احتوى هذا الباب على المقدمة واهمية البحث وتم التطرق من خلاله الى اهمية الدراسة من خلال تقويم اداء الادارة الرياضية لمديريات النشاط الرياضي والكشفي في محافظة بغداد للتعرف على اسباب الخلل وهل هناك تعاون بين مدرسين التربية الرياضية والقائمين في النشاط الرياض | This section Contained the introduction and the importance of the research which was addressed through the importance of the study by evaluating the performance of sports management for the departments of physical activity and Scout in Baghdad governat to identify the reasons behind the imbalance and if there is cooperation between teachers of Physical Education and those in the sports activity to those directories or there is intersection and duplication and lack of cooperation and Knowledge of how the development of the laws application and regulations that supply in raising the standard of sports in those districts and in Directorate of sports activity and Scout is responsible for sports activity in Directorates of Education in Baghdad technically and administratively.The problem of the study lies by the observing of the researcher that there is a weakness in sports management at the Directorate in general that lead to the lack of success of the educational system sports, which in turn leads to a failure to achieve the goals and the evaluating them and straightened so we had to prepare a study for specialists in those districts and schools to find out how to achieve these objectives that are compatible with the changes and interact with the community.The aims of the study : is to build a questionnaire to evaluate the administrative performance to see the differences in the performance of sports management for the directorates of sports activity and Scout in the province of Baghdad, according to the variables of sex, years of service and job title.The Fields of the Study : The human sphere : the administrators of competence and some physical education teachers in the departments of education in the province of Baghdad.Temporal sphere : for the duration of (1/28/2014) until (08/05/2014).Spatial domain : Directorate Terbaat province of Baghdad (Rusafa first, Rusafah 2nd, Rasafa 3nd, Karkh 1sh, Karkh 2nd, Karkh 3nd).Part II : theoretical Background and previous studies : This included the theoretical studies and previous relevant research, was addressed it to the general concept of the management, and the elements of management, sports management, and the importance of management in the field of sports, and to the planning and the importance of planning in the field of sports, and the organization and the importance of the organization in the field of sports, and the decision - making and the importance of the decision - making in the sports field, and contact and communication in the field of sports, and the coordination and the importance of coordination in the field of sports, and follow - up, control and types of control and application control in action sports, and supervision, guidance and supervision and guidance in action sports and the principles of supervision in action sports, leadership and leadership in the field of sports, and the concept of the evaluation, and the types of evaluation, and performance evaluation, and previous studies.Part III : research methodology and it field procedures : The researcher used the descriptive survey manner suits the nature of the search and contained the sample of the research, consisting of administrators jurisdiction's (31) by (97%) were chosen through intentional way to few in number and the sample of education teachers of sports (540) (25% ) from each department and were chosen randomly from the six districts in the province of Baghdad, and then addressed to the tools used and steps to perform the search, which included the design of the questionnaire and evaluation form and exploratory experience and show how the distribution of these forms on the sample as well as the statistical methods used in the research.Part IV : Results, analysis and discussion : This section display the most important results that have been reached and analyzed and discussed using appropriate statistical methods and down to achieve the objectives of the research.Part V : Conclusions and recommendations : conclusions : 1) The emergence of varying viewpoints administrative performance of the Directorate of Sports and Scout activity by sex variable in the field of organization and coordination and communication and in favor of males.2) Emergence of convergent views of performance management at the Directorate according to job title in the fields.3) The years of service has positive impact in the evaluation of the administrative performance of the Directorate of sports activity and Scout.4) There is weakness in administrative efficiency due to not rely on accurate and comprehensive criteria when selecting administrators in the district.Recommendations : 1) Assigning an experienced scientific and administrative efficiency in the field to develop appropriate plans to develop the work of the Directorate of physical activity and the Scout.2) The necessity of activating the communication between physical activity and the Scout Directorate and its affiliated schools. 3) It is necessary to set up training courses for administrative and Sports Directorate Scout activity in order to develop managerial potential, to keep pace with modern management methods in the field of sports management. 4) The need to provide financial resources to equip all schools, sports supplies Kalmlaab sports and educational services for all games.
