Abstract:
نظرا للاهمية التي تتمتع بهواحدة تنسيق السياسات العامة للدولة في الامانة العامة لمجلس الوزراء والدور الذي تؤديه ضمن موقعها في هيكل الحكومة العراقية فقد هدف موضوع البحث هذا على تحليل المهام التي تقوم بها الوحدة, والالية التي من خلالها تنجز اعمالها بقصد الدراسة والوقوف على مواطن القوة والضعف لدى الوحدة, واهم انجازاتهوامدى كفاءة الاداء لديها ثم تقديم المقترحات لغرض تعزيز عمل هذه الوحدة ضمن اطار انموذج سلسلة قيمة المعلومات Information Value Chain. وقد تم اجراء البحث بجانبين اولهما الجانب النظري اذ تم عرض فقرات البحث بالاعتماد على الادبيات المنشورة في الدراسات علاوة على ما قدمته الكتب المتخصصة في هذا المجال اذ شمل العرض على تحليل المهام الرئيسة والثانوية للوحدة طبقا لانموذج سلسلة القيمة لبورتر فضلا عن الاشارة الى دور ادارة المعرفة والمعلومات وكيفية التعامل معها لما لها من صلة في موضوع بحثنا هذا. والجانب الثاني هو تحليل للحالة الدراسية فوفقا لهذا الجزء تم تحليل عمل وحدة تنسيق السياسات العامة وهيكلها التنظيمي والتحديات التي تواجهها في ضوء تحليل سلسلة قيمة المعلومات متضمنا الوثائق والادوات جميعهواالتي تتعامل بها الوحدة وطبيعة التقارير الدورية الواردة والصادرة من والى الوحدة وعليه تم وضع الاستنتاجات عن هذه الدراسة والمتعلقة بعمل الوحدة والياتهوامن ثم التوصيات التي كتبت نسبة الى تلك الاستنتاجات. | Due to the importance that the Public Policy Coordination Unit in the General Secretariat of the Council of Ministers has and considering its role within its position in the Iraqi Government structure; this research/study has aimed to analyze the roles and responsibilities of the Unit; and the mechanism that has been used to achieve its tasks. This analysis intend to highlight the strengths and weaknesses of the unit and its most important achievements and its performance efficiency, then submitting proposals for the purpose of strengthening the work of this unit within the framework of the Information Value Chain model.The research was conducted into two aspects; firstly the theoretical part where different paragraphs were displayed depending on the similar published studies and researches in addition to the information presented from the books of the same specialized area. This presentation included the main and secondary activities of the unit in accordance with Porter Value Chain analysis model; in addition to a reference to the role of Knowledge and Information Management and how to employ them due to their linkage to the subject of our study. The second aspect is an analysis for a study case; according to this part; the work, the organizational structure, and faced challenges of the Public Policy Coordination Unit has been analyzed, supported by all the documents and the tools used by the Unit and a view of the type of incoming and outgoing periodic reports from and into the Unit, and based on that, a number of conclusions were put together about this study, which is related to the Unit work and mechanism which led to a number of recommendations that was composed based on the resulted conclusions.
