Abstract: توجهت الادارات التخطيطية الحضرية لعدد كبير من دول العالم الاكثر تقدما عمرانيا واقتصاديا نحو التاكيد على ضرورة اعتماد مفاهيم الانشاء الحضري الصديق للبيئة كاساس في انتاج مدن المستقبل التي تضمن حق الانسان والطبيعة على السواء في الاستمرار والبقاء, وذل | The urban planning administrations of many of the most developed countries, both cultural and economical, have advanced towards the emphasis on the need of adopting environment friendly concepts of urban construction as a base to establish future cities which guarantee both human and nature rights in permanence and survival through simulating the function of such construction with the function of the most sustainable systems in the universe. Such simulation involves a return to the natural ecosystems which had independent functional mechanism and integrates with everything presented by the surrounding environment, in addition to understanding the basis of such mechanism this simulation involves translating this mechanism to a number of primary laws that can be recruited in the production of an environment friendly ecological urban model.The aforementioned achievement of such purpose seeks to transfer the urban performance system to an integral and complete part of the natural performance system surrounding it. Such purpose will be the research foundation of all five chapters which proceed to give a primary clear picture of what the environment friendly ecological city is. The research, in its introduction, is based on a number of readings and briefings of previous literatures related to the subject matter which reveal the existence of a non - cognitive integration concerning many aspects of this subject. Therefore, the research issue individualizes in the "lack of available knowledge concerning the foundations of designing and planning the environment friendly ecological city". Accordingly as provided by the research issue, the research aims to "establish a general informative base of design and planning foundations of the environment friendly ecological city".So this research in its continuous quest to solve this issue, has assumed that "the emergence of human urban agglomerations has completely separated from the locations of the natural environment, and its developing towards environment friendly ecological agglomerations would depend on finding a complete urban structure grounded on a numbers of foundations and standards which are basically inspired from the qualities of systems in such natural environment". The research, in proving this hypothesis, has relied on a scientific descriptive analytical methodology in which its general structure is developed progressively. This methodology, in the first part of the research, seeks to build an integrated theory base about the ability of recruiting natural ecological laws in the sustainable urban construction operations. In the second part of which, it seeks to detail the designing and planning foundations of such construction and to verify its dependence ratio in different international experiments specialized in constructing environment friendly ecological cities. In translation of this methodology, the research contained a general organizational structure which includes an introduction and five research chapters. Chapter one, under the title "the origin of ecological city emergence" came to clarify the historical roots of ecological city emergence and the most important modern environmental urban problems which prompted its adoption in the construction operations of modern cities. This chapter represents the introduction of chapter two which is under the title" what is the ecological city in its environmental surrounding". This chapter explains the concepts of ecological city, its natural planning philosophy as well as the planning tools that describe it as a lived urban machine. Thereafter, comes chapter three which demonstrates "the design and planning foundations of structure components of the ecological city". This chapter shows the basic elements to establish the structure of the environment friendly ecological city and its most important design and planning foundations. , this chapter establishes for the fourth chapter which entitled as "the ecological city in the international experiments". This chapter sheds the light on detailed analytical study of many selected case studies in purpose of verifying the ability of implementing the findings of the theoretical framework of the previous chapters in reality. Chapter four of this research attains the conclusion of a number of mutual environmental decisions adopted by the sustainable developmental urban policies in many of the most successful countries in the field of establishing environment friendly ecological cities. These four chapters prepare a number of summary conclusions and recommendations which are shown in chapter five of this research "final conclusions and recommendation" which includes a reliable ruler of measure to find integrated components for an efficient ecological urban structure.
