Abstract: The idea of Mahdism case forms in the Islamic heritage a ideological position urged by sunna after the Holy Quran, therefore the research tried to study this case through the Quranic verses a semantic syntactic study, In an analytical descriptive approach it mentions the lexical significance of the words to be searched and especially those words that were mentioned in the holy Hadith, seeking from that lexical significance a general indication of the word , and then consider grammatical directives and their indications for the verse searched in trying to sway each other in consistent and harmony with the lexical meaning of the vocabularies, in order to show the syntactical features of the composition in which the word or the compound was mentioned to be searched.The research then analyzes the specific word or compound to be searched and the associated words in the context of verse of the research subject, and then openness to the other Quranic contexts in which this word or compound is mentioned so that the researcher can observe the features which defined by the Quranic use for this word or compound. The research plan was carried out in three chapters preceded by a preface to clarify the relationship of grammar with semantic and meaning; The first chapter is devoted to study individual words while the second chapter studies the verbal compounds, the last chapter is concerned with the study of sentences, and the study concludes with a conclusion that included the most important results of the research.It has been customary in some words and compounds to be synonymous with the Day of Resurrection, until it became fixed in some of the Quranic sources that its events indicate the death of the creatures and the end of the commissioning time.After reading and managing the research found that in this constant is still something to say, as the research from these resources found what describes future events that will occur in life before the Day of Resurrection, and one of these resources is what describes the Mahdist events of opening of all life locks

Abstract: تناولت هذه الدراسة موضوع دور الاعتبار الشخصي في عقد الاشغال العامة، كونه احد وسائل ضمان تحقيق المصلحة العامة في هذا العقد، اذ ابرزت ان الادارة حينما تباشر مهامهوانشاطها في مجال هذا العقد، فانها تعتمد للقيام بها على اشخاص تتعاقد معهم، يتصفون بالكفاءة والقدرة من النواحي الفنية والمالية وحسن السمعة، بغرض تنفيذ العقد على اكمل وجه، ومن ثم يتوقف نجاح الادارة للقيام بهذه الواجبات تجاه الجمهور على كفاءة هؤلاء الاشخاص ومدى احساسهم بالمسؤولية وضرورة تحقيق المصلحة العامة. ومن اجل تحقيق هذا الغرض اعطت التشريعات التي تنظم العقود الادارية اهمية كبيرة لعملية اختيار المتعاقد مع الادارة بهدف تنفيذ العقد تنفيذا كاملا. اذ يمر اختيار الادارة للمتعاقد معها باجراءات دقيقة الغرض منها التوصل لافضل العناصر المتقدمة للتعاقد، لابرام العقد مع الشخص الذي يتفوق على سواه في قدراته المالية وكفاءته الفنية للاضطلاع باعباء التعاقد، ومن هنا كان للاعتبار الشخصي اهميته البالغة لدى الادارة، اذ اختارت المتعاقد معها على اساسه، الامر الذي يفرض عليه التزاما جوهريا حال تنفيذه لالتزامه التعاقدي بان يقوم بهذا التنفيذ بنفسه، ولان هذا الالتزام تفرضه القواعد العامة في العقود الادارية، فان عدم انطواء عقد الاشغال العامة على نص صريح يؤكده، لا يعفي المتعاقد مع الادارة من واجب احترامه. ويبرز الالتزام الشخصي للمتعاقد مع الادارة بتنفيذ التزامه التعاقدي في اطار العديد من التشريعات التي تنظم العقود الادارية، والتي تؤكد مسؤولية المتعاقد الشخصية عن هذا التنفيذ، وكاثر لهذا الالتزام بالتنفيذ فانه يحظر عليه التنازل عن العقد للغير او التعاقد مع الباطن، لانجاز الاعمال محل التعاقد الا بموافقة الادارة. وبنتيجة هذه الدراسة تبين ان بعض التشريعات المتعلقة بعقد الاشغال العامة في العراق لا تكفي وغير ملائمة للتطبيق على هذا العقد، لذلك اوصت الدراسة المشرع العراقي بضرورة الاستفادة من التجارب التشريعية المقارنة، عبر ايجاد تنظيم قانوني جديد لمواجهة عدة حالات اشارت لها الدراسة، من ضمنها حالة وفاة المتعاقد اثناء تنفيذه العقد، كما دعت هذه الدراسة المشرع الجنائي العراقي لاسباغ حمايته الجنائية، ذلك بتبني نظام يجرم غش المتعاقد مع الادارة وتلاعبه؛ لاهميته البالغة في ظل المعوقات التي يشهدها تنفيذ عقد الاشغال العامة في الوقت الحاضر. | The present study deals with the role of the personal consideration at the public works contract, being a means of ensuring the public interest in this contract. As it highlighted that the administration when it has its tasks and activities in the field of this contrast, so they rely to carry out the people contracted, known for their competence and ability in regard of technical, financial aspects and having good reputation, for the purpose of execution of the contract to the fullest, and then administration's success will depend to carry out these duties to the public on the efficiency of those people and their sense of responsibility, and the need to achieve the public interest. In order to achieve this purpose, the legislations of great importance to the process of selecting the contractor with the administration, were given in order to perform the contract completely to govern the administrative contracts. The administration select a contractor with careful procedures so as to get and select the best of presented contractors of the contract, to conclude a contract with the person who is superior to others in the financial abilities and efficiency to carry the burdens of the contract. Henceforth, the consideration Profile extremely important to the administration, as it chooses the contractor on the basis of, which imposes an essential obligation upon implementing to the contractual commitment that the implementation of this himself, because of this the obligation imposed by the general regulations of the administrative contracts, the lack of convergence of public works contract on the explicit text confirmed. That it does not relieve the contractor with the management of the duty to respect it. It highlights personal commitment to the contractor with the administration to the implementation of its commitment to contract in the context of a number of laws governing administrative contracts, which emphasizes personal responsible of the contractor for this implementation. As an influence for this commitment to implementation it is forbidden to assign the contract to others or hiring subcontractors, to accomplish the work of contracting only with the consent of the Administration. As a result, the present study shows that some legislations relating to the holding of public works in Iraq is not enough and is not appropriate for application to such a contract. Therefore, it recommended that the Iraqi legislator has to get benefit from the comparative legislative experiments, by creating a new legal organization to face several situations pointed by the study, including death the contractor during implementation of the contract. The study also called the Iraqi criminal legislator to confer a criminal protection, by adopting a system criminalizes the fraud and deceive of the contractor with administration. The utmost importance in light of the obstacles that taking place in the implementation of public works was held at the present time.

The concept of Justice represented in person by the prophet Muhammad Al - Mustafa (s) and his holy progeny (put) as well as by Grand scholars and marajas throughout the long history of Hawza6_ The grand scholars held different views regarding the division of the sins. According to the early scholars, they are one partition, i.e. all the sins are Grievous sins whereas the latter scholars divided the sins into two divisions Grievous sins and not to insist on venial sins 7_The grand scholars held different views venial sins undermines the person's justice it does whereas the others said it does not8_ As we see justice has different facets such as the piety common knowledge that triggers suspicion, and justice in absolute sense.etc.9_ Justice is one of the important conditions that must be met in a number of acts of worship such as prayer. Abstract: The research has reached a number of conclusions, which can be summed up as follows : 1 - The social change is a permanent and continuous public law and a law of life. The word of change has been mentioned in the Holy Quran in four places, and the Islamic perception of this process gives the hegemony to the internal content factor which is the product of the individual's thought and behavior. The divine Sunan is an important factor in promoting social change, and everyone can benefit from it and use it for the benefit of the individual, the community and human life.6 - Quranic stories of the important mechanisms adopted by the Koran to change society is necessary to take the lesson and exhortation for generations to come, and the laboratories of humanity far from the limits of time and space, history repeats itself.7 - The approach of the Koran has its distinctive features, it is a curriculum that dominates the heart and mind, and comprehensive for each small and large, it is a realistic ideal and combines the combination of encouragement and intimidation, and is included in the human and attached to him and facilitate it does not cost him above his capacity, which is a single approach does not reach any Human approach.8 - What affects human societies of different types of corruption, caused by distance from the approach of God Almighty and the book is glorious and pure pride, and not applied in reality and the task of reforming society and the advancement rests with all members, it must be combined efforts of all.9 - The Koran is a universal message for all people, as its approach is comprehensive in the statement of corruption and the detection of each corrupt according to the reform and treatment of what suits them is an integrated and valid for all time and place, and Muslims have no excuse to leave and to follow the methods of a limited position is not effective in the reform of society.10 - Revolution should be imposed on the unjust ruler and outside the religion of Allah Almighty, and move reformers and advocates of change towards the rescue of society and the elimination of social, political and economic corruption.11 - The reality experienced by the Islamic Ummah carries all the meanings of delay in various aspects of life and the reason for this is due to the thinking of Muslims far from the link with God Almighty, so understanding the reality is important in reform.12 - Change and social reform must be comprehensive for all areas of social life and that the focus of the prophets on some deviations and negative phenomena, is a kind of attention does not mean neglect other aspects13. Reform begins with the individual and ends with society, considering each of its laws, systems and concepts, so change and reform are complete at both levels.14 - The Holy Quran presented various means of reform, and directed the society to take them to achieve the desired goals, and the most important of these methods of faith and piety and various practices such as enjoining good and forbidding evil, which are means of change and reform, and adopted the Holy Prophet (peace be upon him) Social change is a distinctive approach in the organization of social life, the consolidation of bonds of love and affection, and the strengthening of relationships and affiliations in social life, starting with the family and the link between the uterus and relatives and neighbor and friend.15. Abstract: Studying the behavioral history, examining Islam rise stage, reading the conventional usage phases, following up Al - Fulaniat in the narrations' texts and chains and researching their concept, rise, consideration, reasons and using, all together enable us to conclude a number of results that the researcher submits in this thesis which is entitled (Al - Fulaniat in the Holy Tradition) as a way to adherence the principle of (recognize rightness to recognize its men, recognize injustice to recognize who had committed it). When some had said (the Companions' justice), they aimed to legalize all their saying and actions to fulfill their personal or group interests in spite of their contradiction of their saying and actions with each other, on one hand, and with the heavenly instructions, on the other hand, as Imam Al - Sadiqh had said (they did not worship them, yet they legalized the forbidden, and forbidden the legal), with clear offenses to the saying and instruction of the great messenger Mohammed (P.U.H). So, the only resolution was to obscure and confuse the names by saying (so and so), or what is so called in Arabic (Fulan), intentionally or unintentionally, to maintain the actions of the previous and to obligate the followers. They had treated Ali and other members of Ahlul - Bait( P.U.Th) in a way that was different from that with which they treated the other companions. The prophetic heritage had been subjected to a great series of attempts to obscure the names to be neglected and forgotten.The research concludes a number of results that could be summarized as following : - 1 - The word (fulan= so and so) is used to replace the name of the person or the character whom they are talking about; if it was a female it would be(fulanah), it has a historical root as it was used in the Hebrew and Syriac language.2 - Conventionally, (fulan) is used to obscure the characters in the narration texts and chains, intentionally or unintentionally.3 - It had been used in the holy Books, before the holy Qur'an in which it had been used once in Al - Foorqhan sura : verse (28).4 - There are different terms that refer to obscureness such as a man , an old man, someone, several persons and others. Moreover there are some practices that are close to obscureness like changing characters, distorting or omitting names, cutting the narration, mentioning the attribute without the attributed, using the participate and so on.5 - In addition there are some hadithi terms that refer to obscureness.6 - Studying Al - Fulaniat has many interests; this research enables to define them to be its targets.7 - The famous books, such as Al - Jami'e Al - Saheeh for Sheikh Al - Bukhary had used Al - Fulaniat; it had been mentioned (241) times : (148) times in the narrations; text and (3) times in the chain.8 - The source of Al - Fulaniat could be the narrators, the classifiers and the writers or typists.9 - The researcher was able to recognize a number of Al - Fulaniat with their names concluding that it is good for the evil persons to obscure their names, but it is not so for the good and pure persons.10 - The reasons for using Al - Fulaniat are political, doctrinal, tribal or personal. Also they could be private such as fear, hide the virtues and cover the vices, disdaining, advertisement, forgetting or suspicion.It is necessary to mention that Al - Fulaniat is one of many ways to distort the holy tradition and hiding facts, so they must be defined and recognized to purify the holy tradition from all falsehood; there are somecalls to rewrite history by subjecting it to the conditions of the science of prophetic tradition, and to do so it is necessary to purify the prophetic tradition while there are books still issued to praise the oppressors.Our last prayer is praise be to Allah, the Lord of worlds, prayer and peace be upon the prophet Mohammed and his pure progeny.

Al - Husseini rituals have undergone multiple roles, on of which is widening and the other shrinking , depending on the nature of the ruling policy. Many types and practices are inserted to Al - Husseini rituals coming from Islamic countries neighboring Iraq, at a time they weren’t Known such as consider and walking on the embers and hit chains. The process of organization and management of these rituals are managed and organized in coordinated and controlled way be the people without government intervention in that period in the recent periods of the history of contemporary Iraq (1921 - 1958) where the government policy began to intervene partially in term of prevention or allowance sometimes. In fact , Al - Hussieni rituals were not only for the Iraqi Shiites, but they were attended by Muslims from all Iraqis and even non - Muslims. And that these rituals have an honorable position on Arab national issues as well as their position on Iraqi national issues. In conclusion, Karbala has he hearts of the believers for its ancient place and traditions where it remains the Centre of the population of the city and the pivot of their social life. It became a station for the influx of visitors from all over the Islamic world, which was reflected on its social and economic reality, where the city has flourished greatly and this is due to the presence of the holy shrine of Imam Hussein and his brother Al - Abbas (peace be up on them) which have become a sanctuary to the Islamic world.

Abstract: Our study tackled the historical narratives only about the personality of Al Mswer Bin Mekhremeh, that we searched about the oldest available references. He was one of the minor prophet's(p.b.u.h.) companion. He lived in the prophet's time. He had a role during the orthodox caliphs, especially in the caliph's Omar Bin Al Khettab time. He had also an important role during the time that followed killing the caliph Omar when he participated with his uncle Abdul Rehman Bin Ouf in choosing the third caliph Othman Bin Iffan when he was the right hand to his uncle to choose the caliph in spite of the signs that he had a tendency towards the prophet's family. He had good stand with Al Imam Ali, Al Imam Al Hassan ,and Al Imam Al Hussein. After choosing Othman as caliph, they depended on him in many issues like sending him as an envoy to Africa and other states. The caliph Othman also relied on him when he sent to MuawehBin AbiSufyan besieging him to raise the blockade when he was surrounded by the angry rebels in the house accident. But Muawehdid not respond to his request, the matter that made the caliph angry on Muaweh. Al Mswer also had an opposite opinion to the Umayyad, but Muawehby his slyness could attract Al Mswer and made him calm. His opinion towards Umayyad remained him clear. That is after Muaweh'sdeath his stand was against the Umayyad when Yazid was chosen as caliph when he stood beside the Zubairis in the war against the Umayyad where he was killed by a canon stone that was thrown towards the hornableKabba which wasbesieged by the Umayyad and he was buried there. What concerns our study, it consisted of three chapters, an introduction, and a conclusion. In the introduction, reasons behind choosing the topic were studied as well as the difficulties that have been faced. The first chapter talks about Al Mswer's social, cultural, and political life. Several issues about Al Mswer's antecedents, fathers, and birth ambiguities ending with his death. Concerning his cultural activity, he was considered one of the legists where he had speeches about the prophet. The political aspects and stands in his life were discussed, particularly the last about Al Zubairi and hid death. The second chapter was about this historical narratives that were before and after prophecy. Some of these were about events that happened during the prophet's time like wars led by the prophet. Some of them belong to Al Mswer's personal issues. Some of the narratives were deeds to Al Mswer which were close to the prophet. The third chapter was about Al Mswer's narratives during the orthodox caliphs and part ofMuaweh's time. In this chapter we found his clear activity during the caliph Omar Bin Al Khettab and his witness to the events at that time such as Al Remadah Year and later killing of the caliph Omar and the election issue as well as his role. Later some narratives during the caliph Othman Bin Iffan and his uncle's Abdul Rehman Bin Ouf deeds were mentioned. After that we see turning his narratives about Othman's mistakes when he gave fortune to his relatives rather than other people. That what made people rebel and kill Othman. He had one or two narratives duringMuaweh Bib AbiSufyan.
