Abstract: اعتمد العراق على الاستيرادات من الخارج لتغطية الطلب المحلي ولاسيما السلع الغذائية منذ عام 2003 حتى الوقت الحالي, اهتمت الدراسة بتوضيح طبيعة التعاون الاقتصادي الاقليمي لدول الجوار مع العراق واعتماده كأسلوب عمل للسياسة الاقتصادية في العراق وارتباطه بالتدابير والاجراءات التي من شأنها تحقيق التنمية والاستقرار, بما ينعكس على الامن الغذائي وتوفير متطلباته المستقبلية , لذلك تكمن فرضية الدراسة من ان التعاون الاقتصادي على المستوى الاقليمي يشكل خطوة مهمة لما له من اثار ايجابية على مختلف النواحي الاقتصادية منها والاجتماعية ويقلل من اشكاليات تأمين الغذاء. وذلك من خلال وضع رؤى استشرافية للمستقبل وبيان الانجح منها, ولاسيما وان الاقتصاد العراقي هو اقتصاد ريعي يعتمد في تمويل اغلب موازنته على النفط مع تراجع نسبة مساهمة بقية القطاعات في الناتج المحلي الاجمالي , وبما ان الاقتصاد العراقي اقتصاد منكشف للعالم, ما اعطى المجال للدول للدخول والتنافس على اسواقه , وبينت الدراسة نتائج التعاون على المستوى الاقليمي , وهو ما اكدته طبيعة الارقام في حجم التبادل التجاري بين العراق ودول الجوار, وما توصل اليه الباحث الى أن ارتفاع القدرة التعاونية للعراق والمشروطة بعلاقات اقتصادية مثمرة والتوجه للانتاج والتصدير ودعم الزراعة المحلية . أتساقاً مع ما تقدم توصل البحث لعدة استنتاجات اهمها أن التعاون الاقتصادي الإقليمي له آثار على الجوانب الاقتصادية والاجتماعية ويقلل من تحديات الأمن الغذائي في العراق بشرط ألا يتسم بالتبعية , وان العلاقات التجارية الدولية تعد من أهم الأدوات المؤثرة على الأمن الغذائي وتسهم في علاج الاختلال الهيكلي الذي يعاني منه الاقتصاد، وأن بعض دول جوار هُم الشريك الأكبر في التجارة الخارجية، وسعيهم للسيطرة على اسواقه واغراقها بالسلع وتعطيل هياكله الانتاجية. إما أهم التوصيات فتندرج تحت تحرير الاقتصاد العراقي من هيمنة القطاع النفطي والسعي لتنويع مصادر الدخل وتوظيف العائدات لصالح الاستثمار والخدمات ,وانشاء صندوق لإدارة العوائد والفوائض المالية المتحققة من عائدات النفط والاستثمار في الداخل والخارج كبديل لمواجهة انخفاض أسعار النفط , مما يعزل الموازنة العامة عن تقلبات ألاسعار العالمية, ودعم القطاع الخاص والاهتمام بالصناعات الصغيرة والمتوسطة وضمان توسيع أنشطتها، لتأثرها بسياسة الاغراق, وإنشاء مناطق للتجارة الحرة .ومعالجة سلبيات الانضمام إلى التكتلات الدولية والإقليمية على الأمن الغذائي من خلال تأهيل الكفاءات والاهتمام بالسياسات الاقتصادية لدعم وتسويق الإنتاج الوطني, والاهم ان أي سيناريو قد يحدث، وجد أن هناك تأثيرا على التبادل التجاري ، وهذا من شأنه أن يحقق مستوى جيد من الأمن الغذائي .
