Abstract:
يهدف هذا البحث الى التقييم لاليات تنفيذ استراتيجية مكافحة الفساد في المديرية العامة للماء التابعة الى وزارة البلديات والاشغال العامة، لان هذه الاستراتيجية تعتبر الاولى على صعيد الحكومة العراقية، فكان لابد من تقييم اليات التنفيذ لها من خلال عرض مضمون الوثيقة الاستراتيجية لمكافحة الفساد الخاصة بمكتب المفتش العام والتي تضمنت اربعة ظواهر سلبية من اصل احدى عشر ظاهرة في عموم الوزارة للفترة من 2010 ولغاية 2014 للتعرف على ايجابياتهوامعوقاتهوالغرض التاكد من ملائمة تلك الاستراتيجية مع اعمال المديرية العامة للماء وتحليل اسباب القصور وتشخيص نقاط القوة ليتم بعدها اقتراح جملة من الاليات والاجراءات اللازمة لزيادة فرص نجاح وفعالية تطبيق الاستراتيجية الوطنية لمكافحة الفساد ودفع عجلة الجهود المبذولة في مكافحة الفساد الى الامام وامداد الاطراف المعنية بتوصيات تحمل في طياتها مصداقية عالية للحد من الفساد او تقليصه قدر الامكان. وكان الاسلوب المعتمد في تقييم الالية المتبعة من قبل المديرية العامة للماء هو الاسلوب الوصفي بالاعتماد على البيانات والجداول التي تم استحصالها من الجهات التي يرتبط بها البحث ومن خلال التقييم للاليات المتبعة لاحظنا تطبيق بنود الاستراتيجية وان بنود هذه الاستراتيجية في صلب اختصاص عمل المديرية وبتماس مباشر في انتاج الماء والمحافظة عليه من الهدر ورفع نظام الجباية وتحسينه، وكان من ابرز تلك النتائج هو العمل بنظام دقيق في احتساب كمية الماء المستهلك وان معظم الخطط الموضوعة لمعالجة الظواهر المؤشرة في الوثيقة الاستراتيجية كانت في اغلبها عملية ومنطقية فضلا عن ارتفاع نسب المعالجة عن ما هو مخطط وتفعيل الدور الرقابي ومتابعة الخطوط الناقلة المارة بالاراضي الزراعية وتوفير مبالغ اضافية في حقل الجباية نتيجة تعزيز كوادر الجباة والاستفادة القصوى من المجمعات المائية ورفع طاقاتها نتيجة لاشراف المديريات في المحافظات بصورة مباشرة وتجنب حالات الاوبئة واخيرا اضافة طاقات للماء المنتج بالنسبة للمجمعات المشيدة في الاماكن التي لا يتوفر فيها مصدر ماء. | This research is aimed at the evaluation of the mechanisms of implementation of anti - corruption in the Directorate General of Water of the strategy to the Ministry of Municipalities and Public Works, because this strategy is the first at the level of the Iraqi government, was necessary to evaluate the implementation of its mechanisms through the presentation of the content of the strategy document for the fight against corruption for the Inspector General's Office which included four phenomena negative out of eleven phenomenon across the Ministry for the period from 2010 until 2014 to learn about the positives and constraints and the purpose of ascertaining the suitability of this strategy with the work of the General Directorate of water and analyze the causes of deficiencies and diagnose strengths are then propose a set of mechanisms and procedures to increase the chances of success and effectiveness of national anti - corruption strategy and the application of advancing efforts in the fight against corruption forward and supply the parties concerned carry with it the credibility of the recommendations of the high to curb corruption or reduced as much as possible. It was adopted in the mechanism used to assess by the Directorate General of Water method is descriptive method based on the data streams that have been collectible of those who associated research and through the evaluation of the mechanisms used to noticed the application of strategic items and that the terms of this strategy within the purview of the Directorate's work and in contact directly in the production of water and maintain waste and raise tax collection and improve the system, and it was the highlight of these results is to work accurate system in the calculation of the amount of water the consumer and that most of the plans to address the marked phenomena in the strategy document was the most practical and logical as well as higher treatment for what is planned and activating the role ratios supervision and follow - up carrier lines passers agricultural land and the provision of additional funds in the collection field as a result of promotion of cadres collectors make the most of water complexes and raise their energies as a result of the supervision departments in the provinces directly and avoid epidemics and finally adding the energies of the water product for the complexes built in places where the water source is not available
