Abstract: تهدف الدراسة الى التعريف بمحتوى موقع المجلات الاكاديمية العلمية العراقية وانواع المجلات المشتركة فيه، وبيان شروط وضوابط الاشتراك والنشر في الموقع، فضلاً عن بيان دور الموقع في تقديم خدمة الوصول الحر لمصادر المعلومات المتاحة فيه، ووضع مؤشرات ومعايير لتقويم الاتاحة الرقمية لمحتوى موقع المجلات الاكاديمية العلمية العراقية.
تم استخدام المنهج الوصفي- المسحي للحصول على البيانات والاحصائيات اللازمة ولبيان الواقع الحالي لموقع المجلات الاكاديمية العلمية العراقية، وقد سعت الدراسة لتحقيق اهدافها من خلال استخدام عدد من ادوات جمع البيانات كالاستبيان الذي وجه لرؤساء هيئات تحرير المجلات عينة البحث البالغ عددها (69) مجلة، والمقابلة مع رئيس ومنتسبي قسم المشاريع الريادية، وقد توصلت الدراسة الى مجموعة من النتائج، من ابرزها ان موقع المجلات الاكاديمية العلمية العراقية يتيح مجلات محكمة تصدر من عدد من الجهات منها مؤسسات اكاديمية وغير اكاديمية، فضلاً عن ذلك ان الموقع متاح باللغتين العربية والانكليزية، ايضاً هو مجهز باليات برمجية تسمح لمحركات البحث العالمية بفهرسة جميع المحتويات وهذه الاليات معتمدة ضمن المؤسسات العالمية مثل بروتوكول (OAI-MHP).
الا ان ورغم كل الدعم الذي يقدمه موقع المجلات الا ان المجلات تبتعد احياناً من الالتزام بضوابط الوزارة مما يؤدي الى عدم ظهورها في محركات البحث وعدم امكانية الوصول اليها من قبل الباحثين علماً ان الموقع يتيح المصادر الالكترونية للمستفيد مجاناً.
يعتمد الموقع سياسة الوصول الحر Open Access، بالنص الكامل (Full Text) مع معلومات ببليوغرافية كاملة للمقالة والمجلة ووجود ملخصات باللغة العربية للمحتويات الانكليزية والعكس ايضاً، ويسمح للتصفح من خلال حقول بحث بسيطة ومتقدمة.
كما جاءت الدراسة بعدة توصيات من اهمها السعي لاعتماد (DOI) و(E-ISSN) لكل مجلة مشتركة في الموقع وذلك لتيسيير اتاحة مقالات المجلات من خلال محركات البحث، وايضاً اتاحة واجهات لادارة عملية النشر والتقييم الالكتروني، وامكانية تنصيب الادوات التي يتم من خلالها توفير الربط مع المعرف الرقمي (DOI) وبرامج الاستلال من خلال نافذة الموقع وضرورة التزام المجلات بكافة الشروط والضوابط الموضوعة من قبل الوزارة.
