Abstract: Governmental organizations are seeking to achieve the best outcomes for their strategic decisions by increasing the effectiveness of the vertical and horizontal linkages to all divisions, which leads to the flow of efficient and effective information when making decisions (down - top), and the information relating to those decisions when you begin to implement on the ground (top - down). Therefore, all managers in all organizational levels should have skills of relational leadership. Furthermore, they should take in consideration on both emotional intelligence and personnel style to handling conflict on the strategic decisions.The conceptual framework was built upon the four variables : relational leadership as a mediator, while both emotional intelligence and personal style to handling conflict as an independent variables and strategic decisions outcomes as dependent variables. The main research question was “what is the effect of both emotional intelligence and personal styles to handling conflict on strategic decisions outcomes through the relational leadership as a mediator variable?”. This study applied in the Iraqi Electricity Ministry and production, transmission and distribution directorates and departments it's affiliated.The quantitative design and deductive approach were used in this study. The questionnaire was used as a method for data collection, and 324 managers were use as randomly as a sample of this study. Many statistical techniques were used for data analysis by using the software (SPSS. V.22 - AMOS. V.22), several conclusions emerged were the most important of the following : 1 - There is a direct positive effect of emotional intelligence (especially motivation & social awareness) and style of collaborating and accommodating to handling conflict on strategic decisions outcomes and indirect through relational leadership. While there is not a direct positive effect or indirect of styles (compromising, competing & avoiding) on strategic decisions outcomes.2 - There is a direct positive effect of emotional intelligence (especially social awareness & social skills) and style of collaborating and accommodating to handling conflict on relational leadership. While there is not a direct positive effect of styles (compromising, competing & avoiding) on relational leadership.3 - The relational leadership as a mediator variable has a positive effect on the premises of the framework, of the study through changing the direct effect of independent variables on the dependent variable to indirect effect more positive

Abstract: health organizations are suffering from a large number of organizational obstacles that have negative impact that prevent or reduce the levels of innovation in it. This is justified by the interest of the study to diagnose the extent of the direct impact of decline and organizational routines in organizational innovation. In addition to determining the role of the moderator impact of organizational learning capabilities.The conceptual framework of the study was based on five main variables for organizational inertia was a mediator variable : Decline and Routine independent variables, organizational Innovation is dependent variable, addition of organizational learning capabilities are moderator variable. The problem of the study was confirmed through a number of structured interviews with a number of managers. Since, this study applied in eight public hospitals in Basra.The present study has relied on descriptive design (Descripto - Explanatory) which is complementary to exploratory research and is intended to interpret the results after describing them. The data was collected through the questionnaire tool for a sample of managers numbered (201) they were randomly chosen. This study used a number of statistical methods, the most important of which were (the analysis, the descriptive and the explanatory statistics, the path analysis) based on SPSS.v.22 - Lisrel.92 - AMOS .v.22).Therefore, this study reached a number of conclusions, the most important of which is : 1 - There is a direct negative impact of the organizational decline, especially (internal recession and failure to adapt to the external environment) and organizational routine (organizational rules) on organizational innovation.2 - There is a direct negative impact of the organizational decline and organizational routine in increasing the level of organizational inertia, in addition to the direct effect of the inertia on reducing the level of Innovation. 3 - There is an moderator role (improved) to organizational learning capabilities on the relationship between decline and organizational routines with organizational inertia, as well as the moderator impact of organizational learning capabilities on the relationship between organizational inertia and innovation

Abstract: Organizations and countries in general and aim to improve the performanceof their employees continuously, which is reflected positively on theoverall organizational performance, and that the educational institution in each country is considered the cornerstone in the growth and development of that country. Hence, this study is conducted in one of the important educational institutions in Iraq, specifically in the province of Basra (General Directorate of Education in Basra).The objective of this study is to investigate the ways to improve the overall performance of the educational institution. In this study, the researchers used the five - dimensional governance variable (governance leadership, basic responsibilities, behavioral standards, formally and socially accepted ethical standards, rights and responsibilities of the parties of governance) as independent variables to improve the performance (I.e., Economic performance, social performance, and environmental performance). The barriers of implementing the governance were used as an interactive variable for the relationship between governance and the overall performance of the educational institution, where the dimensions of barriers (administrative and financial corruption), Culture and negative values of the local community, the administrative bureaucracy and finally the systems and legislation of the ministry.In terms of the design and technique, the researchers relied on the quantitative design using a questionnaire which is distributed to a sample of (203) Managers randomly selected. A set of statistical methods was then SPSS.V22 and AMOS.V22) were used.The main conclusions of this study were :  A clear role of the environmental influences and mismanagement practices in the poor performance of the general Directorate of Education in the province of Basra. The negative impacts of the environment (internal and external) o n the organization have led to weaken its ability to implement the governance. There was a significant statistical impact of the implementation of governance on the overall performance of the Directorate General of Education in the province of Basra. There was need to the General Directorate of the Education of Basra as an educational and educational organization to work in accordance with the principles and guidelines of the governance.

Exploratory analysis, path analysis, and Pearson correlation coefficient).The results of the study were as follows : The organizational aesthetic capability leads to the development of the products of the South Refineries Company because it reflects the excellence of the directors working in the South Refineries Company with the abilities and skills that lead to the core values are the values of work related to the nature of the work itself, thus reducing their external values related to the results of the work. The study also provided a clearer support for the descriptive study scheme by demonstrating the moderating role of organizational mirroring, so the positive evaluation from the customer's point of view is due to the high coordination between the company And suppliers in addition to the integration of some local and international organizations.

Abstract: تهدف الدراسة الى التحقيق في العوائد غير العادية المتحققة من جراء تاثير التفاعل لاعلانات الارباح وتوزيعاتها، وكيف يقيم السوق الاشارتين في علاقتهما ببعضهما في اطار نظرية اشارة توزيع الارباح التي تتناول تاثير اطلاق المعلومات المالية العامة للشركة. ومعرفة قدرة السوق على دمج هذه المعلومات في اسعار الاسهم لغرض الاستدلال ضمنا" الى كفاءة السوق الشكل شبه القوي من خلال اعتماد منهجية دراسة الحدث. تشمل عينة الدراسة (12) شركة من الشركات المدرجة في السوق المالية السعودية من مختلف القطاعات والتي تلبي المعايير الموضوعة للاختيار، للمدة من(2007 - 2016) والتي شكلت قرابة (83) حدثا" متزامنا". توصلت الدراسة الى مجموعة استنتاجات لا تدعم طروحات نظرية الاشارة اذ تؤكد وجود تسرب للمعلومات في المدة التي تسبق يوم الحدث، ووجود تاخير في انعكاس المعلومات الجديدة في اسعار الاسهم في الايام التي تلت يوم الحدث ساعد في تحقيق عوائد غير عادية ذات دلالة معنوية في بعض المجاميع الفرعية لاعلانات الارباح والتوزيعات المتزامنة، وعدم وجود تاثير تفاعل ذي دلالة معنوية لمتغيرات الارباح والتوزيعات المعلنة في العوائد غير العادية التراكمية. وان السوق يقيم اشارة توزيعات الارباح بمعزل عن اشارة الارباح. ويلاحظ ان مجموعة الشركات التي تزامنت اعلانات انخفاض كل من الارباح والتوزيعات قد شهدت استجابة سالبة تتوافق مع نظرية الاشارة اذ كان متوسط العوائد غير العادية المتراكمة سالبا". وبالتالي رد فعل سوق الاوراق المالية السعودية لاعلانات الارباح وتوزيعاتها يختلف بشكل ملحوظ عن معظم النتائج للدراسات السابقة في البلدان المتقدمة، لكنها مشابهة للنتائج التجريبية التي اجريت في اسواق الاسهم الناشئة وتقدم بعض الدعم لطروحات المدرسة السلوكية. | The study aims to test of abnormal returns achieved from interaction effect to announcement of earnings and their dividends. Moreover, how does the market evaluate the two signs in their relationship with each other, under the dividend signal theory that deal with impact of release of the company's public financial information. And identify the market's ability to incorporating this information in stock prices for purpose of inference the form semi - strong of efficient market by adopting event study methodology, the study sample Include (12) company listed on the Saudi Stock Market from different sectors that meet the established criteria for the selection, for the period of (2007 - 2016) formed nearly (83) simultaneous event. The findings of the study do not support the proposals of the signal theory because confirming the existence of the leak of information in the days before the event day and delays at capturing new information in stock prices in the days and after the event day has helped to achieve abnormal returns were significant in some sub - groups earnings and dividend announcements simultaneous, And a lack of interaction effect significantly to the variables of Earnings and dividends announced on cumulative average abnormal returns. In addition, that the market evaluates the dividend signal isolation from earnings signal. Notes that a group of companies which concurrent announcements decreased both earnings and dividends have seen a negative response consistent with the signal theory, where the cumulative average abnormal returns is negative. Therefore, the reaction of the Saudi stock market to earnings and dividends announcements is significantly different from most of the results of previous studies in developed countries, but they are similar to the experimental results conducted in emerging stock markets and offer some support for the proposals of behaviorism.

Abstract: يهدف هذا البحث الى اختبار العلاقات البينية بين اربع متغيرات رئيسة تعكس تاثير الدور المتميز لادارة الموارد البشرية في تعزيز منظومة تفكير وتعلم فريق البيع. وهذه المتغيرات تتمثل بمتغير قدرات الموارد البشرية (معرفة الاعمال، الخبرة الوظيفية ، وادارة التغيير) ، ومتغير ادوار الموارد البشرية (شريك استراتيجي، خبير اداري، وكيل تغيير ، ونصير العاملين) ومتغير الدعم التنظيمي المدرك ، ومتغير منظومة تفكير وتعلم الفريق. اذ افترض البحث بان قدرات الموارد البشرية تعزز من جاهزية اقسام الموارد البشرية على تادية ادوارها المعاصرة. كما يفترض البحث بان العلاقة بين قدرات وادوار الموارد البشرية تزداد مع وجود الدعم التنظيمي المدرك ، وان ممارسة اقسام الموارد البشرية لادوارها المطلوبة يساهم في تعزيز تفكير وتعلم فريق البيع. وقد اعتمد البحث لتحقيق اهدافه واختبار فرضياته ، على المنهج المزجي (Mixed Method) في اعداد وتصميم الدراسة. وهذا يتجسد بتوظيف اكثر من منهج بحثي بغية تلافي نقاط الضعف الموجودة في احداها من خلال المنهج الاخر. وفي هذا البحث تم اعتماد منهجين احدهما مكمل للمنهج الاخر وهما المنهج التجريبي (Experimental) والمنهج التحليلي (Analytical). تم تطبيق المنهج التجريبي على شركة المارد للوكالات التجارية المحدودة ، اما المنهج التحليلي فقد تم تطبيقه على عينة من الشركات التجارية الخاصة لغرض المساعدة في تعميم نتائج البحث. وقد ضمت هذه العينة ثمان قطاعات وهي قطاع المصارف ، قطاع الوكالات التجارية ، قطاع التعليم الجامعي، قطاع الاتصالات ، قطاع المقاولات الخاصة ، قطاع الفنادق والسياحة ، قطاع التجارة العامة ، والقطاع الصناعي الخاص. وقد اختار الباحث من كل قطاع شركتين بلغ عددها (16) شركة ، وتم اختيار (10 ) افراد من كل شركة (3 عاملين بالموارد البشرية و7 عاملين بالتسويق والمبيعات) وقد اصبحت العينة الكلية (8 *2 *10 ) تضم (160 ) فرد. كما اعتمد البحث على مجموعة من الادوات الاحصائية شملت على سبيل المثال ، معامل كرونباخ الفا، ومعامل الارتباط البسيط، ومعادلة النمذجة الهيكلية وتحليل المسار. وقد اظهرت النتائج صحة اغلب فرضيات البحث ، وقد صيغت في ضوءها مجموعة من الاستنتاجات المهمة كان منها على سبيل المثال ، ان تادية وممارسة ادوار الموارد البشرية لا يمكن ان يتحقق بفاعلية بدون امتلاك خبراء وممتهني الموارد البشرية قدرات معينة. كما توصل الى استنتاج اخر يفيد بان ممارسة اقسام الموارد البشرية لادوارها الاستراتيجية يساهم في زيادة مستوى التعلم والتفكير لدى اعضاء فرق البيع مما ينعكس على زيادة ربحية ومبيعات الشركة بشكل عام. التوصيات الهادفة كان منها ، ضروة قيام الشركات عينة البحث باعادة هيكلة قسم الموارد البشرية بما يضمن تعزيز قدرات الموارد البشرية ويؤهلها لمسك وممارسة ادوارها المطلوبة وفق التغيرات السائدة في بيئة عملها الحالية والمرتقبة. وكذلك من المهم ان تلتزم الجهات ذات العلاقة في الشركات عينة البحث بتقديم الدعم المستمر لاقسام الموارد البشرية وممتهني وخبراء الموارد البشرية داخل شركاتهم. | This research aims testing interrelationship between four main variables, which reflects Impact of differential mandate of human resources management to enhance thinking and learning system of sales team.These variables represent with competencies of human resources (knowledge of business, human resources provide, and management of change), variable of roles for human resources (strategic partner, administrative expert, change agent, and employee champion), variable perceived organizational support, and variable of thinking and learning for the team.This research assumes that competencies of human resources enhance readiness of human resources departments conducting its modern roles.Also this research assumes that relationship between competencies and roles of human resources will increase with existence of perceived organizational support, and practicing human resources departments its required roles will participate in enhancing thinking and learning for sales team.Research based to accomplish its aims, and testing its hypotheses upon mixed method in preparing and design of study.This can be shown by using more than one research method in order to avoid weak points which exist in one method via another.This research depended on two methods each complementary to the other, which are experimental and Analytical methods.Experimental method was implemented on AL - Mared for commercial agencies Co. Ltd.; on the other side Analytical method was implemented on samples of private commercial companies to support research results. Sample included eight sectors which are banking sector, commercial agencies, higher education, telecommunication, private construction, tourism, general trading, and private industry. Researcher selected Two Companies from each, amounting to 16 companies.From each company 10 individuals where selected (3working in human resources, 7 in marketing and sales), total sample became (8*2*10), equal 160 persons.Also research depended on groups of statistical tools included for example; Cronobach Alpha, simple correlation coefficient, structural equation modeling, and path analysis.Research results show that most hypotheses were positive; accordingly many important conclusions were formulated for example; performing and practicing human resources roles cannot be accomplished effectively, without having special competencies by human resource experts and practitioners.Another conclusion was reached which illustrates that practicing of human resource departments their strategic roles will participate in increasing thinking and learning level of members of sales team which lead to increasing in profit and sales of company in general.Significant recommendation, for instance; it is important to companies which are samples to restructure human resource department to enhance their competencies, make department eligible to practice its required roles according to prevailing changes in present and future business environment.It’s important that the administrations of the companies which are samples, commit to give its full and continuous support to human resource department, human resource experts, and practitioners in their companies.

Abstract: study aims to reveal the relationship between the financial structure of Iraq's companies which listed in Iraq financial market and the financial performance represented by profitability. This will be measured by the return on assets and by the market value of companies represented by share's closing price multiplied by the number of shares. Also this study search for the impact of intermediate factor namely the risk, size of the company and the age of the company on this relation . In order to achieve the objectives of study, the researcher depended on published financial data of (43) companies for the period (2004 - 2011).Statistical methods were used to analyze the data, especially the simple regression and multiple regression, in addition other methods (mean and standard deviations) .After analyzing the data and testing the hypotheses, the main findings are the following : - 1 - There is no relationship between the independed variable represent by debt and dependent variables represented by the return on assets .2 - There is no relationship between the independent variable represented by debt and dependent variable of the market value of the company .3 - There is no impact of mediation factors on relationship between financial structure and the profitability .4 - There is impact of mediation factors on relationship between financial structure and the market value.

Abstract: انبثقت مشكلة الدراسة من قلة الالتزام بالرؤية الاستراتيجية لدى البعض من ادارات الشركتين المبحوثتين، وضعف الترابط بين الرؤية الاستراتيجية والتسويق الريادي، فضلا عن قلة الاهتمام بوضع استراتيجيات عمل مناسبة تساعدهم في بلوغ الرؤية الاستراتيجية والتي بدورها تساهم في تحقيق التسويق الريادي. كما تكتسب الدراسة اهميتها من خلال تسليط الضوء على اهمية الرؤية الاستراتيجية في تجنب وقوع الشركتين المبحوثتين في الاخطاء، من خلال وضع استراتيجيات عمل مناسبة تساعد في التغيير من الممارسات التسويقية التقليدية، وذلك من اجل تحقيق التسويق الريادي. وتهدف الدراسة الى تطبيق الرؤية الاستراتيجية بوصفها متغيرا مستقلا بابعادها المتمثلة بــ (التوجه المستقبلي، القبول الواسع، التفكير الاستراتيجي) في تعزيز التسويق الريادي بوصفه متغيرا تابعا بابعاده المتمثلة بــ (الابداع، ادارة المخاطر، الاستباقية، التركيز على الزبائن، اقتناص الفرص). وقد تم تقديم فرضيتين رئيسيتين تحتوي كل واحده منها على فرضيات فرعية انطلق منها الباحث الى التحليل والتفسير لتشخيص علاقات الارتباط والتاثير بين ابعاد متغيرات الدراسة من خلال برنامج التحليل الاحصائي (SPSS)، وتم الاعتماد على مجموعة من الاساليب الاحصائية المتمثلة بــ (النسب المؤية والتكرارات، تحليل المتوسطات، الانحراف المعياري، تحليل الارتباط، تحليل الانحدار الخطي، معامل الاختلاف)، واعتمد الباحث عينة عمدية بلغت (99) مبحوثا من الشركتين المبحوثتين والمتمثلين بالادارة العليواالوسطى (المدير العام، مديري الاقسام، مديري الشعب والوحدات ومعاونيهم). وتوصل الباحث الى مجموعة من الاستنتاجات كان ابرزهواجود علاقات ارتباط وتاثير معنوية بين ابعاد الرؤية الاستراتيجية وابعاد التسويق الريادي، اما اهم ما يوصي به الباحث هو ضرورة بلورة الشركتين المبحوثتين لرؤيتهمواكتابتهواتوضيحها لموظفي المنظمة، مما يدفعهم لبذل المزيد من الجهود ورفع الطاقة الانتاجية لديهم، وبالتالي الوصول الى التسويق الريادي من خلال تطوير الاساليب التسويقية المتبعة واستخدام التكنولوجيواالاساليب الحديثة الاخرى بدلا من استخدام الاساليب التقليدية، وذلك من اجل الوصول الى اكبر عدد ممكن من الزبائن والحصول على حصة سوقية اكبر مما يسهم بتحقيق الارباح. | The study problem stems from the clarity weakness of the strategic vision of some of the managements of the two companies concerned, and the poor correlation between the strategic vision and the entrepreneurial marketing, as well as the lack of appropriate work strategies to help them achieve the strategic vision, which in turn contributes to the achievement of entrepreneurial marketing. The study is important by highlighting the importance of the strategic vision in avoiding the occurrence of the companies involved in the mistakes, through the development of appropriate work strategies to help change from traditional marketing practices in order to achieve the entrepreneurial marketing. The study aims to use the strategic vision as an independent variable and its dimensions (future orientation, wide acceptance, strategic thinking) in promoting the entrepreneurial marketing as a dependent variable and its dimensions (Innovation, risk management, proactivity, customer focus, opportunities capture). Two major hypotheses were presented, each of which contains sub - hypotheses, from which the researcher proceeded to analyze and explain the relationship of the correlation and influence between the dimensions of the search variables through the statistical analysis program (SPSS). (The mean, standard deviation, correlation analysis, linear regression analysis, variance coefficient). The researcher relied on a sample of 99 persons from the two companies represented in the top and middle managements (general manager, department managers, people managers and units) and their assistants. The researcher has reached a number of conclusions, the most prominent of which were the existence of moral influence and correlation relationships between the dimensions of the strategic vision and entrepreneurial marketing. The most important thing recommended by the researcher is the need to crystallize the two concerned companies visions, write and explain them to working individuals, which prompts them to make more efforts and raise their production capacity, To reach the entrepreneurial marketing through the development of the used marketing methods and the use of technology and other modern methods rather than classical methods, in order to reach the largest possible number of customers and obtain a larger market share Which contributes to the achievement of profits

Abstract: This study contains a reaction among three variables which represent the intellectual frame of it these are (organizational learning capabilities, knowledge management, and Innovation process). The motivation behind this study is an problem started which is so - called "environmental developments " that face Iraqi Drilling Company which is one of Ministry of Oil Companies. These developments are pushing the company from local Market to international market after the current oil investments licenses in Iraqi and their consequences in term of response and flexibility that is in accordance with current situation .The study is summarized by some questions that to be answered in order to shed light on the intellectual indications of the above mentioned variables because of their being a new topic application within Iraqi environment and their role in determining their significance and influence in showing the role of organizational learning capabilities in sustaining innovation capability under mediating role of knowledge management.Questionnaires were made on a sample consisted of (110) managers within the company who fulfilled the characteristics imposed by this study. The study used statistical tools in gathering and treating data and analyzing information, the available statistics software( SPSS - V.21) was applied . The study also used two main hypotheses which were tested in order to prove their credibility.The study produced with intellectual theoretical and practical conclusions which show the true situation of organizational learning capabilities that are prevalent in practical environment. The long a shared vision obsesses the interest of managers under study and this represents a healthy indication as it proves their transparency and harmony. Regarding the mediator role of knowledge management ,( analysis process) has the first grade among other elements in organization process dimension. Knowledge sharing was leading in ( operational processes) dimension among other knowledge management processes.Regarding innovation process, innovation in product and process share to manager in facing competition. It is shown that the influence impact on innovation process increases when there is a reaction between organizational learning capabilities and knowledge management within organization and in higher percentage compared to the case when variables are studied separately.The study presents some recommendations mostly from the researcher observations in addition to those inspired by theoretical and practical conclusions.

Abstract: This study was conducted to check out whether there is negative behavior like sexual harassment which exercised by some Lecturers toward female students at universities Specifically inhabitants in the internal accommodation and to check out the possibility of providing mechanisms that contribute to reducing this behavior by building an electronic system which specially designed to helps deter this deviant behavior. The study Set off from problem were elaboration through design checklist and distributed to female students inhabitants in the internal accommodation in universities community of study in order to identify the extent of exposure them or their colleagues to negative behavior like sexual harassment behavior by some Lecturers. Also highlight the importance of study which stemming from the importance of study community i.e. universities and the importance of the role played it and the negative effect of sexual harassment behavior on the educational process, as well as the importance of the study emerged from subject as an sensitive topics and unspoken which it represents the first study in Iraq in the field of administration, according to researcher exploration .The study considers the organizational culture as a moderating variable in the relationship between the main variables of the study (the electronic system - building requirements, and the mechanisms to prevent organizational misbehavior like sexual harassment behavior) ,by assuming the diversity of organizational culture from one university to another and the impact exercise on possibility of the applying the electronic system. One part of the pilot study was to diagnose the extent of exposure some students inhabitants in the internal accommodation in the study community (Universities) to sexual harassment behavior by some lecturers and the other part to examine the views of some officials in the Ministry of Higher Education and Scientific Research (HE the Minister's advisers and some responsible managers at the ministry office and the chancellor and vice chancellors of universities in Baghdad, Basra and Kufa, about the possibility of applying electronic system that a specially designed to prevent from sexual harassment behavior.The outcome of the pilot study has helped to shape the study problem and determine its features clearly. The study also addressed measuring the electronic system effect in reducing sexual harassment behavior and whether there is an moderating effect by organizational culture on the relationship between the proposed system and mechanisms to prevent sexual harassment behavior , the questionnaire was adopted in data collection and identified the sample by (40) Deans in three universities of study community .The most important conclusions of study is relatively availability of misbehavior like sexual harassment by some lecturers toward female students in universities of study community, and the existence of the possibility to implement the electronic system thatdesigned to prevent such negative behavior, the moderating effect by organizational culture on the relationship between the electronic system designed to prevent from organizational misbehavior like sexual harassment and mechanisms to reduce this behavior

Abstract: Purpose : To detection the relationship between lean maintenance methodologies, and reduce waste in maintenance and production processes as a mediator variable, and improve operational performance.Design / Methodology / Approach : Questionnaire was developed to ensure existence of the relationship between the variables of the study, and depending on the random sample, were distributed to 73 questionnaire on administrators and Technicians in Alfayhaa company of ready construction, and analyzed by a program (AMOS v.21 and SPSS v.21 ), In addition to the use of a set of quantitative measures as (The Overall Equipment Effectiveness, Waste Ratios, Cost, Quality, and Productivity), for data processing quantified by employing them in a computer program designed based on Microsoft Excel. 2010, and analysis of results.Findings : Showed a knowledge gap is concerned with determining the nature of the relationship between the lean maintenance methodologies, and reduce waste in maintenance and production processes, and improve operational performance, results showed that the company in the year (2012) had a maintenance system is not at the required level, compared with the year (2013), which introduced some improvements to the maintenance system, thus reducing waste in maintenance and production processes by certain percentages, and reflections on improving operational performance, as well as been confirmed the existence of a statistical relationship between the three variables, so the company needs to develop maintenance activities and the implementation of the three methodologies, to achieve the maximum benefit maintenance of resources, and the continued improvement of the level of operational performance. Limitations of Study : The difficulty of identifying the company field of study, there were some complications in providing quantitative data from the reality of Records as the company considers this data can affect its competitive position in the market.Practical Implications : You can benefit from the findings of the study, that the interest in improving maintenance practices at the company has reduced waste ratios, which is reflected in improved operational performance of the company, so the increased interest in this area will increase the company's chances of achieving its goals and objectives.Originality / Value : The study was to bridge the gap in the lack of an Arab or foreign study looked at the relationship between the variables of the study in one hypothetical model, and how important this relationship is to improve the operational performance of the company.Key Words : Lean Manufacturing, Lean Maintenance, Autonomous Maintenance, and Basic Maintenance Procedures 5S, The Overall Equipment Effectiveness (OEE), Waste, Operational Performance, Cost, Quality, and Productivity.

Abstract: The Environmental changes and economic conditions led to competition not only among companies but also within the supply chains as a result the companies are trying to get the mechanism and the methods needed to increase the efficiency of their own supply hains as such their study investigate the impact of information security in efficiency of supply chain through the mediatory role of supply chain security in Iraqi drilling company The formulate the framework of this study the researcher deals with three main variables and ten sub - variables the main variables are information security ,supply chain security ,supply chain sufficiency. The ten variables are : ( confidentiality, integrity, availability, and cargo management, facilities management, and information management, and human resources management ,competitive advantage ,labour efficiency ,supply chain visibility ) then the problem of the study has been investigated by use of interviews of a pilot study. The study depended on an exploratory design and data collection from a sample of 235 worker in the Iraqi drilling company who were randomly selscted .The member of the workers selected was determined according to the scientific statistic techniques. A questionnaire was used and distributed to the sample of study .the collected data was analyzed by the statistical means of the exploratory factor analysis ,conformational factor analysis , path analysis and Pearson correlation coefficient,), in addition to the application of ISO 17799/2005 Checklist in the company the extracted the results, showed that the percentage of applying the standard specifications of information security by the company was 69.9% because of some weaknesses that the company should get rid of .the company should also reinforce its points of strength the study arrived at some conclusions ,the most important of which were the hypothesis of the study is supported through proving the mediatory role of supply chain security as a result of the findings of this study that is no signification direct relation between information security and supply chain efficiency and that this relation is indirect through the mediatory role of the supply chain security .besides the study presentsome recommendations to the company to demonstrate itself practical benefit

Abstract: Because of the strong competition organizations are nowadays thinking of introducing new appropriate mechanism to respond to the environmental changes by creating the organizational citizenship behavior. This kind of behavior requires justice and relationship quality in the relation of the leader of the organization that makes the employees trust and psychological empowerment him . This study attempts to investigate the impact of the two independent variables of justice of the leader and his relationship quality on the dependent variable of the organizational citizenship behavior through the two mediatory variables of trust in the leader and psychological empowerment . The sample of the study consists of employees of Basrah governmental hospitals (General Basrah Hospital, Al - Sadr Educational Hospital, Al - Fayha Hospital, Al - shafa General Hospital and the Port Hospital).To form the conceptual framework for the study, five variables are processed : justice of the leader , the relationship quality , trust in the leader , the psychological empowerment and the organizational citizenship behavior .The problem of the study is derived from the results of interviews and pilot study . The study depends on the exploratory design and the data collected from 360 employees selected randomly from the hospitals under study .By utilizing the statistical tools of the exploratory factor analysis , conformational factor analysis , path analysis and pearson correlation coefficient, the study arrives at same conclusions; the most important of which are : the social context in the hospitals that are characterized by justice and very quality personal relationship is important to provide the psychological competence that helps in engaging the employees in the health sector in practicing the organizational citizenship behavior . The results highly supports the hypotheses of the study by verifying the mediatory role of trusting the leader and psychological empowerment to maintain the organizational citizenship behavior because the results show that practicing organizational citizenship behavior increases with the increase of positive expectations of employees of the health sector about others behavior regardless of the expected risks .The employees feeling of their proficiency also increase by knowing the circumstances that reinforce feelings of weakness and also getting rid of these feelings due to the direct and indirect effect of trust in the leader and the psychological empowerment on the organizational citizenship behavior .

The study has collected data from (four )Iraqi state companies working in the national industrial environment which are (State company for Iron and steel, State company for Paper industries , and State company for tires industry, State company for ready - made clothes) as an organizations that are facing competitive challenges cause loss its ability to responding to the growing rapid developments in the industry environment. The survey was conducted upon (198) individuals from the four surveyed companies) , the individuals were executive officials in regard with implementing strategic decisions of the mentioned companies .The researcher has employed a lot of methods to collect the necessary information and data for testing the study model and hypotheses, including : a questionnaire designed according to five - point LIKERT scale which the researcher relied upon conducting measurement tests, this method used in world - wide studies ,and has been adapted for the purposes of the present study. The reliability and validity measurements have been tested via exploratory and confirmatory factor analysis.Research data was subjected to statistical analysis by employing a package of (SPSS). Results of statistical analysis proved the validity of many of the hypotheses that have been developed in accordance with study model. Abstract: The present study aims at exploring the mediating role of the perceived organizational support between high involvement management and the and the situational outcomes in their two dimensions job satisfaction and organizational commitment , the deductive approach has been pursued in this study as a research method while the strategy that is adopted here represented in an analytical survey.The sample population included those who work for south oil company divisions which are fifteen ones (operation division , transportation division ,oilfield division, drilling and rehabilitation division,Thy Qar oilfields division, engineering division, planning and following division, project division, commercial division, materials division, administrative division, water division, West Qurna 1 and Zubeir field operation division) which was about 453 employees , the researcher based on a number of tools to gather information and data that support the topic of the current study among them the field coexistence and as well as the survey form. This study deals with very important three variables in relation to organization work : perceived organizational support as mediator variable , HR high involvement management as independent variable and situational work output as dependent variable . The study results found that perceived organizational support play the role of mediating variable between the dimensions of information sharing and job commitment .Also study results reached to the existence of a relationship with moral reference between ( deep training , compensation , team work and information sharing) and the job satisfaction mediates the perceived organizational support.The current study comes up with a number of recommendations and one of the most important of them that the researcher emphasizes is that the top management should increase the interest in HR high involvement management practices due to its positive and huge impact on the leverage of job satisfaction for the employees and the organizational commitment which in its turn improves the significant performance and the high productivity. Top management and managers in the middle level should improve the level of the perceived organizational support by the care of HRM practices because they have a direct and big impact on the improvement of thesituational work outcomes.

Abstract: ان هدف البحث هو بناء سيناريو للاداء الاستراتيجي المصرفي، اخذا في الاعتبار الاستثمار الاجنبي غير المباشر ومعدل الفائدة،وقد اجري على مجموعة من المصارف التجارية العراقية(بغداد،الاهلي،التجاري) للمدة (2007 - 2013)،وللوصول الى هذا الهدف فقد افترض البحث الفرضية الرئيسة التالية : " هناك تاثير مشترك ذو دلالة معنوية للاستثمار الاجنبي غير المباشر ومعدل الفائدة في مؤشرات الاداء الاستراتيجي المصرفي الاعلى يمكن من بناء سيناريو الاداء الاستراتيجي المصرفي ". على وفق الفرضية الانفة الذكر جرى التفريق بين اتجاه الاداء الاعلى،واتجاه الاداء الاقل وبين تزايد الاستثمار الاجنبي غير المباشر مع معدل الفائدة المنخفض، وتناقص الاستثمار الاجنبي مع معدل الفائدة العالي ، لتكوين مصفوفة السيناريو،وتم تقسيم مؤشرات الاداء الى ثلاثة مجموعات تمثلت في الاداء المالي، التشغيلي والتنافسي . اعتمد البحث على تاثير مؤشرات الاداء المالي على الربحية لاختيار مجموعة موشرات الاداء المالي،وعلى تاثير مؤشرات الاداء التشغيلي على الربحية بعد اقتران كل مؤشر بالكفاءة التشغيلية لاختيار مؤشرات الاداء التشغيلي،وعلى مؤشر القيمة المضافة لاختيار مؤشرات الاداء التنافسي. استخدم البحث الانحدار المتعدد على وفق المعادلة : Y=B°+BiXi+eلاختيار مؤشرات كل مجموعة،واختبار تاثير الاستثمار الاجنبي غير المباشر مع الفائدة على المؤشرات المختارة . تمت الاستفادة من النتائج المقدرة للمدة((2017 - 2015 في بناء سيناريو الاداء الاستراتيجي المصرفي لاتجاه اعلى في ظل تزايد الاستثمار الاجنبي غير المباشر،وسيناريو اتجاه اعلى اداء في ظل تناقص الاستثمار الاجنبي غير المباشر.توصل البحث الى : 1 - امكانية بناء سيناريو للاداء الاستراتيجي المصرفي ولكل حالة من حالات الاستثمار الاجنبي غير المباشر وتقلبات معدل الفائدة اعتمادا على تاثيرهما المشترك على الاداء، سواء كان سيناريو الاداء المالي،التشغيلي، والتنافسي،للوصول الى تخطيط متعدد الاتجاهات بدلا من الموازنات التخطيطية،ويعد سيناريو الاداء الاستراتيجي المصرفي وسيلة لتخصيص الاموال على وفق التغيير في سلوك كل من الاستثمار الاجنبي غير المباشر ومعدل الفائدة،والوقوف على مؤشرات المصرف المالية والتشغيلية والتنافسية اللازمة المستقبلية.2 - عدم امكانية بناء سيناريو الاداء الاستراتيجي المصرفي للاتجاه الاداء الاقل عندما يكون حجم التداول الاجنبي باسهم المصرف قليلا لعدم وجود تاثير مشترك للاستثمار الاجنبي غير المباشر والفائدة على الاداء اوصى البحث استخدام سيناريو الاداء الاستراتيجي المصرفي لمواجهة سلوك الاستثمار الاجنبي غير المباشر، والتغيرات في معدل الفائدة بالاستفادة من المؤشرات المالية الحالية المؤثرة في الربحية والقيمة المضافة والتي تستجيب للتاثير المشترك لهما للوصول الى قيم مستقبلية مقدرة تستخدم لبناء السيناريوهات،لوضع البدائل المستقبلية للاداء الاستراتيجي المصرفي بدلا من الاقتصار على الموازنات التخطيطية التي تكتفي بالتخصيصات لمواجهة المخاطر وتوفير السبل الكفيلة بجذب الاستثمار الاجنبي غير المباشر،وذلك من خلال بناء مناخ استثماري ملائم خصوصا في مجال متانة النظام المصرفي وتفادي الحاجز المعلوماتي الذي يخلقه عدم توفر المعلومات الدقيقة عن الاداء للاستفادة من الكلفة المنخفضة للتمويل.

Therefore, the study focused on the impact of effective risks management and critical success factors on the success of the projects for a range of projects / The construction industry in Basra Governorate.The study has interacted with four keys variables (risks management, critical success factors, and success of the projects) and twenty - two sub - variables (Project change, design risk, contractors, financial risks, legal / contractual risks, owners, unexpected risks, liquidation risks, technology and information systems, senior management support Smart, leadership style, disclosure and transparency, cost, time, quality).The study started from a problem that was formulated through the interviews conducted by the researcher with a number of officials in the Ministry of Planning and the Directorate of Planning of Basra Governorate, and through the data obtained from the Directorate of Planning of Basra Governorate, Preliminary study by the researcher.The study was based on a pilot study, in which data from the study sample were collected for a number of projects managers and executive engineers of (38) projects / companies working in the field of construction industry in Basra, including (252) In order to be the most experienced and knowledgeable in this field, according to scientific statistical methods, the data collected from the questionnaire distributed to the study sample were analyzed using a set of statistical tools (exploratory analysis, empirical analysis, correlation coefficient).The study found effective risks management in the success of the projects, the existence of an impact the critical success factors in success of the projects, and influence the management in the success of the projects through the interactive role of good governance. The study also concluded that there is noindirect relationship between the critical success factors and the success of the project through the interactive role of good governance.The study included a number of recommendations for projects / companies in the construction industry in order to show the scientific benefit in reducing the impact of the risks that may be exposed to the projects, the most prominent of which is the introduction of risk management as an integral part of the project management for risk management, The most influential project success.

Data for statistical analysis has been subjected by employing a package of ready - made software, particularly software (SPSS, V.23). The results proved that there was a significant effect of financial flexibility and its role in the reduction of the financial crisis, a positive role of the interactive strategic renewal variable.The study reached to a set of conclusions, notably the financial flexibility explain the financial crisis at the macro level and at the level of sub - indices, though the adoption of strategic renewal by the study as a variable Interactive has reflected positively in increasing the relationship between financial flexibility and the financial crisis in the commercial banking sector

Abstract: الغرض : تحسين اداء نظام العمليات في شركة الفيحاء للبناء الجاهز باستخدام العلاقة التفاعلية بين استراتيجية ادارة مخاطر التجهيز ، ومتطلبات استمرارية تدفق عملية الانتاج .ومناقشة النتائج التي تعزز هذا الاتجاه . التصميم / المنهجية / المدخل : بناء نموذج مفاهيمي لتدفق مسارات نظام العمليات في شركة الفيحاء للبناء الجاهز ، يتاسس على العلاقة التفاعلية بين استراتيجية ادارة مخاطر التجهيز ومتطلبات استمرارية تدفق نظام العمليات ، مستخدما الطرائق الوصفية المعتمدة على تحليلات الاستبيان لاختبار معنوية العلاقة والتاثير ( لتفاعل استراتيجية ادارة مخاطر سلسلة التجهيز مع متطلبات استمرارية تدفق نظام العمليات ) في مستوى الاداء الشامل لنظام العمليات ، وتم مساندتها ببعض الطرائق الكمية المتوفرة ، معتمدا في ذلك على المزاوجة بين المنهجين الوصفي والكمي ، توخيا لدقة النتائج .الاكتشافات : لزاالت شركة الفيحاء للبناء الجاهز موضوع الدراسة ، تفتقر الى الاطار المفاهيمي الذي ينظم مكوناتها الرئيسة ويوحدهوايوجهها نحو تحسين الاداء الشامل للشركة ، فضلا عن الاهتمام النسبي بالدور الاستراتيجي والمهم لسلسلة التجهيز ، وتاثراتها المزدوجة في كل من عملية الانتاج والاداء الشامل لنظام العمليات .مضامين البحث ومحدداته : يمكن ان ياخذ البحث ابعاد اوسع واعمق بالتوسع في الجوانب النظرية ، والزيادة في حجم مجال الدراسة ، الا ان البحث الحالي كان مقيدا بالمتوفر من الدراسات النظرية ، واساليب التحليل الاحصائية ، فضلا عن الظروف التي اجري فيها البحث وانعكاسها على العمل وفقا لمجال محدد .المضامين العملية : تشجع النتائج الباحثين والمديرين المهنيين على الاهتمام اكثر بالدور الذي تؤديه سلسلة التجهيز في تحسين مسارات نظام العمليات فضلا عن تحسين ادائه الشامل .الاصالة والقيمة : من خلال استعراض الدراسات المتوفرة للباحثة ، فان الدراسة الحالية تمتاز بالعمق والشمولية في تناول موضع العلاقة بين التجهيز ، والانتاج ، ونظام العمليات بصفة شاملة ، مقدمة صيغة جديدة في التنظير والتحليل ، واكدت الدراسة على التعمق في الدور التفاعلي لسلسلة التجهيز بصفته مقترحرائيسا للدراسات القادمة . | This study is intended to improve the operations system performance in Al - Faihaa Ready Construction limited Co. using the interactive relationship between the strategy of supply risk management and the requirements of production operation flow continuation and investigation of the findings Design/methodology/approach : Making up a conceptual model of the operation system tracks flow for Al - Faihaa Ready Construction Co. The model is based on the interactive relationship between the supply risk management strategy and the requirements of operations system flow continuation Some help was available quantitative methods, relying on a combination of descriptive and quantitative approaches, in order for the accuracy of the results. Findings : Al - Faihaa Ready Construction Co. has been the subject matter of the research . It lacks the conceptual pattern that systemizes , integrates and directs its main components towards a comprehensive improvement of the company . In addition it requires relative interest in the strategic role of the supply series and its dual effects on both the production process and the comprehensive performance of the operations system . Research limitations/implications : The study could deal with wider and deeper dimensions in terms of the theoretical aspects but it was restricted to the existing theoretical material and the statistical analysis patterns. Furthermore , it was constrained by the circumstances through which it was conducted and other reactions to the identified work . Practical implications : The findings encourage researchers and professional managers to be more interested in the role of supply series that improve the operations system tracks and the comprehensive performance as well .Originality/value : Throughout the researcher's investigation of the related studies , this research is obviously featured with deeply and comprehensively indulging in the subject matters of the relationship between supply , production and operations system . It introduced a new pattern of analysis and theorization .The study has also emphasized the profound understanding of the supply series interactive role as a basic proposal for the future studies .

Abstract: This study is divided into two parts. The first part focuses on the measurement of synergy effects on improved performance of the self managed work teams in term of the impact of the reaction of the social loafing. Based on the fact that synergy is the trait of the self managed work teams which basically relies on authorizing team members to achieve their tasks fluently in a corporative manner. However literature reviews in the recent researches have produced what is called social loafing. Social loafing is the reliance of the team members on the others to accomplish the work that is assigned to them which leads to an unproductive loafing which leads to a negative team productivity and extreme complications. On the other hand, the second part of this study focuses on creating Dashboard and measure the work of the self managed work teams and to measure the effects of the synergy on the level of the teams accomplishments and their proactivity's as well as the level of the teams social loafing which has a negative impact on the teams. In an attempt to create a wide and developed database system that allows the decision makers to monitor the self managed teams continuously and accurately, this study is conducted in the Iraqi Drilling Company which is one of the most important oil companies in Iraq. The dashboard was put into action actively according to the letter (15042), appendix (B). The core of this study is represented by chief executives and members of the self managed teams in the senior management of the mentioned company. The study also uses a questionnaire based on four essential variables which are (synergy, social loafing, the performance of the self managed teams and dashboard) to form the cultural frame of this study. The study commenced to address the problem that is represented in the poor performance of the self managed teams to escalate the team work by comforting synergy and eliminate social loafing.To prove the thesis, several statistic tools were used in the field to analyses the study which includes (natural analysis, exploratory labor analysis, path analysis, Pearson correlation coefficient, and hypothesis test) and based on those analytical studies, the deductions were produced. The study findings were that applying synergy will reduce social loafing and increase the performance of the self managed teams in the Iraqi Drilling Company while the dashboard the performance of the team members by defining the conditions that support synergy and reduce social loafing.

Abstract: The current study aims to find out the relationship and interactions between the strategic logic dimensions and the stock's value in Iraq capital market, by utilizing the highest returns on average model as a moderating variable.To measure and test the relationship of effect between the different study variables, a number of research methods mainly the empirical and historical research methods.The sample of study consisted of all (25) insurance and industrial shareholding companies of private sectors in Iraq. A total of 95 in top and middle management were interviewed and their views were gathered by a questionnaire. This questionnaire was designed based on international standards after being adapted to local environment. The data was tested by statistics tools as discovery and Confirmatory factor analysis to choose the questionnaire variables. To analysis the data correlation and regression analysis, and structural equation model (SEM) were used, utilizing (Amos : v.21) and (SPSS : v.21) to reach the results and determined a proposed model.Certain conclusions were reached : 1. Profitability analysis (return on investment and return on equity) results in both sectors (insurance and industrial) were varying between companies within the same sector and both sectors. Insurances companies were achieving continuing but rather low profits while the industrial companies were mostly gaining losses.2. Return per share is higher in industrial sector than insurance due to decrease profitability and the dividends per share. The reason is that the high costs in the industrial sector than insurance. 3. Stock's value analysis showed that in the industrial sector the stock's value is higher than in Insurance despite the decrease profitability. This come to contradicts The financial rule which states that profitability and dividends increase the stock's value. That means there are other factors determine the stock's value in capital market

Abstract: For the purpose of facing changes in the desires of customers and technical changes and the competitive business environment changes, Organizations are applying Dynamic Marketing capabilities through sensing opportunities in changing markets and then seizing marketing opportunities and then re - formation and development marketing capabilities by using mechanisms such as speed , timing and frequency of application.The study sought to show the importance of Using mechanisms of marketing dynamic capabilities to improve organizations marketing performance in one of the Iraqi business sectors and financial sector has been chose, specifically financial transfer through an analytical on field study in AL TAIF for money Transfer Company.Data was collected for check list by conducting personal interviews and on field visits in the company's headquarters and its branches and had viewed the complaints of customers and see the internal and external work environment which effect on the application of the mechanics marketing dynamic capabilities.The study found that the company through the mechanics of speed, timing and frequency have been applied marketing dynamic capabilities through two projects the first is the direct financial transfer system and the second is customers Queue Management in all branches of the company And based on performance metrics " winning new customers to increase market share , customer satisfaction and mental image perceived" the marketing performance of the company has improved with a high level on the basis of the results of the check list with the presence of gaps in the application.The study reach a set of recommendations, the most important are importance of prepare follow - up tables with scientific and professional style to keep updating the application completion according to specialty of the marketing environment for all areas of Iraq, and the company should start building a dynamic team to point out the weak points in marketing performance for each branch, also Training courses should be planned and continuously implemented for all employees who directly deal with customers to let them fully informative with the benefits of marketing dynamic capabilities . The study recommends the importance of finishing the software and computer program for customer's data base and spread knowledge obtained from successful applications of all the relevant employees and motivate them to handle dynamically updating for there's ideas and proposals in accordance with well - known and professional contexts available and proposed implementation plan in line with the changes for the purpose of building a renewable marketing knowledge base.

Abstract: The study aimed to measure link between Corporate governance and the Business Entrepreneurship in light of the strategic orientation of the leaders in the sectors examined, and the reflection of this linkage on the competitiveness of these sectors. In order to achieve this the study relied on a number of sober research approaches represented by the exploratory and applied curriculum to cement the concepts covered by the current study, the study sample included (192) individuals from both private banks and telecommunication companies in Iraq, who made up the senior leadership and represented (President and members of the Council Directors, Executives managers, commissioners and their deputies and heads of departments), whereas first main tool for the study (Questionnaires), which was designed based on a number of sober international standards for the compression of the variables of current study, which are presented by the criteria and mechanisms of Corporate governance, and strategies Entrepreneurship and management Entrepreneurship, as well as a scale - oriented strategic entrepreneur leaders, which represents the mediator variable and the link between the main variables, in addition to a competitiveness scale of business organizations within the qualitative and quantitative guidelines. After modifying these standards with the requirements of the Iraqi environment, as was the analysis of data was conducted through the tool study in addition to the annual financial reports, using a number of statistical tools such as(SPSS.v.19) to get the results related to them, In addition to the application of the Envelopment analysis program of the data (EAD) to determine the level of economic efficiency sample of the study, as well as the use of the program (EXCEL2010) to extract financial indicators to determine the performance of organizations.In the final analysis the current study has concluded a number of basic conclusions such as : the possibility of building the Strategic perspective for the governance of the company in the sector of private banks and telecommunication companies, for the purpose of completing what is based on the Central Bank instructions and the law firms and banks, which regulates the functioning of the organizations under study, particularly the sample of banks, as well as new additions imposed by the rules and mechanisms and criteria of Corporate governance and business Entrepreneurship because of the possession of the private banking sector of the priority of the result study. Abstract: الغرض من هذا البحث هو اختبار قدرة ادوات التحليل الفني المختلفة على ان تتفوق على السوق المالية ( تحقيق عوائد غير عادية) بتحقيقها عوائد بعد خصم كلف المعاملات اكبر من العوائد المتحققة باطار ستراتيجية الشراء والمسك بعد خصم كلف المعاملات . وقد اعتمد البحث على فرضيتين رئيستين ، الفرضية الرئيسة الاولى مفادها " ان التحليل الفني بادواته المختلة غير قادر ان يتفوق على السوق المالية بتحقيق عوائد بعد خصم كلف المعاملات اعلى من العوائد التي تحققها ستراتيجية الشراء والمسك بعد خصم كلف المعاملات " واشتقت من الفرضية الرئيسة الاولى عدد من الفرضيات الفرعية . والفرضية الرئيسة الثانية مفادها (ان المؤشرات الفنية غير قادرة على توليد اشارات افضل من اشارات الانماط السعرية ضمن اطار صفقة تداول واحدة). وتمثل مجتمع البحث بجميع الشركات المدرجة في سوق العراق للاوراق المالية ، وتطلب تحقيق هدف الدراسة اختيار عينة بلغت (52) شركة توزعت بواقع (17) شركة في قطاع المصارف ، و(4) شركات في قطاع التامين ، و(2) شركتان في قطاع الاستثمار ، و( 5 ) شركات في قطاع الخدمات ، و(13) شركة في قطاع الصناعة ، و(7) شركات في قطاع الفنادق والسياحة ، و(4 ) شركات في قطاع الزراعة ، وقد شكلت هذه العينة نسبة (63 %) تقريبا من مجتمع الدراسة البالغ (85) شركة مدرجة في سوق العراق للاوراق المالية .وغطت الدراسة المدة الزمنية الممتدة من (1/1/2012 ) ولغاية ( 31/12/2013 ) وباستخدام الاساليب المالية والاحصائية وبرامج الحاسوب الجاهزة والمصممة خصيصا للبحث توصل البحث الى عدد من الاستنتاجات اهمها : - 1 - ان ادوات التحليل الفني المستخدمة لتحليل المعلومات التاريخية لحركة اسعار الاسهم وحجوم تداولها قادرة ان تحقق التفوق على السوق المالية اي ان العوائد المتحققة في اطارها بعد خصم كلف المعاملات تكون اكبر من العوائد بعد خصم كلف المعاملات المتحققة باطار ستراتيجية الشراء والمسك.2 - اظهرت نتائج الاختبار الاحصائي لتحليل التباين بوجود قياسات مكررة معنوية العوائد غير الاعتيادية المتحققة باطار جميع الادوات الفنية المختبرة اي ان سبب هذه العوائد غير الاعتيادية المتحققة بعد خصم كلف المعاملات يعود للادوات الفنية نفسهوا ليس للصدفة او الحظ ، وكذلك تم تاكيد نتيجة اختبار تحليل التباين باختبار (Eta Square) الذي اثبت حجم الاثر الكبير لجميع الادوات في تحقيق العوائد غير العادية بعد خصم كلف المعاملات . 3 - ان اداة المؤشرات الفنية لها الافضلية على اداة الانماط السعرية في توليد اشارات التداول وهذه الافضلية ناتجة من ان اداة المؤشرات الفنية لها القدرة على توليد اشارات التداول حتى مع تقلبات السعر الصغيرة على العكس من اداة الانماط السعرية ، وان اداة مؤشر القوة النسبية له الافضلية على اداة الانماط السعرية في توليد اشارات التداول على اساس الاطار الزمني لصفقة تداول واحدة . 4 - لا تقتصر الفائدة من ادوات التحليل الفني على تحقيق التفوق على السوق المالية فقط وانما يستفاد منها لاجل ادارة المخاطرة وهذا ما تؤكده نتائج العائد غير العادي الناتج من العائد السلبي المتحقق بعد خصم كلف المعاملات باطار الادوات الفنية الذي كان اقل من العائد السلبي بعد خصم كلف المعاملات المتحقق باطار ستراتيجية الشراء والمسك . | This research aimed to test the ability of different technical analysis tools to beat the financial market (achieve abnormal returns) achieve returns after discount the transactions cost greater than the returns achieve via buy and hold strategy after discount of transactions cost . The research based on two main hypothesizes , The first hypothesis is " The different tools of technical analysis can beat the financial market by achieve returns after discount transactions cost higher than the returns achieve by buy and hold strategy after discount transactions cost " and from the first hypothesis number of sub hypotheses were emerged . The second hypothesis is " the technical indicators are not able to generate signals best from price patterns within the framework of one trading deal " . And The community of research included all companies listed on the Iraq Stock Exchange, For achieving the goal of the research we selected a sample of (52) Firm divided into (17) companies in the banking sector, (4) companies in the insurance sector, (2) two companies in the investment sector, and (5) companies in the services sector, and (13) companies in the industry sector , (7) companies in the hotel and tourism sector , and (4) companies in the agriculture sector, This sample has accounted (63%) from the research of community (85) companies listed in the Iraqi market Securities . and The research covered the period extended (1/1/2012) and up to (12/31/2013). by using financial and statistical methods and specialized computer programs The research found a number of conclusions, as follows : - 1 - The technical analysis tools that used to analyze the historical information for the movement of stock prices and volumes traded able to achieve beat the financial market, In other word, the returns that achieved by this tools after discount the transection cost was greater than returns that achieved by buy and hold strategy after discount the transection cost .2 - the Statistical test results of analysis of variance for repeated measurements showed the presence moral of abnormal returns achieved by all technical analysis tools , in other words the reason of this abnormal returns was achieved after discount Transactions cost was the technical tools not to chance or luck, and also has been confirmed the result of analysis of variance test with ( Eta Square ) test Which proved a great impact to the all the tools to achieve abnormal returns after discount the transactions cost .4 - The technical analysis indicators have a preference on price patterns to generate trading signals, and this preference resulting from the technical indicators have ability to generate trading signals even with small fluctuations price contrary the price patterns , and the RSI his preference on the price patterns to generate trading signals based on the time frame of a single trading deal.5. the technical analysis help to achieve beat financial market and help to for managing risk and this is confirmed by the results of the abnormal returns was output of minus return after discount transactions cost that achieved by technical tools which was less than the minus return after discount cost of transactions achieved by buy and hold strategy

Abstract: يهدف هذا البحث الى تسليط الضوء على العلاقة بين ادارة الموهبة والتفكير الابداعي وانعكاسهما في اجراء تغيير تنظيمي ملائم لعينة من الكليات العراقية الحكومية والاهلية، وسعيا لتحقيق ذلك، فقد اعتمد البحث على عدد من المناهج البحثية الرصينة، تمثلت بشكل اساس بالمنهج التطبيقي التجريبي لاختبار علاقات البحث ومتغيراته، والمنهج التاريخي لترصين المفاهيم التي تم تناولهواتاصيلها، وانطلق البحث من مشكلة معبر عنها بعدد من التساؤلات الفكرية والتطبيقية، استهدف من الاجابة عنها استجلاء الفلسفة النظرية والدلالات الفكرية لمتغيرات البحث، والمتمثلة بادارة الموهبة ، والتفكير الابداعي، والتغيير التنظيمي، كونها من الموضوعات الحديثة على البيئة العربية عامة والبيئة العراقية خاصة، ومن ثم تشخيص مستوى اهميتهوااثرهواامكانية تطبيقها ضمن منظومة التعليم العالي. وباعتماد ستراتيجية المسح التحليلي، فقد استهدفت عينة البحث (24) من الكليات العراقية، تضمنت (12) كلية حكومية و(12) كلية اهلية شكلت بمجملها (140) فردا من القيادات العليا للكليات المبحوثة، متمثلين بـ(عمداء الكليات ومعاونيهم ورؤساء الاقسام العلمية واللجان العلمية في تلك الاقسام)، في حين تمثلت الاداة الرئيسة للبحث بالاستبانة، اضافة الى تصميم نماذج مقابلات جرى تصميمها بالاعتماد على عدد من المقاييس العالمية الرصينة الخاصة بمتغيرات البحث بعد ان جرى تكييفها بما يتناسب مع متطلبات البيئة العراقية، وقد جرى تحليل البيانات واختبار الفرضيات باستخدام عدد من الادوات الاحصائية الملائمة مثل معادلة النمذجة الهيكلية SEM والنمذجة الخطية الهرمية واسلوب الانحدار الخطي والارتباط، اضافة الى اختباري (T) و(F)، وكذلك تم استخدام مجموعة من الاشكال والمخططات التوضيحية لتوضيح العلاقات بين متغيرات البحث وابعادها المختلفة. وفي المحصلة النهائية، اظهرت النتائج صحة اغلب فرضيات البحث، وبالاعتماد عليها صيغت عدد من الاستنتاجات التي استند اليها الباحث في وضع جملة من التوصيات للكليات المبحوثة من خلال توظيف برنامج مقترح، واختتم البحث بعدد من المقترحات لدراسات مستقبلية لاحقة. | The current research aims to Shedding of light on the relationship between managing of the talent management and creative thinking and reflect them on appropriate organizational change regulatory for sample of the Iraqi government and Private Colleges. In order to achieve this, research has adopted a number of research approaches Originality, was the basis of the approach is applied to test the experimental relations research and variables, and the historical method, cemented to the concepts that have been addressed and establish it. And launched search of a problem expressed in a number of questions of intellectual and practical, targeted to answer elucidate the theoretical philosophy and intellectual implications for research variables Which include : talent management, and creative thinking, and organizational change, being one of the subjects modern for Arab environment in general and the Iraqi environment in particular, and then the diagnosis level relevance and impact and applicability within the higher education system. With the adoption of the strategy survey analytical, have targeted research sample (24) of colleges Iraq, which included 12 government college and (12) Private college formed a whole (140) members of the senior leadership of the colleges surveyed, and internalized (deans and their assistants and heads of scientific departments and committees scientific in those sections). While was the main tool to search, questioner in addition to the design models interviews, was designed based on a number of international standards discreet private variables that look after these standards have been adapted to suit the requirements of the Iraqi environment. The data were analyzed and test hypotheses using a number of statistical tools appropriate such equation modeling structural SEM and modeling linear hierarchical style linear regression and correlation, in addition to the test (T), as well as the use of a range of shapes and diagrams to illustrate the relationships between Different dimensions. In the final analysis, the results showed the health of most of the research hypotheses, and drawing it formulated a number of conclusions which recommends the need for management of the colleges surveyed thought the creative talents and by employing a proposed program by the research, which concluded with a number of suggestions for future studies later.

Abstract: هدفت هذه الدراسة الى تحليل ظاهرة التنوع الثقافي للموارد البشرية وتاثيره في جودة الخدمة، بالاعتماد على مشكلة الدراسة التي تؤكد على مدى ادراك المنظمة لاهمية التنوع الثقافي للموارد البشرية وانعكاسه على تحقيق جودة الخدمة عبر طرح مجموعة من التساؤلات لفقرات متغيرات الدراسة، ولتحقيق اهدافها تم انجاز دراسة استطلاعية على عينة من الموارد البشرية في فندق بابل الدولي، اذ تم اخذ عينة بلغ عدد افرادها 132 شخصا من ثقافات متنوعة وجنسيات متعددة، وتم اعتماد نموذج هوفستد (2001) لابعاد التنوع الثقافي (مسافة السلطة ،تجنب الغموض، الفردية مقابل الجماعية ، الذكورية مقابل الانثوية والتوجه بالوقت) ، فيما اعتمدت الدراسة ستة ابعاد لمتغير جودة الخدمة (الملموسية، الاعتمادية، الاستجابة ، التعاطف، الامان ).واعتمدت الدراسة على الاستبانة ومجموعة من الاساليب الاحصائية منها ( الانحراف المعياري ، معامل الارتباط البسيط، الانحدار البسيط ).اذ توصلت الدراسة الى مجموعة من الاستنتاجات ابرزها وجود علاقة ارتباط وتاثير بين ابعاد التنوع الثقافي للموارد البشرية وابعاد جودة الخدمة، واختتمت الدراسة بمجموعة من التوصيات كان اهما ضرورة اشراك الموارد البشرية في رسم الخطط الاستراتيجية طويلة الامد عن طريق منحهم المزيد من التفويض والصلاحيات في الادارة | The Objective of this Study is to Analyze the Phenomenon of Cultural Diversity of Human Resources and its Impact on the Quality of Services through the study problem that Emphasizes the extent of the Organization's Understanding of the Importance of Cultural Diversity of Human Resources and its Reflection on the Quality of Services by asking a number of Questions to the Variables of study Variables . On a Sample of Human Resources at the Babylon International Hotel . A Sample of 132 People from Different Cultures and Nationalities was Taken . The Hofstede (2001) model was adopted for the dimensions of cultural diversity (distance of authority, avoidance of ambiguity, individual versus collective, masculine vs. feminine and time - shift). The study adopted six dimensions of the quality of service variable (sensitivity, reliability, responsiveness, empathy, safety and efficiency).The study relied on the Questionnaire and a set of Statistical Methods (Standard Deviation, Simple Correlation Coefficient, Simple Regression( The study Concluded with a set of Recommendations, the most Important of which was the existence of a correlation between the Dimensions of the Cultural Diversity of Human Resources and the Quality of Services . Abstract: يناقش الباحث متغيرين يتمثل الاول في مركز النافذة الواحدة والمتغير الثاني الاداء المكتبي اذ يعد نموذج النافذة الواحدة من الاتجاهات الحديثة الذي يستخدم لتقديم الخدمة من منفذ واحد او سقف واحد لتقليل الجهد للزبون والسرعة في اجراء المعاملات دون عناء يذكر.وقد حددت مشكلة البحث بعدد من التساؤلات كان اهمها تحديد مستوى العلاقة بين ابعاد النافذة الواحدة والاداء المكتبي واختبرت الدراسة في دائرة جوازات ميسان وقد تمت صياغة فرضيتين رئيستين تنبثق منها فرضيات فرعية وكانت الفرضية الرئيسة الاولى هل توجد علاقة ارتباط ذات دلالة معنوية بين النافذة الواحدة والاداء المكتبي, اما الفرضية الرئيسة الثانية فكانت هل يوجد تاثير ذو دلالة معنوية لمركز النافذة الواحدة في الاداء المكتبي .ولاختبار فرضيات الدراسة تم جمع البيانات من خلال استخدام استمارة الاستبانة بوصفها اداة رئيسة طرحت من خلالها ( 36) فقرة وزعت جميعها على مجتمع وعينة الدراسة والبالغة (47) منتسبا من موظفي دائرة الجوازات استخدم الباحث مقياس (ليكرت ) الخماسي فضلا عن تحليل البيانات باستخدام مجموعة من الاساليب الوصفية والاحصائية وتم استخراج النتائج باستعمال برنامج ( spss) وقد افرزت النتائج والتحليلات الاحصائية وتوصل الباحث الى اهم النتائج هي( هناك ميل لدى دائرة الجوازات باهمية النافذة الواحدة لانها تساهم في وضع افراد المجتمع امام مسئولياتهم وعدم التساهل امام المحسوبية وكافة اشكال الفساد الاداري والمالي) وكذلك يوصي الباحث باهم التوصيات منها( استخدام ابعاد النافذة الواحدة والعمل على تفعيلها في الدائرة المبحوثة بشكل صحيح بعد ان تبين ان هناك علاقة ارتباط في الاداء المكتبي وهذا يؤدي تقديم خدمة جيدة للزبائن) | The study aims at testing and measuring the impact of the single - window center on the performance of The office. The single - window model is considered one of the modern tendencies used to provide the services via one single ceiling, or one single outlet, so as to reduce the effort exerted by the customers, and to accelerate the performance of motions with the least possible effort. The problem of the study is limited to a set of questions at the top of which is the level of relation between the dimensions of the single - window and the offices performance. The study selected Missan Governorate Passport Directorate. Two major hypotheses were formed form which several minor hypotheses arise.The first major assumption is : Was there any significant correlation between the single window and the office performance? As for the second assumption, it is : Was ther a significant impact for the single - window and the office performance?In order to verify the hypotheses of the study, data was collected by means of a questionnaire form as being a main tool which contained 36 items distributed on the study population and sample which included 47 staffer from the personnel of the passports Office. The researcher used the five - dimensional Likert scale, in addition to the analysis of the data using a set of descriptive and Statistical methods. Results are deduced by using 'SPSS' program. Results and analyzsis were reached at and the researcher concluded that : "There is a statisticslly significant correlation between the independent variable of the single - window center and the variable of the office performance

The study included two main hypotheses , the first of the correlation relationship and the second of the effect between the research variables . several statistical methods were used in the analysis of the data ( arithmetic mean , standard deviation , coefficient of variation , correlation coefficient , and linear regression ) based on the output of spss program , the main tool for data collection.The researcher reached a number of conclusions , the most important of which are : - 1 - There are significant correlations between the dimensions of the strategic direction and the delineation of the descriptive approach to the strategic decision in general the correlation between the dimensions of these two variables has contributed to the overall enrichment of this relationship.2 - there is a significant effect between the strategic direction and the descriptive approach to the strategic decision , indicated that these dimensions have the ability to influence that choice of descriptive approach to the strategic decision.The researcher made a set of recommendations based on the results that were monitored most importantly : 1 - the need to pay attention and enhance the adoption and the strategic direction and the preparation of its requirements, for its active role in choosing the descriptive approach to the decision at the ministry of planning and central of statistics.2 - the research sample should intensify its effort regarding the study of the strategic direction to identify its importance and the role of its dimensions in strengthening and strengthening the capacities of the ministry of planning and central statistical organization and their potentials and thus making their strategic decisions.

Because of the national companies suffer from decreasing their market shares and the regression of their activities، here comes the idea of the researcher from the role sustainable marketing is playing in its dimensions (innovational marketing، customer oriented marketing، customer value marketing ,sense - of - mission marketing and social marketing) in achieving competitive advantage that enables the company to achieve privilege in the market.The study aims at discussing the influence of sustainable marketing in achieving the competitive advantage through testing various main hypothesis from which sub - hypothesis has emerged in order to know the correlation and the influence relationship among the study variables and in order to provide an answer to all the inquiries related to the study. The researcher employed the intentional sample method، personal interviews ، field co - living and questionnaire as measuring methods. These have been made according to hypothetical review of the literature by using Lekert’s pentamerous plan. They are subjected to integrity and proof testing as 56 questionnaires were distributed among those who were as the degrees of ( manager، associate manager ، member of board ، heads of departments and heads of divisions ). The questionnaire was used as a main tool for measuring and collecting data. It included (44) questions, as well as the interview program, the Statistical program was used (SPSS V.23) in the analysis of data based on a set of statisticalmethods, notably : mean, standard deviation, coefficient of variation,simple linear correlation coefficient, multiple regression analysis. Thestudy also reached a number of conclusions, the most important ofwhich were : 1. The existence of significant correlation and effect between the employee engagement in its dimensions (vigor, dedication, andabsorption) and the entrepreneurial dimensions (innovation, proactive, taking risk, and Vision Entrepreneurship). 2. There is a clear difference in the intensity of the effect of the dimension (vigor and absorption) compared to the dimension (dedication) when using the method (Stepwise), although these dimensions have high estimates in the results of descriptive statisticsAs the researcher presented a set of recommendations, the most important of which were : 1. The need to give attention to the companies surveyed for everything that would strengthen the vigor of their departments, and enrich the workto achieve better levels of absorption.2. The need for government institutions to encourage and support the industrial capabilities of family businesses by giving them more opportunities and opening the way for them to submit their development plans and ideas and apply them in the form of successful projects offering various products and services.

Abstract: The objective of this research is to address the issue of cultural diversity in one of the telecommunication organizations operating in Iraq, namely, Asia Cell, and its relation to the competitive advantage of the organization. After a number of questions were raised about the level of cultural diversity in the organization and the level of achieving the competitive advantage achieved by that organization, Cultural diversity is of great importance in introducing new managerial and innovative ideas that contribute to the achievement of a competitive advantage, the management's position on cultural diversity and the extent to which this diversity contributes to the achievement of a competitive advantage.In order to achieve the objectives of the research, a field study was carried out after hypothesizing the existence of a significant correlation between cultural diversity and competitive advantage and the existence of a relationship of significant significance for cultural diversity in competitive advantage. A questionnaire was designed and presented to a group of arbitrators, The company has reached 102 employees to benefit from the information obtained from them and analyzed through the statistical program (SPSS).The results of the research showed a relationship between cultural diversity and its dimensions in the organization and the competitive advantage and its dimensions, as well as the relationship of the impact of cultural diversity and its dimensions in achieving the competitive advantage of the company. The researcher reached a number of conclusions through the presentation of the theoretical aspect of the research and then the results related to the practical aspect. The most important of these was that cultural diversity has a clear role in achieving competitive advantage. It contributes to achieving excellence and obtaining competitive advantage. Cultural diversity in the dimensions of the competitive advantage of the organization in question, and predicted that the researcher will be cultural diversity in the coming decades an essential advantage of organizations seeking, especially in the circumstances of globalization and its challenges.The research reached a number of recommendations, the most important of which is that the management of organizations must strive to achieve the competitive advantage of their organizations according to the latest findings of the researchers to excel at other organizations that share the same field. Among the most recent is cultural diversity, which must be in accordance with the standards of competence and skill and diversification of expertise . And the need to raise awareness among the workers in the organizations of the importance of respect for other cultures and deal with them positively and not to limit interest in the negative competition with those cultures or overcome. And that the presence of minorities, including women in the organizations should be a source of enrichment of these organizations and non - sensitization of their presence these minorities may be effective in certain areas can be used.
