Abstract:
لقد تناول هذا البحث الدور الريادي للقيادة الاستراتيجية بابعادها الفرعية (المباداة، تبني المخاطرة المحسوبة، الابتكار، الابداع) بوصفها متغير تفسيري، وكذلك التميز في الخدمة المصرفية بابعادها الفرعية (القدرة التنافسية، التركيز على الزبون، استخدام تقنيات متطورة، اساليب وخدمات جديدة)، بوصفها متغير استجابي من خلال متغير وسيط التفكير الاستراتيجي بابعاده الفرعية (الرؤية الاستراتيجية، التفكير النظامي) والشخصية القيادية المؤثرة بابعادها الفرعية (البعد العقلي، الاستقرار العاطفي). اذ اعتمدت الباحثة المدخل المقارن لتحليل العلاقة بين المصارف الحكومية ومصارف القطاع الخاص ايمانا منها بالدور الاستراتيجي والحيوي الذي تحققه القيادة الاستراتيجية في التميز والتفوق التنافسي للخدمة المصرفية خاصة بعد التحولات المتسارعة والمنافسة الشديدة التي الزمت المنظمات بشكل عام، والمصارف بشكل خاص على اعادة النظر في اسبقياتها التنافسية واستراتيجياتها التسويقية لتحقق التوازن المطلوب في مواجهة التحديات التنافسية . وانطلق هذا البحث بتساؤلات جوهرية مفادها ضعف الدور الريادي لقيادات المصارف الحكومية والخاصة في تحقيق متطلبات ادارة التميز في تقديم خدمة مصرفية متميزة في العراق؟ اما هدف البحث فتجلى في تشخيص مدى ادراك الدور الريادي للقيادة الاستراتيجية وابعادها في انتاج حجم معين من الخدمات المصرفية. والتعرف على مستوى ممارسة الادارة العليا عينة البحث للسلوك الريادي. حدد البحث مجموعة من الفرضيات كاجابات تخمينية مؤقتة عن مشكلة البحث، التي جرى اختبارها بادوات احصائية وصفية، ولاختبار صحة هذه الفرضيات تم جمع البيانات المتعلقة بمتغيرات انموذج البحث باعتماد استبانه اعدت لهذا، كما جرى اختيار عينة عشوائية مكونة من (98) مديرا من الادارات العليواالوسطى والاشرافية، في عينة من المصارف العراقية المتكونة من مصرف الرشيد الحكومي واربعة مصارف خاصة. واستنتج البحث الى ظهور فكر اداري استراتيجي جديد يدعى الريادية. كذلك ان التغير الايجابي في القيادة الاستراتيجية قد احدث تغيرا" فعليا" من خلال التفكير الاستراتيجي بشكل اكبر من الشخصية القيادية في تحقيق تميز الخدمة المصرفية في المصارف العراقية. وقدمت توصيات تنسجم مع نتائج التحليل اهمها ضرورة التاكيد على الادوار الاستراتيجية للقيادة التي تضمنها البحث ولاسيما الدور الريادي من خلال رفع مستوى المهارات والقدرات للقيادة الاستراتيجية في معالجتها للمشاكل التي تحدث في اثناء العمل المصرفي من خلال مشاركة العاملين في صناعة القرارات، كما قدم البحث بعض المقترحات منها اعادة البحث الحالي بابعاده في القطاعات الخدمية الاخرى، للنظر بالنتائج التي تم التوصل اليهواامكانية تعميمها في بيئة الاعمال العراقية. وحث الباحثين على دراسة الانماط الريادية للمديرين وربطها بادارة التميز. | this research has dealt with the strategic pioneerism of leadership in its sub - dimentions (proactive, adoptatino of accounted risk, innovation, creativity) as an explanatory change. Talso deals with discover mmnations of banking service (competition power, concentration on the client and using developed techniques and new proce duress), to through appositive change medium strategic thinking in its sub - dimentions (strategic vision, systematic thinking ) and a personal leadership in its sub - dimension (mentalism dimention, emotional stability). The researche depended on comparative entrance to analyses of relationship between government banks and special sector banks according to her belief in a vital strategic role which is achieved by a strategic leadership in discern ment and a successful competition for banking service, specially after the rapid changes and intensive competition which is obliged the organizations in general and banks in special, to re - point of view in its prevision comparative and its strategies shopping to achieve the balance in the facing competitive challanges. This research has launched in inquiring abasic questions. These refer to weakness leader ship role for the managers of the government banks and special sector banks in achieving the demands of the discverment administration in presenting agood service in Iraq?. The research aims to diagnosis the role of strategic pioneerism leadership and its dimensions in the producting masses of banking services. Knowing the level the high administration of the sample. The research has assign eel number of the hypotheses as an interim guessing answers,which has tested by statistics tools. To test the correction of these hypotheses number of data which has one changer has been collected and depended on inquiry this research, (98) managers has been chosen randomly those are from premium, mediam and supervising management, a sample of Iraqi banks (al - rasheed government bank and four special sector banks). The result led to appear astrategic administration thinking called apioneerism the positive changing in a premium leadership made a change in strategic thinking in a personal leadership in achieving a fantastic service in banking service in Iraqi banks. Recommendations has put with the analysis results. The most important recommendations is emphasizing on the strategic role for leadership specially the premium role via rise the skills and the abilities of the strategic leader ship in treatment the problems through the banking work via the pahcipation of the workers in taking the decisions.Suggestions has been go like re - research with its dimeations in servicing sectors. In these results we can generalize it in the Iraqi work environment and stimulate the researchers to study the premium features for the managers and link it with a discernment management.
