Abstract: هناك ارتباط وثيق بين السياسة المالية والجهاز المصرفي اذ يؤدي كل منهما دورا حاسما في تحديد اتجاهات النمو والاستقرار الاقتصادي، اذ لهما دور كبير في توجيه الاموال والثروات في المجتمع، وتحديد كيفية توزيعها واستعمالها بطريقة تحقق الازدهار الاقتصادي وقد هدفت الدراسة الى تسليط الضوء على الالية المناسبة للسياسات المالية التي يجب اتخاذها من قبل صناع القرار لتقليل المخاطر المتعلقة بالقطاع المصرفي الناتجة عن القرارات الغير مناسبة والحد منها والتقليل من اثرها في بقية القطاعات الاخرى، وقد انطلقت الدراسة من فرضية مفادها ان هناك تاثيرا ذا دلالة معنوية لادوات السياسة المالية في المخاطر المصرفية، اتخذت الدراسة من العراق حالة دراسية شملت خمس مصارف هي (مصرف الخليج التجاري، المصرف التجاري العراقي، المصرف المتحد للاستثمار، المصرف الاهلي، مصرف سومر) اما الحدود الزمنية فهي المدة (2013-2022). وقد تم استعمال المنهجين الوصفي والتحليلي ومنهج الاقتصاد القياسي في بناء الانموذج بالاعتماد على برنامج (Eviewes13)، وكذلك استعمال نموذج الانحدار الذاتي للفجوات الزمنية الموزعة(ARDL)،وقد تم تحليل 45 مشاهدة تم الحصول عليها من التقارير السنوية للمصارف عينة الدراسة وبيانات البنك الدولي للمدة(2013-2022). وقد توصلت الدراسة الى جملة من الاستنتاجات اهمها ان السياسات المالية السليمة التي تهدف الى زيادة الايرادات العامة وتحسين نظم الضرائب وتوسيع القاعدة الضريبية تؤدي دورا مهما في تقليل مخاطر الائتمان ومخاطر السيولة فضلا عن ان السياسات المالية التوسعية اذا لم تدار بحذر قد تؤثر سلبا على الاستثمارات الخاصة وتحد من قدرة الاقتصاد على تحقيق النمو المستدام، وبالتالي من الضروري تحقيق توازن دقيق في السياسات المالية لضمان استقرار العوائد الاستثمارية وتعزيز النمو الاقتصادي. واوصت الدراسة بوجوب ان تعمل السياسة المالية على بناء الصناديق السيادية لغرض استغلال الفائض في السياسة المالية في اوقات الازدهار وتنويع الاقتصاد العراقي.

Abstract: تهدف الدراسة الى توضيح اثر الصدمات الاقتصادية المزدوجة على الناتج المحلي الاجمالي في الاجلين القصير والطويل للمدة 1990-2021, وتعتبر الصدمات الاقتصادية المزدوجة من المسائل المعقدة والمتداخلة في الدول النامية وتحديدا في العراق حيث ان الصدمات تؤثر على الوضع الاقتصادي للبلاد ومعدلات النمو الاقتصادي ويتسبب في انخفاض الناتج المحلي الاجمالي تراجع في معدل النمو والتنمية الاقتصادية للعراق كون العراق ذو اقتصاد ريعي احادي الجانب ومن هنا تاتي اهمية البحث في مجال قياس اثر هذه الصدمات الاقتصادية على مؤشرات النمو الاقتصادي وتحديد سبل معالجة هذه الصدمات والازمات وذلك لتحقيق معدلات نمو مرتفعة ولغرض تحقيق اهداف البحث واختيار فرضيتة فقد تم الاعتماد في هذه الدراسة على الاسلوب الوصفي التحليلي لوصف ظاهرة الصدمات الاقتصادية وتوضيح الاثار التي تؤدي اليها هذه الصدمات على النمو الاقتصادي في العراق، وتم الاعتماد على الاسلوب الكمي ( الانقطاعات الهيكلية ) بهدف بيان اثر الصدمات الاقتصادية المزدوجة على النمو الاقتصادي في العراق. تمثلت اهم الاستنتاجات بالاتي: تعرض الاقتصاد العراقي الى عدة صدمات اقتصادية مزدوجة خلال مدة الدراسة (1990-2021) تمثلت في الحصار الاقتصادي وفرض العقوبات الاقتصادية وعدم استقرار الاوضاع السياسية الاقتصادية وتفشي الامراض والاوبئة . وتمثلت اهم المقترحات بالاتي: تنويع مصادر الدخل من خلال تنمية القطاعات الاقتصادية غير النفطية وكذلك الاستفادة من فوائض النفط لانشاء صندوق سيادي للاستقرار الاقتصادي وانشاء المراكز العلمية والبحثية للتنبؤ ومعالجة الصدمات الاقتصادية المزدوجة.
