أصبحت أهمية الولايات المتحدة الامريكية بعد الحرب العالمية الثانية قوة رئيسة وبارزه في العالم ، وذلك بما امتلكتها من تكنولوجيا عسكرية متطورة وقوى بشرية هائلة ، وقد شهدت هذه المرحلة العديد من التوترات السياسية ، ثم جاءت مرحلة الوفاق الدولي ، والتي شهدت العديد من الاتفاقيات والمعاهدات.
تأتي أهمية الدراسة في معالجة القضايا الدولية في مرحلة الوفاق الدولي والتي كان على سايروس فانس وزير الخارجية للولايات المتحدة الأمريكية في عهد الرئيس جيمي كارتر( 1977- 1980) بإتمامها عبر تصوراته و ممارسته للسياسة ، فقد كانت شخصية لها قيمتها ومكانتها وتأثيرها في السياسة الخارجية، فقد تميزت حياته الشخصية بالتميز والتفوق والحصول على اعلى المراتب في تخصصي الجامعي و هي دراسة القانون، و اثناء مشاركته في الحرب العالمية الثانية حصل على رتبة ملازم وذلك تمييزا عن أقرانه، وعمل بعدها في المحاماة وبرز اسمه وتم ترشيحه عام 1957 كمحامي في أحد فروع مجلس الشيوخ، وبعدها في عام 1960 تم ترشيحه بوظيفة فيوزارة الدفاع الأمريكية( البنتاغون) وساهم في حل العديد من القضايا، و بعدها شارك في حل العديد من القضايا ذات الطابع الدبلوماسي ومنها القضية القبرصية عام 1967، وترشح بعدها لان يكون احد اعضاء لجنة التفاوض لإنهاء الحرب الفيتنامية في مؤتمر باريس عام 1968، وبعد وصول الرئيس جيمي كارتر للحكم في الولايات المتحدة الأمريكية تم ترشيحه لملء حقيبة وزاره الخارجية، ومنها اتت اهمية الدراسة فكانت لخبرته شخصيته وحنكته الاثر المهم في اتباع الولايات المتحدة الأمريكية سياسة متوازنة بينها وبين حلفائها من جهة والدول الشيوعية من جهة أخرى، وذلك رغبة منه في تخفيف حدة التوترات ، واتباع سياسة التفاوض بدلا من سياسه استعمال القوه واحترام سياسات الدول وسياساتها.
فسعى فانس وبعمل دؤوب بعقد اتفاقية جديدة مع البنميين، وكانت وجهة نظره بضرورة إلغاء معاهدة عام 1903، والتي سيطرت بها الولايات المتحدة الأمريكية على منطقة القناة وذلك لاستغلال مواردها، مما اذى حدوث العديد من الاضطرابات في منطقة القناة بين سكانها الاصليين والتابعين للولايات المتحدة الأمريكية من الموظفين الذين كانوا يعملون في القناة بذل فانس جهودا لوضع اتفاقية جديدة تضمن حقوق الأطراف في منطقة القناة ، وتكللت هذه الجهود بعقد اتفاقية بين الولايات المتحدة الأمريكية وبنما عام 1978.
وعمل فانس من جهة أخرى على تعزيز التعاون العسكري والسياسي مع الدول الأعضاء في منطقة حلف الشمال الأطلسي، وضرورة طمأنتهم بأن الولايات المتحدة الأمريكية ستستمر تدعم هذه المنظمة بكل ما تملك، الوقوف في وجه التهديدات الاتية من قبل دول حلف وارسو، و عقد اتفاقية جديدة مع الاتحاد السوفيتي لخفض الشامل في الأسلحة الاستراتيجية ومشاركة اعضاء المنظمة لاطلاعهم على بنود الاتفاقية.
أما بالنسبة للاتحاد السوفيتي فقد سعى فانس على ضرورة اتباع سياسة تهدئة مع الدول العظمى الثانية ، وإكمال سياسة الوفاق، والقيام بالتفاوض معهم في خفض الشامل في الأسلحة الاستراتيجية، فقام فانس بجولات تفاوضية وحاور جميع المسؤولين السوفييت، وعلى الرغم من معارضة بعض أعضاء الإدارة لهذا التوجه نحو السوفييت، وأسفرت جهود فانس عن عقد اتفاقية سالت 2 عام 1979 مع الاتحاد السوفيتي.
وتماشيا مع سياسة الإدارة الأمريكية في عهد الرئيس جيمي كارتر، كانت القارة الإفريقية حيزا في سياسة فانس الخارجية ، فكان يرى ضرورة حصول الأغلبية السوداء حقوقها كاملة في هذه القارة ،و لإنهاء حالة الحرب بين الأطراف، فكان لفانس دورا في حصول الأغلبية السوداء في زيمبابوي على حقوقها الكاملة ، وإجراء انتخابات عادلة تضم جميع الاطراف عام 1979 وحصول زيمبابوي على استقلالها بعد ذلك عام 1980.
كانت وجهة نظر فانس بشأن تطبيع العلاقات الأمريكية الصينية ضرورة اتباع سياسة متوازنة تجاه القوتين الشيوعية بين الاتحاد السوفيتي والصين ، عمل فانس بجهود متميزة في عملية تطبيع العلاقات الأمريكية - الصينية ، وواصل فانس لتقوية هذه العلاقة ، والزيارة التاريخية التي أقام بها دينغ شينغ بياو الولايات المتحدة الأمريكية و البدء بالتطبيع بشكل رسمي عام 1979 بين البلدين.

Abstract: تعدُ دراسة التاريخ الأوربي عموماً والتاريخ الانكليزي بشكل خاص, له أهمية كبيرة ليس على المجتمع الأوربي فحسب، بل تعداه إلى المجتمعات الأخرى، ويعود ذلك إلى ما أفرزته الأحداث الأوربية من نتائج انعكست بشكل مباشر وغير مباشر على المسيرة التاريخية لشعوب العالم بأسره، ويبدو الأمر أكثر وضوحاً عندما أصبح التحول الأوربي السياسي والاقتصادي والثقافي والاجتماعي مقدمة للتحولات في العالم، كما كان للعديد من الأحداث الأوربية صدى عميق ومباشرعلى المجتمعات الشرقية وليس أدل على ذلك من الثورة الجليلة وما تبعها من تداعيات داخل أوروبا وخارجها، والتي شكلت كما صورها بعضهم انعطافاً تاريخياً مهماً.
يرجع سبب اختيارنا للموضوع إلى أنه موضوع جديد لم يسبق أن تناوله أحد من الباحثين على الرغم من أهمية الموضوع وأهمية تلك المدة التاريخية الانكليزية وما شهدته من تغيرات سياسية واقتصادية واجتماعية كما يرجع سبب الاختيار لأهمية توضيح العلاقات التي كانت قائمة أثناء مدة منفى الملك جيمس الثاني بين فرنسا وإنكلترا وتوضيح أثرها ونتائجها ودراسة الظروف الموضوعية التي أدت إلى النفي وبيان ورصد أثر الصراع البرلماني الستيوارتي ودوره في نفي الملك جيمس الثاني ودراسة مدة المنفى فضلاُ عن دراسة الوضع في إنكلترا بعد نفي الملك وكذلك دراسة الصراع بين الملك جيمس الثاني والملك وليام الثالث ونتائجه في المدة (1688 – 1701), ولم يفتنا رصد العلاقة بين الملكين جيمس الثاني ولويس الرابع عشر أثناء مدة المنفى (1688 – 1701) , وبيان أسبابها ونتائجها.
تتمحور أهمية الموضوع في تركيزه على مدة منفى الملك جيمس الثاني إلى فرنسا (1688 – 1701) تلك المدة التي لم يسبق تناولها من قبل والتي قامت بسبب الثورة الجليلة عام 1688.
