Abstract:
I've grown banking risks and changed the nature of the developments of financial liberalization and innovations banking business, and the growing use of new financial instruments helped to create Technological advances in the banking industry , in general, has been characterized by economic and financial conditions in the twentieth century of instability due to a lot of crises, Vanekst raised on banking business, which requires standing on the level of banking performance , through the use of multiple entries in the measurement. Prominent among the criteria used in the evaluation of banking performance is what is known standards (CAMELS), and are almost in place in most countries of the world , including Iraq , as the Iraqi Central Bank applied to the Iraqi private banks operating in Iraq , without beds banks Iraqi government , including Rafidain Bank. In this sense emerged research problem in not subjecting banks Iraqi government to the process of assessing its performance according to standards (CAMELS), has been selected Rafidain Bank sample search, and one of the oldest and largest banks Iraqi government , has not been limited to the entrance criteria (CAMELS) in the evaluation of performance of the bank's research sample , but have been using two entrances , first is the criteria (CAMELS) quantitative input, while the second contains self - assessment criteria and qualitative institutional transformation as an input , and through these entrances will be reached to the final evaluation of the research sample bank.Among the most prominent conclusions that have been reached, and a weakness in the performance of the Rafidain Bank on according to the entrance criteria (CAMELS) and criteria for self - assessment and institutional transformation . As of the most important recommendations is represented in the evaluation of government banks on according to the criteria adopted in assessing the performance of institutional banking , relying on more than entrance in the evaluation process , in order to integrate the evaluation process, and cover aspects that are difficult to quantify on according to the criteria (CAMELS), such as the use entrance self - assessment and institutional transformation adopted by the national Center for Management Development in the assessment of Iraqi institutions , or any quality standards other possible application on banks Iraqi government .
