Abstract: يشهد العالم المعاصر اهتماما متزايدا بمعايير الجودة في العمل، وبخاصة في ميادين العمل التربوي، وياتي ذلك من اقتناع كامل بان جودة التعليم تكون في وجود معايير محددة ودقيقة تصل في طموحها ودقتها الى درجة توضيح ما يجب تعلمه واكتسابه والمستوى المطلوب الوصول ا | The world today interested in quality standards at work, especially in the fields of education & fully convinced that the quality of education depends on the presence of specific measures and assessment criteria. That depends on the education policy & stakeholders to clarify the level of assessment of what should be learn &gain. Nevertheless, the level and assessment of quality of education & assessment of teachers is not something absolute. It require multiple criteria’s (dependent and independent variables) that should not always be connected to each others, nor to be placed opposed to what the system mean to achieve (the quality of education & teachers development). Therefore, we must look to the quality standards as a whole in terms of student’s advantage & development including the aspirations of the community. Which depend on the quality of the educational system & the services teachers provided over - time. Thus, the quality of education system as an expression of social aspirations has to be measured each year, and according to the national specific measurements. That must be designed in line with international education standards. Therefore, it’s argued that the measurement stage and the formulation of teacher’s development criteria to keep in mind the input and output of the educational system is the must.Its suggested that the criteria to measure the service of teachers and its outputs must be known to everyone, whether to the professional level in the departments of education, the local grassroots (the student’s parents), the teachers & the students. In this context Iraq is not exception it must put itself in comparison of regional and global education assessment system. Towards that end, this study suggested that the education’ managers & the teachers can modify the system according to students need & future challenges. Therefore, the importance of education’ managers, the teachers, the intellectuals, the students participation in the process of laying the standards of education is important. Including the education ministries who are responsible for setting priorities & quality of education, and what must be measured for the education system & teachers is necessary.Therefore, this study focuses on the application of quality standards to evaluate the performance of the teacher in Iraq’s secondary schools, thus, this study’ aims & objectives are : 1. To prepare a list of criteria to evaluate the performance of Iraq’s teachers of art in the light of international standards.2. To evaluate the performance of Iraq’s technical teachers & their standards of quality in education.For the purpose of achieving the objectives of the study the researcher prepared a list of criteria according to the international measurement to evaluate the performance of educational institutions practices in the Arabs, European and other countries. Moreover, 140 samples were selected from the schools community including principals and teachers of art education, who belong to the secondary schools under the directorate general for education in Diyala city.For the purpose of achieving the results the researcher used the statistical methods of Fisher, and concludes : 1. The assessment of teachers, ability and value of work is highly important.2. The ability of teachers to participate & develop education system is the most.On the line of the above result it’s recommended that : • Teachers’ training to curry technical self - assessment is important & Promote a culture of quality appropriate for the quality of the teaching needs.• Provide teacher’s program of art education base in Iraqi universities & colleges to keep pace with contemporary developments in the field of teacher worldwide & Conduct an evaluation study of the artistic education curriculum in accordance with the standards of overall quality.
