Abstract:
يعد موضوع تقانة المعلومات وجودة الاداء الاداري من الموضوعات الحيوية والمعاصرة وذات الاهمية البالغة في الظروف الراهنة، والتي تشهد تطورات هائلة في المجالات (الاقتصادية, العلمية, الرياضية والتقنية) وايضا لاهميتها في تحقيق العديد من المزايا في العمل, وذلك لعدم وجود اداة لقياس تقانة المعلومات لدى الاداريين في الاتحادات الرياضية الاولمبية الوطنية العراقية وضرورتها لديهم، لذلك اختارت الباحثة الاتحادات المركزية الاولمبية في العراق لايجاد او بناء مقياس لتقانة المعلومات لانها تسهم في النهوض بالواقع الرياضي عن طريق الانتقال من حالة الى حالة افضل بالتغير والتطور الامثل. وتكمن اهمية البحث كون حاجة الاتحادات الى مثل هذه الدراسة التي تخدم القيادات الادارية بما تحتاج من قاعدة بيانات ومعلومات ومسايرة التطورات والتغيرات الحديثة، وتكوين اتجاهات ايجابية ووضع سبل لتجاوزها وكذلك ايجاد قيادات ادارية كفوءة وذات قدرة على قيادة الاتحادات للتنمية والتطور والرقي محليا وعالميا.مشكلة البحث : تحتاج التربية البدنية في ادارة عملياتها الى تقانة المعلومات ذات جودة عالية لذا توجب اعداد قيادات ادارية تتناسب مع التطورات والمتغيرات فليس من المعقول نلاحظ قيادات تدير الاتحادات بافكار قديمة وتحول دون استخدام تقانة المعلومات تبرز مشكلة البحث في عدم وجود الاساس الذي نرجع اليه في قياس تقانة المعلومات للقيادات الادارية تمكننا من دراسة سير عمل الاتحادات الاولمبية الوطنية العراقية لذا قامت الباحثة ببناء مقياس لتقانة المعلومات نستطيع عن طريقه معرفة مدى استخدام تقانة المعلومات في الاداء الاداري .اهداف البحث : هدفت الدراسة الى : 1 - بناء مقياس لتقانة المعلومات للاداريين في الاتحادات الرياضية المركزية الاولمبية في العراق .2 - التعرف على مستوى تقانة المعلومات وجودة الاداء الاداري للاتحادات الاولمبية المركزية في العراق.3 - التعرف على العلاقة بين تقانة المعلومات وجودة الاداء الاداري في الاتحادات الرياضية الاولمبية الوطنية العراقية .فروض البحث : 1 - هل توجد فروق ذات دلالة احصائية في مستوى تقانة المعلومات للاتحادات الاولمبية المركزية في العراق؟ .2 - هل توجد علاقة ارتباط دالة احصائيا بين مستوى تقانة المعلومات وجودة الاداء الاداري للاتحادات الاولمبية المركزية في العراق؟.3 - هل توجد فروق ذات دلالة احصائية في جودة الاداء الاداري للاتحادات الاولمبية المركزية في العراق؟ .مجالات البحث : المجال البشري : رؤساء واعضاء الاتحادات العراقية المركزية .المتمثلة(بالرؤساء ونوابهم وامناء السر، والامناء الماليين واعضاء الاتحادات )المجال الزماني : من 2015/11/15 لغاية 2016/3/28.المجال المكاني : مقرات الاتحادات الرياضية المركزية .الفصل الثاني : الدراسات النظرية والسابقة : هذا الفصل يشمل على الدراسات النظرية, ففيه تم التعرف على نشاة وتطور تقانة المعلومات ومفاهيمها وماهية الادارة ومفاهيم الادارة والاداري والقيادة الادارية ونظريات الادارة ودور تكنولوجيا المعلومات في ادارة المؤسسات ومفاهيم ادارة الجودة والاتحادات الرياضية .وان الدراسات السابقة شملت على : دراسة صلاح وهاب شاكر (2004), دراسة عزيزة عبد الرحمن (2010), دراسة محمد اياد رحيم (2015) .الفصل الثالث : منهج البحث واجراءاته الميدانية : في هذا تم التطرق الى منهج البحث واجراءاته الميدانية, استخدمت اذ الباحثة المنهج الوصفي , وتكونت عينة البحث من (174) فردا يمثلون القيادات الادارية , والتي اختارتها الباحث من الاتحادات الاولمبية الوطنية العراقية وقامت الباحثة ببناء مقياس لتقانة المعلومات واحتوى المقياس على اربعة محاور بعباراته الـ(45) بدائل الاسجابة للعينة (مقياس التقدير الخماسي) واستعملت الباحثة التحليل العاملي والوسائل الاحصائية الاخرى المناسبة في تفسير عوامل المحاور الاساسية وارتباطها . واستخدمت الباحثة مقياس (صلاح وهاب شاكر) لقياس جودة الاداء الاداري بعد عرضه على الخبراء، وتم اجراء التعديلات اللازمة، عليه واستخرجت الاسس العلمية للمقياس وتم تطبيق المقياسين واستخدمت الحقيبة الاحصائية للعلوم الاجتماعية وبرنامج (Spss) في المعالجات الاحصائية .الفصل الرابع : وفي هذا الفصل تم عرض النتائج ومناقشتها على ضوء تطبيق المقياسين .الفصل الخامس : الاستنتاجات والتوصيات وجاءت الاستنتاجات كما ياتي : 1. تم التوصل الى بناء مقياس لتقانة المعلومات لعمل القيادات الادارية في الاتحادات الاولمبية العراقية .2. بناء على التحليل العاملي تم استخلاص ) 4) عوامل للمقياس الذي توزعت عليه (16)عبارة .3. قوة العلاقة بين تقانة المعلومات وجودة الاداء الاداري لعينة البحث .4. ان مستوى تقانة المعلومات لاعضاء الاتحادات هي في حدود المستوى الجيد وكذلك الحال لمستوى جودة الاداء الاداري .اما التوصيات فجاءت كالاتي : 1. اعتماد المقياس المستخلص في تقويم وتطوير عمل القيادات الادارية في الاتحادات الاولمبية الوطنية العراقية .2. استخدام المقياس الذي تم بناؤه في هذه الدراسة لمجالات ادارية اخرى واشتقاق معايير له .3. اجراء دراسات مشابهة تتعلق بعلاقة تقانة المعلومات ببعض المتغيرات الاخرى كالقيادة الفاعلة والعمل الجماعي وغيرها.4. اجراء دورات لاعضاء الاتحادات لتطوير قدراتهم في استخدام تقانة المعلومات من قبل خبراء ومتخصصين في هذا المجال . | The subject of information technology and the quality of management performance is considered one of the vital and contemporary critical topics in the current circumstances, that witnessed tremendous developments in the following fields (economic, scientific, sports, and technical) , also for its significance in realizing many of the benefits at work, additionally to the result of the lack of a certain tool for measuring the information technology for the administrators in the Iraqi National Sports Federations and because its necessity for them, the researcher has chosen the Central Olympic Federations in Iraq as they contribute in advancement of reality of sports through the transition process from a state to a better one through dramatic change and the ideal development.The very important of this research is concentrated in the need of these federations to such a study that serve the administrative leaders including the need to a database and information and to keep pace with the developments of recent changes and the formation of positive leaderships as well as to develop ways to overcome them, and finding an efficient administrative leadership that have capacity to lead the unions to the development, progress and prosperity in locally and globally aspects. Research problem : Physical Education needs , in the management of its operations to the high quality technology of information therefor, preparing administrative leadership, was an critical matter for the purpose of being in consistent with the developments and changes that probably happened . It is not reasonable to note the leaders that run federations through old and traditional ideas and prevent the use of information technology . The problem of the research is highlighted in the absence of the foundation, which go back to , in the measurement of IT Administrative leaders that enable us to study the functioning of the Iraqi National Olympic Federations, so the researcher has built a measure of information technology , so we can through information technology to know the management performance.Research goals : The study has aimed to : 1 - Building a measure for information technology for administrators in the Central Olympic Sports Federations in Iraq.2 - Identify the relationship between information technology and the quality of management performance in the Iraqi National Olympic Sports Federations.3 - Identifying the level of information technology for Central Olympic Federations in Iraq.4 - Identifying the quality of administrative performance of the Central Olympic Unions in Iraq.Research Fields : The human sphere : Heads and members of the Iraqi central unions.Representing by (presidents, their deputies and secretaries, financial secretaries and members of the federations).Temporal sphere : from Nov.15th 2015 up to March 28th 2016Spatial field : the headquarters of the Central Sports Federations.Chapter Two : Theoretical and previous studies : Chapter Two has included theoretical studies, it has been identified on the origins and evolution of information technology and concepts and what the administration and management concepts and administrative management, leadership and management theories and the role of information technology in the institutions and quality concepts of management and Sports Federations.The previous studies have included : Salah al - Wahhab Shaker ' study (2004), Aziza Abdel - Rahman' study (2010), Mohammad Ayad Rahim' study (2015(.Chapter Three : Research methodology and its procedures Field : The third chapter has focused in , to the research methodology and field procedures. The researcher has used the descriptive method, the sample of research is consisted of 174 members representing the administrative leaders, selected by a researcher from the Iraqi National Olympic Federations, the researcher has built a measure of information technology consisted scale on four axes of its words the (45) .The scale of appreciation Pentagram , the researcher has used the factor analysis , statistical methods and other appropriate factors in explaining the basis and linked axes. The researcher has used the scale of (Salah Wahab Shakir) to measure the quality of management performance after a presentation to the experts , the necessary adjustments were made by using and extracting the scientific bases of the scale , and applied two scales as well as used the Statistical measurement of Social Sciences Program and (Spss) in the statistical treatments.Chapter Four : This chapter deals with the presentation and discussion the results in accordance with the light of application of the two scales.Chapter Five : conclusions and RecommendationsConclusios included the following : - It has been reached to build a measure of information technology to the work of the administrative leaders of the Iraqi Olympic Federations. - Basing on factor analysis and extracted (4) factors of the scale, which distributed (16) words . - The weakness of the relationship between information technology and the quality of management performance for the research sample. - The level of information technology of union members are in the range of good level as well as the level of quality of administrative performance.The recommendations include the following : - The adoption of the extract measure in evaluation, correction and development the work of the administrative leaders of the Iraqi National Olympic Federations . - Economy in measure which was built in this study and derive its standards. - Conduct and make similar studies concerning the relationship of information technology with some other leaderships like active teamwork and others. - Conducting and holding courses for union members to develop their abilities in the use of information technology by experts and specialists in this field.
