Abstract: يسهم القطاع الزراعي في الاقتصاد بدور كبير في تحقيق التنمية الاقتصادية الشاملة، وذلك من خلال ما يوفره هذا القطاع الحيوي من محاصيل زراعية تدخل كمواد اولية ووسيطة في معظم القطاعات الاقتصادية الاخرى , فضلا عن دوره في توفير المنتجات الغذائية الضرورية لتلبية حا | The agriculture sector participates with a vital role in achieving the overarching economical development through what it offers as agriculture crops that can be used as raw materials in most economic sectors, in addition to food products that meet the domestic needs role in providing, and its vital participation in the Gross Domestic Product (regardless the oil and energy sector in Iraq).Nevertheless, Iraq still suffer from a shortage in the agriculture product, and a shortage in meeting the domestic food needs due to the hard circumstances that Iraq faced in the past decades which reflected its negative impacts on the agriculture sector in Iraq.Despite of the availability of arable lands, water, and labor in the agriculture sector, in addition to the need of the local and global market to the strategic crops for its good quality, which are all success factors to the investing projects that are able to meet the market need, in addition to population augmentation which pushed to more demand on food product.The importance of search about the importance of governmental supply to the agriculture sector and analyzing the governmental supporting of the agriculture sector and focusing on the importance of strategic planning in orienting the governmental support in ways that fortify the increase of production and decrease the production costs through a strategic plan, and get the advantage from this oriented support and implement the plan for improving the situation of the agriculture sector in Iraq.In order to achieve the study goals, it was divided into five chapters : chapter one, explains the study approach. Chapter two, explains the theoretical frame of strategic planning and governmental support, and was divided into two sections; the first explains the idea of the concept, importance and stages of strategic planning. The second section explains the concept, importance, causes, and problems of governmental support.Chapter three explains the practical part in terms of situation and kinds of support to the agriculture sector in Al - Anbar governorate, with two sections : the first one explains the situation of the agriculture sector in Al0Anbar governorate (botanic and animal), while chapter two explains the kinds of governmental support including the agriculture initiative.Chapter four consists of the strategic vision in order to activate the governmental support to the agriculture sector in Al - Anbar governorate , and also consisted of the most conspicuous challenges that face the strategic support and vision to the governmental support the agriculture sector in Al - Anbar governorate.And finally, chapter five that explains the conclusions and recommendations

Abstract: من المعروف ان المؤسسات الصحية تعمل في بيئة ديناميكية تهدف الى البقاء والاستمرار لبلوغ ما خطط لها من اهداف, فان تعاملها مع الزبائن وبمختلف شرائحه وفئاته ومناطق وجوده يمثل الركن الرئيسي في بلوغ مبتغاها, ولاشك ان تحقيق هذا المبتغى والهدف لا يتم من دون | It is well known that health institutions work in a dynamic environment aim to survive and continue to achieve the planned objectives, the deal with customers with various classes, categories and regions represents a main corner of its achievement and no doubt that achieving this target will not be possible without a planned and programmed reaction and according to scientific bases compatible with the accuracy and sensitivity of the performed work and the great responsibility entrusted to workers in this field, through provide health services to customers across different departments and various specializes in the health field, research problem was defined in both theoretical and applicable areas, the contribution of the theoretical on measurement and total assessment for the strategic performance to the Health Centers was not big, in addition to the need in the Iraqi library and the Arabic library to a research related to the health centers and its assessments, initial survey in the field showed that health centers rely on a simple system and its standards, results and comprehensiveness, this research aims to evaluate the performance of health according to a strategic perspective to the Centers for Primary Health Care according to a new technology for the health centers which balanced scorecard by a system designed to evaluate the performance of the centers of primary health care, address the problems of the evaluation system that currently has been used in the health centers, and formed the importance of this research from the importance of the individual and its part in the society, as the success and the development for the community depend on it, the health center for primary health care is considered as a very important institution for its diagnostic, therapeutic and preventive services to the community, the researcher had depended on the method of case study through meetings in the work field, to get the required results by proposing a model of performance based on the technology of the balanced scorecard to evaluate the performance of health centers in Iraq and applied that in Al Ameria Primary Health Care Center "our research subject," this requested make interviews with "the research sample" a number of health center officials, experts of 10 members, five of them are the officials of the units in the health center, an expert who is in charge of the process of assessing the performance in Al Ameria Primary Health Care Center, three doctors (one is specialist and two are jurisdiction practitioners, in addition to the director of the center who had an important part to achieve these health results.The most important theoretical and practical conclusions that have been concluded by the researcher are : - 1. The performance measures strategic based on the balanced scorecard to provide the full picture of the causal relationships that lead to achieve strategic goals. 2. The balanced scorecard in the evaluation of the healthy performance shows where health center is excelled? why? where is his weaknesses? how is it managed?.3. It is not possible to manage the performance without measurable. The research concluded to some of the following recommendations : 1 - Put the Incentives system linked to the evaluation system. 2 - Supplies provision and the necessary requirements for the success of the application of the evaluation system. 3 - Adopt the principle of public the evaluation system. 4 - The best investment of human resources working in the health center.

And through which concluded that there is little effect of the behavior of organizational citizenship to the improvement of medical service in the surveyed hospitals, in addition to the lack of variations in answers doctors study sample attributed to personal variables that include (age, marital status, and educational attainment, and the number of years of service, Medical and address).Words key (key) : organizational citizenship behaviors, personality traits to physicians, physicians attention, care for the sick and improve medical service, Iraqi hospitals.And united conclusions, that he was not there the attention of doctors, whatever the personal traits of hand (age, marital status, educational attainment, and the number of years of service, medical and address), which led to poor practice behaviors organizational citizenship, and so for the improvement of medical service in terms of lack of interest departments to patients by a doctor of view, leading to weakness provided medical service to them, while he found that there is a positive impact and moral relationship to the behavior of organizational citizenship five dimensions (altruism, conscience conscious, and the spirit of tolerance, civility and kindness, and voluntary participation) to improve medical service, But it was the level of little effect, as a result of the low level of organizational citizenship behaviors in the hospitals of the Department of Health Baghdad / Karkh area of research.

Abstract: تناولت هذه الدراسة التوجه السوقي والتعلم المنظمي كمتغيرين مستقلين تضمن كل منهما ثلاثة ابعاد فرعية، ومتغير اداء الاعمال كمتغير تابع لهما، وقد تفاعلت هذه المتغيرات الثلاثة لتشكل الاطار الذي تدور حوله هذه الدراسة، والتي تهدف الى تحديد اثر كل من المتغيرين الم | The study tackles the market orientation and the organizational learning as independent variables each included three sub - dimensions, and the variable of business performance as affiliated variable. These three variables have interacted to form the framework around which the study revolves. Since the banking sector has become an important part of which service sector is made, as well as it represents the basic pivot for the process of building and the development of the economies of countries, the Iraqi banking sector have been taken to be the sample of this study. A nonrandom sample of nine Iraqi banks was chosen, including four state banks (Al - Rafdain, Al - RaSheed, Industrial Bank, and Agricultural), and five private banks (Baghdad, Investment, Middle - East, Darussalam and Al - Warkaa banks). The data were collected from 132 managers working on the first and second levels. A questionnaire form was used as the main instrument of data - collection, in addition to personal interviews, and some reports, and statements about the banks. In order to process these data, a set of statistical methods such as (mathematic means, standard deviation, percentage, Spearman correlation coefficient, Mann - Whitney test coefficient). Upon the measurement and analysis of the study variables and testing the correlation and the exchange interaction, the study comes up to a group of conclusions among which the high level of variables of the study samples, another finding is that there is correlation relationship between the two independent variables (the market orientation and organizational learning), in addition to the existence of moral effect for the mutual relationship in business performance. While it turned out that the effect of each variable become weaker in business performance individually. On the other hand, it turned out that there is no differences in the opinions and viewpoints concerning the sample among the state and private companies and the sub - dimensions. A set of recommendations were put on the basis of the findings of the study. Finally, the researcher suggested some future studies that enhance aspect.

This system is based on the idea of gathering different machines in groups so as to treat the group of similar parts, which results in the formation of semi - independent manufacturing cells. The aim of the study is to design a system called (IESCMSS) which depends in the expert as one of the artificial intelligence technologies and this system consists of two parts, the first one is interested in generating different solution to the problem of the formation of manufacturing cells by using a group of cell formation methods. This part also presents advice to the user about doing possible changes and evaluating according to the group of efficiency measures for cell formation to choose the best method. The second part of the system acted on loading the work orders on the cell in order to estimate the energy of both machines and cells, and applying a group of the rules of scheduling the cellular manufacturing system and comparing between them according to a group of measures that evaluate the activity of scheduling rules and recognizing the performance of each rule to choose the best one. The expert systems was designed depending on the (Visual Basic) language which is considered the suitable environment to design advanced programs and to verify the possibility of applying those programs to obtain quick and precise results. The scientific importance of this study was originated from its humble participation to fill the gap in the process of treating the problem of the formation of manufacturing cells and scheduling them as well. The study has depended on the case study manner as a method to know the results of managing the expert system (IESCMSS). The study sample were taken from Tammooz air conditioner factory. The most important conclusions of the study were : the AVV method in forming manufacturing cells exceeded the other methods in view of the group of formation efficiency measures. The results of applying the expert system showed a new method in doing the process of reassignment to the machines and the parts quickly and precisely in addition achieving accuracy and quickness in doing the processes of loading and scheduling to each cell generated from the application of formation methods

So it had been discussed groups of other criteria that should be considered to achieve that. The descriptive analytical methodology ,and the reconnaissance style have been used, and preparing for questioning air as a tool by the research to measure justice by distributing investment shares for region development program, and also the effective factors. It includes a community and study sample from the members of local legislative and executive authority(municipality counsels in districts and sub - districts in wasit province, and head departments that concern to execute projects ,and concern of University instructors as an important sample. The results of the research showed up a mess in the effective factors of distributing the investment shares, and weakness in the available resources and in the administrative operation representing by organizing, leadership and observing working sides to execute the project without active information system for decision makers. The results of the research showed up that the level of justice in distributing the shares was medium. Although there is a difference in distributing the shares in the districts and sub - districts of wasit province. A simple regression analysis was used in the tests to determine the effect of ( (Health service quality), and the Beta coefficient for the expected change in the dependent variable (QoS) due to the change in one unit of the independent variable (health expenditure) of Know the ability of the model to explain the relationship between independent and dependent variables.The study concluded that the level of quality of health service in all hospitals is very high for all years of study. This carries a very important conclusion. Either the hospital departments are 100% successful so that they invest all their resources properly. The quality assessment is wrong, especially that it is conducted by committees of the hospital itself. The study reached a number of recommendations, the most important of which is that the hospital departments are specialized in the management of hospitals and the adoption of indicators of maternal and infant mortality as an important indicator of quality of health service

And applied the research on a sample of (120) people from the leaders in the surveyed banks (commissioners managers and branch managers, assistants of managers, and heads of departments). Find the questionnaire as a tool to get of data and information has been adopted as well as personal interviews conducted by the researcher with a number of leaders of the surveyed banks. The aim of the data and information processing is the researcher that uses a range of statistical methods which are { Test of Cronbach's alpha, arithmetic mean, standard deviation, coefficient of variation, rate of respond, simple correlation coefficient ,simple linear regression, the explanation coefficient (R2), test (T), test (F), path analysis }. The research also sought to test a range of major and minor hypotheses in terms of correlations and influence between research variables beyond initial answers research seeks to be validated in order to answer questions and field problem for research, was adopted Find two methods are complementary to each other to achieve the goals and test hypotheses which are (the Descriptive method, and The analytical method). The final result of this research is a set of results, which matched the hypotheses and the most important are : (banks researched interest of all the variables and dimensions of search, there is a significant correlation between the Search variables and Sub dimensions, having influence relations of the leadership patterns and knowledge management strategy in organizational excellence in the surveyed banks). The research also included a set of recommendations including : 1 - The focus on the leadership patterns in the surveyed banks due to their moral impact in organizational excellence, especially the network governance leadership being the most influential pattern in organizational excellence, through contact activation among all individuals and departments as well as the networks formation of internal and external communication in the surveyed banks and, which greatly affect in achieving organizational excellence to such banks and distinguishes it from its competitors.2 - Work to increase conditioning and integrate the patterns of administrative leaders in the surveyed banks with the strategy used for knowledge management in these banks, This is done through working to develop the skills and expertise of leaders in the field of knowledge exchange and activating the role of information technology to take advantage of the tremendous developments in this area. To know the causes and their analysis, a number of private hospitals operating in Baghdad in both Karkh and Rusafa has been selected as follows : • Rusafa : Jarrah Hospital, Hayat Al Rahibat Hospital, Mostanserya Hospital. Bunuk Hospital, Rahibat Hospital, Dijlah Hospital, Firdos Rahibat Hospital, Baghdad Hospital.• Karkh : Meserra Hospital, Dhergham Hospital, Kadhumya Hospital. Patients who had various surgeries were interviewed, and their views and opinions were taken via a checklist which has been prepared for this purpose. 65 patients were reached, statistical data were processed through calculation frequencies, means, and percentages to know the answers of the sample of patients about the reasons of their reluctance. A set of conclusions were reached, among which : The citizens felt weakness in the performance and responsiveness of staffs in governmental hospitals, the surgeons behavior in private hospitals was more appropriate, respectful, and humane than that in governmental hospitals, the private hospital staff can better handle the patients' emotions.

It is facing, as other sectors of economy, many competitive challenges, chief among which may be the total liberation of the bank financial services, results of the information revolution, the attempts to globilize economics in away leads to remove boundaries, the overlap of interests and the competitive conflict. Establishing on what has been mentioned and due to the strategic role played by private sector banks through in the activation of the movement of investment and development in Iraq and because of the restricted areas of competition according to the scale economics, the study aimed at adapting the philosophy of (TQM) of the private banking services sector after the unique successes achieved by many world banks through implying philosophy as a competive weapon and a profit strategy and continuity in business environment.The study aims at treating the philosophy of (TQM) through a strategic perspective which accomplishes integrity among the frameworks and the operational requirements and the strategic content of philosophy as a strategy for superiority and pioneering in market beginning from the strategic analysis for the (CSF) relating to the dimensions of industry environment and the factors relating the strategic capabilities as forces of impediment or support to carry out the priorities of continuous improvement in the quality of services and the banking operations concerning design, application and performance. It eventually analyse the effect of (TQM) philosophy priorities on improving the strategic performance industry in connection with its competitive, operational and financial dimensions.This study adopted conceptual and objective criteria to collect data; the objective criteria have been devoted to study the indicators of the strategic performance, whereas the conceptual criteria included two questionnaire tools, the first of them was prepared for managers according to dicimal meter and the second for customers according to the five sides likert meter. The two tools have been prepared in the light of former studies, and then distributed to all bank’s managers and some branch banks managers. The customers questionnaire tools were distributed to a random specimen out of the industry bans customers from August through November - 2002. The data were analyzed descriptively where the linking hypotheses were tested by Spearman Rank Correlation method and the effect hypothesis were examined by simple - stepwise multiple Regression methods - virtually Kruskal wallis test was employed to verify discrepancies and differences among the independent and dependent variables the study includes seven chapters , the first one deals with methodology. The second , third and fourth chapters are devoted to discuss frameworks and theoretical information of the (TQM) philosophy. But , the fifth , sixth and the seventh chapters explicate the applied aspect of the study as well as the data analysis results. The study results have proves that there are real gaps in the accomplishment of the (TQM) priorities in banking operations and sevices , chief among which were the virtual performance of the banking services in view of industry for the realized quality of service from the customer’s point of view , then other two subsequent gaps were the gap of to be correspondent with and the design gap relating their used dimensions in the study. The results also showed the achievement of several study hypotheses or the acceptance of null , hypotheses concerning the connection and influence of the (CSF) which relate the industry environment dimensions with the priorities of (TQM) represented in the constant improvement of the correspondence quality by the significance of assurance and empathy dimensions , and virtually the continuous development of the virtual performance quality and the banking operations. The bargaining force factors of buyers and the density of present and expected competition are the most supporting factors to the industry responsiveness to the Priorities of the continuous improvement. Moreover many (CSF) which relate the strategic abilities achieved a virtual responsiveness to the priorities of the continuous improvement , chief among which were the human , technical , operational and Knowledge abilities. The results showed that the (TQM) philosophy had achieved an essential supports to the strategic performance of the industry , this fact has appeared clearly in the field of competitive performance represented in improving the customers’ satisfaction and improving the competitive position of industry and the operational and financially performance. The study has arrived to some recommendations the most important of them are : it is necessary that the private sector banks adopt the (TQM) as a strategy of survival and profit in market through practical and studied plans and programs to raise the level of the quality of bank services and operations. it also aims at seriously decreasing the quality gaps if it was to confront the forthcoming competitive challenges in the iraqi market starting from increasing the operations of the strategic analysis to the industry environment , the competitors trends , developing the information concerning the customers and his expectations and then translating these expectations accurately in characteristics and criteria of the banking performance. Moreover , the development of the marketing , conceptual and technical abilities is considered through increasing the interacting marketing programs , diversifying the marketing bland , employing advanced methods in communications and exchanging information. Finally , it is necessary to think about building strategic fusion’s or alliances among the industry banks to promote promote their competitive power in adopting the option of superiority through the quality of the banking services and operations.

The researcher found during a pilot study that there isn’t enough care paid by the Directorate of Municipalities in developing its human resources using one strategy or a number of strategies and their effect on the Quality Municipality Service. Thus a number of research questions were set concerning the existence of clear perception in the Directorates of Municipalities concerning the strategies of developing both the human resource an Quality Municipality Service and the correlation and effect between them.A number of hypotheses were set within a hypothetical model in order to investigate the correlation and effect between the explanatory variable (human resource development strategy) and the reactive variable (Quality Municipality Service) in the study form to collect the data from Directorates of Municipalities and later analyzing the data using the statistical software (SPSS). The study concluded a number of conclusions that indicated a significant correlation between the study variables based. The results also showed a significant effect of human resource development strategy on the Quality Municipality Service. Based on the results, the study recommended a number of recommendations
