المستخلص: تناولت في هذه الدراسة تحديد مدى علاقة الارتباط والتاثير لخصائص القيادة التحويلية في مجالات التغيير التنظيمي، عن طريق عرض اطار نظري حديث لابرز ماقدمه الكتاب والمفكرون بشان متغيري الدراسة، فضلا عن اطار عملي تحليلي لاراء عينه مختارة ضمن عينه الدارسة، ولتحقيق | The study examined the extent of the correlation and influence of the characteristics of transformational leadership in the domains of organizational change, By offer to outline the modern theoretical framework with the leading writings and thinkers on the variables of the study, and to achieve this questions have been raised expressed the problem of the study and drafted for questions three major hypotheses branch by hypotheses several subset.Researcher has been tested relationship correlations and effect between the independent variable "characteristics of transformational leadership" and dependent variable "domains of organizational change" in the field of higher education, specifically at the University of Tikrit on a sample of the deans and department heads, researcher used the analytical descriptive analysis to describe the variables of the study and the questionnaire as the main tool for gathering data on side of the field study, distributed to(85) questionnaire recalled to prevent Form (75) have been analyzed by use a group of appropriate statistical techniques for analysis. The study concluded to draw a set of conclusions that would serve the university important : 1 - Enjoy Academic Leadership at the University of Tikrit, the characteristics of transformational leadership of a very good degree. 2 - There is a significant correlation and effect between the characteristics of transformational leadership, namely, (idealized influence, inspirational motivation, Intellectual stimulation, Individullized consideration, and empowerment of employees) and the areas of organizational change in the researched university, and the results of the analysis produced vary in impact of the characteristics of transformational leadership in domains of organizational change, showing human resources in top place in terms of power and influence organizational structure, followed by technology and then came the tasks and process finally. The study recommended a set of recommendations the most important : - 1 - Employment correlation and impact relationship between the characteristics of leadership and domains for organizational change in the formulation of plans of the university and make organizational changes in accordance with this relationship, and the work to strengthen the characteristics of transformational leadership being more effective in support of organizational change in the domains of work for the researched University. 2 - Establish a especially training courses and continuously for deans and department heads at the university in order to enhance their knowledge, experience and skills and develop their leadership characteristics to support successful organizational change, and the necessity to apply the study in production and services organizations, , in a step to reach the diagnosis more comprehensive nature and level of the characteristics of transformational leadership and domains of organizational change situation

This study, has based to determining the governance mechanisms and management accountant role in conducting them in a sample of Iraqi industrial companies listed in the Iraqi stock exchange during the field visits for these companies and interviewing many heads, rather than analyzing the questionnaire prepared to achieve the study objective and it has been designed to survey the opinions of academics, experts, specialists and heads in the companies regarding the management accountant role (concerning the nature, scope and its location in the organizational structure) in achieving the cooperate governance mechanisms.The study has reached to several conclusions represented by the following : 1. The governing boards in the companies, sample of this study, aware to their responsibilities towards the stockholders and others of the stakeholders, but the actuality refers to a weakness in activate the governing board mechanism and requirements of conducting the tasks shouldered by their members in all companies, sample of the study, rather than a weakness in implementing other mechanisms of the cooperate governance.2. There is a clear shortage in the management accountant role in the companies, sample of the study, regarding to implement the governance mechanisms, whereas his role is limited to provide the financial information and consultations to the executive management and nothing else, rather than performing his role centrally according to the required information in terms of quantity, quality and format based on the models determined by the management. Also, there is no direct connection to communicate the information and consultations between management accountant and the executive management and other parties.This matter needs to develop the management accountant role in these companies complying with the governance mechanisms' implementation

المستخلص: ان استعمال النماذج المعلمية يتطلب توافر معلومات كافية عن الظاهرة المدروسة مع معرفة المجتمع الذي سحبت منه العينة وان تكون معلماته معرفة لكي تكون قراءة هذه النماذج قراءة صحيحة كما تتطلب وجود بيانات من النوع الكمي الامر الذي دفع الباحثين الى البحث عن نماذج ا | Using of the parametric models requires a number of preliminary conditions that should be available to make the reading of these models right as well as the presence of quantitative data which motivated the researchers to search for models with lesser terms than the parametric models represented by nonparametric models, so too many considerations have been made for the Nonparametric Regression, in the last years. The main reason of that was the researchers’ belief that pure parametric methods for estimating the regression curve have shortage with the flexibility needed for data analysis - especially the quantitative data - . With the progress made in computers, in both hardware and software, it has become possible to develop many of Nonparametric Regression Methods including the "Quantile Methods". In spite of that, the researcher see the most of papers and articles concern univariate case, where the researchers about bivariate case still with limited. In the other hand, the researches extension to multivariate case nonexistent in Iraq - in the scope of researcher’s knowledge - , which gives an extremely importance for the aim of this study, to bring attention for alternative methods or modified methods that can be efficient ones to improve the currently methods. Thus, the most important purpose of the research, is the use of Tow - Stages method, which helps the researchers to compute Nonparametric estimators for the components of Nonparametric models to avoid the curse of dimensionality.It divideds the components to set of points called "Quantiles" , then estimates the quantile function by one of the quantile methods we explained in this research, ( Marginal Integration, Backfitting, and Tow - Stages ). The simulation has been designed for the illustrated models and it has been checked about the estimation methods performance by using the Absolute Deviation Error (ADE) criterion, then compute the Average Absolute Deviation Error (AADE). From noticing the simulation results, it was shown that the best estimator was Tow - stages estimator in case of high correlation and / or high dimensions. To achieve the purpose of this research, the study has been divided into five chapters. Chapter one, consists of an introduction, the aim of the thesis under research, and a literature survey. Chapter two covers the parametric regression quantile estimation. While Chapter three devoted for Nonparametric estimations methods. Chapter four devoted for Simulation experiments and practical experiment with real data. Finally, Chapter five comprises the conclusions and suggestions that the research has recommended.

The global standard ISO 17025, which include general requirements to ensure the efficient performance of calibration laboratories, inspection and testing of the of international technical specifications is applied to operations and quality systems in laboratories, This study analyzes the reality of the total quality management for the central laboratories by comparing systems of work in the laboratories of Al - Kadhimiya Didactic Hospital with the requirements of ISO 17025 to determine the degree of compatibility and the willingness to adapt to the requirements of the above specification and to show the ability of building an applicable quality management system and to identify problems and their mitigations and prevention to increase.The study also aims increasing the accuracy of tests results through the development of administrative and technical systems for the laboratories. This study gains its importance from the importance of the labs which stems from the fact that the process of health is a set of interrelated activities, Medical examinations and tests constitute one of the fundamental pillars through correct diagnosis of the health situation and careful follow - up of patients as well as the importance of examining the problems encountered in the performance of medical laboratories, which are a constraint to the achievement of the main goals of the laboratories. The purpose of the selection problem of the thesis is not the absence of solutions, but the lack of a systematic economic address in full, and due to how the vision is most clearly as possible to both parts of the investment portfolio, namely, the return and risk, the problem is between what the investor wants achieved return for what is achieved already and what to accept the risk of confrontation and what is the risk of the portfolio in fact. المستخلص: The changes that resulted from the information and communication technology revolutions, affect all the economic, social and political life aspects, the development rates are increasing in the economies that are distinguished with the high potentialities on technical abilities, As for the information era, the wale world get into a developed stage to utilize the available techniques in the field of information and communication technology which become the basic standard of the 21st century's centuries. This development has revolutionized the concepts and methods were until recently not available, then the rapid development of other concepts prevailing in the methods of dealing at the level of countries, organizations and individuals so that the world has become a small village interrelated, and allowed to go beyond the dimension of time and space, to form a vital part of an active and influential in the implementation of this transactions. The economy is effectively in question is a stage of advanced knowledge - based economy, which depends on developments in information technology and communications, can be described the economy as being effective if the indicators of a functioning economy are working well, if the expanded use of e - commerce significantly and levels of investment in information technology high technology exports information constitutes a significant proportion of trade in general, and if the economy was powered through the Department and the Government of eBooks effective and sophisticated, and the city e - represents an appropriate environment in which there are indicators of a functioning economy, where there is a social structure developed in terms of information, as well as e - commerce and e - governance is working well, and this What helps to create a favorable investment climate for companies operating in the field of Information Technology and communication, and thus encourage the industries that operate in the field of information technology and communications.From this standpoint will be the theme (E - city and its impact on the effective economy) as an attempt to shed light on the new concept of the economy according to the economic vision of analytical for the purpose of diagnosing the possibility of applying a functioning economy in the economies in question, hoping to make a contribution in this field from the fields of economic knowledge

المستخلص: ان الاصلاح الاقتصادي في العراق بمفهومه البسيط هو التحول من الاقتصاد الموجه الى اقتصاد السوق، وضمن هذا التعبير المبسط تنضوي مجموعة من الاجراءات التي بواسطتها يتم هذا التحول، لذا فان الاقتصاد العراقي يمر بمرحلة مهمة وحساسة وهي الانتقال من النظام الا | The Conclusion The Economic Reform according to its Simple aspect is the transformation from the Common economic to a free economic. within this expression there are number of procedures by which the transformation will be done. So that the Iraqi economic passes through a sensitive and important stage. By transforming from the social system to the capitalism system , This stage is well connected to the relation between Iraq and the International monetary Fund and the International Bank. These two institutions represent the monitor the organizer and the supervision of the transformation. The transportation and the transformation will be done by applying their programs which known as economic stabilization and the structural adjustment. After 2003 the relation of Iraq with the International monetary fund and the International Bank witnessed a refreshment by the Influence of the transformation and the change caused by the occupation of Iraq. This refreshment represented by many agreements between Iraq and the mentioned two institutions. These agreements granted Iraq many loans on one condition that Iraq must achieve all the programs and Iraq accepted the condition to solve some of the problems of the Iraqi economic. Eventually there must be a correcting movement which can be used as an exit to the Iraqi economy from the crisis that lasted three decades. After Iraq had moved on the economic reform and made the effort of correcting on the financial and monetary policy to willful the economic adjustment as a first and an important step to achieve the structural adjustment which is represented by releasing the prices and the foreign trade. Iraq worked hardly to release the prices and the foreign trade and Iraq was hesitated to achieve the privatization, so he decided to delay it to the next time, because Iraq made sure that the privatization will cause social problems like unemployment and poverty. At same time of the economic reform there were many obstacles preventing the process of the reform , The most important obstacles were the absence of security , The corruption and unjust in providing the well educated people with opportunities to have a role in Iraqi economy. The importance of this study is very clear in diagnosing the most important effects caused by the economic reform programs. That happened by the readable and descriptive analyses which called for the economic side and represented by the continuous advance in the macroeconomic variables of the Iraqi economic. Thus the Inflation red used from (%27) on 2004 to (%12) on 2008 and the foreign public debt red used from (131.2) Billion Dollar on 2004 to (32.3) Billion Dollar on 2008 and the increase of the Govern meant public budget became (12287.4) Million Dollar on 2007. In addition to the increase of the public revenue and also the standers of the individual salaries and the general Domestic product advanced. The social effect of these programs were affirmative in decreasing the unemployment from (%28.6) on 2004 to (%12) on 2007.

المستخلص: يعد الاستثمار ضرورة اساسية لزيادة الانتاج من اجل اشباع حاجات الاجيال الحالية والقادمة، وعنصرا اساسيا في عملية التنمية الاقتصادية، ولكي يمارس الاستثمار هذا الدور المهم والحيوي لا بد من توفر البيئة المناسبة، من هنا تبرز اهمية البيئة الاستثمارية كو | Investment is a basic necessity in order to meet the needs of present and future generations, and a key element in the process of economic development, to exercise investment this important role and vital must provide the proper environment, here highlights the importance of the investment environment as one of the topics of economic strategy important as an incubator by growing and evolving investment and the overall economy. The significance of the choice of this vital subject and studied to shed light on the requirements of the investment environment in the Iraqi economy and the possibility of attracting investments and promoting investment opportunities in Iraq in general and in Anbar province in particular. The study is based on the premise that investment of various resources available in Iraq and creating favorable investment environment will be efficient and rapid growth of the economy and introducing one - sided to a diversified economy and contributes to reduce its dependence on one supplier only. The study aims to : A - Diagnosis of the economic reality in Iraq, Anbar province and to show its strengths. B - Determine and highlight investment opportunities and potential in the Iraqi economy, particularly in Anbar province. C - A study of some international experiences in creating the investment environment and access to the Iraqi economy. In order to prove the hypothesis and achieve their goals has adopted a coherent and systematic manner inductive analytical data for the economic reality in Iraq, focusing on Anbar province. The study concluded that all the ingredients and elements of the investment environment in Iraq, encouraging the exception of the security factor (although relatively improves), but that requires more stability through the concerted efforts of all official and popular, and live up to the supreme national interest of Iraq. As well as show us the study of international experiences that have preceded us that she had succeeded in creating the investment environment and has made investment flows of high - level contributed to high growth rates, including the Chinese experience and the experiences of Egypt and Saudi Arabia at the Arab level, it can benefit from these experiences to serve the reality of the Iraqi economy, Further study showed that Anbar province is rich in mineral wealth job and economic resources and other miscellaneous and require further exploration geology and verify the results achieved by the geological studies primary despite a lack of equipment and technical equipment despite the availability of scientific competence of specialized agencies with a desire for high capacity and serious work and creativity. The study emphasizes the need to develop and design investment map of Iraq, according to a realistic prospect of a future with the prioritization of sectors and projects to the accounts of minutes depending on the resources, capabilities and plans for short - and long - term, activation mechanism and the work of the Investment Law and National Authority for Investment and the investment in the provinces and develop a strategy to fight corruption in all its forms, and the need to Investment of Western Sahara in Anbar province due because of the fertile land and abundant stocks of underground water and minerals, precious and important, and adopt a policy of economic diversification for the development of the Iraqi economy and reduce its dependence on the oil supplier only.In conclusion, this study may open the door for studies and further research, accounting and humbly scoop scientifically and pursuant to a new level of communications and Alotarih university, and the boundaries of knowledge of the researcher there are no master or doctoral thesis was written the subject of opportunities and investment projects in Anbar province in particular and the Iraqi economy in general. This study represents the subject of a broad and important, so that the researcher hopes to complete this long journey of other colleagues after him, or by researchers specializing in this area. This diligent work may be that we have been successful.

This study aims to show the impact of using the techinques of the strategic cost management approach in determining the relevant cost for the operation decision through following scientific and relevant practical methodlogh which consists with the competitive strategies and the organization objectives by using some techinques of strategic cost management like ( ABC , ABM , TC ) and testing by applying in the general company for leather manufactur. This study consist of five chapters : - The first chapter show the research methodlogy and previous studies through its tow sections. The second chapter had allocated to be an introduction to the dcision taking process And techniques Offer By strategic cost management Path through its two section. The third chapter has allocated to show the competitive strategies and determining the relevant cost through its three section. The fourth chapter had practical side of the research through its three sections which had allocated to show and test the suggested methodlogy and analyse the results. المستخلص: The basic idea of the search started from the basis of operations research applications in the study and assess the reliability of producing machines that require decisions assigned to the foundations of modern scientific, And the evolution of technology led to the use of reliability index in the studies of design, operation and maintenance, and increased interest in the field of plants in general and chemical plants in particular.On this basis, has become a study and evaluate the reliability of machines and equipment as part of the effective jurisdiction of the Operations Research.Therefore, the constant interruptions in production machines gratings batteries in the General Company for the manufacture of liquid batteries (Babylon Lab - 1 - ) in Iraq, And the absence of estimating method dependents Parametric methods and Nonparametric ofthese machines led to a lack of knowledge stop hours of work these machines, What are the best methods that can be adopted in the estimate and therefore did not fulfill the above obligations the company in achieving energy production.So work requires an estimate of the dependents of these machines for the purpose of access to identify and stop engaging in hours and therefore maintenance programming and production of the above.Based on the foregoing, this research included mainly a comparison to estimate the reliability function in two approaches , first approach methods and parametric estimation methods, which included the following : 1 - Weibull Probability Plotting Method (WPPM).2 - Maximum Likelihood Method (MLM).3 - Method of Moments (MOM).4 - Rank Regression on Y Method ( RRYM ).5 - Rank Regression on X Method (RRXM).6 - Nonlinear Weighted Least Squares Using The Empirical Distribution Function Method(NWLSM).Either the second approach Nonparametric methods, which included the followingmethods : 1 - Empirical Methods (EM).2 - Product Limit Estimator Method(PLEM).3 - The Empirical Kaplan Meier Estimator Method(EKMEM).4 - The Empirical Weighted Kaplan - Meier Estimator Method(WEKM).5 - The Modified Kaplan - Meier Estimator Method(MKMM).6 - A weighted Estimation Method for reliability function(WMR).7 - Modified Method One(MMO).8 - Modified Method Two(MMT).The research aims to hold an estimate of the reliability function by Parametric methods for the distribution (Weibull with two parameters ? and ?), as well as estimation reliability function by nonparametric methods and compare the estimators of the reliability function by parametric and nonparametric methods to reach to the best parametric and nonparametric method, Through reliance on the index, the statistical integral mean square error (IMSE), And using the simulation and volumes of different samples as an estimate and is designed for dependents of machines that will allow the Department of gratings produce batteries out hours of operation of these machines and duration of stops and the application of parametric and nonparametric method and the best on the real data (failure times) Submitted by the pilot.The researcher has proposed two modified approach (MMO&MMT) in which Proposed modified weight to the empirical weighted kaplan - meier estimator has surpassed two approach, Which gives less integral mean square error (IMSE) of the integral mean square error to the nonparametric approach (The Empirical Weighted Kaplan - Meier estimator method (WEKM)). The researcher reached several conclusions, including that the best parametric method to estimate reliability function is a (Maximum Likelihood MLM) and for the best nonparametric method is a (Empirical Methods (EM)), and relying on standard statistical integral mean square error integral (IMSE).
