Abstract:
يشمل هذا الباب على المقدمة واهمية البحث، اذ ان الاهمية تتطرق الى الواقع الحالي للمديرية العامة للتربية الرياضية والمديريات التابعة لها في وزارة التربية، ودراسة هذا الواقع لهذه المديريات لكي يساعد على الادارة الرياضية في وزارة التربية وتوحيد برامجها باسلوب | This includes the door on the front and the importance of research, as important address to the current reality of the Directorate General of Physical Education and its directorates in the Ministry of Education, the study of this reality to these districts in order to help sport management at the Ministry of Education and standardization programs in new and sophisticated and designed to improve the functioning and development, including serves the university as well as sport attempt to unify the naming of these departments in the Ministry of Education. Either the research problem : emerged from the observation there are some obstacles facing workers and officials within the district as well as the lack of appropriate administrative and organizational structure of departments of Physical Education in the Iraqi Ministry of Education as well as study some of the weaknesses in the links and relationships between staff within the Directorate and restore the proper understanding of the organization and management, planning and other aspects to achieve the desired goals.The objectives of the letter seeking to know the reality of the organizational structure and knowledge of the reality of sports to the Directorate General and its directorates in the Ministry of Education, as well as knowledge centers, strengths and weaknesses as well as proposals to develop the organizational structure in light of the results.Either the areas of research : The human sphere : physical activity managers and their assistants and supervisors in all districts.Temporal domain : the period from 4/5/2010 until 15/9/2010.Spatial domain : physical education departments of the Ministry of Education.Part II : theoretical studies and similar Include theoretical studies and similar relevant research and includes a historical overview of sport in the Ministry of Education and the statement of the concept of Management and Administration in Physical Education and addressed to the organizational structure and outline of the concept of administrative and managerial positions and some of the similar studies and then discuss and comment on them.Part III : Research Methodology and procedures of the field Included this section the research methodology and procedures of the field and in line with the nature of the problem the researcher used the descriptive method style survey of the relevance of the research problem, also contains a section on the sample consisting of managers, department of sports and their assistants and supervisors in the majority of Iraq's provinces, who are (285), was addressed to the tools used and steps to perform the search, which included the design and evaluation form - resolution reconnaissance and experience and show how the distribution of these forms on the sample in the districts of Iraq, as well as the statistical methods used in the research.Part IV : Part IV dealt with search and display data analyzed and discussed using appropriate statistical techniques and thus achieving the objectives of the research, the researcher as to the good results on the mathematical work in the departments of physical activity in the Ministry of Education.Part V : The researcher through the study conclusions and recommendations the following : Conclusions : ? lack of commitment by the Directorate General of Physical Education planning goals and strive to achieve them.? There are no adequate financial budget of the Directorate of Physical Education for the purpose of program implementation.? The general directorates do not comply with instructions issued by the Central Directorate General of Physical Education.? lack of field visits to districts and divisions by the Directorate General of Physical Education.? There is no administrative structure fixed at the Directorate General of Physical Education and its directorates in the governorates.? ratios not the right man in the right place and that the appointments are subject to the improvisational work.The most important recommendations are : - The need for the Directorate to develop and determine the future goals of the Directorate and its sections. - The need to study the sports program of competent people with long experience. - Emphasis on the disbursement of funds to cover the physical activities with the number of participants. - Need to focus on the unity of the workers work in the sports field. - Awareness of all employees in the organization of the process of supervision. - The need to split the duties and functions of both work according to its competence. - Review the significant and continuing to stand up to all requirements in the implementation of the sports program. - The need to assess their commitment in the general plan set for the program.
