المستخلص: استهدف البحث التعرف على واقع استخدام الانترنت في جامعة البصرة من خلال التعرف على منافذ تقديم خدمة الانترنت فيها، ومواقع جامعة البصرة على شبكة الانترنت، ومعرفة مدى اهمية الانترنت ومستوى استخدامها بالنسبة لاعضاء هيئة التدريس وطلبة الدراسات العليا والاولية في الجامعة.والتعرف على علاقات الارتباط بين كل خاصية من الخصائص الشخصية لاعضاء هيئة التدريس وطلبة الدراسات العليا والاولية وبين كل من مدى اهمية الانترنت ومستوى استخدامها، وكذلك التعرف على علاقات الارتباط بين كل خاصية من خصائصهم الشخصية وبين كل غرض من اغراض استخدامهم للانترنت.وقد اعتمد المنهج الوصفي التحليلي لانجاز البحث، واستخدم الاستبيان لجمع البيانات المتعلقة بعينة البحث البالغة (655) مستخدما، واجريت العديد من المقابلات مع مسؤولي مراكز ووحدات الانترنت في الجامعة، وتم الاستعانة ببرنامج التحليل الاحصائي (SPSS) لغرض انجاز المعالجة الاحصائية.وقد توصل البحث الى نتائج عدة من اهمها ما يلي : - 1 - قلة عدد مراكز ووحدات الانترنت في الجامعة قياسا بحجم مجتمع الجامعة من طلبة دراسات اولية وعليا واعضاء هيئة التدريس في كلياتها ومراكزها العلمية والبحثية.2 - هنالك العديد من كليات الجامعة ومراكزها العلمية والبحثية لا توجد لديها مواقع الكترونية او صفحات ويب على شبكة الانترنت، اذ بلغ مجموع الصفحات والمواقع الالكترونية (10) فقط.3 - اكد اغلب مستخدمي الانترنت في الجامعة على ان الانترنت مهمة جدا لديهم، في حين لم يذكر اي مستخدم على انها غير مهمة، وهذا يؤشر على وجود وعي لدى المستخدمين باهميتها.4 - اكد معظم مستخدمي الانترنت على ان استخدامهم للانترنت ادى الى تحسن نوعية البحوث التي قاموا باعدادها، وكذلك ادى الى زيادة انتاجيتهم من البحوث.5 - ان من اهم المعوقات التي تواجه مستخدمي الانترنت في الجامعة هي البطء في الاتصال ومن ثم ارتفاع اجور استخدام الانترنت، وانقطاع الاتصال اثناء الاستخدام.وقد اوصى الباحث بتوصيات عدة من اهمها ما يلي : - 1 - زيادة عدد مراكز ووحدات الانترنت في الجامعة وان يتمكن الجميع من استخدامها من اعضاء هيئة التدريس وطلبة الدراسات العليا والاولية وتوفير كل الامكانات والتسهيلات لهم.2 - تخصيص حزم الانترنت بما يتناسب مع حجم وطبيعة احتياجات الكليات والمراكز العلمية في الجامعة من شبكة الانترنت مع الاخذ بنظر الاعتبار الحاجات المستقبلية.3 - انشاء مواقع الكترونية لكل الكليات والمراكز العلمية في الجامعة والعمل على تحديثها بشكل دوري على ان يتم تصميم هذه المواقع بشكل جيد يجاري مواقع جامعات العالم ومواكبة للتطورات الحاصلة في مجال خدمات الانترنت.4 - تخصيص منهج دراسي في تكنولوجيا المعلومات والانترنت ضمن المناهج الدراسية لطلبة الدراسات العليا والاولية للتعلم على كيفية استخدام الانترنت وخدماتها وادوات البحث فيها.5 - انشاء وحدة معلومات في كل كلية ومركز علمي في الجامعة تتولى عملية جمع وتهيئة المعلومات الخاصة بالنشاط العلمي والبحثي والاداري للكلية او المركز حتى يتم تغذيتها لموقع الكلية او المركز على شبكة الانترنت. | Ali Abdul Nabi Abdul Kareem. The Use of Internet at The University of Basrah It's Current Condition and Role In The Educational And Research Processes (Master Thesis). - Basrah : University of Basrah, 2012 . - 151 P. This research aims at identifying the current condition of the use of Internet at the University of Basrah, by identifying the internet centers and units of the University, it's also aim's the websites of the university and find out how important the Internet and the level of use for faculty, graduate and undergraduates at the university.The thesis attempts to identify the correlations between each personal trait of faculty members, graduate and undergraduate students; the correlations between the importance of the Internet and the level of use, as well as identifying the correlations between each personal trait and the personal purposes of using the Internet.The research adopts a survey descriptive approach to implement the research, it uses the questionnaire to collect data from a sample of (655) employees, and numerous interviews with officials of the internet centers and units at the university have been conducted. The(SPSS) program has been used for statistical analysis to complete the statistical treatment.A number of results have been drawn from this research including : 1 - There is limited number of Internet centers and units at the university compared to the size of the university community of students and faculty members in the colleges and scientific and research centers.2 - There are many colleges and university scientific centers that lack websites or web pages on the Internet, with only(10) pages and websites.3 - Most Internet users at the university assure that the Internet is very important to them, while no user denies it's importance, which indicates the presence of awareness among the users of the importance of internet.4 - Most Internet users confirm that the use of the Internet has led to improved quality of research that they have prepared, and also led to increased productivity of research.5 - One of the most important constraints faced by Internet users at the university was the slow connection, the high wages of uses the Internet, and disconnection during use. The research has arrived at a number of recommendations such as : - 1 - Increasing the number of Internet centers and units in the university to be able to used by faculty members, graduate and undergraduate students and to provide all facilities for them.2 - Allocating Internet packages that commensurate with the size and nature of the needs of colleges and scientific centers at the university, taking into account the future needs.3 - Creating websites for all the colleges and scientific centers at the university, working on updating them periodically and these websites should be designed to match the websites of the universities around the world and keeping pace with the developments in the field of Internet services.4 - Finding a course on information technology and the Internet within the curriculum for graduate and undergraduate students to learn how to use the Internet, its services and research tools in it.5 - Creating a unit of information in each college and scientific center in the university that handles collecting and formatting information about scientific, research, administrative activities of the college or center to be uploaded to the websites

المستخلص: تناولت الدراسة مفهوم الانترنت وتاريخها ومكوناتها ومتطلبات الارتباط بها وادواتها وطرق البحث فيها ومجالات استخدامها في المكتبات ومراكز المعلومات والجيل الثاني من الانترنت، كما واستعرضت الدراسة مفهوم مواقع الانترنت ، وانواعها ، ومراحل انشائها ، ولغات وبرامج تصميم المواقع ، واسباب انشاء موقع للمكتبة على الانترنت ، واهمية تقديم خدمات المعلومات عبر موقع المكتبة على الانترنت كما تناولت الدراسة تقييم مواقع الانترنت واهميته وصعوباته وخطواته وطرقه .هدفت الدراسة التعرف على مواقع المكتبات الجامعية العراقية على الانترنت ومواقع المكتبات الجامعية العربية والاجنبية من خلال مجموعة من المواصفات والمعايير المشتركة ، والمقارنة بينها للوقوف على نقاط القوة والضعف في هذه المواقع ومعرفة المستوى الذي وصلت اليه ، كما اعد الباحث نموذجا مقترحا لما يجب ان يكون عليه موقع المكتبة الجامعية النموذجي على الانترنت والذي يمكن الاستفادة منه من لدن المكتبات الجامعية التي ترغب بانشاء موقع لها على الانترنت. شملت الدراسة عينة عمدية من مواقع المكتبات الجامعية ، منها ثلاثة مواقع لمكتبات جامعية عراقية وموقعين لمواقع مكتبات جامعية عربية ، وموقعين اخرين لمواقع مكتبات جامعية اجنبية.استخدمت الدراسة المنهج االمسحي في التعرف على مواقع المكتبات الجامعية العراقية والعربية والاجنبية - عينة الدراسة - ، كما اختار الباحث المنهج الوصفي لوصف محتويات مواقع المكتبات الجامعية عينة الدراسة من حيث الشكل والمحتوى والخدمات وغيرها من العناصر وتحليل محتويات هذه المواقع وعناصرها والمعايير المتبعة فيها بغية الوصول الى نتائج عن هذه المواقع.توصلت الدراسة الى مجموعة من النتائج ابرزها ما ياتي : 1 - ان معظم المكتبات الجامعية العراقية لاتملك مواقع مستقلة لها على الانترنت، وعند امتلاكها لموقع يكون ضعيفا ولايخدم المستفيدين بكفاءة.2 - هناك تفاوت كبير مابين مواقع المكتبات الجامعية العراقية ومواقع المكتبات الجامعية العربية والاجنبية من حيث تطبيقها المعايير والجوانب التقنية والفنية المتعلقة بانشاء وتصميم المواقع.3 - عدم تفاعل مواقع المكتبات الجامعية العراقية مع المستفيدين ، وعدم توفر الخدمات التي من المفترض ان تقدمها عبر مواقعها على عكس ماتقدمه مواقع المكتبات الجامعية العربية والاجنبية من خدمات تفاعلية متنوعة. | The study reviws the concept of internet , its history , components, tools, requirements of its connection, ways of searching it, aspects of its uses in libraries and information centers, and the second generation of internet . the study also deals with the concept of Internet websites ,their types ,the stages of their establishment, the language and programs of designing the websites, the reason behind establishing a website for the library on the Internet and the importance of offering information services via the Internet . The study also deals with Internet websites evaluation, its importance, difficulties, stages and ways. The study aims at defining the websites of the Iraqi university libraries on the Internet and those of the Arabic and foreign university libraries by a group of common standards and specifications, and comparing the Iraqi websites with the Arabic and foreign ones. To diagnose their weak and strong points and defining their level. The study offered a sample proposal of an ideal university library site to be adopted by university libraries which desire to establish its own website. The study included purposive sample of university libraries websites, three of them which are Iraqi , two for Arabic and two websites for foreign university libraries . The study used survey method to define the Iraqi , Arabic and foreign university libraries websites represented by the study sample. The descriptive method is also used to describe these websites according to form, content, services and other elements to analyze the contents of these websites and the standards followed to reach to clear findings concerning these websites. The study concluded with a group of findings , the most outstanding are the following : 1 - most of Iraqi library universities don't have independent websites and in case of having ones , they are inadequate and do not serve the users effectively. 2 - there a large dissimilarity among Iraq library university websites and Arabic and foreign library university websites concerning application the Criteria and technological aspects that related to website creation and design .3 - Disinteraction of Iraq university libraries websites with the users . and the in availability of services which are supposed to be offered via their site comparing with the Arabic and foreign university libraries websites which offer a variety of interactive services.

المستخلص: تهدف الدراسة الحالية الى تسليط الضوء على مصادر المعلومات المرجعية المتاحة على الانترنت من حيث مفهومها وسماتها ومشاكل التعامل مع مصادر المعلومات المرجعية التقليدية وفوائد مصادر المعلومات المرجعية المتاحة على الانترنت للمكتبات والنشر الالكتروني وتاثيره على تطور ونشر مصادر المعلومات الالكترونية وكذلك تناولت دورة حياة المصادر المرجعية الالكترونية ونشاتها وتقسيماتها وتاثير التطورات التكنولوجية عليها.ومن جانب المكتبات ومراكز المعلومات وكيفية تعاملها مع المصادر المرجعية المتاحة على الانترنت واستيعابها فقد تناولت الدراسة هذا الجانب من حيث الاقتناء ومزاياه وسياسة التنمية وعناصرها وسلطت الضوء على جانب مهم الا وهو تقييم المصادر المرجعية المتاحة على الانترنت قبل اقتناؤها لمعرفة مدى موثوقيتها وتناولت التقييم من حيث اهميته واسبابه وصعوبته وقدمت ارشادات عامة للتقييم ومعايير التقييم.وكان من ضمن التساؤلات البحثية التي طرحتها الباحثة عن ابرز المعايير التي يمكن ان تساعد الباحثين لقياس درجة الثقة ومصداقية المعلومات المتوفرة في مصادر المعلومات المرجعية المتاحة عبر الانترنت لذلك قدمت في دراستها جملة من المعايير بلغت (10) معايير وقامت بتطبيقها على عينة الدراسة المتمثلة بـ (20) مصدرا مرجعيا متاحا على شبكة الانترنت لمعرفة مدى التزام هذه العينة بهذه المعايير ومدى تطبيقها.وخرجت الدراسة بعدد من النتائج كان من ابرزها ما يلي : 1 - توصلت الدراسة الى امكانية استخدام معايير تقييم المصادر المرجعية المطبوعة لتقييم المصادر المرجعية المتاحة على الانترنت مع الاخذ بنظر الاعتبار الاختلاف ما بين الشكلين. وبالفعل قامت الباحثة بوضع معايير مقترحة تحاكي الشكلين وطبقتها على عينة الدراسة.2 - تبين للباحثة بعد تطبيق معايير التقييم على الشكلين المطبوع والالكتروني للمصادر المرجعية التزام المصادر المرجعية الالكترونية بهذه المعايير وتطبيقها بشكل اكبر من المصادر المرجعية المطبوعة وذلك للتسهيلات التي يوفرها الشكل الالكتروني وتتيحها الانترنت كسهولة النشر والتحديث وامكانية الاتاحة لجمهور اوسع من جمهور المصادر المرجعية المطبوعة.3 - اضاف الشكل الالكتروني المتاح عبر الانترنت ابعادا جديدة للمصادر المرجعية لا تتوفر بالشكل المطبوع لها وان توفرت فيتم توفيرها بشكل محدود مثل سهولة البحث وامكانية اضافة طرق متعددة للبحث معظمها لم يكن متاحا بالشكل المطبوع للمصادر المرجعية.فضلا عن العديد من النتائج التي توصلت اليها الباحثة وادرجتها في نهاية دراستها انتهت فيها الى جملة من المقترحات تتقدم بها الباحثة للمكتبات ومراكز المعلومات لتولي المزيد من الاهتمام للشكل الالكتروني من المصادر المرجعية لاهميته ولما يضيفه من مزايا لا يتمتع بها الشكل المطبوع. | The present study aims at shedding the light on reference information sources available through internet concerning their concept, characteristics and the reasons of usage which include the problems of dealing with the traditional reference information source and the advantages of information sources available through internet for libraries and discusses electronic publishing and its effect on the publishing and development of reference information sources. The study also deals with the reference information sources life style, their evolution, types and their effect by the technological developments.Concerning libraries and information centers and their relation with the reference information sources and their comprehension for these sources, the study deals with this aspect concerning acquisition and their characteristics, collection development policy and its components. The study also discussed a vital aspect that is the evaluation of reference information sources before their acquisition to know their authenticity, and evaluation, and discussed evaluation concerning its importance, justifications and difficulty and the researcher presented general guidelines for evaluation and its criteria. Among the research problems which the researcher presented is the one that concerns the most famous criteria which can help users measure the authenticity and validity degree of information available through internet, therefore, the researcher demonstrated a group of criteria amounted to (10) criteria and applied them at the study sample which is composed of (20) reference sources available via internet to know their Compliance and compatibility with these criteria and the range of their application.The study concluded with a number of results the most important ones are : 1 - Possibility of using the print reference information sources criteria in evaluating reference information sources, taking into consideration the difference between both forms. The researcher suggested a group of criteria suitable for those two forms and applied them at the study sample.2 - After applying evaluation criteria at both forms, the researcher found the commitment of reference information sources to these criteria more than the print reference sources do owing to the facilities the electronic form and the internet offer including easiness of publishing, updateness, and the possibility of their access by users more than the print reference sources do.3 - The electronic form available through internet added new advantages to the reference sources not available for the print form, and in case of their availability, they do that in a lesser limit such as search easiness and adding many new approaches for searching most of them are not available for print reference sources.The researcher concludes her study with some suggestions for libraries and information centers to pay more care for this kind of reference sources for their importance and the advantages which the print form does not have.
