Abstract: The rise and development of any society can be measured through the cognitive successes that may individuals get of these societies, and these societies can also be vanished through the cognitive failures that may happen, because knowledge is the reason of each development and arise and this knowledge may fail in some societies and if so, this will cause many problems to these peoples and societies, a lot of evidences points to that most of the learners do not complain of learning being hard and of some difficulties in it as much as they complaining of difficulties in remembering and learning these information, a modern point of view asserted that information do not disappear from the memory but sometimes we fail in re - remembering or recognizing them and this because we did not symbolized or saving them accurately which leads to failure in remembering such information, or the events that may take place during the cognitive treatment and reducing the degree of interest and attention of the individual during the treatment. And the procedures of cognitive controlling assist the person to control the important cognitive processes such as attention, perception, memory and using information through the awareness of these processes that require ability or dependent behavior and cognitive flexibility.Recent study aims at knowing the effectiveness of a counseling program depends on cognitive controlling in reducing cognitive failure for the students of College of Basic Education, and this can be through deriving the following hypotheses : 1. There are no statistical significant differences on (0,05) level of significance between the mean scores of experimental group samples and the mean of those of the control group in the pre - test to measure cognitive failures.2. There are no statistical significant differences on (0,05) level of significance among the mean scores of experimental group samples in both the pre and posttest to measure cognitive failures.3. There are no statistical significant differences on (0,05) level of significance between the mean scores of male experimental group samples and females of the same group in the pre - test to measure cognitive failures.For the purpose of measuring the following variable represented by cognitive failure, the researcher himself prepared a scale constructed according to the definition of Broadbent for the cognitive failures who defines it as “Individual failure in dealing with information he had or face, whether remembering or recognizing experience related to this information or the process of using it in accomplishing a task.” The scale consisted of (43) items formulated literally, the researcher checked out the psychometric features of the scale through procedures of validity and reliability.To achieve the aim of the study and its hypotheses, the researcher followed the experimental design that comes with the nature and variables of the study. The sample of the study is (24) male and female students from both the department of Sciences and Psychological Counseling in College of Basic Education whom their scores were too high in cognitive failures, they distributed randomly into two groups (experimental group and control one), (12)male and female students for each group. The researcher depending upon using the two groups design of pre and post tests, equivalence of variables has been done through(students’ scores in cognitive failures, father and mother education, arrangement of the birth in the family, age for each student).The counseling program depending upon cognitive control has been used with the experimental group only, there were two sessions per a week of (45) minutes, the total number of sessions was (12) counseling sessions and this requires using (SPSS) as an analytic statistical program for social sciences. The researcher use the following statistical tools in treating data : (percentage, t - test of two independent samples, Pearson Coefficient, mean, standard division, Chi - square (x) Good fitness test, Kolmogorov - Smirnov test, Mann - Whitney test, wilcoxon test, and the equation of the size of the impact of the nonparametric tests).The results pointed to the following findings : 1.There are statistical significant differences on (0,05) level of significance between the mean scores of experimental group samples and the mean of those of the control group in a pre - test to measure cognitive failures, for the benefit of experimental group.2. There are statistical significant differences on (0,05) level of significance among the mean scores of experimental group samples in both the pre and posttest to measure cognitive failures, for the benefite of posttest.3. There are statistical significant differences on (0,05) level of significance between the mean scores of male experimental group samples and females of the same group in the pre - test to measure cognitive failures, for the benefit of female students.And the effectiveness of the counseling program depending on cognitive control in reducing cognitive failures appeared for the students of College of Basic Education highly.The researcher presented a number of conclusions, recommendations and suggestions in the light of the findings of recent study.
