Abstract: تعد العملة الرقمية المركزية من ابرز التطورات في مجال التكنولوجيا المالية، اذا ان تبني هذا النوع من العملات يؤدي الى تغيرات وتحديات في السياسة النقدية والاستقرار المالي، لذلك يجب دراسة فرص تبنيها لضمان الاستخدام الامثل للعملة الرقمية المركزية ومنع الانشطة غير القانونية وتعزيز الشمول المالي، كما ويركز البحث الى معرفة كيفية تاثير العملة الرقمية المركزية في ادوات والية وانتقال اثر السياسة النقدية وتسليط الضوء على التحديات المحتملة على الخصوصية والامن السيبراني وتاثيرها على المصارف التجارية واقتراح استراتيجيات للتعامل معها وتوفير ارشادات مبنية على التحليل والبيانات لصناع السياسة النقدية بالاعتماد على تجارب دول مختارة مثل؛ الصين ونيجيريا. وتوصل البحث الى بعض الاستنتاجات وكان اهمها يتمثل في ان اصدار مثل هذا النوع من العملات الرقمية المركزية له اثار في السياسة النقدية عن طريق تاثيرها في قناة اسعار الفائدة، فاذا كانت العملة الرقمية تحمل مكافات فيعني انها تحل محل الودائع المصرفية مما يؤثر في اداء المصارف التجارية واذا كانت عكس ذلك فقد لا تولد العملة الرقمية المركزية طلبا كافيا لها نتيجة عدم تقديم مكافات عليها. ويوصي البحث في ضرورة تصميم العملة الرقمية المركزية بشكل لا يؤدي الى الاضرار في السياسة النقدية واداء المصارف التجارية، كونها تؤثر في الوساطة المصرفية.

Abstract: المستخلص يهدف البحث الى بيان الدور الذي تلعبه مبادئ الحوكمة الخضراء في الوحدات الاقتصادية العراقية (عينة البحث) في تعزيز ادائها المستدام على وفق معايير المبادرة العالمية للابلاغ عن الاستدامة ال(GRI)، والذي ينعكس اثره على زيادة ثقة المستخدمين بالمعلومات المالية وغير المالية المطروحة في التقارير التي تصدرها الوحدات الاقتصادية، وكذلك تحديد نقاط الضعف التي تحول دون تحقيق هذه الوحدات لمسؤولياتها البيئية والاجتماعية فضلا عن الاقتصادية، وبالتالي التاثير في اهداف الاستدامة والسياسات والاجراءات المعدة من قبل ادارة هذه الوحدات، وانعكاس ذلك على مدى تعزيزها للاداء المستدام، وبالتالي تشويه صورة تقارير الاستدامة وصعوبة وصول الاطراف ذوي المصلحة الى اتخاذ القرارات المناسبة. واعتمد البحث وبشكل رئيس المنهج الاستنباطي في اعداد الجانب النظري من الدراسة للوصول الى احدث ادبيات الحوكمة والمتمثلة بالحوكمة الخضراء ومبادئها واهدافها واشكالها، وما توصلت اليه الشركات المتقدمة في مجال الابلاغ عن الاداء المستدام من خلال استخدام معايير ال(GRI)، وبناء قيمة حقيقة للوحدات الاقتصادية العراقية. اذ تم استخدام المنهج التحليلي الوصفي (تحليل المحتوى) للجانب العملي من البحث من خلال استخدام اسلوب تحليل المحتوى للتقارير المالية لسنة 2022 لعدد من الشركات العراقية (عينة البحث) الخاصة والمدرجة في سوق العراق للاوراق المالية فضلا عن شركة الفرات العامة للصناعات الكيمياوية والاسمدة/بابل وهي احدى الشركات العامة المملوكة للدولة، من خلال الاعتماد على مؤشرات مبادئ الحوكمة الخضراء المقرة من قبل خبراء التحكيم، ومؤشرات الـ(GRI) لقياس وتقييم الاداء المستدام كادوات جمع البيانات. وخلص البحث الى ضرورة تبني مبادئ الحوكمة الخضراء لبناء استراتيجيات قوية طويلة الاجل تحسن من واقع الاداء المستدام وتعززه في الوحدات الاقتصادية العراقية بابعادها الثلاثة (الاقتصادية والبيئية والاجتماعية) وضمان تحقيق الاهداف المرسومة وفق معايير الـ(GRI)، وقد استنتج الباحث وجود علاقة ارتباط وتاثير ذات دلالة معنوية بين مبادئ الحوكمة الخضراء والاداء المستدام على وفق معايير الـ(GRI)، ويوصي الباحث بضرورة تبني الوحدات العراقية لمفاهيم الحوكمة الخضراء في استراتيجياتها، والزام السلطة التشريعية على سن قوانين ولوائح بيئية ووفق معايير الابلاغ العالمية وبالتعاون مع الحكومة، واصدار تقارير استدامة مرفقة بالقوائم المالية السنوية تطبق فيها المبادرة العالمية للابلاغ عن الاستدامة ال(GRI).
