Abstract: تهدف الدراسة الى معرفة المهارات والاستراتيجيات التي استعملها المفاوض العراقي في اتفاق الاطار الاستراتيجي لعلاقة صداقة وتعاون بين جمهورية العراق والولايات المتحدة الامريكية، فالتفاوض يعد ميدانا مهما من الميادين العلمية ويتصل اتصالا وثيقا بالحياة، فمادا | This research aims to Identify the skills and the strategies which the Iraqi negotiator used in the framework agreement model of the Friendship and co - operation relation Between Iraq and the United States of America, Negotiation is one of the most Important scientific fields and relevantly Associated with to life, as long as we live Negotiations will be exist , to avoid conflicts and reducing human Greed where we can all live in peace , to be the base for rules and principles among the people, therefore the Human experiences , absolutely No doubt , the ongoing conflicts will not result of any kind of ambitions to any part No matter how powerful he is.Because nothing last forever and life always changes , thus the co - operation is the best for better life and it’s the best way to approach the similarity among all the parties. Therefore, Negotiation became a science which has rules, principles and strategies and relies on the knowledge and skills as well the experience that came from the practice and training.For achieving the research goals the researcher uses the descriptive approach, and the research tool he uses the "Questionnaire form" which has been formed with the study goals , included themes that answers the study questions , and fulfill the study goals and these themes are ( the Negotiation , the skills of successful Negotiation , the elements which effect the Negotiation , the Negotiation strategies ).And about the individuals the study targeted the members of the Iraq negotiator of the strategic framework agreement who were(7). The study was divided into four chapters, the first chapter included the methodology, which discussed the importance the goals of the study as well as her Human spatial and temporal limits, and also explanation of the methodology which applied in this study. The second chapter included the evolution of the negotiation and it's stages, the negotiation concept and other linked concepts , as well talk about the negotiation importance in our life and to identify the main characteristics , items , principles of negotiation which are Indispensable for the negotiation process also to show the Overlaps in negotiation , the negotiation kinds ,and the effective elements in running the negotiation , the most important skills that must be in the successful negotiation.and the third chapter discussed how to run the negotiation process while the fourth chapter was specialized to the Field study.The most results which the study came up with : is the great important to Iraq from the strategic framework agreement between Iraq and United states, because it (the agreement) will identify the future relation between both countries (Iraq - United states and ends the American occupation Fact. and due to this agreement Iraq will be no more under the seventh item which was underwent it after the Iraqi occupation to Kuwait since 1990. The negotiation process needs a certain skills and experiences, and those skills are a basic element and by them one of the parties easily can achieve his goals.Obviously, all the characteristics of the successful negotiator are available in the public relations employees, However the Iraqi negotiator team have no specialized individuals in (P.R) Public relations who have an important role in the negotiation process which we can't forget. The study results founds also that the Iraqi negotiator team uses more than one strategy to achieve his goals, and adopt the common interests approach which preferred the co - operation between the American and the Iraqi side than the conflict in order to success the negotiation process. Also the study found that the Iraqi negotiator team has the Permissions and the authority to make decisions during the negotiation process which make it easier to reach the agreement in a very short period (the Iraqi - American strategic framework agreement).As a result to the field study came up with that the researcher recommended several recommendation such as : the necessary to make more researches about the negotiation due to the obvious shortage in the studies of the negotiation skills and strategies, especially in the Arabic management, and the necessary of involve the Iraqi negotiation team in specialized training courses of the negotiation field in order to give them the required skills and experiences , and finally optioning a specialized with Public relations to the Iraqi negotiation team to make a successful qualified negotiation which will achieve all the goals of the negotiation process.
