision of what will be the future of the peaceful devolution of power in the Islamic Republic.The study included conclusions, which included the future vision inside it.

Therefore, our study focuses on the most important stages in which the process of public policy planning passes through. The process of various information gathering comes after naming the extremist social goals. It is difficult for planner to penetrate through the having a high level of the procedures of preparing the plan without information system compose of well qualified and capable personal to supply information in a way that achieve the needed objectives, whether the responsible authority group of the plan was wide or limited. It is followed by the process of approving the public policy by the supreme political authority, which means : choosing a substitute form a group of presented alternatives by planning commissions and agencies participated in studying the entire presented alternative on how useful and practical they might be on basis of the direct and indirect costs.This study also tired to give a glance on the main fundamentals of a successful policy plan based on social and economic realities. The planned objectives should be reasonable and compatible with the facts of the present status, and therefore choosing the realistic practical means will leads to the same present status and prevail the lead to needed status. The policy should be comprehensive in all aspects of the social life, and it should not be focusing on certain field rather than the other; comprehensiveness can not be achieved at once, it should be reached in gradual planning.Information of continuity, the principle of following up the implementations of the public policy resolution consist all levels by making plans differ in their time stage (long, medium and short ranges). Egypt is one of the Arabic States which demanded by the United States Of America directly through making wide restorations in all the fields , The United States Of America was not the lonely demander for making the restorations because the Egyptian resistance and the civilian society which represented by various classes of people , demanded the government for the restoration policies in order to release from the corruption with all it’s forms. For the importance of the restoration policies issue between the inside requirements and the outside conditions and study Egypt situation , it is necessary to deal with the research through three chapters , the first one represents the theoretical frame of the restoration nation , while the second emphasized on explaining the way of the Egyptian regime and it’s complications and the problems which the society is suffering from and the working way of the political parties and the civilian society , while the third chapter shows the restoration policies during three presidencies. The research also deals with the restoration demands between the outside and the inside. Finally , we speak about what Egypt needs of restorational policies. The research show that the political restoration didn’t get it’s real dimensions but it has just had media from through electoral advertising programs , so we see the governors dodging when there is a speech about this issue especially because of the masses demands related with process of the authority circulation peacefully with the political participation of the people in order to reach the achieving of the promised democracy while , we see the governors rush towards making any policy which imposed on them from the outside , even though , it is not for the benefit of their people , this emphasize the tyranny of the outside restoration demands on the society ones for the restoration

Abstract: According to different security perceptions, many definitions for the conception of the European Security have been cited. West Europe has different security conceptions from those of United States and United Soviet Socialist Republics.Even on its evolution at the end of World War II ,European Security emerged under the American military dominance within the framework of North Atlantic Treaty.Thus ,and for the European Security to be independent, Europe presented many initiatives and projects during the Cold War, but all in vain. At the end of the Cold War ,and within the change the world witnessed due to the fall of the United Soviet Socialist Republics ,the European group tried to accomplish the dream of returning as an active international power through the project of the European Community. Hence appeared an inclination to form an independent European defensive policy.But the supremacy of the American predominance was an oppressing element ,to be added to the number of changes which affected the European Continent and served as other oppressing elements.That has created an Argument which will be treated according to the following hypothesis : "The accomplishment of European Defensive Project depends on the European Community's ability to face and overcome the internal and external challenges."The study has been divide in the following way : In Chapter One the following was discussed : security concepts in time of the Cold War and after, their reflections on the European Security ,the vision of the United States ,United Soviet Socialist Republics and West Europe to these concepts and effects of the Cold War on them.In Chapter Two ,the important European initiatives and projects concerning security and defense before and after the Cold War were discussed. Abstract: Since the early nineties of the twentieth century, the collapse of the former Soviet Union, the end of the security obsession of Turkey, the falters of Gulf War 2, peaceful settlement process of Arab - Israel conflict, emergence of New World Order, and the occupation of Iraq by United States and its allies at the beginning of twenty - first century and its immense falter, resulted in clear influence on strategic conditions in the Middle East, which comprises the Arab states as the greatest part, while Turkey is the other important part. The Turkish vision expressed its concentration basically on the Middle East, in response to its geopolitical position which requires paying attention to regional environment as a source of threat to the national security or to establish economic relationships to preserve the country interests, or as an area of movement and international and territorial influence. During the early nineties of the previous century, as a result of the collapse of the former Soviet Union, fears overran Turkey because of losing its strategic position with respect to the United States and the western states in general. However, the breakout of Gulf War 2 saved Turkey from fears and immediately participated in the war partially, by opening its airspace and military bases for the international alliance forces against Iraq. Turkey proved that in spite of changing international system from bi - polarity to mono - polarity, it has not lost its geographic significance. The war resulted in security and economic forfeiture to Turkey. At the economical level, Gulf War 2 and the economic blockade on Iraq caused great forfeiture particularly the money that Turkey was getting for letting Iraqi petrol pass through Turkish territories towards world markets. In addition, Iraq is a terrestrial gate for Turkey towards Arabic Gulf. At the security level, the war caused a security gap within Iraqi lands, as the result of the Kurds’ controlling their region after 1991. Such events caused unprecedented problems for Turkey, which increased PKK power.The Gulf War 3 (2003) broke out at the beginning of this century. Iraqi Occupation War made Turkey’s fear deeper towards Kurdish issue as a result of increasing Kurdish demands in Iraq, and reducing Turkish influence because of the rejection of Turkish parliament and government to open northern bloc in front of United States army, in addition to the Turkish fear from the possibility of the arise of a Kurdish state close to its south border, and exploitation of the new situation by the Kurds of Turkey and PKK to increase their national demands. At the level of the Arab - Israel conflict, Turkey adopted an imbalanced policy. It denounced Israeli military operations against Palestinians, but simultaneously established alliance with Israel, which led to considerable uproar among Arab and Islamic states. The Turkish government tried to belittle the significance of the agreement by confirming that it is not directed against any Arab or non - Arab country.Regarding the water policy, Turkey utilized its control on the riverhead of Tigers and Euphrates as a form of pressure on both Iraq and Syria in order to achieve its national interests at the security level by forcing Iraq and Syria to stop their support for PKK. Thesis Outline; This study comprises three chapters in addition to the preface and conclusions. Chapter one studies Turkish foreign policy since the arise of the new Turkish state till Gulf War 2 and the fundamentals which Turkey enjoys, in addition to the study of the perception and role of Turkey in the Middle East in three sections. The first section deals with Turkish foreign policy before the collapse of former Soviet Union. The second section discusses the elements which Turkey has to support their foreign policy that has a strategic location, big military power, its population and economic characteristics The third section, studies the concept of the Middle East and its denotations, as well as the application of the fundamentals of Turkish foreign policy in the Middle East.Chapter two deals with the variables that influence the approach of Turkish foreign policy in the Middle East. This chapter is divided into three sections. Section one postulates the internal variables impact on Turkish foreign policy as military institution, political parties, lobbying and interests groups, and public opinions. The second section is about the regional variables that have influence over Turkish foreign policy since the Gulf War 2, followed by the peaceful compromise of Arab - Israel conflict, the occupation of Iraq (2003), and the Israeli war against Lebanon (2006).The third section elaborates the international variables since the collapse of the former Soviet Union up to date. Chapter three, which is the final one, is devoted to the study of the Turkish foreign policy towards the Middle East. The chapter is divided into four sections. The first section discussed Turkish foreign policy toward Arab countries, the Kurdish cause, water problems and Turkish attitude on the occupation of Iraq. Section two deals with Turkish policy towards Iran at the levels of security dimension and regional competition. The third section explains the Turkish foreign policy toward Israel, and its military coalition and economic cooperation with Israel, as well as the Turkish policy toward (Arab - Israel) conflict and Turkey’s attitude on it. The last section attempts to analyze and predict the future of Turkish foreign policy on the Middle East at the level of two basic scenes : the scene of continuity and observation, and the scene of receptiveness and intervention.

The energy resources (oil and natural gas) , which is rich in its Central Asian republics are considered as a central vital objective of Russia in these republics, something which will bring great benefits to Russia, especially if Russia in the future become an energy importer.3. The Central vital interests of the Asia - Pacific region for Russia in accordance to its political, security and economic importance that cannot be for Russia to ignore it.4. The arrival of (Vladimir Putin) to power in Russia in 2000, it has significantly affected the Russian external political behavior towards the Central Asia by working to strengthen cooperation and relations with these republics. 5. The events of 9/11 and its consequences create an opportunity for Russia to the existence of actual influence in Central Asia , as well as the restoration of part of its influence by declaring Russian leaders their refusal and readiness to fight international terrorism in every way.6. On July 1958, new stage from modern and contemporary history of Iraq began after declaration republican system by Abdul Karim Qassim, and in 1979 Saddam Hussien Took presidency after Ahmed Hassan Al - Baker demission from authority, therefore Iraqi political system building process passed by many stages on 9 April 2003 began with administration temporarily collision authority and then begin with process of writing permanent constitution of 2005 and poll on (15 September 2005) and stated that republic of Iraq is union state of complete sovereignty and ruling system there is deputing republican (parliament) democratic and process of building this system accompanied by many obstacles that effected on nature of this system and its work mechanisms especially legislative authority and relation between them and other authorities (executive and Judicial ) according to principle of differentiation among authorities. Most important obstacles is failure to reach to decide many laws that remained on roofs of Deputy Council such as oil and gas law, parties and infrastructure buildings. While what concerning with Kuwait, fellow for its history, finds that was a part of Ottoman empire before 1914, and after fell of Ottoman and dividing its possessions among alliances , Kuwait became subjected to Britain and gained its independence in 1961 and became first Arab gulf state depended constitution written in it 1962 as well as establishing in it also first elected parliament in 1963ruling system here is democratic ruling deputing system , characterized by parliament system and also presidency that indicated to embody the right democratic principles, from this point, ruling system in Kuwait depended on constitutional principle that disputing among authorities with its cooperation. Thus , this study investigated political system in Iraq and Kuwait at the same time to know nature of communist authority by detailed study on Iraqi deputies council and U'ma Kuwait Council and give details about validity and work mechanisms for both councils. According this, this addressed study ( Iraqi Deputies and U'ma Kuwait Council : comparative study in work permissions and mechanisms), divided into three main chapters as well as introduction and conclusion, first chapter is (general framework of political system in Iraq) and divided into two researches, first research is (general study on Iraqi political system) , while second research its title is (political system in Iraq after 2003). Second chapter is ( general framework of the political system in Kuwait) and contains two researches, first research (Kuwait political general framework establishment), second research (political system developments in Kuwait), while title of third chapter is (work permissions and mechanisms in both councils ) and includes three researches , first research title is (Iraqi deputies council - permissions and work mechanisms), second research (U'ma Kuwait council - permissions and work mechanisms), then third research (comparative faces between both councils ) This study ended by conclusion included most important results represented by contains for this study with all its chapters and researches.

Abstract: The subject of the study "The Role of Treaties in Achieving International Balancing : Strategic Weapons Reduction Treaties Typical" is an important topic of international policy debate. The growing problem of strategic arms limitation and its danger is compounded by the long term destructive capabilities of strategic weapons Relations between the United States and the Soviet Union after the Second World War were characterized by turmoil, tension and a lack of cooperation for a relatively long time. This cooperation was confined directly to the strategic treaties. To the remarkable events in the evolution of US - Soviet relations since the sixties of the last century and called the era of reconciliation between the two superpowers. The first treaty was signed in 1972, which was called the (Salt 1) Treaty, which established the foundations of strategic stability between the United States and the Soviet Union by putting an end to the arms race. The talks continued between the two sides. The outcome of the talks was the signing of the (Salt II) Treaty of 1979, and the 1987 Treaty on the Removal of Rocket. Cold War strategic treaties have been used to reduce strategic weapons to the principle of equal security for the two sides in order to maintain parity in strategic stability, in particular by putting an end to the arms race between the two sides and to establish a stable and open and predictable relationship between the United States and the Soviet Union. A new era of talks appeared between the United States and the Russian Federation the legitimate of the Soviet Union in order to achieve a greater reduction in strategic weapons. The Treaty of (STARTI) was signed in 1991, this treaty was an extension of previous treaties. Until the held of (START II) Treaty in 1993. Following the September 11, 2001, talks between the two sides continued until the Treaty of (Sort) was signed in 2002 to strengthen the position of cooperation and partnership of the two sides and their stance against terrorism. After the entry into force of the Treaty of (Surat) in 2009, the new (START) treaty was signed in 2010, The treaty further co - operation and joint leadership between the United States of America and the Russian Federation. The strategic treaties after the Cold War have been positive for the United States, recognizing the strategic superiority of the United States of America over the Russian Federation. For the Russian Federation, strategic treaties after the Cold War satisfy their desires at that stage in achieving international peace and security. In the strategic balance and tend to balance the forces in favor of the United States of America, but the alternative to the treaty either surrender or return to an arms race is not strong by the Russian Federation. Abstract: Morocco and Spain are tied with good relations throughout history; each renders itself an entrance to the continent it belongs to. However, the Morocco - Spain relations were tensed since there are some of sensitive differences of long history not yet overcome throughout extinct times. To comprehend the nature of the Morocco - Spain relations and the reasons behind their tightness, and their present and future, though there are some remaining issues that represent obstacles against developing relations between them, we ought to go through the history of these relations so we can imagine the reasons behind this historical tightness. Since the conquer of the Anduls by the Muslims in 711 A.C., a new era began lived by both the Muslims and Spanish people. They conveyed through the eight centuries the Islamic Arabic civilization to Europe; Anduls was the link between Europe and the Arabs. In 1492 A.C. Spanish could dismiss the Arabs from Spain and eliminate the last dynasty in Anduls (Granada Dynast). Spain established inspection courts that committed massacres agianst the Arabs and diminished thousands of them. At the same time the American continent was discovered by Christopher Columbus in 1492 A.C. enabling Spain to possess a large empire with colonies in the two American continents, Africa and Asia. However, Spain started to loss its colonies since the beginning of the nineteenth century after it was defeated by United States, France and Britain. At the onset of the twentieth century Spain began to exert pressure on the north and south of Morocco starting with two towns Ceuta and Melilla which are occupied by it since the fifteenth century. This was the situation till the division of Morocco between Spain and France and make it under the mandate in 1912 over lands that are under the influence of Spain and France. Then armed resistance launched in Morocco agianst Spain and France and in 1936 General Franco set from the north of Morocco to wage a revolution agianst Spain resulting in civil war. Morocco soldiers fought in this revolution under the leadership of Franco, which ended in 1939, and he gained the upper hand who supported royal system in Spain. In 1956, Morocco gained independence from France and Spain, however; Spain remained keeping its dominance over many regions in Morocco which started to follow a calm diplomatic policy with Spain to restore its occupied lands. This policy coincided with establishing the state, democracy, parties’ multiplicity, and constitutional royal and developing the economy of the state which suffers from inactivity and independence on foreign capitals. It could in 1958 to restore Turfaya region on the Atlantic coast, then Afni region in 1969. Then Spain handed over Western Sahara to Morocco in 1975 after long political and diplomatic differences. Spain still keeps Ceuta and Melilla and some adjacent islands on the Mediterranean coast till present time. This is a cause of tension between the two countries besides the Spanish stand towards the issue of sovereignty over Western Sahara. Spain supports the Polysyrian front, which claims the separation of this region from Morocco. In addition, sea fishing in Morocco continental waters by the Spanish fishing fleet is a controversial matter between the two countries besides illegal immigration from the Morocco coasts to Spain; emigrants for Spain are a source of danger to its community and security. These cases and issues form main axes in Morocco - Spain relations, therefore investigation in these issues will enable us to reach the future of the relations between them through predicting the future of these issues especially Morocco and Spain are two neighboring countries situated in an important geographical location. Abstract: It is obvious that the subject of the civil society at the Arabic countries in general, and in Iraq in particular, was not apparent as a social and political practice and reality. There is No doubt that the Iraqi society, just like other countries, passed through the idea of the oneness due to the dominant and comprehensive political leadership upon the economical fields and all the social activities. As soon as the change took place on The 9 April 2003, the civil society organizations have been largely spread, in addition to what is circulated about the active role the civil society is supposed to have in political - decision - making, the political culture that stems from the direct relationship between the civil society and democracy. As long as there is a valid and participating role to the civil society in the democratic process, that will be reflected positively at the democratic experiment the thing that makes it a successful experiment, and vice versa. Consequently, and as a response to the New Iraq reality, the title of the research is, " The Civil Society in Iraq After 2003 and its Role in Building Democracy".The research relied upon more than one approach in completing the research requirements. I adopted the historical approach, was adopted, the descriptive approach, the systemic analysis approach, the legal constitutional approach. The research came into three parts : the first part is dedicated to explain what is the civil society and divided into three chapters. The first chapter talks about the development of civil society in the western thought, so as to introduce a summary about the stages and transitions of the concept of the civil society throughout the philosophical, social, and political thinking. The second chapter came to explain the civil society in the Islamic thought by looking at the origins and principles of Islam and how much they harmonize with the principles and values of the civil society through proceeding research on two standards; the theoretical standard and the practical applied standard. The third chapter explain the conceptual frame of the civil society at the light of the definition, characteristics, contents, and objectives of the civil society. The second part brought up the theme of civil society and democracy.This part holds three chapters : the first one talks about the relationship between the civil society and the state with what it represents of intersection and integration. The second chapter talks about the relationship between the civil society and the political culture through illustrating the tools and mechanisms those form the work basis of the civil society and the role they play to enrich individuals with political culture by mentioning the political culture notion, it's elements, types, and its relation to the civil society, then explaining the functions of the civil society in anchoring the democratic culture. The third chapter covered the relationship between the civil society and the political participation. It explains the notion of the political development, the political participation, and the connection between the civil society and the political participation. Finally, the third part concentrated on the role of the civil society in the democra??c transi??on a??er 2003 in Iraq. The first chapter talks about the relationship between the civil society and the state before and after 2003. The second chapter talks about the rela??onship between the civil society and the political culture in Iraq by showing the structure of the Iraqi people, and showing the role of the prevailing sub - cultures; tribes and religious references - Shia and Sunni - and their connection to the political culture, the prevailing patterns of the political culture in Iraq, and the role of the civil society a??er 2003. The last chapter was all about the relation between the civil society and the political participation by men??oning the reality of the poli??cal par??cipa??on before 2003 in Iraq, the deterioration of the poli??cal par??cipa??on a??er 2003, showing the images of the political participation and the role of the political participation in them.The conclusion holds the researcher's most important conclusions and recommendations those he brought about to finish the research.
