Abstract: من خلال الحديث عن نشاط شركة التامين الوطنية العامة في مجال التعويضات يتضح ان هناك ضعف في الجانب التنظيمي لصدقية شركة التامين الوطنية ودورها في قبول او رفض طلبات التعويض، فالصدقية ترتبط ارتباطا وثيقا بمجريات العملية التعويضية لان الصدقية العالية للشركة تدفع بها للوفاء بالتزاماتهواتحقيق وعودها في حسم وتسوية التعويضات وتسديد اثمانها الى المستحقين من جمهور المؤمن لهم والمستفيدين. وعلى هذا الاساس تناولت الباحثة في بحثها موضوع (تاثير صدقية شركات التامين في مجال التعويضات ), وقد طبقت هذا البحث في شركة التامين الوطنية باختبار عينة من (68) فرد يضم مدراء وفروع واقسام الشركة، وقد استخدمت استمارة الاستبانة كوسيلة رئيسة لجمع المعلومات، واختبار فرضيات البحث التي اهتمت بوجود العلاقة والاثر بين المتغيرات,ولغرض اختبار الفرضيات استخدمت الكثير من الوسائل الاحصائية التي توصلت الى نتائج معينة، على ضوئها توصلت الباحثة في بحثها الى عدد من الاستنتاجات كانت من اهمها ، وجود علاقة ارتباط وتاثير بين صدقية شركة التامين الوطنية والتعويضات ، افتقار شركة التامين الوطنية الى وجود قسم خاص بادارة التعويضات كافة تتوفر فيه الامكانيات المادية والبشرية, ليهتم بحقوق المؤمن له وقضايا التعويضات الكاملة, ضعف كبير في مجال تطبيق تكنولوجيا التعويض بكل ادواتهواالياتها بالمعلومات الداخلة والمتداولة بين الاقسام والمعلومات الخارجة منها فضلا عن ضعف قنوات الاتصال في كافة الجهات ومحدودية عمل اجهزة الحاسوب.وقدمت الباحثة في النهاية مجموعة من التوصيات النظرية والعملية الى الشركة المبحوثة، استنادا الى النتائج التي تم التوصل اليهواالتي كان من اهمها ضرورة العمل على ايجاد لوائح تنفيذية مناسبة تتمثل في اصدار المدونات الاخلاقية من قبل الادارة العليوانشرها بين الموظفين بصورة دورية ليتسنى للموظف فهم معايير الصدقية السلوك السوي الذي يصب في والتصرف اللائق مع جمهور المؤمن لهم ويثمر عن اخلاقيات العمل الحسن في العمل التاميني عموما والعملية التعويضية خاصة ,الحث على توضيح الاثار المترتبة على سلبيات عملية التعويض والعمل على نبذهواتوضيح الاثار الجانبية للصدقية وتعزيزها لدى الموظفين ,السعي لتنظيم ندوات ومؤتمرات تشيد باهمية ثقافة التعويض ودورها في بناء شركات التامين المتحضرة | Through talking about the activity of National Insurance Company in the area of compensation is clear that there is a weakness in the organizational aspect of the credibility of the National Insurance Company and its role in the acceptance or rejection of applications for compensation, honesty closely linked informed process compensatory because the credibility high for the company paid out to fulfill its obligations and achieve its promises in resolving and settle compensation and pay their price to eligible publicly insured and beneficiaries. On this basis, dealt a researcher at the researched topic (the effect of the credibility of the insurance companies in the area of compensation), has applied this research in the National Insurance Company tested a sample of (68) per person includes managers and branches and sections of the company, has been used form questionnaire as head of information gathering, testing research hypotheses, which focused on the existence of the relationship and impact between the variables, but the purpose of testing the assumptions used too much of the means of statistical reached certain results, against which reached a researcher in the search to a number of conclusions was one of the most important, the presence of correlation and impact between the credibility of the National Insurance Company and compensation, lack of National Insurance Company to the existence of a special department management compensation all available when the financial means and human resources, to care rights of the insured and the issues of full reparations, significant weakness in the application of IT compensation of all its tools and mechanisms of the information entering and traded between sections and information emerging from, as well as poor communication channels in all parties and limited work computers. The researcher presented in the end a set of recommendations theoretical and practical to the company surveyed, based on the results that have been reached and that was the most important of the need to work on finding implementing regulations occasion is the issuance of blogging ethics by senior management and dissemination among employees periodically so that the employees understand the standards of credibility appropriate behavior, which flows into and act decent with an audience insured and yield work ethic Hassan at work insurance in general and practical compensatory, special induction to clarify the implications of cons compensation process and work on discarded and clarify the side effects of credibility and promotion of staff, sought to organize seminars and conferences commends the importance of culture and its role in compensation build civilized insurance companies.

Abstract: استندت الدراسة على اعداد وتصميم نظام التصنيع الخلوي باستخدام طريقتين لتشكيل خلايا التصنيع هما، طريقة تجميع نظام الرتب (ROC)، وطريقة القيمة الاحلالية ( (OVبغية تبيان اثر تطبيقه في تحسين الاداء العملياتي في الشركة العامة للصناعات الكهربائية - المصنع الرئيس. شخصت الزيارات الميدانية معوقات عديدة في المسلك التكنلوجي للمصنع بسبب نظام الانتاج المتبع حيث تعدد التوقفات واوقات التاخير وطول وقت الاعداد والتهيئة وكثرة مراحل النقل والمناولة للاجزاء النصف مصنعة، وتناثر وتباعد المكائن والمعدات الذي من شانه ان يزيد من الوقت المصروف في العملية الانتاجية، وساهم بشكل كبير في ازدياد اوقات الانتاج وارتفاع التكاليف. تم استخدام الحاسوب لتصميم المصفوفة الاساسية (الجزء/ الماكنة) وتشكيل خلايا التصنيع باستعمال لغة ((Visual Basic وكتابة برامجيات البرنامج في الجانب العملي للدراسة فضلا عن استخدام برنامج (Excel) في مجال تطبيق مقاييس كفاءة كل خلية من خلايا التصنيع، واستخدام المحاكاة لتمثيل تشغيل المصنع على وفق النظام الخلوي المقترح ومقارنة نتائج المحاكاة مع الواقع الفعلي الحالي، والاستعانة ببرنامج Excel الحاسوبي وبرمجته من اجل كتابة المعادلات المستخدمة واظهار النتائج المطلوبة. توصلت الدراسة الى مجموعة استنتاجات منها، ضعف تطبيق خطة الانتاج السنوية والذي شخص الباحث طول مدة انتاج الدفعة الواحدة اهم اسباب هذا الضعف، وضعف ادراك ادارة المصنع بالجوانب التشغيلية لنظام التصنيع الخلوي، وكانت طريقة القيمة الاحلالية لتشكيل خلايا التصنيع على بيانات الحالة الدراسية للمصفوفة الاولية (الاجزاء / المكائن) افضل من طريقة تجميع نظام الرتب وذلك من خلال النسب المئوية التي تم الحصول عليها عند تقييم كفاءة التشكيل، واسهمت المزايا التي حققها نظام التصنيع الخلوي المصمم في تحسين اداء العمليات من خلال، تقليل معدل زمن الانتاج اليومي مما يؤدي الى زيادة كفاءة تنفيذ خطة الانتاج السنوية، وزيادة سرعة التسليم بسبب تقليل وقت الدورة التصنيعية. اوصت الدراسة بالعمل على تطبيق المصنع لنظام التصنيع الخلوي (CMS) لما يحققه من مزايوافوائد وتحسين واضح في معايير اداء العمليات المتمثلة ، بمعدل الانتاج اليومي، ومعدل الساعة الانتاجية وتخفيض في خزين تحت التشغيل، ومدة الانتظار، ووقت الدورة التصنيعية | The study focused on preparation and designing the cellular manufacturing system by using two methods to forming manufacturing cells, (ROC) method and (OV) method in order to show its effect in improving the operating performance in the General State for the Electrical Industries - the main factory Field visit's personify many difficulties in manufacturing technology route because of following production system where various stops ,later time ,long time preparation ,setup and much steps for conveying and delivery for half manufacturing parts spread , and separate machines and equipments which rise of spending time in production of operation ,contributing in big from in rise production times and high costs. Computer used for designing the main matrix ( the part / machine) and to applying methods of forming the manufacturing cells with its equations by using (Visual Basic) Language for writing programming of the program in the practical side of study as well as using Excel Program in the field of applying measurements the efficiency of each cell of manufacturing cells and using simulation for representing operation of the factory according to the proposed cellular system and comparing results of simulation with the recent actual reality , and the researcher used Excel program and programming it for writing the equations used and show the required results. The study reached to group of results such as, weakness applications of manual production plan and the researcher personify the long time of production for one batch is more important causes for this weakness, weakness realization management factory in operating sides for cellular manufacturing system, the method occupancy value to forming manufacturing cell on data of case study of the first matrix (the part/ machine) the best method from Rank order clustering during percentage which have it when valued efficiency forming, the characteristics contributed which made it the cellular manufacturing system which designed in improvement operation performance during , reduce rate the daily production time which lead to rise efficiency of implementation of manual production plane , rise speed delivery because reduce circle time manufacturing . The study recommended working on applying the cellular manufacturing system (CMS) because it achieves properties, benefits and clear improving in standards of processes represented in the daily production rate, production hour range and decreasing in stocks under operation, waiting period, the manufacturing course time.

Abstract: يسلط البحث الحالي الضوء على موضوع الذكاء الاستراتيجي كاحد الموضوعات الحديثة في الفكر الاداري الاستراتيجي واحد الاستجابات المسبقة التي يمكن ان تعتمدها المنظمات في صياغة وتحديد خياراتها الاستراتيجية، فضلا عن اساليب اتخاذ القرار كاحد المتغيرات التي تخضع للخصائص الشخصية لمتخذ القرار والتي من بينها الذكاء ، لذلك هدف البحث الى استكشاف اثر الذكاء الاستراتيجي بابعاده ( الاستشراف، والتفكير النظمي، الرؤية المستقبلية، الدافعية، الشراكة) في اساليب اتخاذ القرار المتمثلة بـ (العقلاني، والحدسي(البديهي)، والمعتمد، والعفوي(التلقائي) والمتجنب). لعينة من القيادات الادارية في ديوان وزارة الاعمار والاسكان وبعض تشكيلاتهواهي شركات(سعد، والمنصور، والفاروق، واشور، والمعتصم، والرشيد، والهيئة العامة للاسكان)، ولبلوغ اهداف البحث ولاجل اختبار فرضياته، فقد جرى الاعتماد في جمع البيانات على استمارة الاستبانة بوصفها اداة اساسية، فضلا عن الزيارات الميدانية والمقابلات الشخصية، ووزعت الاستبانة على عينة البحث البالغ عددهم (104) من متخذي القرار(وكلاء الوزارة، المدراء العامون ومعاونيهم، رؤساء الاقسام) في المنظمات المذكورة وبلغ عدد الاستمارات المسترجعة والصالحة (77) استمارة ، وقد خضعت للتحليل الاحصائي باستخدام برنامج (SPSS) وبالاعتماد على مجموعة من الوسائل الاحصائية المنتقاة لدراسة العلاقة، والاثر، والفروق بين المتغيرات والمتمثلة بــــ(الوسط الحسابي (Mean)، الانحراف المعياري (Standard deviation)، معامل الاختلاف (Coefficient of Variation)، الارتباط الخطي البسيط (Pearson)، الانحدار الخطي البسيط (Simple Regression Coefficient)، اختبار الفروق المعنوية(kruskal - wallis) . وتوصل البحث الى مجموعة من النتائج لعل ابرزهواجود علاقة ارتباط وتاثير معنوية بين الذكاء الاستراتيجي على المستوى العام وابعاده الفرعية ما عدا بعد الشراكة وبين اساليب اتخاذ القرار ، باستثناء الاسلوب المتجنب، في حين لم تؤشر تلك النتائج فروق في مستوى ادراك الذكاء الاستراتيجي واساليب اتخاذ القرار بين ديوان الوزارة وتشكيلاتها المبحوثة. واستنادا الى ما توصل اليه البحث من نتائج فقد وضعت مجموعة من التوصيات كان من اهمها جعل الذكاء الاستراتيجي جزء من ثقافة المنظمات المبحوثة عن طريق استثمار استيعاب المدراء لبعض تفاصيله والعمل على نشرها في كافة ارجاء المنظمة، والتشجيع على تقديم الافكار الابداعية والخلاقة والتي تسهم في استثمار مدركات الذكاء الاستراتيجي لدى القادة في تبني اساليب قرارات فاعلة. | This current research focus the light on strategic intelligence as one of the modern subjects in the managerial thought, and one of the previous responds that organization can depended to formulation and determination their strategic choices, farther than decision taking style as one of subjects that influence by personality characteristics that intelligence one of them. So this research aims to explore the impact of strategic intelligence by his dimensions (Foresight , system thinking, vision, motivation and partnership) on decision making styles which represented by ( rational, intuitive, dependent, Spontaneous and Avoidant style) for a sample of the administrative leaders in the center of Reconstruction&Housing ministry and Some its formations which are companies of (Sa'ad, Al Mansour, al Farouq, Assyria, al - Mu'tasim, al - Rasheed, and Public Authority for Housing). So to achieve the research objectives and to test hypotheses, it has been relying on data collection form questionnaire as an essential tool, as well as field visits and personal interviews, the questionnaire distributed to the research sample's (104) of the decision makers(ministry fiduciaries, Executive managers, their assistants, department manager ) in the the mentioned organizations, the number of forms recovered and valid was (77 ) form. Its undergone of statistical analysis using the program (SPSS) based on a set of statistical tools selected for the study of the relationship, the impact, and the differences between the variables, like (arithmetic mean (Mean), standard deviation (Std), the coefficient of variation (C. V.), link simple linear (Pearson), simple linear regression (Simple Regression Coefficient and kruskal - wallis test . The research found a set of results, most notably the presence significant of correlation and the effect between strategic intelligence at general level and subsidiary dimensions except partnership and between the decision - making styles , with the exception of avoided style , while not indicate those results are differences in the level of awareness of strategic intelligence and the decision - making style between the center of the ministry and its formations researched. Based on the findings of the research results it has developed a set of recommendations was the most important to make strategic intelligence part of the organizations surveyed culture by investing realize the managers of some of the details and work on disseminate in all parts of the organization, and to encourage the submission of creative ideas and creativity and that contribute to the investment Perceptions strategic intelligence leaders have in the formulation of effective decisions

Abstract: سعت هذه الدراسة الى التعرف على دور حوكمة الشركات وتاثيرها على العملية التامينية وما تتعرض له شركة اعادة التامين العراقية من مخاطربسبب تجاوز دورها من لدن شركات التامين المحلية بوصفها شركة محترفة (لاعمال اعادة التامين ) وبالتالي الاحتفاظ بالاعمال الوطنية وبحسب ملائتها المالية وقبولها لاعمال اعادة التامين الاجنبية للتاثير في نتائج اعمال اعادة التامين لصالح ميزان المدفوعات العراقي .عملت شركات التامين المحلية من منطلق الصلاحيات الممنوحة لهواالتي وردت في القانون رقم 10 لسنة 2005 لمزاولة التامين في العراق .حددت مشكلة الدراسة بعدد من التساؤلات الاتية : 1 - ما مدى امكانية تنفيذ معاييرحوكمة الشركات في شركة اعادة التامين العراقية موضوع البحث ؟2 - ما هي متطلبات تطبيق حوكمة الشركات في (شركة التامين ، وشركة اعادة التامين). لادارة مخاطرها؟3 - ماهو اثر تطبيق حوكمة الشركات في ادارة الخطر؟4 - ما مستوى تطبيق شركة اعادة التامين العراقية ، باجرءات وعمليات حوكمة الشركات بتطبيق معايير الاتحاد الدولي لمراقبي التامين ؟ولقد تم وضع بنية اجرائية لها تتطلب تصميم انموذج افتراضي يعكس طبيعة العلاقة والتاثيربين (حوكمة الشركات وادارة الخطر ) ونتج عنها مجموعة من الفرضيات الرئيسة والفرعية التي تعكس هذه العلاقات .ولاختبار الفرضيات تم جمع البيانات المتعلقة بمتغيرات انموذج الدراسة باعتماد استبانة اعدت لهذا الغرض ولاجل معالجة البيانات والمعلومات استخدمت في هذه الدراسة اساليب احصائية (التحليل الوصفي ،معامل الانحدار المتعدد ،معامل الارتباط لسبيرمان) ،واستخرجت النتائج باستخدام البرنامج الاحصائي ((Spss,Ver,10 .وبهذا فقد تم التوصل الى مجموعة من الاستنتاجات التي تخص الجانب التطبيقي ،واهمهواجود علاقة ارتباط وتاثير بين (حوكمة الشركات وادارة الخطر) في الشركة المبحوثة وقبول فرضيات الدراسة ورفض بعضهوابالاعتماد على الاستنتاجات التي توصلت اليها الدراسة فقد تم وضع مجموعة من التوصيات التي تنسجم مع واقع الدراسة واهميتها 1. ضرورة اعتماد حوكمة الشركات في شركة اعادة التامين العراقية كنظام استرشادي ملتزم هدفه حماية مصالح الشركة وتطورها فنيوا ماليوا اداريا.2. اشراك العاملين بمختلف مستوياتهم وتخصصاتهم بدورات حوكمة الشركات(نظم قانونية، اقتصادية ،مالية ،ادارية ) وادارة الخطر (الخطر المؤسسي ،اخطار التامين وادارتهواتدريب الكوادر مهنيواسلوكيا ).3. اهمية استخدام التقنيات المعلوماتية والاتصالات لاغراض ادارة الخطر | The aim of this study to identify the role of Corporate Governance and it’s effect on insurance operation and what risks Iraq reinsurance company opposes because of its role which goes more than locally insurance companies for it consider as a professional for reinsurance business and then the retention of National operation according to it’s financial solvency of foreign reinsurance operation to influence the results of work of Iraq Reinsurance operation for the benefit of Iraqi balance payments.Local Iraqi reinsurance works according to the giving authority based on Low No : 10 for the 2005, to practice insurance in Iraq.The problem of this study pointed on several questions such as : - 1 - The ability to attain the of items Corporate Governance Supervisors in Iraq reinsurance Co.?2 - What are the requirement to apply attainable Governance in reinsurance co, and insurance co,for managing risks?3 - What is the impact of application Governance Corporate on managing risks?4 - What is the level which Iraq reinsurance Co,(the studied company)could apply the process and the operation of Corporate Governance to apply the items of International Association Insurance Supervisors? Placing processing construction which needs to design a probable sample which reflect the nature of the relation and the impact between combines (corporate Governance and Risk Management) which consequent several main and branches assumption which reflect these relationships. To test the validity of hypotheses have been collecting data on variables model study adoption questionnaire prepared for this purpose and for data processing and information study used methods (SPSS, Ver.10).So we have come approach to a number of samples on application side the most important one was that there is a relationship and an impact between Corporate Governance and Risk Management on the researched company and acceptance of study assumptions based on these consequences, and refused some another it. Abstract: يتركز موضوع البحث في دراسة المتغيرات الرئيسة لمفهوم التعلم التنظيمي في واحد من اهم الاجهزة الرقابية في العراق وهو (ديوان الرقابة المالية الاتحادي) وجودة اعمال التدقيق التي يقوم بها الديوان، ففي ظل التحديات التي تعيشها اجهزة الرقابة عامة في العراق وديوان الرقابة المالية الاتحادي لاسيما في مكافحة الفساد الاداري والمالي وتقويم اداء الدوائر الخاضعة للرقابة والتدقيق اصبح من الضروري على هذه الاجهزة ان تعمل على تبني استراتيجيات تؤدي الى مزيد من الكفاءة والابتكار والابداع لتحقيق الجودة في الاعمال الرقابية، يهدف البحث الى التعرف على جانب مهم وهو التعلم التنظيمي الذي من شانه ان يزيد من حجم التعلم لدى المنظمة المبحوثة وبالتالي رفع مستوى جودة التدقيق التي تعد الاخيرة من اهم المشاكل التي تواجه المنظمات الرقابية، حيث يهدف البحث الى تحليل طبيعة العلاقة القائمة بين التعلم التنظيمي وجودة التدقيق. تضمن البحث اربع فرضيات رئيسة، الاولى توجد علاقة تاثير بين استراتيجيات التعلم ومستويات التعلم ، والثانية توجد علاقة تاثير بين مستويات التعلم واستراتيجيات التعلم ، والثالثة توجد علاقة تاثير بين استراتيجيات التعلم وجودة التدقيق، اما الفرضية الرابعة توجد علاقة تاثير بين مستويات التعلم وجودة التدقيق. اجري البحث على ديوان الرقابة المالية الاتحادي، وبلغت عينة البحث (79) فردا شملت خمسة مستويات من العاملين ، وهي (مدير عام، معاون مدير عام، رئيس هياه، مدير قسم، معاون رئيس هياه). وكانت الاستبانة هي الوسيلة الاساس لجمع المعلومات التي اعتمدها الباحث فضلا عن المقابلات الشخصي، واعتمد البحث اساليب احصاء عديدة (الوسط الحسابي، الانحراف المعياري، معدل التباين، معامل ارتباط الرتب لسبيرمان)، حيث استخرجت النتائج باستخدام البرنامج الاحصائي (spss). توصل البحث الى مجموعة من الاستنتاجات كان اهمها تحقيق علاقات ارتباط ايجابية بين مستويات التعلم وجودة العمل الرقابي، فضلا عن تحقق علاقات تاثير ايجابية بين استراتيجيات التعلم وبين جودة العمل الرقابي

Abstract: يهدف هذا البحث الى تسليط الضوء على العلاقة بين ادارة الموهبة والتفكير الابداعي وانعكاسهما في اجراء تغيير تنظيمي ملائم لعينة من الكليات العراقية الحكومية والاهلية، وسعيا لتحقيق ذلك، فقد اعتمد البحث على عدد من المناهج البحثية الرصينة، تمثلت بشكل اساس بالمنهج التطبيقي التجريبي لاختبار علاقات البحث ومتغيراته، والمنهج التاريخي لترصين المفاهيم التي تم تناولهواتاصيلها، وانطلق البحث من مشكلة معبر عنها بعدد من التساؤلات الفكرية والتطبيقية، استهدف من الاجابة عنها استجلاء الفلسفة النظرية والدلالات الفكرية لمتغيرات البحث، والمتمثلة بادارة الموهبة ، والتفكير الابداعي، والتغيير التنظيمي، كونها من الموضوعات الحديثة على البيئة العربية عامة والبيئة العراقية خاصة، ومن ثم تشخيص مستوى اهميتهوااثرهواامكانية تطبيقها ضمن منظومة التعليم العالي. وباعتماد ستراتيجية المسح التحليلي، فقد استهدفت عينة البحث (24) من الكليات العراقية، تضمنت (12) كلية حكومية و(12) كلية اهلية شكلت بمجملها (140) فردا من القيادات العليا للكليات المبحوثة، متمثلين بـ(عمداء الكليات ومعاونيهم ورؤساء الاقسام العلمية واللجان العلمية في تلك الاقسام)، في حين تمثلت الاداة الرئيسة للبحث بالاستبانة، اضافة الى تصميم نماذج مقابلات جرى تصميمها بالاعتماد على عدد من المقاييس العالمية الرصينة الخاصة بمتغيرات البحث بعد ان جرى تكييفها بما يتناسب مع متطلبات البيئة العراقية، وقد جرى تحليل البيانات واختبار الفرضيات باستخدام عدد من الادوات الاحصائية الملائمة مثل معادلة النمذجة الهيكلية SEM والنمذجة الخطية الهرمية واسلوب الانحدار الخطي والارتباط، اضافة الى اختباري (T) و(F)، وكذلك تم استخدام مجموعة من الاشكال والمخططات التوضيحية لتوضيح العلاقات بين متغيرات البحث وابعادها المختلفة. وفي المحصلة النهائية، اظهرت النتائج صحة اغلب فرضيات البحث، وبالاعتماد عليها صيغت عدد من الاستنتاجات التي استند اليها الباحث في وضع جملة من التوصيات للكليات المبحوثة من خلال توظيف برنامج مقترح، واختتم البحث بعدد من المقترحات لدراسات مستقبلية لاحقة. | The current research aims to Shedding of light on the relationship between managing of the talent management and creative thinking and reflect them on appropriate organizational change regulatory for sample of the Iraqi government and Private Colleges. In order to achieve this, research has adopted a number of research approaches Originality, was the basis of the approach is applied to test the experimental relations research and variables, and the historical method, cemented to the concepts that have been addressed and establish it. And launched search of a problem expressed in a number of questions of intellectual and practical, targeted to answer elucidate the theoretical philosophy and intellectual implications for research variables Which include : talent management, and creative thinking, and organizational change, being one of the subjects modern for Arab environment in general and the Iraqi environment in particular, and then the diagnosis level relevance and impact and applicability within the higher education system. With the adoption of the strategy survey analytical, have targeted research sample (24) of colleges Iraq, which included 12 government college and (12) Private college formed a whole (140) members of the senior leadership of the colleges surveyed, and internalized (deans and their assistants and heads of scientific departments and committees scientific in those sections). While was the main tool to search, questioner in addition to the design models interviews, was designed based on a number of international standards discreet private variables that look after these standards have been adapted to suit the requirements of the Iraqi environment. The data were analyzed and test hypotheses using a number of statistical tools appropriate such equation modeling structural SEM and modeling linear hierarchical style linear regression and correlation, in addition to the test (T), as well as the use of a range of shapes and diagrams to illustrate the relationships between Different dimensions. In the final analysis, the results showed the health of most of the research hypotheses, and drawing it formulated a number of conclusions which recommends the need for management of the colleges surveyed thought the creative talents and by employing a proposed program by the research, which concluded with a number of suggestions for future studies later.

Abstract: Increased attention to corporate governance with the increasing need for investors and other parties in the Iraqi market for securities of the information credible and confidence and greater transparency in the disclosure as well as the systems of governance lead to raise the value of the company and that by reducing the cost of capital and reduce the cost of financing, as well as that there are indications modern measurement can be adopted by the Iraqi market for securities for the purpose of evaluating the performance of listed companies and then raise their value.The research problem is that there is no framework or structure of the legal and local rules for the application of corporate governance in Iraq obliges listed companies which applied as well as that of the Iraqi market for securities depends style financial analysis of the traditional evaluation of the performance of listed companies and the failure to adopt indicators modern and built on the basis of value.The research aims to develop a proposal for a specimen guide corporate governance to strengthen the companies' efforts to improve its financial performance . And the application of financial performance metrics on the basis of value creation . For the purpose of addressing the problem of the lack of a window or a legal structure and local rules for the application of corporate governance in Iraq require companies to contribute to its implementation , which is reflected in the breach in the levels of financial performance and achieve the desired goals and the mouthpiece of the financial performance, based on the value in order to protect companies and stakeholders , capital and all parties dealing with the company as well as that of the Iraqi market for securities depends style financial analysis of the traditional evaluation of the performance of listed companies and the failure to adopt indicators modern and built on the basis of value and thus raise the level of the economy in Iraq , and the adoption of existing investors and prospective on these indicators in the investment and the purchase of shares of these companies .The research was based assumptions to the effect that the application of the rules of corporate governance leads to improving the financial performance of the companies, as well as the existence of a relationship between corporate governance and financial performance metrics to add the value of listed companies in the Iraqi market securities.2For the purpose of achieving the goals of the research, testing hypotheses in listed companies in the Iraqi market for securities, and in light of the study of theoretical and applied research that has been in has been reached on a set of conclusions and recommendations. Of the most prominent findings : 1. The lack of an effective framework or guide in Iraq to corporate governance principles applied by companies listed on the Iraq Stock Exchange.2. The failure of the Iraqi market for securities and listed companies in which the adoption of measures of financial performance based on value, but relied on some traditional measures of financial performance. 3. The adoption of a measure of market value - added and considered the standard measure of successful companies that achieve a market value - added as a measure of positive summarizes the essential administrative and operational performance of the companies and their ability to manage their resources in order to maximize shareholder wealth.The study made a number of recommendations , including : - 1 . The need for the Iraqi market for securities issued instructions to all listed companies in the market that includes their annual report on corporate governance in order to achieve the goals of corporate governance and achieve competitive advantage . 2 . The possibility of the Iraqi market for securities and listed companies in which the adoption of measures of financial performance, based on the value to the traditional measures of financial performance , because the two indicators of importance with respect to the shareholders and existing and prospective investors and boards of directors in evaluating the performance of executives . 3 . Prominent among the criteria used in the evaluation of banking performance is what is known standards (CAMELS), and are almost in place in most countries of the world , including Iraq , as the Iraqi Central Bank applied to the Iraqi private banks operating in Iraq , without beds banks Iraqi government , including Rafidain Bank. In this sense emerged research problem in not subjecting banks Iraqi government to the process of assessing its performance according to standards (CAMELS), has been selected Rafidain Bank sample search, and one of the oldest and largest banks Iraqi government , has not been limited to the entrance criteria (CAMELS) in the evaluation of performance of the bank's research sample , but have been using two entrances , first is the criteria (CAMELS) quantitative input, while the second contains self - assessment criteria and qualitative institutional transformation as an input , and through these entrances will be reached to the final evaluation of the research sample bank.Among the most prominent conclusions that have been reached, and a weakness in the performance of the Rafidain Bank on according to the entrance criteria (CAMELS) and criteria for self - assessment and institutional transformation . As of the most important recommendations is represented in the evaluation of government banks on according to the criteria adopted in assessing the performance of institutional banking , relying on more than entrance in the evaluation process , in order to integrate the evaluation process, and cover aspects that are difficult to quantify on according to the criteria (CAMELS), such as the use entrance self - assessment and institutional transformation adopted by the national Center for Management Development in the assessment of Iraqi institutions , or any quality standards other possible application on banks Iraqi government .
