Abstract:
Insurance is considered as one of the activities that have an important role in development programs. And insurance companies, the level of their advancement their operation mechanisms, and the laws that organize the relationship between companies and clients reflect civilization level and the degree of progression of any country.But, naturally, insurance philosophy explains the range of insuring against dangers that would capital happen to money, persons, or properties, according to parallel contracting terms. This requires environmental ingredients which have circumstances that could be studied, expected and calculated.Recently, the phenomenon of terrorism and criminal operations appears in unusual form that negatively affects society movement and activities, and eventually is reflected on development situations and their programs in general.Insurance companies in public, mixed, and private sectors were affected directly by the environment where the security conditions are deteriorated and are difficult to measure.Due Because to the importance of insurance sector and the necessity of promoting it performance level, this factual study comes to know the nature of insurance company’s activity under the circumstances of terrorism phenomenon, especially for documents that relate to personal accidents.So the aim of this research is to study insurance situation in Iraq and looking for instruments that help in activation of insurance role and reducing negative impacts of terrorism on the whole activities of the sector, especially (insurance against personal accidents) This study contains are view of previous studies and researches which deal with the phenomenon of violence or terrorism and its effects on economic activities, especially, insurance sector.A general introduction is reviewed and in defait for insurance against personal accidents in terms of importance , concept , and development , and also the essence of terrorism phenomenon , its reasons and impacts , with mentioning the relationship between terrorist operations and their impacts on insurance activities . Companies from public sector have been chosen as a field of research, namely (The National Company For Insurance) .The situation was studied through cohesive questionnaire which was analyzed by using statistical analysis instruments which helped to know the results and the relationship between the variables that enabled the researcher to indicate the relationship between the impacts of terrorism phenomenon and the elements of success and developing the effectiveness of the insurance against personal accidents. The study reached group of results and recommendations which could be adopted in developing mechanisms for companies that work in an environment of terrorist dangers and facing them in such away that enhance insurance sector work and the range of its contribution in supporting development programs.
