Abstract:
ان الادارة الرياضية مهارات فنية وانسانية وادارية حيث تعد هذه المهارات متطلبات اساسية في كل المستويات وتحظى باهمية كبرى في تسيير المؤسسات الرياضية ، ويعتبر الاداء الاداري والفني الذي يمثل الدافع الاساسي لوجود اية مؤسسة رياضية (اتحاد او اندية) من عدمه حيث يتصف الاداء بكونه مفهوما واسعا ومتطورا كما ان محتوياته تتميز بالتغيير نظرا لتغير وتطور مواقف وظروف الاتحادات الرياضية والاندية التابعة لها بسبب تغير ظروف وعوامل بيئتها الخارجية والداخلية، حيث يعد التحليل الاستراتيجي (SWOT) هو المسلمة الرئيسة في اعطاء صورة مستقبلية للمؤسسة وليس عن حاضرها فقط.وتكمن اهمية البحث في بناء مقياسي الاداء الاداري والفني وفق نظام للتحليل الاستراتيجي (SWOT) لدى الاتحاد المركزي للعبة المبارزة من وجهة نظر الاتحادات الفرعية والاندية الممارسة لها ومن ثم بيان مدى الاستفادة من هذا المقياس في تحليل الاداء الاداري والفني واستفادة الاتحاد من نتائجه. اما اهداف البحث فقد تضمنت ما ياتي : 1. بناء مقياسي الاداء الاداري والفني وفق نظام التحليل الاستراتيجي(SWOT) للاتحاد العراقي المركزي للعبة المبارزة وتطبيقهما.2. التعرف على العوامل الايجابية من(نقاط القوة والفرص) للاداء الاداري والفني للاتحاد العراقي المركزي للعبة المبارزة.3. التعرف على العوامل السلبية من(نقاط الضعف والتهديدات) للاداء الاداري والفني للاتحاد العراقي المركزي للعبة المبارزة.واستعمل الباحث المنهج الوصفي بالاسلوب المسحي لملائمته بناء المقياسين وتطبيقهما، اذ تم اختيار مجتمع البحث من جميع اعضاء الاتحادات الفرعية والافراد العاملين بالاندية الممارسة للعبة المبارزة في العراق والبالغ عددهم (159شخصا)، وهم يشكلون كامل مجتمع الدراسة بنسبة (100%)، اذ تكون مجتمع الدراسة من الاتحادات الفرعية للعبة المبارزة في المحافظات العراقية المتمثلة بـ(رئيس الاتحاد واعضائه وحكامه ومدربيه التابعين للاتحادات الفرعية) وبلغ عددهم (54 شخصا) ومجتمع افراد الاندية الممارسة المبارزة في المحافظات العراقية المتمثلة بـ(مدربي لعبة المبارزة ومساعديهم والحكام ومشرفي اختصاص اللعبة في الاندية الممارسة للعبة المبارزة في المحافظات العراقية) وبلغ عددهم (105اشخاص)، وتم اجراء التحليلات الاحصائية من حيث قدرتها التمييزية والاتساق الداخلي والاسس العلمية للمقياسين، كذلك استعمل الباحث الوسائل الاحصائية في البحث. واشتمل الفصل الرابع على عرض النتائج وتحليلها ومناقشتها بشكل علمي لتحقيق اهداف البحث وصولا للنتائج العلمية.اما اهم الاستنتاجات التي توصل اليها فهي : 1) يتيح مقياس الاداء الاداري للاتحاد العراقي المركزي للمبارزة مدى كفاءتهم وقدرتهم على ادارة عملهم الرياضي بنجاح.2) يعد مقياس الاداء الفني للاتحاد العراقي المركزي للمبارزة اداة للكشف عن المستوى الفني للعبة المبارزة.على ضوء الاستنتاجات التي توصل اليها الباحث فانه يوصي بما ياتي : 1. تعزيز نقاط القوة وجعلها حافزا لتطوير الاداء الاداري والفني والحد من نقاط الضعف ومعالجتها كذلك الاستفادة من الفرص والتهديدات نتيجة اجابات عينة البحث من قبل الاتحاد سواء اكان يتعلق بالاداء الحالي ام الاداء المستقبلي له.2. ضرورة تطوير الاداء الاداري والفني للاتحاد العراقي المركزي للمبارزة واعدادهم بما يضمن رفع مستوى الاداء وتنفيذ الخطط المستقبلية بما يخدم رياضة المبارزة معتمدين على التحليل الاستراتيجي(SWOT). | The sport management is a technical, human and administrative skills, where these skills are essential requirements at all levels and are of great importance in the management of sports institutions. The administrative and technical performance which represents the main motive for the existence of any sports institution (federation or clubs) or not, where performance is characterized by a broad and developed concept And its contents are characterized by change due to the change and development of the positions and conditions of sports federations and its affiliated clubs due to changing circumstances and factors of their external and internal environment. The (SWOT) is the main Muslim in giving a future picture of the institution rather than its present.The importance of the study is to construct two scales for strategic analysis for Iraqi Central Federation of Fencing according to (SWOT) Analysis in terms of Estimation of the Clubs and Sub - Federations. Having done that, there would be a statement about the outcomes of the scale in analyzing the administrative and technical performance of an institution, and how very much it gets use of that.The objectives of the study : 1. Constructing and standardizing a scale for strategic analysis (SWOT) for Iraqi Central Federation of Fencing.2. Identify the positive factors of (strength and chances) in order to get use of them in administrative and technical performance of the Iraqi Central Federation of Fencing.3. Identify the defects of (weaknesses and threats) in order to be backed up throughout finding solutions for the administrative and technical performance of the Iraqi Central Federation of Fencing.Statistical analyzes have been carried out in terms of their ability to distinguish, internal consistency and the scientific basis of the measurements. The researcher has also used the statistical methods in the research.. The research community has been selected from all of the sub - federations of fencing in Iraq. They were (159) persons. They represent the whole community of the study with percentage of (100%). The community is the sub - federations of fencing in Iraqi provinces which includes (the head of the federation, its members, referees, coaches and others), they were (54) persons. In addition, the community of the individuals of the clubs in the Iraqi provinces their number was (105) ones. The statics analysis has been conducted and statics devices have been used as well. Chapter four shows the results, analyzing them, and the discussion, this is to meet the scientific goals of the study.The conclusions : 1) The measure of the administrative performance of the Iraqi Central Fencing Federation allows them to be competent and able to manage their sports work successfully.2) The technical performance measure of the Iraqi Central Fencing Association is a tool for detecting the technical level of the fencing game.The recommendations : 1. Throughout the research sample results there should be Reinforcement the strengths to develop the administrative and technical performance and to limit the weaknesses. It should also get use of the chances and face the threats whether on the current or future performance.2. Iraqi Central Federation of Fencing should be developed to enhance the performance and to meet the future plans, this can be achieved by using the strategic analysis (SWOT).
