المستخلص: الحمد لله رب العالمين والصلاة والسلام على سيد المرسلين واله الكرام المنتجبين وبعد، يعد الماء اساسا للحياة وموردا حيويا يرتكز علية انتاج الغذاء ويشكل اهم عناصر البيئة، كما انه يؤدي دوررائيسيا في التنمية الاقتصادية بجوانبها المختلفة، فالماء مصدر الحياة | Praise be God , lord of the worlds , and prayer and peace be upon the lord of messengers , Mohammad and his honorable. water is a main thing for life. it is a vital source on which food production is dependent. it represents the most important element of nature , and plays a main role in the economic development in its different aspects. water is the life source , and is the most precious element of nature , especially in the dry and semi - dry regions. map of water is almost computable with that of life. Due to the increasing importance area and intensity of agricultural lands are determined, any achievement of that will depend on how efficient we explain waters according to the modern scientific methods of irrigation. because of the limited and scarce water resources , its necessary to make use of what is available of them efficiently in order to reduce wasting , depending on the methods that achieve that.The study comprises six chapters , pervaded by a number of topics. the first chapter implied the theoretical framework which included the study problem , suppositions and importance , in addition to previous studies and scientific terms and concepts while the second chapter , represented in the natural features of the study area , it focuses on the detailed natural features such as those of location and geological and topographical status , in addition to the climatic features and features of sail and natural plant. the second chapter shed the light on the characteristics of the agricultural - irrigative in the governorate.As for the third chapter, it implied the geographical extensions of rivers' networks and irrigation streams in the governorate , and focuses on studying the development of Euphrates waterway as being a vital artery for the governorate lands while the second section focused on studying resources of its water be for entering the governorate.The fourth chapter studied ways and methods of irrigation and their systems in the study area through focusing on ways of water conveyance and irrigation in the first section. in the second section , we talked about organization of irrigation and drainage process , in addition to the water needs and control installations.The fifth chapter was entitled ( A geographical Evaluation of Rivers Network and Irrigation streams Efficiency in the governorate ). while the sixth chapter evaluated the geographical extensions of rivers' network and irrigation streams, besides, evaluating the methods and ways used in the irrigation and water waste in the second section of this chapter , we studied the increasing salt portions in the water and soil of the study area and analyzed them.Lastly , the study reached a number of conclusions and some recommendation that can be made use of to meet the aims the study tried to achieve in order to reduce the problems the watering - irrigative statue suffer from in Qadissiya governorate

Markets that drops place and summarized time due to the information revolution resulted in developing this economy to exceed the real sect which involved new instruments and machinery to the Globalization with its roots that belonged to the fifteenth century comes to make basic changes in the international system through out the machineries that Capitalism used to produce its instrument to from a comprehensive Global system the elements of which do not restricted to states so as to internationalize production rather than transferring the commodities, services and capitals That affects the direct foreign investments which depends on the multi. nation. laities companies, in addition to internationalities capitals due to the communication revolution that the trade types are connected to capital movement. All that will lead to increase the economic growth, increase work opportunities and change the in come resources, so that most countries , especially ambiguous relation among the financial globalization elements, especially the direct foreign investment and the economical growth, the study tries to define the causative relation and its direction between these two elements.The study problem : - the study problem represents in the efforts that Gulf cooperation council states make to improve the economical environment by making laws and facilities, reforming the financial sector and the economical openness , yet these states still suffer of the economical problems that make than unable to comprehends the financial supplement tarries or to attract the direct foreign investments because the money markets are small and unable to compete with the big global markets.study Hypothesis : - The study starts with hay prosthesis says that the financial globalization , its machineries, demands and elements , especially the direct foreign investment have positive effects on the economical growth of Gulf cooperation council states, and the economical growth will be reason to attract the direct foreign investment. The study plan : - To prove the hypothec sis that is mentioned the developing acnes, worked hard to create suitable economical environment and develop the financial sector which is considered as one of the main factors in the economical development process. World become field of competition that attracts the financial globalization via creating the investment environment that can attracts more investment by the involved acts and ficilities. Because of the impotence of the financial globalization to creat the economical growth , the states of Gulf cooperation council put the development al aim on the top of the economical aims for which the direct and in direct foreign investments are conducted as machineries of the economical growth which provides the suitable conditions and here the impotence of the study lies.The study Aims : - The study tries to achieve many aims starting the financial Globalization and its elements as well as the economical growth ,as theoretical study, then analysing the Globalization elements and the in and out capitals flow of Gulf cooperation council states to have performance evaluation of the bank sector and money market in the studied countries. finally, because of the previously ,the study is divided into three chapters followed by the results and recommend ations. The first chapter studied the concepts of the financial Globalization and the economical Growth. Itincludeds three topics. Thef first one studies the financial Globalizationf as a concept. The second studies the main aspects of the financial Globalization, and the third one studies the relation between the financial Globalization elements and the economical growth , as well as studying the possible economical effects of the FDI on some of the total economy variables.. The second Chapter is devoted to study the productive and financial from in Gulf cooperation council states withen three topics. The first one studies the the economical growth nature and the participations of the economical sectors, especially ail and transformational industry sectors, in forming it. The second one studies the development that the Gulf bank sectors witnessed and how did that sectors affected by the current financial srisis. The thard one studies the Gulf money market and analysis its basic indicators and the effects of the financial crisis on the Gulf mony market. The third chapter includes two topics , the first one deals with the direct foreign investment in the cooperation council states , its legislative factors and the economical policies , as well as the development of the FDI. the second topics based on using Granger causative sample with an introduction of who to use the analogical treatment of the sample , then to describe the typical sample by testing the causative relation between FDI and GDP for the period (1985 - 2007).

المستخلص: Praise be to God, Lord of the worlds, and prayer and peace be upon the prophet Mohammad, lord of creatures, and his most honest household.It is well - known that the Quranic semantics has been cared of by the ancient and modern linguists. All the Arabic sciences have been built upon to achieve accurate knowledge of the Holy Quran.The researcher, in this respect, has to read the Arabic lexicons, then the interpretation books of grammarians and rhetoricians, ending with modern semantic books. He will find himself, after all this effort, facing divine abundant outcome, because all that have been related by the Quranic studies and researches are still glowing, giving life to everybody, and supply existence with light to disperse all kinds of gloominess. The researcher is still puzzled, exclaiming what he could say after what had been said by the scholars and scientists, but he will find but through coexisting with. the Holy Quran that Quran is so noble with everlasting gifts. This is because Quran is the creation of Allah, the unlimited power creator Whose words can penetrate all time and spatial limits. The researcher will find out that the Holy Quran opens new horizons every time, because it is a miraculous book that will never be used up by studies, hut increases in glowing and generosity. The evidence is what has been proved throughout the past centuries that assisted its being a continuous source that will not be used up at all... l ike anendless sea.It is well - known by all that the Quranic terms are so significant, so well - formed in an artful intended way in its proper place.. I f any term is omitted, it is done with intention...and if the place is changed, it is done also with intention.The older studies cared of the Quranic pronunciations and : heir semantics. The most important books dealing with this aspect are " al - Ashbah wa al - Nadha'er" for Muqatil bin Sulaiman and others.Acceptance and refusal are the most important motives that make one express them by words or actions, therefore we can Determine man's attitude of an issue by his words and actions. Acceptance and refusal in the Holy Quran deal with points of acceptance and refusal in pronunciation and structures, so the research included four chapters distributed to two sections : the : 1rst is the pronunciation of.acceptance and refusal in the Holy Quran. The first chapter deals with the acceptance pronunciation, and the second deals with refusal pronunciation, The second section deals with the style of acceptance and refusal and is divided into two parts : the first is acceptance and involves the style of command, style of wishing and hope,, style of praising, style of awakening of a desire. The second chapter deals with styles of refusal involving prohibition, terrifying,.use and exclamation.Research ends with the significant difficulties the research faced. among them : the extended scope of the subject, there are : me utterances whose semantics need whole books to talk about and deal with. For that reason I tried to abbreviate as much as possible without default in the investigation research methods. After research has been accomplished, I do not claim its being perfect....Allah is the only perfect.... man has to seek knowledge, and Allah is the granter.
