This research is dealing with one of the most important economical growth. the growth is considered from the most significant economical goals that the countries and governments are trying to achieve them that is by economical policies and accompanied legislations with them to pursue side by side for carrying out to prompt the growth rates forwards, thus, the importance of this study of analysis the general expenses and the rang of their influence on achieving the Iraqi economical growth the study is aimed to analysis the elements of general expenses and the structure of Iraqi economy and the kinds of economical activities and to clarify the relation ship’s degree between the general expenses by it’s sections the current the invest with economical activities inside the Iraqi economy. The researcher has adopted of choosing the period 1981 - 2000 as class state according the term the is to be distinguished of economical changes and crises and the chronic and huge affects that the Iraqi economy would be suffered of decades the study has reached of which the most important is that of confirming on the importance of the general expenses with two sections the consumption and investment

Developing Countries have shown a great interest in economical development because of the backward condition that these countries suffer from. Many different systems, opinions, theories and methods have been suggested to get rid of backwardness and to build prosperous and healthy society that is able to afford all prosperity - requirements to itself. The concept of economical development, which used to concern with the material aspect only, has developed to get a broader dimention of other new concepts which begin to take other aspects into conception. Economical development has expanded to include the conceptions of human development, human sustainable development and sustainable development which tack into consideration not only the economical and social aspects, but also the environmental and political ones. The problem of environmental decline is recently raised because of mans misuse of the environment and its resources. The attention is drawn to the environmental and sustainable development and the ways of achieving them in the developing countries that suffer from the reduction of their social and economical activities as well as environment pollution. Sustainable development is connected, in a way or another, with the increasing burdens on the different components of the environment. So, it becomes necessary that quickening the development has to go hand in hand with supporting educational and health services as well as population growth control spreading environmental acquaintance. All these developing activities must be connected with each other in order to reduce the bad effects that may take place because of the development of agricultural progress as well as the development of maintaining water purification and vegetation to the lowest level.The study aims at achieving the equation between realizing sustainable development and maintaining the environment in order to allow the coming generations to enjoy its materialistic and non - materialistic sources. This will be shown at different stages of this study.Finally I would like to explain the motive behind choosing the field of sustainable development and environment, the field is considered one of the most contemporary issues. Yet, the study faced a lot of obstacles because of the lack of references and sources about this subject. None the less, I hope that this humble effort will be another step that can be added to the issue of sustainable development and environment.

The relationship between the environment and sustainable development is one of the significant contemporary economic subjects.This thesis aims at showing the relationship between the environment and sustainable development and analyzing it. This thesis points out that relationship between them is very strong and mutual, because the target of the development of the sustainable economy is sustaining the total capital, which includes (human capital, natural capital, social capital and man - mode capital). At the same time, the target of the sustainable environmental development is how to sustain the total capital. Thus, when the economical and environmental policies are more cooperating and united this leads to the real sustainable economy and it has its positive advantages on the environment and economy.Applying the sustainability in Erbil governorate was obstacle with political, ethical, and technology considerations that may be difficult to control, and overcome, which in turn makes it not achievable in a short future term.

Conventional linear programming models are usually used in determination of optimum production which either maximizing gross margins or minimizing to total costs under definite constraints. The main deficit in such models is their neglecting risk which exit in production process. Hazell at (1971) succeeded to improve the conventional linear programming to linear models take in consideration risk and uncertainty. The new models are based on the assumption, that decision mater could choose between optimum plans on the basis of expected income (E) from each plan and the absolute total deviation (A) ; thus this invented model which includes the above mentioned variables as a measure for risk in any plan is called MOTAD (Minimization of Total Absolute Deviation). By using this model minimum total absolute deviation is obtained , which means that an efficient plan is fulfilled with gross margin (E) and minimum total absolute deviation (A). A linear alternative mathematical programming model introduced by Loren W. tauer at (1981) computationally efficient and generates solutions meeting the second - degree stochastic dominance (SSD) test. MOTAD does not do this. The model is a modification of MOTAD called Target MOTAD. It's two attribute risk and return model. Which generates a subset of feasible SSD ( second degree stochastic dominance) solutions where stochastic dominance techniques are appealing theoretically because they require only function properties ,rather specific forms be specified. The thesis aims to derive the efficient industrial plans for Al - shaheed general company under risk by using MOTAD and target MOTAD as a linear alternatives models for the quadratic programming models. The results showed that there had been a sort of (trade - off) between risk and the expected gross margins. And if the studied company strives to get high gross margin , it should tolerate risk and vice versa. Beside that , target MOTAD appears to be more plausible approach for examining risk - return trade - offs , and in addition it's more consistent with recent economical literature. Finally the contents of this research divided into six chapters : - The first dealt with the foundmental concepts , previous studies and theoretical sides related to the subject of the research. The second chapter involved models that expressed about risk and deal with. The third chapter contains risk efficiency criterions and stochastic dominance analysis. The fourth chapter involved a technical , financial analysis and building the primary model of linear programming for the target company. The fifth chapter an empirical study on data of Al - shaheed company by using MOTAD and target MOTAD. Then conclusions and recommendations had been showed in the sixth chapter. The essential of them were mentioned above. So the management of Al - Shaheed Company to be invited to apply the suitable procedures in the production process , in order to get efficient plans that improves it's performance.

يتناول البحث احد اهم المواضيع الاقتصادية في الوقت الحاضر الا وهو العولمة الاقتصادية واثرها على القطاع الزراعي في الدول العربية ولان الحديث عن العولمة الاقتصادية لابد ان يقترن بدور الياتها الاقتصادية المتمثلة بصندوق النقد الدولي وسياسات الاصلاح الاقتصادي ا | The research take up one of the more important economic subjects at the present time that is economic globalization and the effect on agricultural sector in Arabic countries and the talking about the economic globalization should to be coupled with the H’s mechanical economic role which by representative international monetary fund (IMF) and the policies of economic reform which has adopted at the developing countries and that of them Arabic countries also the international bank for reconstruction and development (IBRD) and the policies of the structural adaption also the role to activity the mechanical market and to go under the government’s role in economics activity also the role of the multi - national companies through the foreign direct investment (IFD) also the role of the world trade organization (WTO) to have a free international trading in the agriculturing goods from here the study important is coming to analysis the actual the Arabic agricultural sector under these variable which companion with the economic globalization and it’s mechanical through the actual Arabic agricultural sector analysis under the economic reform processes and the structural Adjustment adaptation and analysis the free international trading for the agriculturing goods within hold from the effects on the Arabic food and agriculture trading and analysis the policies free schedule for the (FDI) which Arabic countries are followed in agricultural sector. The study has aimed confirm that the economic globalization has come the result of the economic interest fight and to have control on the international economic through to control on the economic sides the finical side through the (IMF) and financial side through the (IBRF) and the trading side and investment through the (WTO) and the multi - national companies and this side have very important effects on the agricultural sector through the policies and mechanical application of the economic globalization so that should be to stop long on this effects to analysis the potential reflection for this effects and the present status of the agricultural ability exists in the form which less from the unit of the negative reflection for it and increase and consolidation for the positive effects for it in the shape which serve the development instructions in it and supported the role of the agricultural sector and the research has been depended on to study the state ( Egypt & Jordan & Syria ) in order to Egypt and Jordan are from the countries which have been depended on economic policies repair on the international Establishment and they are enjoined in (WTO) but the stud state of Syria because it has policies repair economic depended on them self and the research has been depended on the to attain this study effects application the policies of economic globalization in these countries through to showing the indications of economic before to application these policies and through in it. The more important which this study has reached the results is to application the economic globalization policies has on the positive effects and negative on the agricultural sector in the countries subjective study.And the study recommend to complain the Arabic economic to consolidation the benefit from the trading and the investment opportunities which the globalization and to faced it’s challenges and to encourage the Arabic trading among them and the international trading and to less the depend on the broad sources to in sure them food
