Abstract: This research focused on the need for attention to the requirements of Total Quality Management which aims to provide relevant information to the job sector construction projects and to show them the deviations of current and potential that occur during the process of implementation so as to overcome and correct paths and minimize threats facing the organization's work. This research is intend to cover the intellectual problem of the entry of directed service organizations in Iraq to the new economic system and face of hard competition which lead to place these service organizations to face the fact that knowledge of their ability to stand confronted with organizations constructional regional and international levels and then check the potential risks to face the deviations from the requirements of quality, Therefore this research aimed to identify the nature of the quality requirements adopted in the sample taken in this research and its impact on the performance of project operations like the time, cost and quality.This research emphasizes on how to use modern technology which represented the ready commercial software. Like (Microsoft project 2007) and ((Primavera )for calculating the time and cost to enhance the performance of the project.The current research identified a set of hypotheses that have been tested using a statistical tools non - parametric, for example, the percentage, and analysis of multi - linear regression, The projects society has been selected for this research, through a sample included (32) persons of the staff for the first project and (18) persons for the second project, which representing administrative and technical leaders (and heads of departments, and engineers at the work site), moreover the research has been tested on measures adopted in previous studies that having been adapted to suit the objectives of the research and the nature of the Iraqi environment.The research found a range of interesting conclusions and the most important one is that the management should set the time schedule for the completion of activities, and develop a logical and realistic plan for the estimating costs. The researcher recommended that project management to take care of the requirements of Total Quality Management to create a state of balance between what is actually planned and executed on the ground, implementation and follow - up for the purpose of correcting tracks and does not allow the accumulation of errors that occur and then difficult to overcome in the future
